A group of 22 Republican members of the U.S. House sent a letter to U.S. president Donald Trump urging the president to declassify a State Department report mandated by Congress in 2012 that distinguishes between Palestinian refugees born in Palestine before 1948 and those born outside of Palestine. PA president Mahmoud Abbas met with the King Abdallah II of Jordan in the Jordanian city of Aqaba. In a statement released by Jordan after the meeting, Jordan reaffirmed its commitment to a Palestinian state. President Abbas later traveled to Egypt, meeting with secretary-general of the Arab League Ahmed Aboul Gheit and the Egyptian foreign minister Sameh Shoukry. The Israeli attorney general Avichai Mendelblit announced that Israel will freeze enforcement of the Kaminitz Law, which aims at punishing Israeli residents who build without a permit. While the law does not single out Palestinian-Israelis explicitly, it disproportionately effects Palestinian-Israelis because the time it takes to obtain a construction permit in Palestinian areas of Israel is much longer than in Israeli-Jewish areas. According to Haaretz, it is estimated that 50,000 Palestinian-owned houses in Israel are built without a permit. The freeze, which lasts until 2023, was seen as a win for the Joint Arab List whose politicians have been working with Israeli defense minister Benny Gantz and justice minister Avi Nissenkorn to get it through. Axios reported that U.S. secretary of state Mike Pompeo will visit Israeli settlements in the West Bank and Golan Heights. During his trip, Secretary Pompeo is scheduled to visit a settler winery in Psagot near al-Bireh, which announced it will make a new series of wine named after him. The winery is built on 80 dunams (20 acres) of privately-owned Palestinian land seized by Israel. Pompeo will be the 1st U.S. secretary of state to visit both the Golan Heights and West Bank settlements. Pompeo was also the 1st secretary of state to visit the Wailing Wall. PA prime minister Mohammad Shtayyeh said in a tweet, “[w]e deplore US Sec. of State Mike Pompeo’s intent to visit the illegal settlement of Psagot, built on lands belonging to Palestinian owners in Al-Bireh city, during his visit to Israel next week. The prime minister of Pakistan Imran Khan said in an interview that the U.S. and at least 1 other unnamed country have been pressuring him to recognize Israel. The U.S. Democratic Party finalized its platform for the 2020 elections. While the platform states opposition to Israeli annexation of West Bank settlements and calls for a 2-state solution, it also dismissed progressive amendments to dealing with Israel, such as conditioning military aid and calling for an end to the occupation of the West Bank. The amendments were voted down 117-34. The platform also recognizes Jerusalem as the capital of Israel. The EU said it was “deeply concerned” about the detention of PA governor of Jerusalem Adnan Gheith and called for “full respect of bilateral agreements between Israel and the PLO” with regard to East Jerusalem. During a raid in al-Bireh, Israeli forces seized a Palestinian-owned vehicle. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Silwan. In the West Bank, Israeli settlers razed Palestinian-owned tracts of land in Qusra, using bulldozers. 8 Palestinians were arrested, including 5 during late-night raids in and around Tulkarm, al-Bireh, Jenin, and Jericho; 3, all minors, were arrested after allegedly throwing stones at Israeli forces near Qalqilya. In East Jerusalem, 3 were arrested during late-night raids in the Old City. In the West Bank, Israeli forces arrested 12 Palestinians during late-night raids in and around Jericho, Qatanna, Ramallah, al-Bireh, Bethlehem, Nablus, and Hebron. PA security forces violently dispersed a celebration for the release of a Palestinian from Israeli prison; 1 Palestinian minor was fatally wounded and another injured. Israeli settlers threw stones at Palestinian shepherds east of Yatta. In East Jerusalem, Israeli forces demolished a horse barn in Jabal Mukabir. In Gaza, Israeli authorities said they would expand the fishing zone to 15 nautical miles, and allow an additional 2,000 merchants to obtain exit permits. In the West Bank, Israeli forces razed 5 dunams (1.2 acres) of land and demolished an agricultural shack in Tarqumiyya; razed 50 dunams (12 acres) of land east of Salfit; and destroyed a water piping system in Jiftlik. Israeli settlers attacked 5 Palestinian shepherds in al-Mughayyir; 3 of the victims needed medical attention for the injuries. 4 Palestinians were arrested during raids in and around Ramallah, al-Bireh, Hebron, and Qalqilya. In East Jerusalem, Israeli forces raided the offices of the Palestinian organization Volunteer for Hope in Bayt Hanina, seizing 4 computers, and summoned its director for questioning. Separately, 3 Palestinians were arrested. In Gaza, Israeli forces made incursions to raze agricultural lands north of Bayt Lahiya. Israel’s transportation ministry said it had approved a 2-mile tunnel extending the Tel Aviv-Jerusalem high-speed railway to the Western Wall. The Jordanian foreign ministry called the plan a “fragrant violation of international law.” (BBC 2/18)

