Israeli atty. gen. Elyakim Rubinstein asks the Central Elections Comm. to bar MK Azmi Bishara’s National Democratic Alliance (NDA) fr. participating in the 1/03 elections on the grounds that they advocate that Israel should be a state for all its citizens, which implicitly contradicts Israel’s founding principle as a Jewish state, and because they support armed attacks against Israel (a charge Bishara, NDA deny). Section 7(A) of the Basic Law: The Knesset allows the barring of candidates and political parties that deny “the existence of the State of Israel as a Jewish and democratic state.” (JTA l2/19; ADL 12/21)

The IDF fires on Palestinians waiting to cross an IDF checkpoint w. of Nablus, killing 1  Palestinian; conducts house-to-house searches, arrests in Aida r.c., Bayt Umar, Bethlehem, Jit, Tal, Tubas, Tulkarm; raids, fires on residential areas of Rafah, Nablus, Nur al-Shams r.c., Tulkarm; bulldozes 14 dunams of land s. of Dayr al-Balah; raids the al-Ihsan charitable society, Hebron University dean’s offices in Hebron, confiscating computers, files; forces at gunpoint a 24-yr.-old Palestinian to undress in the main street of Nablus, bark like a dog. Late in the evening, the IDF sends 10s of tanks, armored person-nel carriers (APCs) into Qalqilya, imposes a curfew, raids Waqf offices, conducts arrest raids targeting Popular Front for the Lib-eration of Palestine (PFLP) mbrs. Before dawn, in retaliation for the 11/10 AMB kibbutz attack, the IDF sends 150 tanks, APCs into Nablus and its surrounding r.c.’s (Askar r.c., `Ayn Bayt al-Ma’ r.c., Balata r.c.), conducts house-to-house searches, occupies schools and buldings as outposts, surrounds Nablus’s Old City, fires on residential areas of adjacent Balata r.c. In another predawn attack, IDF helicopters fire missiles at the same car repair shop targetted on 11/11, destroying it, killing a 2-yr.-old Palestinian child, damaging several surrounding homes. The IDF also arrests 30 Hamas mbrs. across the West Bank, 11 of them in Nablus, some in Birzeit; fires on residential areas of Tal al-Sultan. Israeli atty. gen. Eliyakim Rubinstein announces that the government intends to press charges against Greek Orthodox spiritual head Father Theodosis Atallah Hanna for “unauthorized contact with the enemy,” meeting with “terrorists,” inciting violence for recent travels to Lebanon, Syria to visit Greek Orthodox communities there. In a predawn operation, the IDF sends tanks, troops, APCs into Hebron fr. 3 directions; surrounds several houses; arrests 4 Palestinians, including senior Islamic Jihad mbr. Muhammad Sidr. The IDF also reenters Jenin, imposes a curfew; conducts arrest raids in villages around Bethlehem, Tulkarm; raids, shells residential areas of Khan Yunis and Rafah, killing 1 Palestinian, wounding 15, arresting 23. An "intense debate" is reportedly underway among U.S. Pres. George W. Bush and his senior advisers over whether to press for Arafat's removal. Arafat adviser Muhammad Rashid, in Washington for several days for a low-key meetings with U.S. officials at the CIA, Pentagon, State Dept. and with Jewish leaders, argues that Arafat is central to the peace process. A Popular Front for the Liberation of Palestine (PFLP) suicide bomber dressed as an IDF soldier detonates a device in a Netanya market, killing 2 Israelis, wounding 50. The PFLP says the attack is to protest the PA's continued detention of the group's leader, Ahmad Saadat, under U.S.-British supervision in connection with the 10/01 PFLP assassination of Tourism M Rehavam Ze'evi. The IDF sends tanks, APCs into Ramallah after shots are fired at a Jewish settler driving nearby; troops withdraw to the outskirts of the city a short time later. The IDF also makes incursions into several villages nr. Hebron, Tulkarm; partially demolishes 2 factories, bulldozes a strip of agricultural land, 7 greenhouses nr. Around 90 Peruvian converts to Judaism are airlifted to Israel to take up residence in Alon Shvut, Karmei Tzur settlements. The Ashkenazi chief rabbinate sent a delegation of rabbis on a 2 wk. mission to impoverished rural areas Peru in early 5/02 to convert anyone "who said they were willing to immigrate to Israeli immediately." After troops withdraw to the outskirts of Jenin r.c. and town, a Palestinian is killed when he accidentally triggers an unexploded IDF shell in Jenin r.c. In Bethlehem, an IDF sniper wounds 1 Palestinian inside the Church of the Nativity, evacuates him for treatment. The IDF launches Operation Defensive Shield, sending scores of tanks into Ramallah before dawn to encircle Arafat's compound, reoccupy tall buildings as sniper and observation posts, dig up roads, create roadblocks, demolish water mains, declare a 24-hr. curfew. As the day progresses, the IDF bulldozes the compound walls; sends tanks, APCs, armored bulldozers, and troops into the complex, moving room-to-room to collect documents, demolishing 9 of 10 buildings, trapping Arafat and his closest aides in a windowless office of the remaining building; 5 Palestinians, 2 IDF soldiers are killed, around 50 Palestinians are injured, and another 70 (mostly Force 17 mbrs. guarding the compound but also including medical workers) are detained. IDF soldiers fire at a Nilesat TV car, seriously injuring a cameraman. The U.S. states that it "understands the Israeli government's need to respond to these acts of terror."      As Israel's Ramallah operation proceeds, an 18-yr.-old Palestinian girl, an AMB mbr., detonates a suicide bomb in Jerusalem, killing 2 Israelis, wounding 31. In Gaza, a Palestinian gunman infiltrates Netzarim, fatally shooting 2 Jewish settlers before being shot dead by the IDF; no group takes responsibility. (NYT, WP, WT 3/30)

