The UNRWA announces that because of Israel’s continued closure of the Gaza crossing to all but limited humanitarian aid, it must halt about $93 m. of construction projects in Gaza (including schools, water and sewage treatment facilities, health centers) that employ 121,000 Palestinians for lack of construction materials; also warns that UNRWA food stocks are running low. Hamas says it is willing to allow the PA presidential guard to monitor the crossings, but Israel says it will not deal with the presidential guard if they operate under Hamas command. Hamas demands that Egypt, Israel allow some 6,000 Palestinians stranded on the Rafah border without aid or shelter to enter Gaza; Egyptsays it will allow them through the Israeli-controlled Kerem Shalom crossing as a 1-time solution, but Hamas rejects this as an affront to Palestinian sovereignty; Hamas mbrs. fire mortars at Kerem Shalom in protest, causing light damage but no injuries. The IDF pulls troops out of Nablus in the afternoon, once again suspending but not declaring an official end to Operation Hot Winter; troops raid an apartment building (killing 1 Palestinian civilian, arresting 10 wanted men) and exchange fire with Palestinians in a mosque before withdrawing; the UN reports that 248 homes, shops in Nablus have been damaged since 2/25. The IDF also conducts patrols in Burkin nr. Jenin; conducts arrest raids, house searches in Bethlehem, Qalqilya; seals the West Bank at midnight local time for the Purim holidays. Palestinians fire a rocket fr. Gaza into Israel, damaging a greenhouse but causing no injuries. A Palestinian gunman fires on a Jewish settler vehicle nr. Qalqilya, wounding the driver. Jewish settlers attack Palestinian homes in Burkin nr. Nablus. In Gaza City, PA security officers aligned with Fatah enforce a general strike, burn tires to protest the Hamas-led government’s continued failure to pay salaries. After senior AMB mbr. Palestinian gunmen raid WAFA press agency offices in Gaza City, beating a reporter, vandalizing equipment, accusing WAFA of biased news coverage in favor of Abbas, Fatah; no group takes responsibility. IDF Chief of Staff Lt. Gen. Dan Halutz acknowledges that Hizballah has fully abided by the cease-fire and that Israel had detected no significant resupplying of weapons and missiles fr. Iran, Syria. By this date, 4,950 new UNIFIL soldiers fr. France, Italy, Spain and 10,000 Lebanese troops have been deployed in s. Lebanon. Meanwhile, UN relief coordinator in Lebanon David Shearer says that Israel left behind at least 350,000 unexploded cluster bomblets in s. Lebanon, stating that “the outrageous fact is that nearly all of these munitions were fired in the last three to four days of the war.” (NYT, WP, WT 9/20)

Overnight and into the predawn hours, the IDF conducts at least 13 air strikes on n. Gaza, destroying a bridge outside Bayt Hanun, damaging roads, hitting a PA naval police building, injuring 2 officers. Israel allows the Palestinians to increase the hours of operation at the Rafah crossing fr. 4 hrs./day to 8 hrs./day. The IDF also exchanges fire with Palestinian gunmen in Nablus’s old city, wounding 2 gunmen; conducts arrest raids, house searches nr. Bethlehem, Ramallah and in al-Khadir, Qabatya. Overnight, the IDF kills 2 Islamic Jihad mbrs. (Nidal Khalluf, Samir al-Shalabi) in an exchange of gunfire in Burkin nr. Jenin; fatally shoots AMB local cmdr. Samir Saadi in an exchange of gunfire during arrest sweeps nr. Jenin; conducts arrest raids, house searches nr. Bethlehem, in Tulkarm. In light of Saadi’s killing, the AMB Jenin faction says it will no longer observe the unilateral truce. Palestinians later fire 2 mortars at an IDF post on the Gaza border, causing no damage or injuries. During the day and into the late evening, the IDF raids Balata r.c., fatally shoots 2 wanted AMB mbrs. (Ala’ al-Tirawi, Jamal al-Jirmi), wounds 1 in what may be an assassination; seals Madama and Asira nr. Nablus; launches arrest raids, house searches in Bayt Furik, Dahaysha r.c. and nr. Ramallah, Tulkarm. Some 50 Jewish settlers fr. Bayt Hadassah in Hebron, escorted by IDF troops, throw stones, bottles at Palestinian homes in Hebron, seriously injuring 1 Palestinian. The IDF conducts arrest raids, house searches in Askara nr. Bethlehem, Burkin nr. Jenin. Jewish settlers fr. Neve Dekalim seize 18 d. of Palestinian lands in al-Mawasi in s. Gaza. Jewish settlers fr. Avraham Avino chase Palestinians, throw stones at Palestinian homes in Hebron. PA police reportedly fire on the car of Jenin AMB head Muhammad Abu Araj, hitting him in the leg; AMB mbrs. return fire, without causing injuries. The IDF jails the 1st IDF reservist, Arkadi Moter (who is also a Jewish settler) for refusing to serve in protest of Gaza disengagement. Separately, the IDF places a Jewish settler, Niria Ofen, in administrative detention until 9/30/05 for suspected militant activity related to disengagement. Armed AMB mbrs. shut down the central Gaza PA Central Election Comm. (CEC) offices apparently in effort to overturn what they call “fraudulent election returns” in Bureij, Rafah that favor Hamas. The Jenin AMB takes responsibility for the fatal shooting of an IDF soldier sitting inside his tent at an IDF base outside nearby Mevo Dotan settlement. Palestinians fire 4 mortars at Morag, causing no damage or injuries. A Palestinian wounded in the IDF’s 10/11 attempted assassination of Khalil dies of his injuries. AMB mbrs. in Jenin temporarily take over the local Palestinian Council (PC) and PA tax offices, demanding pay raises, pensions for the children Palestinians killed during the intifada; after several hrs., they agree to leave, but the offices remain locked. A team of Egyptian doctors visits Arafat, who has been suffering severe flulike symptoms since 10/12, in his Ramallah compound, sparking rumors that he is serious ill. The doctors conclude that he is suffering from an intestinal virus and gallstones. Arafat suffered a similar bout of gallstones in 2003. (WT 10/19)

