In the Gaza Strip, IDF troops open fire on Palestinians who were close to the border fence nr. Jabaliya r.c., injuring 2. In the West Bank, IDF troops conduct house searches and arrest raids in 1 village nr. Jenin at night; patrols in 1 village nr. Hebron in the afternoon, and at night in 1 village each nr. Hebron, Jericho, and Ramallah. The night raid in Ramallah provokes clashes, leaving 1 Palestinian injured with live ammunition. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (al-Ma‘sara). There are no serious injuries, except in Bil‘in (1 wounded by a bullet) and Kafr Qaddum (2 struck by tear gas canisters). Meanwhile, around 200 Jewish settlers gather outside Yabad village nr. Jenin and burn tires, blocking a road. In East Jerusalem, IDF troops open fire on Palestinians protesting against the occupation nr. Abu Dis, in Qalandia, and in Issawiyya, injuring dozens with rubber-coated metal bullets and stun grenades. Palestinians respond by throwing stones and burning tires. (MNA 11/22; PCHR 11/28)

Israel’s Labor Party elects former minister Isaac Herzog as its new leader, defeating incumbent Shelly Yachimovich with 58.5% of the vote compared to the latter’s 41.5%. Herzog announces in his victory speech that the Labor Party will not join the governing coalition led by PM Netanyahu. (REU, YA 11/22)

Russian FM Lavrov arrives in Geneva to join diplomats struggling to finalize a deal between Iran and the P5+1 powers, with remaining disputes including Iran’s right to produce nuclear fuel, the fate of the Arak heavy-water reactor project, and the extent of sanctions relief. (AP, REU 11/22)

Six large Islamist opposition groups in Syria declare a new Islamic Front, the biggest alliance of rebel fighters to date. The group is distinct from both the Free Syrian Army (FSA) and the al-Qa‘ida-linked factions. (REU 11/22)

Muslim Brotherhood supporters hold protest rallies across Egypt to mark 100 days since the mass killings by security forces in 8/2013 (see the QU in JPS 169). Clashes with Muslim Brotherhood opponents leave 2 dead, 1 in Cairo and 1 in Suez. Meanwhile, Hamas PM Haniyeh says that his organization is not breaking ties with Egypt, despite the recent conflict with Cairo’s military rulers. (AP, MNA 11/22)

In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Bethlehem at night; patrols in 1 village and al-‘Arub r.c. nr. Hebron at night. Unnamed Palestinian officials say that hundreds of PA forces have deployed in the Jenin district, in responses to tensions rising in recent mos. that has included attacks on PA offices. (AP 10/2)

Egyptian security forces and Muslim Brotherhood supporters exchange gunfire in Suez, with 1 student dying in the clashes. (REU 10/2)

Two hundred and thirty Iranian parliamentarians, from a total of 290, issue a joint statement expressing support for Pres. Ruhani’s diplomatic efforts at the UN and internationally, including seeking a res. to the nuclear crisis. (REU 10/2)

IDF troops also conduct a limited incursion in land close to the border fence nr. Khan Yunis before withdrawing. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon and in 1 village nr. Hebron at night, and patrols in 1 village nr. Jenin in the afternoon and in al-‘Arub r.c., 1 village nr. Hebron, and in 2 villages nr. Jenin at night. In East Jerusalem, IDF troops clash with residents in Abu Dis after protests against the arrest of a cancer patient. Separately, Israeli police ban 10 Palestinians from attending prayers at al-Aqsa mosque when Jewish extremists plan to visit the compound. Police also arrest Shaykh Raed Salah, leader of the n. Islamic Movement in Israel, on suspicion of incitement. Salah refuses bail conditions that would keep him 30 km away from al-Aqsa for 30 days and remains in jail. (JP, MNA, WAFA 9/3; PCHR 9/5)

