The Romanian, Italian, Slovenian, and Moldovan ambassadors to Israel canceled their participation in the tour after the EU voiced concerns. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Beit Lahiya and al-Sudaniyya; no injuries were reported. Leaders at the Arab-China Summit in Riyadh called for a just and lasting solution, based on the 2-state solution, to the Israeli occupation of Palestine in their final communique of the summit. In a speech at the summit PA president Mahmoud Abbas called for the international community to not work with any Israeli government that refused to work within the framework of international law. Chinese president Xi Jinping said in a speech that he supports Palestine’s effort to gain full membership at the UN. (WAFA, WAFA, WAFA, WAFA 12/9; MEMO 12/10)

Palestinian member of the Knesset and leader of the Hadash party Ayman Odeh met with UN secretary-general António Guterres in New York, briefing Guterres on his concerns about the government Benjamin Netanyahu is expected to present within a couple of weeks. Israeli ambassador to the UN Gilad Erdan called the meeting “cowardly and shameful.” Israeli media reported that the meeting was made in coordination with the PA rather than with the Israeli foreign ministry. Egypt’s foreign ministry issued a statement warning Israel against continuing its attacks on Palestinians, noting that more than 200 Palestinians have been killed by Israeli forces in 2022. The ministry warned that the situation will continue to deteriorate if Israel continues its current practices. (HA 12/9)

In the West Bank, Israeli settlers re-erected a settlement outpost near al-Lubban ash-Sharqiya; the settlement outpost was dismantled by Israeli forces on 6/7. 18 Palestinians were arrested during late-night raids in Ni‘lin, al-Mughayyir, Bayt Rima, Balata refugee camp, Rujeib, Bayt Dajan, Ya‘bad, Jenin, Tulkarm, Tubas, Fawwar refugee camp, and Beit Fajjar. In East Jerusalem, Israeli authorities took measurements for the demolition of a 4-story apartment building in Silwan. The Israeli supreme court rejected a petition for a retrial in a case where the Israeli settler group Ateret Cohanim allegedly purchased 3 buildings in the Old City from the Greek Orthodox church, allowing the settler organization to evict the Palestinian tenants. The Greek Orthodox church called the ruling “unfair” and without “any legal logical basis.” The EU voiced concern about the supreme court ruling. Israel extended its antiquities authority to the West Bank. The Israel Antiquities Authority will replace the Coordinator on Government Activities in the Territories in managing archeological sites in the West Bank. (HA 6/8)

Speaking, via phone link at a conference on the holy sites in Jerusalem, dubbed “Property Documentation and the Historical Status of the Holy al-Aqsa Mosque,” PA president Mahmoud Abbas said that the PA would not accept any changes to the status quo of the holy sites in Jerusalem, saying all Islamic and Christian holy sites are Palestinian. Israeli media reported that members of a Liberian delegation in Israel headed by minister of state for presidential affairs Nathaniel McGill told Israeli journalists that Liberia will open a trade office in Jerusalem that eventually will become Liberia’s embassy to Israel. The delegation was meeting Israeli officials, including president Isaac Herzog. (ALM 6/9)

Axios reported that last week, Israel refused a proposal for a White House summit with the PA, U.S., Egypt, and Jordan to create a political horizon for ending the occupation. (AX 6/8)

Axios also reported that the White House is sending the newly appointed assistant secretary of state for Near East affairs, Barbara Leaf, to Israel and Ramallah for meetings with Israeli and Palestinian officials. (AX 6/8)

Haaretz reported that the EU commission’s anti-fraud office will not open an investigation into the 6 Palestinian rights organizations Israel deemed terrorist organizations in October 2021, saying that it had not seen sufficient evidence from Israel against the 6 organizations. EU diplomats told Haaretz that the evidence handed to EU countries by Israel was not compelling and did not meet the threshold of proof. (HA 6/8)

The World Bank approved a grant of $30 million for PA reforms in transparency, inclusion, and green economy and a $7 million grant for social services and online employment oppounities for Palestinians in Gaza. (WAFA 6/8)