In another escalation, Israel sends as many as 20,000 troops, 150 tanks and APCs into Amari, Ramallah. Palestinians fight back with guns, hand grenades, rocket propelled grenades (RPGs), lightly injuring 2 IDF soldiers. The IDF orders all Palestinian men age 15+n45 to surrender, but few comply. The PA which previously instructed PSF officers to comply, orders all Palestinians to ignore the order. IDF troops direct heavy machine gun fire at City Inn hotel, where foreign journalists are based to cover the fighting, hitting an ABC camera at least 7 times, including one shot through the lens; soldiers claimed there were gunmen in the hotel despite journalists' denials. The Palestinian Red Crescent Society (PRCS) suspends operations in Ramallah, citing numerous attacks on medical workers by the IDF, even in cases where PRCS movements were coordinated with the IDF in advance. The IDF bulldozes Ramallah's main water line; tanks crush cars. At least 30 Palestinians are killed during the day, including at least 2 shot by IDF snipers inside their Ramallah homes for no apparent reason, a PA naval policeman killed when the IDF shells his Dayr al-Balah post, 4 killed in Khan Yunis when the IDF shells a metal workshop thought to be a mortar factory, 1 fatally shot and allowed to bleed to death in Hebron. In Ramallah, the AMB kills 1 Palestinian collaborator. Outside Shlomi in n. Israel, 2 gunmen open fire, killing 5 Israeli civilians, 1 IDF soldier before being shot dead; the IDF believes the gunmen may be Hizballah mbrs. who infiltrated fr. Lebanon. A Jewish settler is fatally shot in the West Bank. The IDF says that since 2/28, it has confiscated 10s of light weapons, some rockets and mortars; destroyed at least 12 bomb-making workshops; detained more that 2,500 Palestinians. In its largest military operation in the West Bank and Gaza since 1967, Israel sends a large number of IDF infantry, tanks, APCs, armored bulldozers into Tulkarm in a predawn operation to totally reoccupy the city, taking control of the city center, occupying buildings (including a college, the mayor's home) and apartments as observer posts, hoisting Israeli flags, imposing a 24-hr. curfew, conducting house-to-house searches, detaining at least 30 Palestinians. The IDF reportedly responds to "scattered resistance," leaving 2 Palestinians dead, 15 wounded. IDF soldiers also fire on 2 ambulances coming to the aid of the wounded, seriously injuring 1 ambulance driver. Israel says the operation will last "only a few days." The IDF also sends tanks deep into PA-controlled Nablus; directs heavy machine gun fire at residential areas of Ramallah; conducts an arrest raid in Nahalin. Senior IDF officials suggest that Israel is preparing to make more deep incursions into PA areas "to destroy more infrastructure and to kill more terrorists." The IDF also bulldozes Palestinian land along bypass road 60 outside Hebron. Some 40 Palestinians attempt to block the bulldozers but are confronted by armed Jewish settlers who fire in the air and beat the Palestinians, seriously injuring 1 Palestinian. The Israeli-Arab legal center Adalah formally asks Israeli atty. gen. Elyakim Rubenstein to reconsider his recent decision not to compel the Custodian for Absentees' Property to comply with Israeli 1998 freedom of information act by releasing data on the moveable property of Palestinian refugees seized by Israel in 1948. Rubenstein rejected the request on the ground that it would damage Israel's foreign relations, require excessive time and resources to comply. Adalah 1st submitted its request in 1999. Khamis Abdallah in an apparent assassination in Nablus; fires a tank shell at 3 teenagers trying to sneak across the Gaza border into Israel to work, killing 1 Palestinian, wounding 2. This evening, an AMB gunman opens fire with an M-16 on a bat mitzvah celebration in Hadera, Israel, killing 6 Israelis, wounding at least 25 before being beaten unconscious by the celebrants and then fatally shot by an Israeli policeman. In retaliation, the IDF sends 20 tanks, APCs, paratroopers into Ramallah to tighten the encirclement of Arafat's headquarters to within 100 yds., placing Arafat under de facto house arrest; sends F-16s to shell PA Interior Min., administrative, and security offices in Tulkarm, killing 2 PSF officers, injuring 61 officers and civilians, damaging 20 homes and 50 stores; reinforces troops nr.