Palestinian and Israeli negotiators meet for a 5th round of peace talks in Jerusalem. PA FM Riyad al-Maliki tells the media that Abbas is seeking to arrange a meeting with U.S. Secy. of State John Kerry to express doubts about the nature of the talks and dissatisfaction at U.S. envoy Martin Indyk’s limited participation thus far. Meanwhile, Arab League Secy.-Gen. spokesperson Nassif Hetti tells reporters that an Arab ministerial delegation will meet Kerry in Rome on Sunday to discuss the peace process. (AFP, JP, MNA 9/3)

The U.S. Senate Foreign Relations Cmte. reaches an agreement on a draft authorization for the use of military force against the Syrian govt., with conditions narrower than those requested by Pres. Obama. The draft sets a 60-day time limit on any U.S. action with a conditional single 30-day extension possible. There is also a provision banning the use of ground forces. Speaking to the cmte., Defense Secy. Chuck Hagel says that the pres.’s national security team is now convinced that taking military action against the Asad regime targets would be the right course of action. Hagel also reveals that Obama approved plans in 1/2013 to give lethal aid to Syrian rebels, the 1st time such a decision has been made public. Meanwhile, pro-Israel Jewish community groups such as the American Israel Public Affairs Cmte. (AIPAC) and the Conference of Presidents of Major American Jewish Organizations back the administration’s call for a strike on Syria, following a conference call with Obama’s security advisers. An Egyptian military court in Suez hands down sentences ranging from 5 years to life to around 50 Muslim Brotherhood mbrs. convicted of violence against the army, in relation to the events of 8/14 (when security forces massacred anti-coup protesters in Cairo). Meanwhile, Egyptian helicopter gunships kill 8 suspected militants and wound 15 others in air strikes in the Sinai Peninsula nr. the Rafah border with the Gaza Strip. (AFP, AP, REU, NYT 9/3)

The IDF patrols in 3 villages nr. Ramallah in the morning, 2 villages nr. Jenin and 1 nr. Ramallah in the evening; raids, searches, and photographs shops in the Jenin industrial zone; conducts late-night arrest raids, house searches in and around Qalqilya, in Nablus, and nr. Jenin and Ramallah. Jewish settlers fr. Keddumim settlement nr. Qalqilya escorted by IDF troops bulldoze Palestinian land in nearby Kafr Qaddum, plant trees to claim the area. Jewish settlers fr. Talmon settlement nr. Ramallah raid the nearby village of al-Janyeh, vandalize 1 car and spray racist and threatening graffiti on homes and cars. (PCHR 2/9; OCHA 2/10)

Hamas officials report that the last Hamas official in Damascus, Imad al-Alami, has departed Syria and returned with his family to Gaza via Egypt for the 1st time since Israel deported him fr. Gaza to s. Lebanon in 1991. Hamas describes the closure of the Damascus headquarters as temporary but indefinite. (MNA 2/5; NYT, WP 2/6)

The Israeli cabinet unanimously approves a $2.3 b. project to build a “Red-Med” railway line linking Tel Aviv and Eilat to create an Asian-European cargo corridor bypassing the Suez Canal. Israeli official say China has expressed interest in the project. (JPI 2/17)

The PA sets 7/9/2011 as the start date for municipal elections in the West Bank. (WT 2/9)