In the West Bank, Israeli forces assaulted 1 77-year-old Palestinian man who refused to leave his land near Bayt Umar. Israeli forces also demolished 1 house, 1 retaining wall and a number of sheds in al-Walaja, and the foundations of 1 house in Bayt Jala. Elsewhere, Israeli forces leveled Palestinian land in Yanuh to expand a nearby settlement. Israeli forces also clashed with Palestinians during a late-night raid in Kaubar, leading to tear-gas related injuries. 8 Palestinians were arrested during raids in and around Qalandia, Tulkarm, Yatta, Nablus, and Beita. In East Jerusalem, 4 Palestinians were arrested during raids in al-Tur and Wadi Juz. In Gaza, Israeli forces opened fire on agricultural lands east of Khuza‘a; no injuries were reported. 1 Israeli soldier who had been missing since 11/10 was found dead near the Hizma checkpoint in the West Bank. Israel did not provide any further details. (HA 11/12)

The Israeli attorney general Avichai Mendelblit announced that Israel will freeze enforcement of the Kaminitz Law, which aims at punishing Israeli residents who build without a permit. While the law does not single out Palestinian-Israelis explicitly, it disproportionately effects Palestinian-Israelis because the time it takes to obtain a construction permit in Palestinian areas of Israel is much longer than in Israeli-Jewish areas. According to Haaretz, it is estimated that 50,000 Palestinian-owned houses in Israel are built without a permit. The freeze, which lasts until 2023, was seen as a win for the Joint Arab List whose politicians have been working with Israeli defense minister Benny Gantz and justice minister Avi Nissenkorn to get it through. Axios reported that U.S. secretary of state Mike Pompeo will visit Israeli settlements in the West Bank and Golan Heights. During his trip, Secretary Pompeo is scheduled to visit a settler winery in Psagot near al-Bireh, which announced it will make a new series of wine named after him. The winery is built on 80 dunams (20 acres) of privately-owned Palestinian land seized by Israel. Pompeo will be the 1st U.S. secretary of state to visit both the Golan Heights and West Bank settlements. Pompeo was also the 1st secretary of state to visit the Wailing Wall. PA prime minister Mohammad Shtayyeh said in a tweet, “[w]e deplore US Sec. of State Mike Pompeo’s intent to visit the illegal settlement of Psagot, built on lands belonging to Palestinian owners in Al-Bireh city, during his visit to Israel next week. The NYT reported that U.S. president Donald Trump, in a meeting with U.S. military officials, requested options for attacking Iran’s nuclear site in Natanz. According to NYT sources, he was ultimately dissuaded by the military officials not to launch an attack on Iran. (NYT, REU 11/16)

The prime minister of Pakistan Imran Khan said in an interview that the U.S. and at least 1 other unnamed country have been pressuring him to recognize Israel. Prime Minister Khan said he would not normalize relations with Israel until a peace agreement is made with Palestine. Khan, when pressed on what the 2d country was, said, “[l]eave this. There are things we cannot say.” (HA 11/17)

In the West Bank, Israeli forces razed 5 dunams (1.2 acres) of land and demolished an agricultural shack in Tarqumiyya; razed 50 dunams (12 acres) of land east of Salfit; and destroyed a water piping system in Jiftlik. Israeli settlers attacked 5 Palestinian shepherds in al-Mughayyir; 3 of the victims needed medical attention for the injuries. 4 Palestinians were arrested during raids in and around Ramallah, al-Bireh, Hebron, and Qalqilya. In East Jerusalem, Israeli forces raided the offices of the Palestinian organization Volunteer for Hope in Bayt Hanina, seizing 4 computers, and summoned its director for questioning. Separately, 3 Palestinians were arrested. In Gaza, Israeli forces made incursions to raze agricultural lands north of Bayt Lahiya. Israel’s transportation ministry said it had approved a 2-mile tunnel extending the Tel Aviv-Jerusalem high-speed railway to the Western Wall. The Jordanian foreign ministry called the plan a “fragrant violation of international law.” (BBC 2/18)

