The Palestinian, later identified as a police officer, opened fire when an Israeli soldier approached his driver’s side window to perform a security check. After the incident, the IDF imposes a partial closure on the Ramallah area, setting up mobile checkpoints, shutting down many roads, and barring nonresidents from entering the city (more restrictions will be implemented by 2/1). Later, IDF troops shoot and injure a Palestinian driver nr. Ramallah as he allegedly attempts to ram them (none of whom are injured); violently disperse Palestinian youths throwing stones and protesting the closure of a nearby checkpoint (1 Palestinian is arrested and there are no serious injuries). Meanwhile, IDF troops conduct raids and house searches in 1 village nr. Israeli forces confiscate construction equipment Palestinians were using to build a new road in the n. Jordan Valley. Meanwhile, IDF troops conduct late-night raids in Dahaysha r.c. nr. Bethlehem, issuing arrest summons to 4 Palestinians; patrol during the day in 1 village nr. Salfit and 4 each nr. Hebron and Ramallah. In the West Bank IDF troops arrest a Palestinian youth at Qalandia checkpoint nr. Jerusalem after he allegedly attempts to stab an Israeli soldier (no one is injured). Israeli settlers chase down and detain a Palestinian youth at a gas station outside the Givat Ze’ev settlement nr. Jerusalem after he allegedly stabs and seriously injures a settler. Meanwhile, IDF troops conduct late-night raids and house searches in 2 villages nr. Hebron, 2 nr. Ramallah, Aida r.c. and 1 village nr. Bethlehem, and Tulkarm, arresting 9 Palestinians and issuing arrest summons to 1. Also, the IDF maintains its lockdown on Bayt ‘Ur al-Tahta village where 1 of the Palestinians allegedly responsible for the 1/25 stabbing attack was from. Off Gaza’s n. coast, Israeli naval forces open fire on and arrest 4 fishermen and confiscate their boat (there are no injuries). In East Jerusalem, Israeli forces demolish a home under construction in Jabal Mukabir and another one in Shu‘fat. Heavy rains in Gaza cause a tunnel to collapse nr. Gaza City, killing 7 mbrs. of Hamas. The group will confirm the deaths on 1/28 and say that 4 other men survived the accident. In the Beit Horon settlement nr. Ramallah, a settlement security guard shoots and kills 2 Palestinians after they allegedly stab 2 Israeli settlers, critically injuring both (1 will succumb to her injuries on 1/26). After the attack, the IDF encourages settlement security personnel to carry weapons at all times and tighten security procedures; locks down the nearby Bayt ‘Ur al-Tahta village where 1 of the alleged attackers was from, barring anyone from entering or exiting. The Israeli press reports that the planning and building comm. of Israel’s Civil Admin. approved plans for the construction of 153 new settler residences in the West Bank last week, including 65 nr. Ariel; 28 in Carmel, s. of Hebron; and 60 in the Gush Etzion settlement bloc. The Israeli govt. does not confirm the announcement. Israeli PM Netanyahu confirms that his govt. will allow the settlers who were forcibly evicted from 2 homes in c. Hebron on 1/22 to return once their proper paperwork is in order. Another Palestinian youth is killed in Abu Dis when a pipe bomb he carries goes off accidentally. Some in the Israeli press claim that the youth was intending to throw the bomb at a nearby Israeli police base. Meanwhile, Israeli forces conduct raids and house searches in 3 areas nr. Hebron and Dahaysha r.c. nr. Bethlehem, arresting 5 Palestinians and issuing arrest summons to 4; patrol in 5 villages nr. Ramallah. Hebron, around 80 Israeli settlers break into 2 empty homes, claiming that they were legally purchased from Palestinians (the Israeli govt. is caught unaware of their actions). After the attack, the IDF raids the suspect’s home in a village nr. Bethlehem, arresting his son; orders the removal of all Palestinian workers from the Gush Etzion settlement bloc where Tekoa is located. Meanwhile, the IDF conducts further late-night raids and house searches in 2 villages nr. Bethlehem, 1 nr. The EU Foreign Affairs Council adopts a series of “conclusions on the Middle East peace process,” with provisions on Israel’s settlements, restarting peace negotiations, and reaffirming the 11/11/2015 guidelines on labeling products imported from Israel’s settlements. The International Atomic Energy Agency reports that Iran has abided by its obligations under the 7/14/2015 nuclear deal it made with the P5+1, and the U.S. and EU formally begin lifting sanctions on Iranian banking, money transfers, trade, insurance, shipping, and other industries (sanctions relating to human rights and terrorism will remain in place). Meanwhile, Iran releases 4 U.S. prisoners, including Washington Post reporter Jason Rezaian. In exchange, the U.S. releases 7 Iranian-Americans imprisoned on sanctions-related charges, inter alia.