In the morning, unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing light damage but no injuries. In the afternoon, Islamic Jihad mbrs. fire 2 more mortars into Israel, causing no damage or injuries. Late in the evening, the IDF retaliates with an air strike, destroying an abandoned plastics factory in Gaza City (an alleged weapons manufacturing facility), also damaging a nearby PA Health Min. warehouse used for storing medicine, a textile factory, and a school and lightly injuring 11 Palestinian civilians (including 4 children). An hr. later, the IDF makes 2 air strikes on an Islamic Jihad training site in Khan Yunis (injuring 2 Islamic Jihad mbrs.) and a smuggling tunnel on the Rafah border (no injuries). Also during the day, the IDF makes a brief incursion into s. Gaza e. of Shuka village to level lands and clear lines of sight, firing on nearby residential areas to keep Palestinians indoors, causing no injuries. UNRWA reports that it has resumed 3 stalled construction projects in Gaza after Israel allowed in 2 large shipments of construction aggregates (see 2/1). In the West Bank, the IDF conducts late-night patrols in 1 village nr. Tulkarm; conducts late-night arrest raids, house searches in and around Tubas, in Nablus, and nr. Hebron. Egyptian demonstrators hold the largest rally in Tahrir Square to date and surround the parliament building, rejecting government proposals for an extended transition and demanding Mubarak’s immediate removal and dissolution of parliament. Huge demonstrations are also held in Alexandria, Suez, and other cities. Egyptian labor unions begin a nationwide general strike to observe a “Week of Steadfastness” with demonstrators. Since 2/4, Mubarak has released some activists arrested since 1/25, allowed government contact with the Muslim Brotherhood for the first time, agreed in principle to lift emergency regulations and allow a free press, formed a legal panel (all Mubarak loyalists) to explore constitutional changes demanded by protesters, announced 15% raises for civil servants and pensioners, and vowed to open corruption investigations of senior government and NDP party officials. Some opposition figures note (e.g., WP 2/7) that some of these steps were significant and might have been enough to appease protesters 2 wks. ago, but that the mood has shifted significantly since then and these steps are now seen as far too little. Another round of massive demonstrations in Tahrir Square is called for Friday 2/10. In the interim, labor strikes and demonstrations grow and spread nationwide. Fateh mbrs. held prisoner by Israel demand release before Israel-PLO accord enters into force, threaten to obstruct implementation if kept in jail. 3,000 supporters of PLO and Peace Now march on Jenid prison in Nablus to demand release of all Palestinian political prisoners. "Force 17" security force arrests 10 bodyguards of PLO Chmn. Arafat, PLO Exec. Comm. mbr. Yasir 'Abd-Rabbuh, and Ahmad Qurai' in Tunis for plotting to assassinate top PLO officials, according to PLO sources. Also arrested are 5 aides of Fateh official Hani al-Hasan, who had met with PFLP-GC head Ahmad Jibril. (WT 10/10)

Egyptian Gen. Saad El-Shazly, architect of 1973 crossing of Suez Canal, released fr. prison in amnesty marking 20th anniversary of 1973 war. Shazly had been imprisoned 3/92 for revealing military secrets in his book on the war. (MM 10/8)

Military Action:

IDF leaves Beirut port and Galerie Semaan but keeps some units at airport; IDF presence in East Beirut also diminished; US Marines expected to land within 48 hours at port, airport and Ouzai; Draper informs Gemayel that lDF has agreed to total pullout; Israeli guards shoot, wound eight prisoners while breaking up a riot at Al-Ansar detention camp; IDF claims to have completed removal of PLO arms caches from West Beirut, including 520 tons of ammunition, 23 tanks and APCs, 200 other vehicles, 80 cannons and mortars, 75 rocket-propelled grenade launchers, and 5,000 small arms; IDF arrests Israeli Druze in Beirut as extortionist.

Casualties:

During Israel's 11-day occupation of West Beirut, 9 IDF soldiers were killed and 130 wounded.

Israel/ Occupied Territories: Begin agrees to establish judicial commission to investigate the Beirut massacre; pressures grow within government for dismissal of Sharon (meeting of top army commanders again calls for Sharon's resignation); Shamir says Israel is wrongly blamed for massacre; Israeli papers report Phalangists discussed such a massacre weeks prior to actual event as way to make Palestinians flee (contradicts view that massacre was 'spontaneous'); pro-government rally scheduled for Saturday cancelled; tensions remain high in Palestinian villages in Israel (protests have continued non-stop since massacre reported last week); several youths detained, curfew imposed following demonstrations in Nablus; Meir Kahane detained after trying to enter Taibe (Arab residents gathered with stones to resist, Kahane later released after promising not to enter without their permission).
