In the West Bank, Israeli settlers shot and killed 4 Palestinians and injured 9 others in Qusra. Israeli settlers also raided Shaab Forsa in the Masafer Yatta area, destroying solar panels and water tanks and uprooting fruit trees. Elsewhere, Israeli settlers attacked Palestinian vehicles traveling near Burqa, damaging 3. Israeli forces shot and killed a Palestinian at a checkpoint near Bayt Jala. Israeli forces also shot and killed a Palestinian minor in Bani Na’im. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Hebron, Beit Fajjar, Abud, Fawwar refugee camp, al-Bireh, Huwwara, Beit Furik, Arrabah, Nabi Salih, al-Khader, Deir Istiya, and Burin, injuring 21 with live ammunition, including at least 1 minor, 3 with baton rounds, and many others with tear gas. Israeli forces also raided Idhna and Beit Umar, arresting 18. 35 Palestinian families, comprising 214 people, began fleeing the Wadi as Seeq and al-Mu’arajat communities near Ramallah after continued settler attacks. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces attacked the home of Izzeddin al-Qassam commander Mohammed Deif killing several of his relatives, including his children, and assassinated Islamic Jihad commander Mousa Nasser in Beit Lahiya. Hundreds of Palestinians were killed in Israeli airstrikes, including at least 4 Palestinian medics. Israeli airstrikes also destroyed the Islamic University’s engineering school and the headquarters of the Palestinian Red Crescent Society. Rockets were fired from Gaza into Israel. Gaza’s sole power plant ran out of fuel in the afternoon. The Gaza Ministry of Health said at least 1,100 Palestinians have been killed and 5,339 have been injured in Israeli airstrikes on Gaza since 10/7 as of 2 p.m. 28 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 5 children, and 427 have been injured. In addition, 1,500 Palestinian militants are reported to have been killed by Israeli forces in Israel since 10/7. The Gaza Ministry of Health said 60% of injured Palestinians are children and elderly. UNRWA said 11 of its workers have been killed in Israeli airstrikes and the Red Crescent said 5 of its members have been killed since 10/7. Israeli media reported that as of 9 a.m., more than 1,200 Israeli and foreign nationals had been killed and 3,192 injured. The UN reported that 338,934 Palestinians have been displaced since 10/7 and 4,625 housing units in Gaza have been destroyed while 32,000 had been damaged. The Arab League released a statement after a meeting of its members’ foreign ministers, calling for an immediate ceasefire, condemning the targeting of civilians, urging Israel to lift its blockade on Gaza, and calling for negotiations between the PLO and Israel for a just peace. (WAFA 10/11)

Iranian president Ebrahim Raisi and Saudi crown prince Mohammed bin Salman spoke about the situation in Gaza. According to the Saudi Press Agency, bin Salman said that he stands firm toward supporting the Palestinian cause. It was the first time the 2 leaders have spoken to each other. Israeli prime minister Benjamin Netanyahu met with National Unity Party leader Benny Gantz, agreeing to form an emergency unity government and a war cabinet. The war cabinet will consist of Netanyahu, Gantz, and Defense Minister Yoav Gallant, with former military chief of staff Gadi Eizenkot of the National Unity Party and Strategic Affairs Minister Ron Dermer as observers. Opposition leader Yair Lapid did not join the emergency government, reportedly because he wants National Security Minister Ben-Gvir and Finance Minister Bezalel Smotrich removed. Gallant said “[w]e will wipe Hamas off the face of the earth,” and Netanyahu said “[e]very member of Hamas is a dead man,” and compared Hamas to ISIS. U.S. president Joe Biden gave a speech to Jewish American leaders, telling them “I never really thought I would see, have confirmed pictures of terrorists beheading children.” The White House later told the Washington Post “[t]he president based his comments about the alleged atrocities on the claims of Netanyahu’s spokesman and media reports from Israel,” noting that Biden and his team have not seen pictures or confirmed the reports. Hamas denied the report, calling it “Zionist slander and lies” and rejecting that Palestinians beheaded children and assaulted women. In the West Bank, Israeli settlers attacked Palestinians in the Tel Rumeida neighborhood of Hebron, injuring 1 with a knife and throwing stones at buildings, causing damage. Israeli soldiers were present at the scene and fired a warning shot in the air. Israeli forces raided Beita twice, causing tear-gas related injuries. The Palestine Writes Literature Festival organizing committee released a letter it had written to the University of Pennsylvania on 9/2 in response to attacks by Zionist organizations, including the Anti-Defamation League and the Jewish Federation, that had called on the university to cancel the festival which is scheduled for 9/22-9/24. The organizing committee rejected charges of anti-Semitism and the conflation of anti-Semitism and anti-Zionism, calling suggestions that the festival is a threat to Jewish students at the university libelous. In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Qaryut. Israeli forces violently dispersed Palestinians protesting the siege of Nablus at the Huwwara