In the West Bank, 1 Israeli settler intentionally rammed 1 Palestinian protester with their vehicle in Izbat at-Tabib. Israeli forces shot and injured 1 Palestinian child with live ammunition during a protest in Hebron. Israeli forces also demolished the Ramot Migron settlement outpost. Elsewhere, Israeli forces placed cement blocks at an entrance to al-Twana. 15 Palestinians were arrested, including 11 during late-night raids in Bethlehem, al-Mughayyir, and Hebron, 4 were arrested at flying checkpoints near Nablus and Tulkarm. In Gaza, 2 Palestinians died of wounds sustained from Israel’s attacks on Gaza over the weekend, including 1 child. Israeli forces opened fire at agricultural lands east of Khan Yunis; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 4 nautical miles west of Gaza; no injuries were reported. Middle East Eye reported that Islamic Jihad was angry with Egypt after its intelligence service allegedly informed the group that Israel was not seeking an escalation hours before attacking Gaza in Operation Breaking Dawn. (MEE 8/11)

In was reported that the U.S. defense department had decided against downgrading the post of security coordinator for Israel and the PA from a 3-star general to a colonel. The decision followed sustained pressure from U.S. lawmakers. (HA 8/11)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles west of Ramallah and south of Hebron, causing damage. Israeli settlers also threw stones at 1 Palestinian vehicle near Silwad, causing damage. Elsewhere, Israeli settlers attacked 1 Palestinian American man working his land in Mukhmas near the Ramat Migron settlement outpost, causing severe injuries. The man was arrested by Israeli soldiers before being released after showing proof that he owns the land during his interrogation. Israeli settlers also opened fire at 1 Palestinian vehicle traveling in Tarqumiyah, injuring 1. Israeli forces shot and injured 2 Palestinians during a late-night raid in Turmus ‘Ayya. Israeli forces also shot and injured 3 Palestinians during a late-night raid near Tulkarm. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in al-Ram, injuring 1 Palestinian minor who lost 1 of his eyes after being hit with a baton round. In East Jerusalem, between 50,000-80,000 Muslim worshippers prayed at the Haram al-Sharif compound on the 1st Friday in the month of Ramadan. Some 25,000-40,000 of them were from the West Bank. Israel only allowed Palestinians 50 years or older to enter East Jerusalem from the West Bank for Friday prayers. Past years have seen more than 200,000 Muslim worshippers pray at the compound on the 1st Friday of Ramadan. Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, injuring 2 with baton rounds and arresting 2 others. Off the coast of Gaza, Israeli naval forces detained 6 Palestinian fishermen within 3 nautical miles northwest of Rafah in 2 separate incidents before confiscating their 3 boats. The PLO Executive Cmte. meets in Ramallah, speaking out against recent Israeli settlement construction announcements and threatening to go to international bodies in search of redress. The cmte. also says it holds the U.S. administration responsible for failing to stop Israel’s settlement activity during the renewed peace talks. Meanwhile, Palestinian Authority (PA) PM Rami Hamdallah signs an agreement with U.S. Consul General in Jerusalem Michael Ratney in which the U.S. will pay $148 million to support the PA’s budget. A meeting takes place in the Gaza Strip between Hamas and Fatah leaders to discuss the possibility of holding presidential and legislative elections. However, on the same day, Fatah accuses Hamas authorities in Gaza of targeting its mbrs. for detention and harassment. Meanwhile, PA forces arrest 6 Hamas mbrs. in the West Bank. (MNA 8/18)

The U.S. State Dept. puts financing for economic programs directly involving the Egyptian govt. on hold, in the 1st real indication that the Obama administration will cut or curtail aid to the country in response to the military coup. Meanwhile, clashes continue in Egypt, with security forces killing at least 36 prisoners through suffocation after firing tear gas into a prison truck. The estimated death toll for 4 days of unrest in the country stands at around 900, with an estimated 70 police officers also killed. (AP, NYT 8/18)

The day before U.S. Pres. Obama arrives in Israel, the IDF and Israeli police raze 6 structures in 2 unauthorized Jewish settler outposts in the West Bank (Oz Zion and Ramat Migron). In retaliation, Jewish settlers vandalize 18 Palestinian cars and a bus in Nablus. In the West Bank, the IDF patrols in al-Fawar r.c. nr. Hebron in the afternoon, and conducts house searches and arrest raids in 1 village nr. Jenin at night. (MNA, YA 3/19; PCHR 3/21)