The IDF continues intense house-to-house searches in Jenin, firing on residential areas, demolishing 1 Palestinian home, precipitating rioting in which 1 Palestinian protester is fatally shot. The IDF also opens fire on stone-throwing youths in Burkin, nr. Jenin, killing a 16-yr.-old Palestinian boy; fires on Palestinians harvesting olives nr. Salfit, wounding a 14-yr.-old boy; sends troops into Nablus, fires on stone-throwing youths, wounding 1 seriously. Bush signs the FY 2003 Foreign Relations Authorization Act, which requires the admin. to identify Jerusalem as Israel's capital. Bush says that he interprets the wording on Jerusalem as a "sense of Congress," not as binding on U.S. policy. The bill also urges the pres. to impose sanctions on the Palestinians if they do not comply with signed agmts.; withholds $10 m. of $35 m. in economic aid to Lebanon for failing to assert its authority over Hizballah; provides an additional $300 m. in aid to Israel, including $100 m. for munitions; rejects equivalent aid for Egypt. Hrs. later an AMB suicide bomber detonates a device in Rishon Letzion, killing 2 Israelis, injuring 25. Nr. Bethlehem, the IDF fires on a group of 20 Palestinian laborers attempting to circumvent a checkpoint, killing 1 Palestinian. In Jenin, Islamic Jihad mbr. Khalid Zakarni dies in a mysterious explosion; the IDF claims explosives he was carrying detonated prematurely, Palestinian sources say he was hit by an IDF tank shell. The IDF also bars a Palestinian woman needing kidney dialysis, a Palestinian man suffering a heart attack fr. crossing checkpoints to reach hospitals, allowing them to die; conducts house-to-house searches, directs heavy gunfire at residential areas in Salfit, detaining 100s of Palestinian men aged 15 to 50, arresting 13 PSF mbrs.; conducts arrest raids in Burkin (firing several shells at the home of a Hamas mbr.), Hebron, Husan, Nahalin, Tulkarm. In Gaza, the IDF shuts the main north and south road, claiming the action is in response to Palestinian mortar fire at Gaza settlements. Under an agmt. reached on 5/21, 12 of the 13 Palestinians deported to Cyprus are sent on to 3d countries (3 each to Italy, Spain; 2 each to Greece, Ireland; 1 each to Belgium, Portugal). They will be treated as refugees, given 1-yr. residency permits; if they leave their host country, they will not be allowed to return. The 13th, PA Bethlehem intelligence chief Abdallah Daoud, considered by Israel the "most dangerous" of the 13 men, will remain in Cyprus until a country can be found that will take him. The IDF makes new incursions into 6 Palestinian villages, including Burkin (next to Jenin r.c.); lifts the curfew in Jenin r.c. for several hrs. In Bethlehem, IDF soldiers shoot a Palestinian in the Church of the Nativity complex, allow him to bleed to death. Those inside the church say they are almost out of food and water, can no longer pump water fr. their well because the IDF has cut electricity. In Nablus, aid workers rescue an elderly Palestinian couple fr. the rubble of their home, which was bulldozed on 4/5, killing 8 family mbrs. including 3 children. Also in Nablus, the IDF arrests most-wanted AMB mbr. Naseer Awais. In Ramallah, the IDF ransacks, occupies the Khalil Sakakini Cultural Center, several PA offices. Addressing Knesset, PM Shamir declares Pres. Bush's stance on loan guarantees constitutes an attack on the "deepest foundations of Jewish and Zionist consciousness." Shamir also insists that Israel approve Palestinian delegates to peace conference and states Israel will not negotiate with any Palestinian who announces affiliation with PLO while at the conference. Israeli security forces impose a ban on travel to Jerusalem for residents of the o.t. in an attempt to forestall violence on 8 October, first anniversary of the 1990 disturbances on the Haram al-Sharif which left 18 Palestinians dead. (AFP 10/8, in FBIS 10/9)

The new Israeli voluntary society Sikuy ("Chance") issues report indicating that 46% of Palestinian families in Israel live below the poverty line, compared to 8% of Jewish families.
