In the West Bank, Israeli forces seized 3 tractors from Palestinian villages in the Jordan Valley. Elsewhere, Israeli forces demolished 1 house under construction in Bayt Awa. Israeli forces also delivered 36 demolition notices for Palestinian homes in Farasin near Jenin; if carried out, the demolitions would displace some 200 Palestinians. 24 Palestinians were arrested during late-night raids in and around Anata, Nablus, Jenin, Tulkarm, Hebron, and Khirbat Makhul. In East Jerusalem, Israel summoned the PA deputy governor of Jerusalem Abdullah Siyam and 3 leading Fatah activists for questioning. Israeli forces also arrested 1 Palestinian in the Old City. In the Gaza Strip, a bomb explodes outside a Fatah-affiliated charity, lightly injuring 2 bystanders. Shipments of domestic-use gas into Gaza resume after a dispute between local officials and the PA unity govt. is resolved on 12/10. All public institutions, ministries, and charities go on strike in protest of the PA unity govt.’s failure to pay civil servants. Several civil society organizations coordinate cleaning campaigns in Gaza’s hospitals, as the sanitation workers’ strike continues for a 10th day. IDF troops stationed along the border e. of al-Bureij arrest 2 Palestinians attempting to cross into Israel. In the West Bank, 1,000s of Palestinians attend the funeral of Ziad Abu Ein in Ramallah. Palestinians gathered for the funeral clash with IDF troops in al-Bireh; 19 are injured from rubber-coated metal bullets. Meanwhile, over 100 Palestinians gather in c. Hebron to protest Abu Ein’s death, leading to 2 separate clashes with IDF soldiers. There are also demonstrations in Turmus ‘Ayya. During the day, Israeli soldiers arrest Palestinians at a checkpoints nr. Ramallah and Hebron. The IDF conducts arrest raids nr. Jenin and Hebron; patrols in Tulkarm and n. of Jenin. Late at night, unidentified assailants open fire on the home of an imprisoned Hamas MP in Hebron, causing damage. In East Jerusalem, Israeli forces violently disperse 100s of Palestinians gathered to protest Abu Ein’s death in Shu‘fat r.c., Issawiyya, al-‘Izzariya, and Silwan. They conduct late-night arrest raids and house searches in Jabal Mukabir, Wadi al-Juz, Ras al-Amud, and Issawiyya. Meanwhile, 75 new security guards are added to the security detail at Haram al-Sharif in response to King Abdullah of Jordan’s request. Serry calls on the PA unity govt. to take on its responsibilities stipulated in the cease-fire agreements, specifically staffing the border crossings. Egyptian pres. Abdel Fattah al-Sisi travels to Jordan to hold talks with Jordan’s King Abdullah. They discuss the draft UNSC res. that Jordan plans to introduce on behalf of the Palestinians before 12/25. Meanwhile, Jordan’s House of Deps. votes to cancel its 9/2014 gas agreement with U.S. company Noble Energy. The French Senate passes a nonbinding res. inviting the govt. to recognize Palestinian statehood. The French parliament previously passed a similar res. on 12/2. Meanwhile, the Swiss govt. invites all states party to the Fourth Geneva Convention, which includes every UN mbr. and Palestine, to attend a summit on 12/17 to discuss the situation in the oPt. In the Gaza Strip, Hamas security forces arrest 5 Palestinians on charges relating to the 10/31 rocket fire. Also responding to the incident, Israel closes the Erez and Kerem Shalom border crossings. In the West Bank, the IDF conducts house searches and arrests in 1 village each nr. Hebron, Jenin, and Ramallah; patrols in 2 villages nr. Ramallah, and 1 village each nr. Bethlehem, Hebron, and Tulkarm. Palestinians throw a Molotov cocktail at an Israeli settler bus outside Hawara village nr. Nablus, and in response the IDF imposes an overnight curfew on the village. Israeli soldiers shoot and injure 19 Palestinians during a protest at Qalandia checkpoint, 2 with live ammunition and 17 with rubber-coated metal bullets. (HA, MNA 11/2; PCHR 11/6)

Jordan’s King Abdullah says that his country will confront Israel’s “unilateral policies” and work to protect “Muslim and Christian holy sites,” in response to the 10/30 closing of Haram al-Sharif and the escalating tensions in Jerusalem. Meanwhile, Dep. Secy.-Gen. of the Arab League Ben Hilli says that Israel has reached a “red line” with regard to “violations”in Jerusalem. Netanyahu, meanwhile, says that “Islamic extremist elements” are trying “to stir up unrest” and that Israel will maintain the status quo at Haram al-Sharif. (AFP, HA, JP 11/2)