checkpoint, causing tear-gas related injuries. Israel held general elections for the 5th time since 2019. The right-wing bloc led by Benjamin Netanyahu won a majority of the seats and is expected to form a government in the coming weeks. The Likud Party won the most seats with 32. Yair Lapid’s Yesh Atid gained 24 seats while the third largest party was the Religious Zionism alliance, made up of the Zionist National Union-Tkuma and the Otzma Yehudit party and led by Bezalel Smotrich and Itamar Ben-Gvir, which won 14 seats. The Palestinian parties Hadash-Ta‘al and the United Arab List each gained 5 seats. Balad, Meretz and the Ayelet Shaked-led Habayit Hayehudi did not make the electoral threshold. It was reported that the U.S. was considering a “no-contact” policy in dealing with a potential minister Ben-Gvir given his extremist ideology and actions. The voter turnout among Palestinian citizens of Israel was 55%. Algeria hosted the 1st summit of the Arab League since 2019. The leaders of the UAE, Saudi Arabia, and Morocco did not attend the summit. In the West Bank, unidentified assailants opened fire at a military post and at a settler vehicle near Huwwara; no injuries were reported. Israeli forces demolished 3 structures in 'Arab al-Rashayida. 19 Palestinians were arrested during late-night raids in Hizma, Hebron, al-Arroub refugee camp, Yatta, Sa‘ir, Beit Umar, Talfit, and al-Shuyukh. In East Jerusalem, Israeli forces raided the home of director of al-Aqsa Mosque Shaykh Omar Kiswani in al-Tur, seizing a laptop and documents and detaining Kiswani for several hours at a police station before releasing him. 4 Palestinians were arrested during late-night raids. Palestinian schools in East Jerusalem observed a general strike in protest over Israeli attempts to censor Palestinian textbooks and introduce Israeli curriculum in the schools. According to the head of the parents committee union, between 90% and 95% of the some 280 Palestinian schools in East Jerusalem observed the strike. It was revealed that Israel had installed a remote-controlled gun at a checkpoint on Shuhada Street in Hebron, capable of shooting baton rounds, stun grenades, and tear gas. Israeli historians Benny Morris and Benjamin Z. Keder published an article “’Cast Thy Bread’: Israeli biological warfare during the 1948 War” in Middle Eastern Studies, saying that declassified materials in the Israeli archives have revealed that Israel used biological weapons against Palestinians and Arab armies during the Nakba. The codename used for the biological weapons campaign used by the Zionist leaders, including David Ben-Gurion was “Cast Thy Bread.” Zionist militias were given typhoid bacteria which they were to put in water wells. 3 Palestinian citizens of Israel were indicted on charges of smuggling pistols and hashish from Lebanon into Israel. According to the indictment, the 3 were going to sell the pistols to a man in Hebron. (HA 4/6)

PA prime minister Mohammed Shtayyeh met with 15 conservative members of the UK Parliament in Ramallah. Prime Minister Shtayyeh called on the MP to recognize the State of Palestine, citing the UK’s historical responsibility for the current situation. Shtayyeh also asked the politicians to help facilitate elections being held in Jerusalem. (WAFA 4/6)

The 6 Palestinian rights organizations deemed terrorist organizations by Israel in October 2021—al-Haq, Addameer, Bisan Center for Research and Development, Defence for Children International – Palestine, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees—issued a joint statement calling for international help to have their terror designations rescinded. Idit Sliman of Yamina said she would leave the Israeli government coalition after striking a deal with former prime minister Benjamin Netanyahu. Sliman’s departure from the coalition ended the coalition’s majority in the Knesset that is now split 60-60. Sliman commented that “the time has come to form a national, Jewish and Zionist government.” Sliman was promised, by Netanyahu, the role of health minister if he wins the next election. Greek Orthodox Patriarch of Jerusalem Theophilos III said that the Christian community’s “presence in Jerusalem is under threat,” in a piece published by The Times. Palestinian activist Ramy Shaath arrived in Paris after being deported by Egypt as he was released from Egyptian prison. Shaath, the son for former PA foreign minister Nabil Shaath, was arrested in June 2019 on charges related to his alleged ties to the Muslim Brotherhood. The Palestinian Central Elections Committee (CEC) said 89% of eligible voters had registered for the 2d phase of local elections, which will be held in cities and larger towns on 3/26. In the West Bank, Israeli settlers uprooted 50 olive trees in Tarqumiyah as part of an effort to make a road to the Telem settlement. Israeli forces shot and killed 1 Palestinian man near a checkpoint in the Nablus area; Israel claimed that the man had attempted ramming soldiers with his car; no soldier was injured. Israeli forces demolished a 2-story house in Nahalin; Israeli forces also violently dispersed Palestinians protesting the demolition, causing tear-gas related injuries. 1 Palestinian was arrested during a house raid in Jericho. