PA PM Fayyad and Israeli Fin. Min. Yuval Steinitz sign an economic agreement, to go into effect on 1/1/2013, that will regulate taxes and bilateral trade with the aim of reducing illegal trade and tax evasion and building the PA’s tax revenue base. It is the first major IsraeliPalestinian economic agreement since the 1994 Paris Protocol, which sets out in detail the economic relationship between Israel and the PA. (JP, UPI 8/1; JPI 8/17)

Ramallah uproot and burn 30 Palestinian olive trees on Palestinian land nr. al-Nabi Salih. OCHA reports that Israeli authorities demolished an extension to a Palestinian home in East Jerusalem. With the Tal Law exempting the ultraOrthodox from military service set to expire at midnight, Israeli DM Barak orders the IDF to start drafting ultraOrthodox Jewish men and gives IDF officials 1 mo. to draft official guidelines to implement the order. (NYT, WP, WT 8/1)

Israeli pres. Peres’s office releases the text of a letter that it says is from Egyptian pres. Mohamed Morsi, formally responding to a Ramadan greeting Peres sent on 7/15/12. The text, welcomed by Israel, pledges to work to promote Middle East peace and get bilateral Israeli-Egyptian relations back on track, particularly regarding border security. Morsi aides deny that any letter was sent, but Peres’s office releases copies that show Morsi’s name typed (not signed) and an accompanying letter from the Egyptian amb. on embassy letterhead, indicating that the letter had been cleared with Morsi’s office. Official bilateral relations do not suffer, and public optimism on future relations increased. Most analysts believe (e.g., NYT, WP 8/1) that the incident simply reflects Morsi’s attempt to speak to 2 audiences, Israel and the international community, and his constituency in Egypt, hostile or at best ambivalent concerning the peace treaty with Israel. PA Pres. Abbas meets with Quartet special envoy Blair in Jordan before leaving for Cairo to meet with Arab League FMs. Blair urges Abbas to continue low-level talks on borders; says he has urged Israel to make goodwill gestures to revive talks, including easing security restrictions in the West Bank and releasing prisoners. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In response, Israeli warplanes make 4 late-night air strikes on s. Gaza, targeting an open area nr. al-Shuka and 3 Palestinian homes in Gaza City, al-Qarara, and Rafah (suspected weapons depots and entrances to smuggling tunnels), killing 1 Palestinian civilian, wounding another, and causing heavy damage. The IDF patrols in Tulkarm and 2 villages nr. Jenin in the morning; patrols in another 2 villages nr. Israel carries out 3 air strikes (drone and warplanes) targeting Palestinian rocket-launching teams and smuggling tunnels on the Rafah border, killing 1 armed Palestinian and 1 tunnel worker and wounding 6 Palestinians (including 1 child). In the West Bank, the IDF patrols in and around Tulkarm and in 1 village nr. Jenin during the day; makes a late-night raid into Kafr Ra‘i village nr. Jenin, detaining 2 Palestinians and taking them to a military court in nearby Salem village to testify as witnesses in the case against another Palestinian; makes a late-night raid into Ramallah, searching a home and ordering the owner to appear for questioning. The IDF also fires tear gas, stun grenades at Palestinian, Israeli, and international activists staging a nonviolent march through Iraq Burin village nr. Nablus to nearby Brakha settlement to protest the settlers’ seizure of village lands to expand the settlement. The Israeli human rights group Peace Now reports that in late 4/2011, the Israeli DMin. approved construction of 294 settlement housing units in Beitar Ilit (south and west of Jerusalem), saying tenders for the construction should be issued soon. Shepherd Hotel site (built in the 1930s as a villa for the grand mufti of Jerusalem) in East Jerusalem’s Shaykh Jarrah neighborhood to make way for a controversial new settlement housing project. In Gaza, unidentified Palestinians fire 1 Qassam rocket into Israel, causing no damage or injuries. The IDF retaliates late at night with at least 5 air strikes targeting an