The IDF makes its 1st arrest raid into Gaza since the 9/05 disengagement, temporarily closing the Rafah crossing and sending troops 1,000 m into Rafah to detain 2 wanted Palestinians, allegedly mbrs. of Hamas; Hamas denies the men belong to the group. The IDF also conducts arrest raids, house searches in and around Nablus, in Tulkarm r.c. (firing on residential areas), and nr. Hebron, Jenin, Qalqilya. Islamic Jihad fires 3 rockets fr. Gaza into Israel, causing no damage or injuries. Jewish settlers fr. Suissa s. of Hebron beat a Palestinian grazing animals nearby. Jewish settlers fr. Yitzhar set fire to 3 Palestinian cars, a tractor outside Nablus. Jewish settlers fr. Tal Rumayda in Hebron attack 4 international peace activists escorting Palestinian children to school; IDF soldiers observe but do not intervene. The IDF bulldozes Palestinian land n. of Bayt Hanun, some 200 m. inside Gaza, as part of a plan (drafted before disengagement) to create a buffer zone controlled by the IDF along the n. Gaza border. In the West Bank, the IDF patrols in, fires on residential areas of Nablus; imposes a curfew on Budrus nr. Ramallah, patrolling streets, searching homes. Jewish settlers fr. Ramat Yishai throw stones, bottles, rotten vegetables at Palestinian homes in Hebron. In Gaza City, 10,000 Hamas supporters attend a military-style victory parade celebrating disengagement, displaying RPGs, rockets, assault rifles. A 5-day summit on Israeli-Palestinian issues opens in Israel attended by 17 mainline Protestant and Jewish officials. The summit, organized by American Jewish groups, is aimed at convincing Americans to halt steps toward divestment following a move a yr. ago by the Presbyterian Church (U.S.A.) to consider divesting church funds fr. 6 corporations undertaking activities that support the Israeli occupation. The World Council of Churches issued similar recommendations to its mbrs. in 2/05, followed by the United Church of Christ in 7/05, raising serious concerns in Israel and among U.S. Jewish groups. At the close of its 3-day mtg., the Arab League issues a final communiqué, praising efforts by Secy. of State Albright to restart peace talks; denouncing Israel's continued settlement expansion, particularly Ras al-Amud; ignoring Turkish-Israeli military maneuvers scheduled for 11/97; leaving it to individual mbrs. to decide whether to boycott the upcoming Doha econommic summit (see 9/13). Palestinian owner of 1 Ras al-Amud house occupied by rabbinical students, Fuad Hadiya, returns from Romania to reclaim his property, asserting that he never sold it. Israeli elite paratrooper, undercover units arrest nearly 100 of West Bank Palestinians in an extensive crackdown (concentrated in the area of Assira) on alleged Islamists. Until now, Israel has reported no leads in the 7/30, 9/4 suicide bombings. At the same time, IDF allows 4,000 Palestinian construction workers to enter Israel. 10,000 Palestinians were allowed entry last wk. (NYT, WT 9/22; WP 9/24; MEI 9/26)

Military Action:

Beirut truce holds as Habib works intensively to break deadlock (only a few PLO mortar rounds fired near airport, in response to IDF attempted advances); IDF reports "terrorists" infiltrated lines near Hamia in eastern Lebanon.

Casualties:

Lebanese Red Cross appeals to UNICEF to get water, electricity restored; PLO blocks UNRWA from taking food warehoused in Beirut for distribution in IDF-occupied southern Lebanon; heavy damage from IDF raids, including increasing numbers of phosphorus victims.

Israel/ Occupied Territories: Ben-Elissar says IDF responses to PLO/Syrian cease-fire violations won't necessarily be "proportionate"; Labor Party condemns continued bombing, shelling of Beirut; Health Minister Shostak charges ICRC with inflating casualty figures; Israeli Ambassador Soffer, in Geneva, attacks World Council of Churches resolution condemning Israeli invasion as "libelous"; Israel will seek to boost tourism by encouraging tours of Israel by Lebanese and Lebanese-Americans; Colonel Eli Geva, 14- year veteran who resigned his command, is dismissed from the IDF.