Palestinian PM Salam Fayyad and EU foreign policy chief Catherine Ashton sign a deal in Brussels for the EU to provide $9 million of new funding for Palestinian development, aimed at supporting the Palestinian presence in West Bank Area C (under full Israeli civilian and security control). Fayyad and his delegation then attend the annual meeting of the Ad Hoc Liaison Committee (AHLC)—the main donor body responsible for formulating broad policy for development assistance to the Palestinians. There he presents a paper on how the Israeli occupation affects the Palestinian economy. Donors are asked by the Palestinian delegation to protect projects in Area C and are told how irregularities in aid transfers to the PA and Israel’s withholding of tax revenue have worsened a financial crisis. After talks, Norwegian FM and AHLC head Epsen Barth Eide says that progress was made towards securing the $1.2 billion needed to fund the PA this year (see QU 168). (AFP, MNA 3/18; HA 3/19)

A World Bank report warns of the continued deterioration of the Palestinian economy, citing Israeli-imposed restrictions and the impact of closures (See Docs in JPS 168). The report also notes a drop in donor funding, and the PA’s large debts to banks and suppliers. Palestinian gross domestic product grew 6.1% in the first three quarters of 2012, down from an 11% average in 2010 and 2011. (HA 3/12)

After several legal delays (see QU in JPS 165), Israeli security forces evict Jewish settlers from Migron, an unauthorized settlement outpost nr. Ramallah. Around 50 families are moved out and relocated a short distance away in new housing built by the government for the purpose. Meanwhile, Jewish settlers accompanied by police move into a section of a Palestinian home in the Silwan neighborhood of occupied East Jerusalem, after a court ruling in favor of the settlers’ ownership claims. Israeli naval vessels fire at Palestinian fishermen nr. Bayt Lahiya in the afternoon, causing no injuries. IDF troops on the Gaza border arrest 3 Palestinians crossing the border fence nr. al-Bureij r.c. in the afternoon to look for work in Israel; open fire nr. Bayt Hanun, causing no injuries, at night. Also at night, the IDF makes air strikes on Izzeddin al-Qassam Brigades (IQB) training sites nr. Nussayrat r.c., causing no injuries. In the West Bank, the IDF patrols in 1 village nr. With Israel’s suspension of fuel shipments to Gaza since 8/5, rolling blackouts across Gaza increase fr. 8–10 hrs./day to 12 hrs./day. An uncorroborated report says that unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning; conducts arrest raids, house searches in 1 village nr. Jenin in the morning and 2 villages nr. Hebron and Jenin late at night. OCHA reports that since 8/1, the IDF has demolished 3 structures in the Bethlehem area: a restaurant, part of another building, and a local road used by Palestinian farmers to access their crop land. An Israeli court agrees to delay the evacuation of Migron outpost (scheduled for 8/1) until 8/21 to allow the High Court to hear an appeal by some Migron settlers claiming to have purchased their lots from the Palestinian owners. Lawyers for Peace Now, representing the Palestinians, win a further delay until 8/28 to prepare for the case. (CSM 9/1; HA, JAZ 9/2)

The Knesset votes down (69–22) a resolution that would have retroactively legalized unauthorized settlement outposts built on private Palestinian land. Hundreds of right-wing settlers gather outside the High Court in Jerusalem to protest. The decision clears the way for implementation of a High Court order to demolish Ulpana outpost by 7/1/12 and Migron outpost by 8/1/12 (see QU in JPS 164 for background). In 4/2012, Netanyahu had urged the government to find a solution that would legalize Ulpana, but knew this draft bill would not pass legal muster with Israel’s High Court and had urged MKs to defeat the measure. Instead, he vows to have the Ulpana buildings physically moved to neighboring Beit El settlement and to build 300 new housing units inside Beit El. At the same time, the Israeli Housing Min. announces plans to build another 551 new settlement housing units in various other West Bank settlements. (NYT, WT 6/7; JPI 6/15)

The International Israel Allies Caucus Foundation hosts members of Congress and some 100 evangelical Christians for a prayer breakfast to mark ‘‘the reunification of Jerusalem in 1967.’’ Nine Republican House reps. [Michele Bachmann (MN), John Fleming (LA), Trent Franks (AR), Louie Gohmert (TX), Randy Hultgren (IL), Doug Lamborn (CO), Steve Stivers (OH), Joe Walsh (IL), Allen West (FL)] attend and speak at the session, all calling for moving the U.S. emb. to Jerusalem. The Israeli High Court rejects the state’s 3/11/12 request to delay the evacuation of the unauthorized settlement outpost of Migron until a new housing at a new site is completed in 2015, ordering it to be dismantled by 8/1/12. An anonymous Israeli official says that the evacuated Migron settlers will likely move to the new site near Psagot immediately and begin work to fulfill the long-term government plan as laid out on 3/11/12. A settlement supporter says, “People close to Netanyahu teased the Peace Now movement [which brought the case on behalf of the Palestinian land owners], we should actually bless them because now we’re going to build another settlement which is not disputed legally, and it’s going to be much, much larger.” (NYT, WP, WT 3/26; WP 3/31; JPI 4/6)

