In the West Bank, IDF troops seal off the main entrance to Bayt Umar near Hebron while they conduct raids in the village. The raids spark minor clashes; there are no reported injuries or arrests. Israeli forces issue stop-work orders to a Palestinian home under construction in Yatta village near Hebron and bar Palestinian laborers from working on water infrastructure outside Bethlehem. IDF troops confiscate some surveillance footage and arrest 25 Palestinians during late-night raids near Ramallah, Qalqilya, Bethlehem, Nablus, Jenin, and Hebron; and patrol near Hebron, Qalqilya, Salfit, and Tulkarm. The IDF announces it destroyed a tunnel leading into Israel from the Jabaliya refugee camp area on 4/14, bringing the number of Gazan tunnels demolished since the beginning of 2017 to 8. DM Lieberman says that this was the “longest and deepest [tunnel] exposed so far” and calls on the Palestinians in Gaza to stop Hamas from “burning your money on tunnels going nowhere.” (HA, JP, TOI, YA 4/15)

Along Gaza’s border, Israeli artillery shell a Palestinian rickshaw transporting PIJ fighters near Rafah, killing 4 and injuring several others. Israel’s Army Radio reports that the men were transporting explosives. PIJ says that the 4 died during unspecified “preparations.” Meanwhile, IDF troops violently disperse Palestinians shepherds working near Dayr al-Balah, and a small number of Palestinians at a Great March of Return tent camp outside Khan Yunis; 4 Palestinians are injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, IDF troops evacuate and dismantle an illegal settlement outpost near Nablus (settlers erected it on 4/13). When some of the settlers throw stones and otherwise resist the IDF, the soldiers arrest 3 of them. More than 10,000 Palestinians gather along Gaza’s border to continue the Great March of Return for the 3d consecutive Friday. A number of protesters throw explosives and Molotov cocktails toward the border fence. IDF troops violently disperse the demonstrations near Gaza City, Khan Yunis, Rafah, Bayt Hanun, and Jabaliya refugee camp; 1 Palestinian is killed and at least 200 are injured. The protester killed today brings the death toll stemming from the Great March of Return to 30. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and late at night near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops violently disperse Friday protests near Ramallah, Nablus, al-Bireh, Qalqilya, and Hebron; at least 12 Palestinians are injured. They also issue an arrest summons during a raid near Bethlehem, and patrol near Qalqilya and Hebron. Israeli settlers break into a mosque near Nablus overnight and set fire to the interior, causing moderate damage. A separate group of settlers damages 7 Palestinian olive trees near Nablus. Israeli DM Lieberman says that the decreasing attendance at the Friday protests along Gaza’s border over the past 2 weeks show that Israel’s “determination” has had an effect. “Each week there are fewer rioters on our border with Gaza. Israeli DM Lieberman says that the Palestinian journalist who succumbed to injuries caused by the IDF’s ongoing violent crackdown on the Great March of Return on 4/6, Yaser Murtaja, was a member of Hamas and that he was giving his drone’s video recordings to the group. Hamas denies the allegation. The Washington Post reports that the U.S. recently vetted Murtaja’s company, Ain Media, for a government grant. (AP, JP, WP, YA 4/11)

A senior Iranian official says that Israel’s 4/9 deadly strike on the Syrian T-4 military base “will not remain without response.” Meanwhile, the Russian Foreign Ministry summons the Israeli ambassador to Russia for a formal questioning about the incident and a discussion about recent events in Gaza. Along Gaza’s border, Israeli forces bomb Hamas military sites in Jabaliya refugee camp and Bayt Lahiya overnight, causing an unclear amount of damage. Ahead of massive protests planned for 4/6, Hamas announces plans to distribute payments of approximately $3,000 to the families of any protesters killed by IDF troops in the Great March of Return, and approximately $500 to the families of any protester seriously injured. The payments are meant “as compensation within the framework of the social and national responsibility of the organization,” according to a Hamas statement. Israel’s Shin Bet announces that 10 Palestinians, including 1 PIJ member, have been arrested in connection with a suspected plot to fire a projectile at an Israeli naval vessel and kidnap the sailors on board. IDF Maj. Gen. Mordechai confirms international press reports that the Israeli authorities are withholding the corpses of 2 Palestinians killed along Gaza’s border fence on 3/30. He says that they have no intention of returning the corpses until Hamas returns the remains of the 2 IDF soldiers and the 2 Israeli civilians allegedly being held in Gaza. (JP, TOI, YA 4/1)

In the West Bank, PA president Abbas calls for a general strike and a day of mourning for the 16 Palestinians killed in Gaza on 3/30. U.S. diplomats block the UNSC from adopting a Kuwait-backed statement calling for an “independent and transparent” investigation into the IDF’s deadly crackdown on the Great March of Return, according to several diplomats. “The wording was acceptable to all members of the council excluding the U.S.,” says Israel’s ambassador to the UN Danon. Ahead of planned demonstrations along Gaza’s border on 3/30, IDF Lt. Gen. Eisenkot says that the situation in the oPt (occupied Palestinian territories) in the coming months will be “especially complex.” He also announces that the IDF is deploying 100 snipers along Gaza’s border, and notes that Israel’s terms of engagement allow for the use of live fire against those attacking Israeli infrastructure. It’s unclear whether the settlers purchased the homes from their Palestinian owners, as they have not yet produced documentation of purchase. They also patrol near Hebron and Qalqilya. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Khan Yunis. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Jabaliya refugee camp, causing no damage or injuries. Hamas security forces conduct a raid on the Nuseirat refugee camp hideout of a Palestinian allegedly involved in the 3/13 attempt to assassinate PA PM Hamdallah. The suspect’s name is Anas Abu Khoussa. The raid sparks a firefight, fatally injuring the primary suspect, as well as killing 1 of his deputies and 2 Hamas fighters. Abu Khoussa dies later in the day. Reports from Gaza indicate that Abu Khoussa was linked to the PA’s General Intelligence Service. The PA then issues a statement rejecting the connection and calling the reports “flimsy.” (JP, TOI 3/22)

The United Nations (UN) submits to Israel’s Ministry of Foreign Affairs a claim for reimbursement for the losses the UN sustained in Gaza during Israel’s assault in the summer of 2014. When news of this claim is first reported, on 3/27, Israel’s ambassador to the UN Danny Danon will call it “unacceptable.” (JP 3/27)

In the West Bank, IDF troops conduct raids in al-Mughayyir near Ramallah, sparking clashes with stone-throwing Palestinian students; 1 Palestinian is lightly injured. They arrest 10 Palestinians and issue 2 arrest summons during raids near Nablus, and patrol near Nablus, Jenin, and Hebron. In East Jerusalem, Israeli forces conduct widespread late-night raids in Shu‘fat refugee camp for the 2d day in a row, arresting 19 Palestinians. They also arrest 1 Palestinian patient during a raid at a hospital in al-Tur. At the start of a PA cabinet meeting in Ramallah, PA president Abbas accuses Hamas of perpetrating the 3/13 assassination attempt on PA PM Hamdallah and threatens further punitive restrictions on Gaza. Hamas later responds in a statement: “[Abbas] is paving the way for chaos which will facilitate the approval of President Trump’s plan and Israel’s plans.
