At an EU mtg. in Strasbourg, PC speaker Ahmad Qurai`, Knesset speaker Avraham Burg offer their personal recommendations for Jerusalem, possibly as trial balloons. Qurai` proposes the whole city be placed under international control, "neither under Israel nor Palestinian sovereignty," until the issue can be resolved. Burg calls for "divine sovereignty," under which Jerusalem "would be not only the capital of Israel . . . but would become the international capital of democracy." Suicide bomb explodes in bus in Hadera, Israel, killing 6, including bomber, and wounding 28, including 2 Israeli Arabs and 18 IDF soldiers. Hamas claims responsibility. PM Rabin redeploys IDF to protect Israeli cities, rejects opposition calls to end talks with PLO. PLO Chmn. Arafat, speaking to Council of Europe in Strasbourg, condemns violence, faults Israeli collective punishments against Palestinians acontributing to violent atmosphere. Deadline for start of Israeli withdrawal fr. Gaza, Jericho passes. PM Rabin tells reporters, "There are no sacred dates, and I cannot give a commitment that the implementation of the agreement will be finished by April 13th." IDF announces it has been holding a "dialogue" with Hamas leaders in Gaza Strip. (IDF Radio 12/13 in FBIS 12/13)

Islamic Jihad mbr. Anwar Aziz hijacks ambulance btwn. Bayt Lahiya and Jabaliya camp, Gaza Strip, for suicide-bomb attack. Aziz killed, IDF soldier wounded when Aziz drives explosives-filled ambulance into IDF jeep. 2 other Palestinians, said to be mbrs. of either Islamic Jihad or PFLP's Red Eagles, shot dead by IDF in Rafah. Other Countries: In Strasbourg, France PLO chairman Arafat offers to meet with Israelis at the UN. Arafat meets with French FM Roland Dumas despite protests of French Jews [NYT 9/15]. Israeli PM Shamir visits Budapest, Hungary; press secretary predicts normalization of Israeli-Hungarian relations in the near future [NYT 9/15].

Occupied Palestine/Israel: Demonstrations occur throughout the occupied territories; in Khan Yunis at least 14 people are shot; in Beach camp 9 are shot; in Bayt Lid 3 are shot; in Nablus 2 are shot. Troops demolish 6 Arab houses [FJ 9/18]. Palestinian suspected of collaborating with the occupation authorities is stabbed to death in Nablus [NYT 9/15].

Occupied Palestine/Israel: P.M. Peres tells 21-member Council of Europe, in Strasbourg, that Israel is willing for Gaza Strip residentso be given Jordanian passports, states that the "only framework" that holds promise for peace between Israel and its neighbors and for solving the Palestinian problem is "direct negotiations between a Jordanian-Palestinian delegation and an Israeli delegation" [JP 4/23]. Israeli army sources state there have been 67 incidents of shooting, planting explosive devices, and throwing hand grenades and gasoline bombsince January of this year, compared with 104 during the period between August to December of 1985 [JP 4/23].

Arab World: PLO officials inAmman state Jordan has deported 7 Fateh officers from the Karameh force who sided with Yasir Arafat in conflict with 'Atallah 'Atallah (Abu Za'im) [BG 4/23; JP 4/24]. Reports from Amman indicate that 40 to 100 more Palestinians may be facing deportation as well [FJ 4/25]. Jordan has increased its restrictions on the entry of prominent pro-Fateh Palestinians from the West Bank and is turning them back at the bridges; Jordanian authorities have begun bureaucratic harassment, confiscation of passports at the border, and lengthy questioning of Fateh supporters [JP 4/23].

Other Countries: Seventeen people, including a retired Israeli general, are indicted in New York on federal charges of conspiring to sell Iran more than $2 billion worth of American weapons, in violation of U.S. arms embargo; Israeli embassy denies Israeli govt. involvement in the matter [WP, WSJ 4/23].