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber, displacing 5. Israeli forces detained 3 Palestinian minors and seized their Palestinian flags after they had raised the flags on the Haram al-Sharif compound. 4 others were arrested in the Old City. In Israel, the Israeli member of the Knesset from the Religious Zionist party Itamar Ben-Gvir threatened 2 Palestinian Israeli parking garage employees with a gun when the 2 told Ben-Gvir not to park in a prohibited zone. United Arab List leader Mansour Abbas said during a conference hosted by the Hebrew newspaper Globes that “Israel was born as a Jewish state. And that was the decision of the Jewish people, to establish a Jewish state. U.S. national security advisor Jake Sullivan met with Israeli president Isaac Herzog. President Herzog had said before the meeting he would raise with Security Advisor Sullivan his desire to have the yeshiva in the evacuated settlement outpost Homesh remain. 1 Israeli settler was killed at the Homesh outpost on 12/16. The Washington Post reported that the UAE had planted NSO Group’s Pegasus spyware on Saudi dissident journalist Jamal Khashoggi’s then-fiancée’s phone prior to the killing of Khashoggi. The Post reported that Hanan Elatr’s devices were hacked while she was in Dubai airport due to her job as a flight attendant. While in Dubai airport, Elatr was detained and questioned as agents planted the Pegasus spyware on her devices. The Citizen Lab research group confirmed that the Pegasus spyware had been planted on her phone prior to the killing of Khashoggi. AP also reported that Citizen Lab had found Pegasus spyware on phones belonging to a Polish lawyer and a Polish prosecutor known to publicly oppose the right-wing Polish government’s attempts to undermine the judicial branch of government. UN special coordinator for the Middle East peace process Tor Wennesland called on Israel to cease settlement activities and displacement of Palestinians in East Jerusalem during a UN security council meeting. 33 countries chose not to attend the UN Durban IV conference against racism in New York, according to Israel, at its behest. Israel and the U.S. claim that the 1st Durban conference, held in 2001 in South Africa, was racist because it singled out Israeli treatment of Palestinians and labeled Zionism racist. In the West Bank, Israeli settlers with military escort toured Sabastiyya, closing off parts of the town to Palestinians. Israeli settlers also vandalized Palestinian-owned homes and vehicles in Qusra. Israeli forces shot and killed 1 Palestinian, alleging that she attempted to ram Israeli soldiers with a car and brandished a knife near Hizma; it was reported that the Israeli soldiers left her to bleed out. Israeli forces also shot and critically injured 1 Palestinian teen during a protest against the Evyatar settlement outpost in Beita. Elsewhere, Israeli forces sealed off entrances to ‘Azun. The Zionist anti-occupation organization Americans for Peace Now announced it had changed its position on U.S. military aid to Israel, saying it supports conditioning the aid. According to al-Kaila, COVAX had originally promised vaccines to arrive in mid-February but now they are scheduled for May, and the number of vaccines earmarked for the PA is reduced to 168,000 down from 240,000. A shipment of 40,000 Sputnik V vaccine doses arrived in Gaza donated by the UAE. Israeli prime minister Benjamin Netanyahu reportedly canceled a trip to the UAE, where he was to meet with UAE crown prince Mohammed bin Zayed, because his wife Sara Netanyahu was hospitalized with appendicitis. Other reports suggested that Prime Minister Netanyahu’s trip was canceled due to a political conflict with Jordan over the cancelation of the Jordanian crown prince Hussein bin Abdullah’s visit to the Haram al-Sharif compound on 3/10, which was canceled because Israel and Jordan could not agree on security arrangement. In turn, Jordan is said not to have allowed Netanyahu to use Jordanian air space to get to the UAE. It was later reported that Netanyahu had ordered Israeli air space closed to Jordan in retaliation, but that the Israeli transportation ministry had stalled the order, which was eventually canceled. The Qatari envoy to Gaza Mohammad al-Emadi said Qatar had brokered a deal between the PA and the Israeli gas company Delek to deliver natural gas to Gaza and to install a gas pipe to the Gaza power station from an offshore rig. According to the deal, European countries will fund the maritime parts of the gas pipe within Gaza’s maritime borders and Qatar will fund the extension to the gas rig. The Jewish National Fund’s (JNF) leadership approved a change in policy that will allow the JNF to purchase land in the West Bank for Israeli settlement expansion. The JNF’s board of directors still needs to approve the new policy and is said to decide after the 3/23 Israeli elections. The JNF leadership also approved allocating $11.7 million for buying land in the West Bank, a decision that also needs the board of director’s final approval. In his speech, Pompeo touted U.S. president Donald Trump’s decision to move the U.S. embassy to Jerusalem, saying “this very city of God, Jerusalem, the rightful capital of the Jewish homeland.” Secretary Pompeo also met with the prime minister of Sudan Abdalla Hamdok to discuss normalizing ties between Sudan and Israel, among other issues.