Cross-border fighting in Gaza enters its 3d day. Palestinians fire 10s of rockets and mortars into Israel, damaging an empty school but causing no injuries. Israel carries out at least 7 air strikes on 7 targets (1 in Abassan, 3 in Gaza City, 3 in Jabaliya), killing 2 Palestinian civilians and wounding 33 Palestinians (2 armed Palestinians and 31 civilians, including 12 children and 5 women). Egypt unsuccessfully attempts to mediate a cease-fire. Israeli DM Ehud Barak acknowledges that Hamas has not taken part in the fighting, but notes that Hamas has not tried to rein in Islamic Jihad or the PRCs. As the fighting continues Islamic Jihad publicly accuses Hamas of failing to protect Gaza. In the West Bank, the IDF conducts morning patrols in 3 villages nr. Ramallah and 1 nr. Jenin (firing tear gas, stun grenades at stone-throwing Palestinian youths who confront them, causing no injuries); patrols in 1 village nr. Jenin (again firing tear gas, stun grenades at stone-throwing Palestinian youths who confront them, causing no injuries) and 1 nr. Tulkarm in the afternoon; and conducts late-night patrols in 1 village nr. Ramallah and latenight arrest raids and house searches nr. Jenin. Meanwhile, residents of the illegal settlement outpost of Migron (49 families; some 300 settlers), who were informed by Israel’s High Court in 2011 that they must vacate and dismantle the outpost (on private Palestinian land nr. Ramallah) by 3/31/12, sign a deal with the government to move the outpost to a plot of state land 2 miles away, near Psagot settlement, where they will be allowed to build permanent homes, effectively creating a new Jewish settlement in Jerusalem’s environs. The government then requests that the High Court delay the evacuation until the new homes on the new site are completed (target date 2015). Bosnia, a rotating UNSC mbr., announces that it will abstain from the vote on the Palestinian membership in the UN, making it impossible for the Palestinians to secure the 9 votes needed to approve the application, making a U.S. veto unnecessary. The lack of 9 supporting votes also means the Palestinians cannot ask the UNGA to consider the measure under the Uniting for Peace res. (res. 377). (NYT 11/1)

UNESCO’s general conference votes (107-14, with 52 abstentions and 20 not present) to approve Palestine’s full membership. The U.S., Israel, and Canada immediately announce they are cutting off funding to the organization. (CNN, HA 10/31; NYT, WT 11/1)