IQB site in Khan Yunis and the fmr. PA General Intelligence building in Jabaliya, causing damage but no injuries in both incidents. In the West Bank, the IDF conducts patrols in 2 villages nr. Jenin, 2 nr. Qalqilya, and 1 nr. Dayr al-Balah (partially damaging a building but causing no injuries) and a smuggling tunnel on the Rafah border (injuring 1 Palestinian). In the West Bank, the IDF enters al-Ras village in the afternoon, arresting 3 Palestinians off the street; conducts late-night arrest raids, house searches nr. Bethlehem, Hebron. Meanwhile, IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. settlement sites, wounding 1. In the West Bank, the IDF demolishes a Palestinian home in al-Nu‘man village nr. East Jerusalem’s Har Homa settlement (Jabal Abu Ghunaym), firing tear gas and beating Palestinians who attempt to stop the demolition, moderately injuring 1; the family had already been fined more than $13,500 for building without a permit. IDF troops also patrol in Silat al-Harithiyya nr. Israeli authorities demolish a 2d Palestinian home in Sur Bahir, southeast of Jerusalem; the family had already paid nearly $1,750 for building without a permit. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. Jewish settlement sites, wounding 1. During the day, the PRCs fire 10 mortars fr. Gaza toward Israel, with at least 9 landing inside Israel, causing no damage or injuries. Late at night, in response to the recent increase in Palestinian rocket fire, the IDF makes an air strike on a manned Hamas facility in Khan Yunis, injuring 2 IQB mbrs., marking Israel’s 1st targeting of an occupied Hamas facility since OCL ended in 1/2009. Hrs. later, the IDF carries out 6 more air strikes targeting 2 suspected tunnels nr. the border. Targets include Bayt Lahiya and Jabaliya in n. Gaza (hitting a poultry farm, killing 1,800 chickens), 3 smuggling tunnels on the Rafah border, and 2 alleged Hamas military sites in s. Gaza (an empty house in Shuka, also destroying a grocery store next door and damaging 2 nearby homes; and an abandoned dairy factory); no injuries are reported. In the West Bank, the IDF demolishes 4 Palestinian agricultural storehouses nr. Kiryat Arba settlement in Hebron; conducts morning patrols in 2 villages nr. Jenin and 2 nr. Israel’s security cabinet agrees in principle to allow more exports out of Gaza and expects details to be fleshed out within the next few days, but there is no serious change before the end of the quarter. In the afternoon and early evening, unidentified Palestinians fire 6 mortars fr. Gaza into Israel, causing light damage in 1 instance and moderately injuring 1 Israeli in another. The IDF makes 4 air strikes on al-Mughraqa in c. Gaza, destroying a building used by Hamas’s Izzeddin al-Qassam Brigades (IQB), a partially constructed home, and a well, causing no reported injuries; makes another air strike destroying an IQB building in Gaza City’s al-Zaytun neighborhood, damaging several surrounding buildings but causing no serious injuries. In the West Bank, the IDF conducts late-night patrols in Kifl Haris nr. Salfit. Israeli authorities deport detained Hamas-affiliated PC mbr. Mitchell returns to the region for 3 days of talks with Israeli and Palestinian peace teams, Egyptian pres. Husni Mubarak, and the crown prince of Abu Dhabi Shaykh Muhammad bin Zayid al-Nahayan to press Israel and the Palestinians to resume direct talks. After their meeting, Abbas says he will begin direct talks with Israel if it accepts the 1967 borders as the baseline for negotiations and accepts deployment of international forces to guard them. Palestinians and international activists take part in weekly nonviolent demonstrations against land confiscation and settlement expansion nr. Karme Tzur settlement nr. Unidentified Palestinians fire 4 mortars fr. Gaza toward Israel; 3 land inside Israel, causing no damage or injuries, while 1 lands harmlessly in Gaza. Late in the evening, the IDF responds with air strikes on a smuggling tunnel on the Rafah border and on the destroyed Dahaniyya airport site in s. Gaza (causing no injuries), as well as on a Hamas building in Bayt Hanun (destroying it, damaging 26 houses, 23 shops, a clinic, the local municipal building, and a sports club nearby, injuring 15 Palestinian bystanders, and knocking out electricity to some areas). Unidentified Palestinians detonate a bomb hidden in a donkey cart by the Gaza border fence as an IDF border patrol unit on the Israeli side of the border passes, killing the donkey but causing no IDF injuries. