Occupied Palestine/Israel: Two pardoned Shin Bet legal advisers are to be transferred to other jobs within the agency, Attorney General Harish decides (JP 9/30). Jordanian government recognizes Israeli-appointed mayors of Hebron, Ramallah, and al-Birah, but Amman-based Zuhdi Sa'id, deputy director of PLO Department of Occupied Territories, denounces the appointments, and calls for elections in West Bank. In Damascus, PFLP leader Dr. George Habash issues "death sentence" for the three mayors (JP 9/30).

Other Countries: In interview at UN, Syrian F.M. Faruq Shar' says world should expect continuing terrorist attacks against American targets until U.S. stops backing Israel occupation of West Bank, Golan Heights, and S. Lebanon (WP 9/30). Also at UN, PLO political director Faruq al-Qaddumi meets Soviet F. M. Shevardnadze (Fl 10/3).

Occupied Palestine/Israel: Dmonstrations are held throughout West Bank to commemorate anniversary of massacres at Sabra and Shatila (FJ 9/19). Strikes and demonstrations continue through 9/20; shops and businesses stay closed, students and workers remain at home (Fl 9/26). Israel announces it has licensed first Arab bank in West Bank since 1967. Bank, with headquarters in Amman and first branch in Nablus, will be allowed to deal in Israeli, Jordanian, and foreign currencies (FJ 9/19).

Arab World: Thousands of Lebanese in Tyre, Lebanon, led by Amal officials march in support of UNIFIL after 9/16 attack on French UNIFIL forces (for which Hizballah is held responsible). In south Lebanon general strike is held to show resident' support for continued UNIFIL presence. (Speaker of Lebanese Chamber of Deputies Husayn al-Husayni recently returned from Paris where he asked Pres. Mitterand not to recall French contingent) (NYT 9/18).

Other Countries: In Paris, five killed, 60 injured in bomb explosion, bringing to ten number killed in five bombings in last two weeks (WP, NYT 9/18). Peru grants PLO embassy status in Lima (Fl 9/26).

Occupied Palestine/Israel: Six Palestinian lawyers from the West Bank petition the High Court for permission to establish a local bar association. (In 1979 a bar association was set up in Gaza for the lawyers working there) [JP 5/6]. Israeli military court in Lod sentences 2 Palestinians from inside the Green Line to 21 years imprisonment for planting bombs in Israeli neighborhoods, finds them guilty of membership in the PFLP [JP 5/6]. Nablus military court sentences another Palestinian to 21 years imprisonment for stabbing an Israeli soldier in the chest on 12/14/85 [JP 5/6]. Presidents of Uruguay and Israel issue joint statement affirming the friendship between their countries and support for the M.E. peace process [JTA 5/6].

Arab World: Syrian Pres. Hafiz al-Asad arrives in Amman for talks with King Hussein, his first visit to Jordan in 6 years [NYT, WP 5/6].

Other Countries: The leaders of the 7 largest industrial democracies, meeting at the Tokyo summit, adopt a joint statement condemning terrorism as an international scourge that "must be fought relentlessly and without compromise"; Libya is specifically mentioned as a source of terrorism [NYT, WP 5/6]. U.S. State Dept. calls on Syria to expel Abu Nidal organization from territory under its control [NYT 5/6].

Arab World: Radio Amman reports King Hussein issued a call to Arab and Islamic countries to set up a fund to provide loans for Palestinian housing on the West Bank [JP 5/4].

Occupied Palestine/Israel: P.M. Peres tells 21-member Council of Europe, in Strasbourg, that Israel is willing for Gaza Strip residentso be given Jordanian passports, states that the "only framework" that holds promise for peace between Israel and its neighbors and for solving the Palestinian problem is "direct negotiations between a Jordanian-Palestinian delegation and an Israeli delegation" [JP 4/23]. Israeli army sources state there have been 67 incidents of shooting, planting explosive devices, and throwing hand grenades and gasoline bombsince January of this year, compared with 104 during the period between August to December of 1985 [JP 4/23].

Arab World: PLO officials inAmman state Jordan has deported 7 Fateh officers from the Karameh force who sided with Yasir Arafat in conflict with 'Atallah 'Atallah (Abu Za'im) [BG 4/23; JP 4/24]. Reports from Amman indicate that 40 to 100 more Palestinians may be facing deportation as well [FJ 4/25]. Jordan has increased its restrictions on the entry of prominent pro-Fateh Palestinians from the West Bank and is turning them back at the bridges; Jordanian authorities have begun bureaucratic harassment, confiscation of passports at the border, and lengthy questioning of Fateh supporters [JP 4/23].