Unidentified Palestinians fire 5 rockets fr. Gaza into Israel, causing no damage or injuries. Israel prepares to launch a major attack on Gaza in response, but Egypt intervenes, saying intelligence indicates it was a small Salafist group that fired the rockets, not Hamas or Islamic Jihad, and asking Israel to wait 24 hrs. before responding to see if the cease-fire will take hold. The IDF demolishes 3 Palestinian homes in al-Khan al-Ahmar in East Jerusalem; patrols in Tulkarm, 1 nearby village, and 1 village nr. Militant Jewish settlers vandalize IDF base nr. Ramallah, damaging 13 vehicles and breaking windows in apparent retaliation for the 9/5 razing of structures at Migron outpost. Abbas tells a group of 20 left-leaning Israeli intellectuals that the Palestinians want above all to resume negotiations, stating that “no matter what happens at the [UN], we have to return to negotiations,” but also that even if there is a last-minute deal to resume talks, the UN bid will proceed. He confirms that in recent months he met 3 times secretly with Israeli pres. Shimon Peres in Amman, London, and Rome to discuss reviving talks. The IDF carries out an air strike on a house in Nussayrat r.c. in c. Gaza, seriously injuring 1 Palestinian woman. Israeli naval vessels fire on Palestinian fishing boats off the n. Jenin, summoning several Palestinians for interrogation; conducts late-night arrest raids, house searches nr. Qalqilya and Ramallah (arresting Hamas-affiliate PC mbr. Muhammad Abu Tair). The PRCs, Islamic Jihad, and Hamas fire as many as 64 rockets (including at least 7 Grads) and 18 mortars, killing 1 Israeli and wounding 6 in Beersheba, lightly injuring 3 Israelis in Ofakim when a rocket hits a house, and injuring 3 Palestinian laborers in Ashdod (2 seriously). Israeli naval vessels fire 3 times on Palestinian fishing boats off the Gaza coast, forcing them to return to shore. IDF soldiers on the n. Gaza border nr. Bayt Hanun fire warning shots at Palestinian fishermen on the beach nr. the no-go zone, causing no injuries. In the West Bank, the IDF carries out a major late-night raid on Hebron, sending 100 military vehicles into the area fr. 3 directions and rounding up some 120 Palestinians, mostly Hamas members and supporters, marking the largest West Bank arrest operation since 2003; those arrested include Hamas-affiliated Palestinian Council (PC) mbr. Israel issues a formal expression of regret for the deaths of the Egyptian soldiers, but Egyptian leaders say it is inadequate. Egypt briefly threatens to recall its amb. fr. Israel, but backs down following international intervention to calm tensions. Israel shelves discussions of a major military strike on Gaza given the crisis with Egypt. The Israeli High Court orders the government to remove Migron, the largest unauthorized settlement outpost in the West Bank (300 settlers in 60 mobile homes on private Palestinian land) by the end of 3/2012. In an Israeli military court, 2 Palestinian teenagers fr. Awarta plead guilty to murdering a Jewish settler family in Itamar on 3/11/11; sentencing is not expected until 9/2011. Israel allows 32 truckloads of humanitarian aid, limited fuel imports, and some currency imports into Gaza but maintains a ban on foreign journalists (ban now in place for more than 2 wks.). The Foreign Press Association appeals to Israel’s High Court to overturn the ban. Despite receiving fuel, Gaza’s power plant cannot resume operation, because its turbine batteries have died from prolonged lack of use and Israel continues to bar the import of maintenance equipment. Palestinians fire 1 rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF demolishes a Palestinian home in Azariyya; patrols in, fires on residential areas of Jenin town and r.c., causing no injuries; conducts late-night arrest raids, house searches, ID checks in Qalandia r.c. nr. Ramallah. Jewish settlers fr. Beit Shalom vandalize, heavily damage at least 5 Palestinian cars. The Israeli government reaches a deal with the 45 Jewish settler families in the unauthorized outpost of Migron (among the largest unauthorized outposts) near Hebron to relocate closer to the existing authorized Jewish settlement of Adam; the families will be permitted to stay in Migron until new housing is constructed, a process expected to take years. In the West Bank, the IDF conducts late-night arrest raids, house searches in Tulkarm, nr. Bethlehem and Jenin. To demonstrate disapproval of unauthorized settlement in keeping with the Israeli cabinet’s 11/2 decision, the IDF tears down several shacks erected by Jewish settlers nr. the unauthorized outpost of Migron (n. of Jerusalem) who intended to expand the outpost; the IDF continues to guard Migron itself, which is connected to Israel’s electricity grid and has paved access roads. Jewish settlers fr. Kochav Ya’acov nr. Ramallah attack Palestinians harvesting olives nearby; the IDF disperses the settlers. (WT 11/4; OCHA 11/5; PCHR 11/6)

Egyptian border police discover, demolish 20 smuggling tunnels on the Rafah border; smugglers exchange fire with police, leaving 2 unidentified individuals dead and 4 wounded inside Egyptian territory. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, wounding 7. For a 2d day, armed Jewish settlers attempt to enter Shu‘fat r.c. to establish an unauthorized outpost; the IDF bars their entry. Jewish settlers fr. Kiryat Arba dump trash in front of the entrance of Hebron’s al-Ras Mosque. Jewish settlers fr. Givat Ha’avot settlement in Hebron vandalize 5 nearby Palestinian homes. The Israeli Interior Min. approves construction of 400 new settler housing units in Neve Ya’acov settlement n. of Jerusalem, and authorizes tenders to be issued for construction of 286 housing units in Beitar Ilit nr. Bethlehem (approved by the Housing Min. on 5/21) and 130 units in Har Homa in East Jerusalem (some of which may have been approved by the Interior Min. on 7/9). Israel also reportedly agrees to transfer settlers living in the unauthorized outpost of Migron nr. IDF helicopters fire 2 missiles 2 cars in Gaza City in its 4th attempt to assassinate most-wanted Izzeddin al-Qassam Brigades mbr. Muhammad Dayif; 2 Hamas mbrs. are killed, Dayif escapes with moderate wounds, some 30 bystanders (including 15 children) are injured. The IDF intercepts an explosives-packed Palestinian car at al-Ram checkpoint nr. Tulkarm, allegedly en route to stage a car bombing in Jerusalem. In Kefar Labid nr. Tulkarm, IDF commandos conduct an arrest raid, prompting an exchange of gunfire that leaves senior Hamas mbr. Nashat Abu Jabara, 1 IDF officer dead; then demolish Abu Jabara's home. The IDF also arbitrarily imposes a curfew in Hebron then fires tear gas, rubber bullets at Palestinians in Hebron's market, killing a Palestinian infant; fatally shoots another Palestinian Gaza; demolishes 1 Palestinian home, bulldozes more than 60 dunams of agricultural land nr. Palestinian gunmen fire on a settler vehicle nr. Hebron, injuring 4 Jewish setters. Jewish settlers dedicate the new HaGefen neighborhood of 1,150 housing units in Beitar Ilit; the new enclave of Migron nr. Psagot, comprising 30 families.