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging construction materials fr. former settlement sites nr. the border twice during the day, causing no injuries; also fire warning shots at farmers who stray nr. the border fence nr. Bayt Lahiya, causing no injuries. Later, IDF troops make an incursion into the n. Gaza buffer zone nr. Bayt Lahiya to search the area, opening fire but causing no injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in Tubas and nr. Hebron, Nablus. Israel’s Jerusalem District Court upholds a decision to evacuate and seal the Beit Yonatan building in the Palestinian neighborhood of Silwan in East Jerusalem, built without a permit in 2004 by the right-wing group Ateret Cohanim and housing 8 settler families. At an emergency session in Cairo, the Arab League states unanimously reject the Obama admin.’s request as relayed by King Abdallah (see 4/21) to amend the 2002 Arab League initiative by dropping demands for the Palestinian right of return as a means of jumpstarting comprehensive Arab-Israeli peace talks. King Abdallah of Jordan meets with U.S. pres. Barack Obama, special envoy Mitchell at the White House. Obama lays out his admin.’s working plan, still in the formulating stage, for jumpstarting the peace process, asking the king to relay a request to the 22-mbr. Arab League to amend its 2002 peace initiative “to make it more palatable to Israel,” specifically by dropping demands for the Palestinian refugees’ right of return and setting a timetable for normalization with Israel. The IDF officially “suspends” Operation First Rain, which began on 9/24, to “see if the Palestinian Authority is willing and capable of taking advantage of the new situation.” PA security forces clash with Hamas mbrs. in Gaza City, with violence spreading to Shati‘ r.c., leaving 1 PA police officer, 2 Palestinian bystanders dead, at least 50 Palestinians wounded over several hrs. in the first intra-Palestinian fighting in Gaza since the Israeli withdrawal, sparked when PA security forces allegedly tried to arrest Muhammad Rantisi, Hamas activist and son of assassinated Hamas leader ‘Abd al- ‘Aziz Rantisi; during the clashes Hamas mbrs. fire RPGs at 2 PA police stations, PA police run out of ammunition. Separately, shots are fired at the Gaza City home of Hamas political leader Mahmud Zahhar, causing damage but no injuries. Late in the evening, the IDF launches arrest raids, house searches nr. Tulkarm and in and around Bethlehem, Hebron. Israeli border police report that over the previous 2 days they have arrested 1,200 Palestinians in Jerusalem for failing to have travel or work permits. The Israeli FMin. adopts a new “national image management” strategy to improve Israel’s image abroad, “rebranding” it as “cool,” “hip,” “relevant and modern,” by downplaying religion and “avoiding any discussion of the conflict with the Palestinians.” (Forward 10/14)

In Gaza, the PA security forces enlist AMB mbrs. to set up checkpoints around some evacuated Jewish settlements to prevent Palestinians fr. looting. The IDF conducts arrest raids, house searches in Dahaysha r.c., Hebron (occupying the top floors of 2 houses as observation posts); patrols in, fires on residential areas of Bayt Dajan nr. Nablus. As many as 100 Palestinian Resistance Comms. (PRCs) gunmen storm the Gaza City home of senior Fatah Revolutionary Council mbr. and fmr. Gaza public security chief Musa Arafat, kill him, wound 4 bodyguards, kidnap his son Manhal and 3 bodyguards, releasing the bodyguards soon after; Abbas retired Arafat, a powerful and corrupt Gaza figure, fr. his post in 4/05 as part of the security reform process, keeping him on as a security adviser. Abbas convenes his national security council, cancels plans to go to New York for the opening of the UN General Assembly session.