In the West Bank, Israeli forces sealed the entrances to the villages Nabi Salih and Abud near Ramallah. The sealing of Nabi Salih led to clashes between residents and Israeli forces; no injuries were reported. During late-night raids in Qalandia refugee camp, Israeli forces killed a 23-year-old Palestinian man; 3 other Palestinians were injured and taken to a hospital in Ramallah. Eyewitnesses say that the Palestinians did not pose a threat to the Israeli soldiers. 7 Palestinians were arrested during late-night raids in and around Qalandia, al-‘Izzariya, Beitunia, and Jenin. In East Jerusalem, Israeli settlers vandalized Palestinian-owned vehicles in Bayt Hanina by spraying racist graffiti, slashing tires and braking windows. In the Old City of Jerusalem, an employee of the Jerusalem Islamic Waqf was detained by Israeli police for opening the door to Bab al-Rahma. The Palestinian Prisoners’ Commission said that two Palestinian kids were severely beaten by Israeli forces while in detention after being arrested at Haram al-Sharif. In Gaza, Israeli forces announced that it had expanded the fishing zone for Gaza fishermen to 15 nautical miles off the southern part of Gaza. The middle zone of the Gaza shore will be 12 nautical miles and the northern zone will be 6 nautical miles. The PA announced that government employees for the 2d month in a row would receive only 50 percent of their salary. The PA said that the deduction in the government employees’ salaries was due to its decision not to accept $200 million in tax revenues collected by Israel as Israel deducted $11.5 million from the planned transfer to the PA because some of the money is scheduled to be paid to Palestinian prisoners in Israeli prisons and their families. Meanwhile, Israeli border police shoot and injure 2 Palestinians at the Za’atra checkpoint near Nablus, allegedly after they attempt to stab soldiers stationed in the area. On his 2d and final day in Israel, U.S. VP Pence visits Yad Vashem, the Western Wall, and meets with Israeli pres. Reuven Rivlin. Upon his arrival in Israel, U.S. pres. Trump gives a short speech on the tarmac at Ben Gurion Airport to a crowd of Israeli leaders, including PM Netanyahu. (The Israeli PM reportedly orders his ministers to greet Trump on the tarmac after many, including several party heads, said they were not planning to attend). “We have before us a rare opportunity to bring security and stability and peace to this region and to its people, defeating terrorism and creating a future of harmony, prosperity, and peace,” Trump says, referencing the peace initiative he hopes to advance during his visit to Israel. “But we can only get there working together. There is no other way.” Trump then meets with Israeli pres. Reuven Rivlin and visits the Western Wall, the first time a sitting U.S. pres. has done so. In his major policy speech of the day, Trump links the fight against Iran with Israeli-Palestinian peace, saying that the Arab states are willing to work with Israel to normalize relations, if Israel ends its occupation of Palestinian lands. An IDF spokesperson says that the IDF has canceled its Hannibal Directive, i.e., its protocol to employ extraordinary force to prevent the capture of its soldiers. A senior IDF officer says that Lt. Commemorating Jerusalem Day, thousands of Israelis march through the Old City; there are no major altercations with Palestinian residents of the Muslim Quarter (as there were in previous years). Earlier, around 208 Jewish settlers tour Haram alSharif and thousands more gather at the Western Wall; 4 of the settlers (3 for breaking the rule barring non-Muslim prayer, 1 for allegedly assaulting an Israeli police officer) and 2 Palestinian women are detained at the sanctuary around the same time for disturbing the peace, according to an Israeli police spokesperson. Outside the Beit El settlement nr. Ramallah, IDF troops shoot and kill a Palestinian driver at a checkpoint after he shoots and injures 3 Israeli soldiers (1 seriously). The Palestinian, later identified as a police officer, opened fire when an Israeli soldier approached his driver’s side window to perform a security check. After the incident, the IDF imposes a partial closure on the Ramallah area, setting up mobile checkpoints, shutting down many roads, and barring nonresidents from entering the city (more restrictions will be implemented by 2/1). Later, IDF troops shoot and injure a Palestinian driver nr. Tensions in East Jerusalem and the West Bank remain high as Israeli forces continue to enforce the restrictions on Palestinian access to Haram al-Sharif and Hebron’s al-Ibrahimi Mosque that were announced on 9/27 and 9/28, respectively. More than 150,000 Jews attend a ceremony at the Western Wall outside Haram al-Sharif for the Jewish holiday Sukkoth.
