In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Jibiya, injuring 1 and vandalizing nearby vehicles. PA president Mahmoud Abbas issued a decree to form a supreme judicial council with himself as the head. The decree received criticism from rights organizations and Hamas, who said the move further erases the separation of the executive and judicial branches. The UN Middle East envoy Tor Wennesland told the UN security council that 2022 will likely be the deadliest for Palestinians in the West Bank, since the UN started tracking fatalities in 2005. Lebanon and Israel officially signed their maritime border demarcation agreement. Lebanese president Michel Aoun and Hezbollah secretary general Hassan Nasrallah both praised the agreement, saying that it does not signify a move towards normalization with Israel. The agreement provides Lebanon with the vast majority of potential profits from the Qana gas field and Israel all the profits from the Karish gas field. Axios reported that UAE foreign minister Sheikh Abdullah bin Zayed Al Nahyan told former Israeli prime minister Benjamin Netanyahu that the UAE has concerns about Netanyahu’s alliance with Itamar Ben-Gvir and the Otzma Yehudit party. The Israeli military suspended the security coordinator of the Har Bracha settlement after a video from 10/21 showed that he aided Israeli settlers in attacking Palestinians while in military uniform near Burin. Amnesty International urged the ICC to “investigate unlawful attacks committed during Israel’s August 2022 assault on the Gaza Strip as war crimes.” Amnesty said it had investigated 3 deadly incidents during the assault, 2 of which it with certainty ascribed to Israel and 1 which “likely” was caused by an unguided rocket fired by Palestinian militants. The 2 Israeli attacks Amnesty investigated killed 6 Palestinian civilians, including “a four-year-old boy, a teenager visiting his mother’s grave, and a 22-year-old student at home with her family.” Amnesty said that of the 49 Palestinians killed, 33 were killed by Israel and 7 were killed by rockets fired by Palestinian militants; it was unclear who had caused the deaths of the remaining 8. Commenting on Israeli settler attacks against Israeli soldiers in recent weeks, prime minister Yair Lapid said he would not allow “criminal militias in the State of Israel” during a cabinet meeting. Defense minister Benny Gantz also said that Israel will not accept the attacks. The cabinet approved the appointment of Herzl Halevi as new IDF chief of staff during the meeting. The new Israeli-imposed restrictions for entry into the West Bank, outside of Israeli settlements, took effect. The heavily criticized restrictions were 1st published earlier this year in the policy paper “Procedure for entry and residence of foreigners in the Judea and Samaria area,” issued by Israel’s Coordinator of Government Activities in the Territories and have been slightly amended after criticism by U.S. and EU lawmakers. Haaretz reported that Israel will approve the purchase of 2 helicopters by the PA for usage of PA officials. The helicopters, which will be stationed in Jordan, are reportedly funded by Gulf state donations. The PA will need permission from Israel to use the helicopters in the West Bank. At a conference in Eliat attended by Morocco, Bahrain, and the UAE, Israel and Bahrain signed an agricultural cooperation deal. (REU 10/20)

The ACLU filed an appeal with the U.S. supreme court asking it to review the appeals court decision to uphold an Arkansas state law that penalizes companies boycotting Israel. In the West Bank, 4 settlers—2 women and 2 children—were apprehended by members of Lion’s Den organization after entering Nablus; the 4 were then transferred to PA security forces who escorted them to the Israeli military. Lion’s Den released a statement saying, “[o]ur message to the occupation forces is that we don’t kill women and children, but we are warning the settlers that attack Palestinians that they will be treated accordingly.” 1 Israeli soldier was shot and injured near the Ofra settlement; it was unclear who shot the soldier as the incident happened as Israeli forces tried to stop a Palestinian car allegedly evading an order to stop. Israeli settlers blocked an entrance to Nablus, calling on the Israeli government to take harsher measures against Palestinians. Israeli settlers also blocked an entrance to Nablus on 10/2. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near Ramallah. Israeli settlers also attacked a secondary school in Huwwara, assaulting staff and students and damaging vehicles and school property. The Balad party appealed the Israeli central elections committee’s decision to disqualify the party from running in the upcoming election to the Israeli supreme court. Lebanese officials said that the Lebanese government had submitted a list of changes to the U.S. proposal to demarcate the maritime border between Israel and Lebanon. PA prime minister Mohammed Shtayyeh warned UK prime minister Liz Truss that if the UK moves its embassy to Israel from Tel Aviv to Jerusalem, it would be seen by the PA as a recognition of the Israeli annexation of Jerusalem. The UK political parties Labour, Scottish National Party, and Liberal Democrats told Middle East Eye that they oppose moving the UK embassy to Jerusalem. The EU-Israel association council convened for the 1st time since 2012. Addressing the EU representatives, Israeli prime minister Yair Lapid said that “Palestinians need to put an end to terrorism and incitement” in order for a 2-state solution to happen. After the meeting, EU ministers published a paper hailing cooperation with Israel, condemning Hamas, and criticizing Israel for its settlement policies, mentioning settlements in East Jerusalem and plans for E1.