Other Countries: Seventeen people, including a retired Israeli general, are indicted in New York on federal charges of conspiring to sell Iran more than $2 billion worth of American weapons, in violation of U.S. arms embargo; Israeli embassy denies Israeli govt. involvement in the matter [WP, WSJ 4/23].

Occupied Palestine/Israel: Israeli bus driver Shlomo Hatuka, injured in 4/12 attack on his bus near Ramallah, dies of gunshot wounds suffered in the incident [WP, JP 4/23].

Arab World: Two members of PLO are wounded during shoot-out at PLO office in Amman; reports say 'Atallah 'Atallah (Abu Za'im) tried to shoot his way into his office after finding it locked [WP, MG 4/23].

Occupied Palestine/Israel: King Hussein has frozen all West Bank funds in Jordanian banks and has suspended all aid to public institutions in the territories, according to a report in 'Al Hamishmar [JP 4/18]. Inspectors of income tax and VAT departments, assisted by a strong force of police, raid Palestinian villages of Kafr Qasim, Jaljuliyyah, and Kafr Bara to collect debts; they impound TV sets, furniture, and 2 motor vehicles [JP 4/21].

Arab World: Radio Monte Carlo broadcasts that Yasir Arafat has notified Jordan that Amman-based Fateh military officer Abu Za'im has been relieved of his duties and that Jordan should suspend all contact with him [JP 4/18].

Other Countries: A U.S. federal judge rules that PLO Permanent Observer to the UN Zuhdi Tarzi may travel from New York to Cambridge, Mass. for a debate with Harvard law professor Alan Dershowitz, despite State Department travel ban [PI 4/20]. UN Security Council votes to extend UNIFIL mandate in S. Lebanon an additional 3 months; Soviet Union concurs in vote for first time since UNIFIL's creation, states it will begin contributions to UNIFIL budget [NYT 4/19; WP 4/20].

Arab World: During the past weeks, 4 Palestinian factions opposed to mainstream PLO leadership condemned the PLO's 3/8 reply to King Hussein's 2/19 speech and called for total abrogation of the 11 February Amman agreement [FJ 3/14].

Other Countries: Greek court sentences 25-year-old Palestinian to 10.5 years for aborted attempt to assassinate senior Jordanian diplomat in Athens in 1984; police say 'Amir Mabruki was connected with Black September organization [LT 3/14].

Occupied Palestine/Israel: Israeli security forces find body of Israeli soldier David Manos, who had disappeared 6/11/84, in a cave in the West Bank [CT 3/26; JTA 3/28].

Occupied Palestine/Israel: Hundreds of West Bankers have traveled to Amman to express support for King Hussein following his attack on the PLO last week; the trips are reportedly being orchestrated by members of the Jordanian parliament residing in West Bank [JP 2/28]. Nearly 170 prisoners in Kafr Yunis prison went on 2-day hunger strike last week to protest maltreatment and inhumane prison conditions [FJ 2/28].

Other Countries: UN Secretariat in New York is seeking Israeli explanation following reports that several villagers in Shakra, S. Lebanon were tortured during Israel's search for 2 missing soldiers last week [JP 2/28].

Occupied Palestine/Israel: P.M. Peres states he is considering ways to promote self-rule among Palestinians in the occupied territories, outlines plans to nominate mayors in 3 major West Bank towns, would consider easing restrictions on travel to Jordan [NYT 2/27]. Israeli Army Chief of Staff Moshe Levy states 170 people were arrested during 6-day sweep in S. Lebanon, some have been transferred toprisons in Israel [NYT, TS 2/27].

Arab World: Radio Monte Carlo broadcasts statements by Nayif Hawatmah, general secretary of the DFLP, and a representative of the Palestine Communist party outlining conditions for rapprochement with Yasir Arafat's Fateh faction: (1) cancellation of the 11 February Amman agreement; (2) convening of the PNC; (3) creation of a collective leadership in the PLO [FJ 2/28].

Arab World: Car bomb explodes outside entrance to 'Ain al-Hilwah refugee camp, near Sidon, killing driver and wounding 10; explosion occurred a half-hour before Palestinian students were to join a march to commemorate a slain Sidon leader [NYT, WP, CT 2/27].