In the West Bank, Israeli forces set up a metal gate, shutting the main entrance to Nabi Salih. Israeli forces also handed a demolition notice for the family home of a Palestinian prisoner in Kubar and handed a stop-work order for 4 structures in the Jordan Valley. Elsewhere, Israeli forces entered al-Ibrahimi Mosque and forced worshippers and staff to leave the mosque. Israeli forces also violently suppressed a protest in al-Bireh; 2 Palestinians were injured by live ammunition, 3 by rubber-coated bullets, and others suffered tear-gas related injuries. 7 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, and Nablus. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire and used water hoses on Palestinian fishermen 3 nautical miles off the coast of Gaza City, causing damage to boats. In Gaza, Israeli forces opened fire on Palestinian farmland east of Rafah; no injuries were reported. In Israel, more than 150 vehicles were vandalized and racist graffiti in Hebrew, such as “Jews wake up” and “Enough with the assimilation,” was sprayed on several buildings in the Christian Palestinian village of Jish. At a UN Security Council meeting, PA president Mahmoud Abbas sharply rejected the U.S. administration’s peace plan, saying “[t]his is an Israeli-American pre-emptive plan in order to put an end to the question of Palestine.” While President Abbas was speaking in New York, Palestinian protesters in Ramallah demonstrated against the U.S. peace plan. After the protest, Palestinians and Israeli forces clashed at a checkpoint north of Ramallah; 2 Palestinians were injured by rubber-coated bullets and others needing treatment for tear-gas related injuries. In the West Bank, Palestinians protesting the U.S. administration’s peace plan in and around Hebron, Qalqilya, al-Bireh, and Tulkarm suffered tear-gas related injuries during clashes with Israel forces; 2 Palestinians were hospitalized after being hit in the head by rubber-coated bullets. Separately, 1 Palestinian minor was hit by a tear-gas canister to his head when Israeli forces raided a school in Burin. In the West Bank, Israeli settlers attacked a Palestinian family in Hebron, causing light injuries. Israeli forces and Palestinians clashed at the entrance to al-Bireh, where Palestinians threw stones and burned tires; Israeli forces injured 3 Palestinians with rubber-coated bullets while others suffered tear-gas related injuries. 2 Palestinians were arrested at different flying checkpoints near Qalqilya and Ramallah. In East Jerusalem, 2 Palestinians were arrested during raids in Silwan and Issawiyya. In Gaza, Israel hit several targets in Gaza on 2 separate occasions causing damage; no injuries were reported. A rocket was also fired from Gaza toward Israel, causing no damage or injuries. Israel also announced collective punishment measures against Palestinians in Gaza, including banning imports of cement and suspending 500 merchant entry permits. PA president Mahmoud Abbas said during an emergency meeting at the Arab League in Cairo that he had informed Israel that the PA had cut all ties, including security coordination, with Israel and the U.S., in response to the U.S. administration’s peace plan. At the meeting, the members of the Arab League issued a statement rejecting the U.S. peace plan as “it does not meet the minimum rights and aspirations of Palestinian people.” (AJ, HA, REU 2/1)

In the West Bank, Israeli forces and Palestinians clashed for the 3d day in a row, leading to rubber-coated bullet and tear-gas related injuries, including 1 Palestinian shot by a rubber-coated bullet to his head in Kafr Qaddum, said to be in critical condition. 20 Palestinians were arrested during raids in and around Bethlehem, Ramallah, al-Bireh, Hebron, and Tulkarm. Israeli settlers destroyed water pipes providing water to Madama and broke the windows of 2 Palestinian-owned vehicles northwest of Ramallah. In East Jerusalem, 10 Palestinians were arrested during raids. In Gaza, for the 2d day in a row, Israeli forces struck targets in Gaza, causing damage near Rafah. In the West Bank, Israeli forces fired tear gas and live ammunition at Palestinians during a raid in Bayt Umar, causing tear-gas related injuries. Israeli forces also demolished a mobile home and a barn, seized 5 mobile homes, and dismantled and seized 9 residential structures near Jericho. 18 Palestinians were arrested, including 13 during late-night raids in and around Bayt Fajjar, al-Bireh, ‘Urif, Nablus, and Qalqilya; and 5 at checkpoints near ‘Azun and Nablus.