Occupied Palestine/Israel: Israel deports 3 more Palestinians to Jordan: Mahmud Fa'anun, from the West Bank; and Hasan Muhammad Ahmad al-'Amudi and Jalal Hafiz Hashim 'Azizi, both from the Gaza Strip. Military sources state they were affiliated to the PFLP [JP 2/6; FJ 2/7]. The 3 refused to appeal to the High Court, believing they would not get a fair trial [FJ 2/7]. Deputy head of the Red Cross delegation in Israel, jean Jacques Fresard, sharply criticizes Israeli govt. for deporting Palestinians from the occupied territories to Jordan, termsuch actions "completely illegal" [JP 2/6].

Arab World: King Hussein and Yasir Arafat begin new round of talks in Amman [BG 2/6]. Arafat reportedly gives Hussein 3- point plan whereby PLO would accept UN resolution 242 in return for firm measures calling for Palestinian state; PLO was in return given countersuggestion that originated with U.S. officials [JP 2/11]. Egypt, Israel begin 2 days of talks on Taba border dispute [BG 2/6]. Ahmad Jibril, head of PFLP-GC, states passengers on U.S., Israeli commercial airliners may become targets for reprisals for Israel's interception of Libyan jet [TS 2/6].

Occupied Palestine/Israel: Over 150 Palestinians, Israelis replant olive saplings uprooted by the Nature Reserves Authority 3 weeks ago, north of Jerusalem; 6 Israeli officials reportedly try to uproot some replanted saplings, army disperses both groups UP 1/26]. Israeli military delegation ends 5-day visit to Liberia for talks on "future cooperation" [JDW 1/25].

Arab World: Yasir Arafat arrives in Amman for talks with King Hussein [CSM 1/27]. Jordanian govt. sends parliament a new electoral law that would reassert Jordan's responsibility for the West Bank, provide representation for Palestinian refugees in Jordan; parliamentary legal committee is studying the law [NYT 1/26].

Other Countries: UN Undersecretary-General Brian Urquhart states PLO should accept UN resolutions 242, 338, that Israel should not dictate who represents Palestinians at peace talks [JP 1/26]. Interpol issues worldwide wanted notice for Abu Nidal [PI 1/31].

Arab World: SLA shells Shi'ite village of Kafra in S. Lebanon, killing 1 UNIFIL soldier [NYT 1/26]. Libyan leader Col. Mu'ammar Qadhdhafi boards missile-bearing patrol boat, sails into Gulf of Sidra, 1 day after U.S. 6th Fleet began maneuvers off Libyan coast [WP 1/26].

Occupied Palestine/Israel: Al-Fajr reports Iraeli troops destroyed or sealed homes of 10 Bethlehem and Hebron families in past week because members of the families were arrested on charges of membership in the PLO; none of the detainees had been tried [FJ 1/3]. Phone caller claims responsibility for 1/2 murder of Israeli taxi driver on behalf of Fateh's Force 17, states driver was Mossad agent [LT 1/4].

Arab World: Al-Fajr reports Jordan will permit daughter of Nablus Mayor Bassam Shaka'a to travel only one-way into the West Bank from Amman; she is refusing the condition [FJ 1/3].

Arab World: Israeli and SLA troops trade fire with Shi'ite, Sunni, leftist militias in S. Lebanon; SLA kills 2 [JP 1/5].

Occupied Palestine/Israel: Israeli troops raid homes in West Bank, place 5 Palestinians under administrative detention; military spokesman says nearly 100 Palestinians are now under administrative dtention [NYT 1/2]. Demonstrations are held throughout Gaza Strip to mark 21st anniversary of founding of Fateh. Israeli troops use clubs, tear gas, water cannon, live ammunition to break up protests; curfew is imposed on entire Gaza Strip [FJ 1/3; DW 1/4]. One Palestinian is shot and wounded by Israeli troops in Nablus [FJ 1/3]. Israel completes switch to new shekel, equal to 1,000 of the old shekels [WP 1/2].

Arab World: Jerusalem Post reports Fateh's Force 17 commando unit moved headquarters to Cairo last month. (Unit originally relocated to Amman in 11/85, was ordered out by King Hussein) [JP 1/1]. Col. Qadhdhafi warns any Israeli or American reprisal for the Rome and Vienna airport attacks would lead to full-scale war [NYT, WP 1/2].

Arab World: Body of second Lebanese Jew killed by Organization of the Oppressed of the Earth is found, following group's statement he was killed in revenge for 12/31 SLA raid on S. Lebanese village of Kunin [WP, NYT 1/2].