Soon after the planned 72-hour cease-fire takes effect, it breaks down and the IDF continues its assault on the Gaza Strip, killing 160 Palestinians. Armed Palestinian groups resume rocket fire, launching 38 into Israel. IDF troops are primarily active in Shuja‘iya in e. Gaza City, Bayt Hanun in the n. Gaza Strip, and Khan Yunis in the s. Gaza Strip. The cease-fire breaks down after both sides accuse the other of violating it during an incident in s. Gaza. According to the IDF, 2 hours after the ceasefire began, al-Qassam Brigades fighters attacked IDF troops demolishing a tunnel, killing 2 and capturing 1. The Hamas armed wing denies reports of the capture, saying that the soldier might have been killed in clashes before the cease-fire began. In the West Bank, IDF troops shoot and kill 2 Palestinians in separate incidents. The 1st dies in clashes nr. Tulkarm during protests against the assault on Gaza, and the 2d dies in Safa nr. Ramallah in similar circumstances. In the clashes in Safa, 5 are injured by live ammunition and 10 by rubber-coated metal bullets. At Hawara checkpoint nr. Nablus, IDF troops shoot and injure 6 Palestinians with live ammunition during protests. In Hebron, meanwhile, around 50,000 residents protest the assault on Gaza, leading to clashes with IDF troops in which 90 Palestinians are injured with live fire and rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 1 village nr. Salfit and al-Jalazun r.c.nr. Ramallah at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). In Ni‘lin, 1 is seriously injured by a rubber-coated metal bullet; in Nabi Salih, 2 are seriously injured by rubber-coated metal bullets; and in Kafr Qaddum, 4 are wounded by rubber-coated metal bullets. In East Jerusalem, Palestinians clash with Israeli security forces in ongoing demonstrations against the Gaza offensive, causing dozens of injuries. U.S. officials express outrage and disappointment at the breakdown of the ceasefire. U.S. Pres. Obama calls for the release of the soldier that was reported kidnapped and says it will be “very hard to put a cease-fire back together again if Israelis and the international community can’t feel confident that Hamas can follow through on a cease-fire commitment.” White House spokesperson Earnest says that the U.S. “would encourage those who have influence with Hamas to get them back on to the terms of the cease-fire and to get them to abide by the agreements that they struck just yesterday.” Meanwhile, Kerry calls Qatari FM Khalid bin Mohammed al-Attiyah and Turkish FM Ahmet Davutoğlu and urges them to use their influence with Hamas to release the soldier. Davutoğlu tells reporters that Turkey would do what it can. Kerry also speaks with PM Netanyahu and Pres. Abbas. Talks planned in Cairo are postponed until further notice. Tulkarm in the morning, patrols in 1 village nr. Hebron in the afternoon, and in 3 villages nr. Hebron at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih) and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries except in Bil‘in, where 1 is struck by a tear gas canister and in Nabi Salih, where 5 are wounded by bullets. (PCHR 3/13)

Israeli PM Netanyahu tells Israeli television that the govt. would give up “some settlements” in the West Bank as part of a peace agreement, but that he would “ensure the number will be as small as possible,” if talks progress that far. Meanwhile, U.S. State Dept. spokesperson Jen Psaki tells reporters that the U.S. recognizes Israel as a Jewish state but that Palestinian recognition is not a precondition in peace talks. In clashes between Muslim Brotherhood supporters and Egyptian security forces across the country, including Suez, Alexandria, and al-Arish, 3 protesters are killed and 48 wounded. An Egyptian official says 17 police officers are wounded in the clashes in Cairo. (AFP, REU 3/7)

Iranian Foreign Ministry official Hamid Baidinejad says that representatives of Iran and the P5+1 countries have held “substantive and useful” talks in Vienna in preparation for the next meeting of chief negotiators on 3/18. EU foreign affairs chief Catherine Ashton confirms the Iranian official’s assessment of the talks, via a statement from her office in Brussels. (AFP, REU 3/7)

In response to the Israeli allegations regarding the ship intercepted in the Red Sea on 3/5, Iranian FM Zarif rejects Israeli allegations, calling claims of Iranian involvement a “lie.” Senior Islamic Jihad official Khalid al-Baths denies the group’s involvement in the seized missile shipment. U.S. Secy. of State Kerry visits Jordan and Saudi Arabia before returning to Jerusalem, in a day of whistle-stop diplomacy focused on the Israeli-Palestinian peace process. In Amman, Kerry meets with Jordan’s King Abdallah II and FM Nasser Judeh, and then with King Abdallah in the Saudi monarch’s desert residence. Following 3 days of talks with Israeli and Palestinian leaders, an anonymous Palestinian official says that Kerry demanded Abbas recognize Israel as the Jewish homeland, in exchange for Israel’s acceptance of its pre-1967 borders as the basis for talks. Meanwhile, Israeli FM Lieberman tells a meeting of Israeli diplomats that he supports a comprehensive agreement with the Palestinians in the context of U.S.-led negotiations, but also says that he would only accept an agreement including the exchange of land and population, a reference to his longstanding proposal to move a number of Palestinian citizens into a putative Palestinian state. Separately, Israel’s ministerial cmte. on legislation rejects 2 bills proposed by the Labor Party that would have facilitated a two-state solution by placing restrictions on settlement construction and preventing unilateral annexation. Demonstrations in Hebron and outside Ofer detention center nr Ramallah lead to clashes with IDF troops. Outside Ofer, Israeli forces fire live ammunition, rubber-coated metal bullets and tear gas canisters, while demonstrators throw stones and set fire to tires. No serious injuries are reported. In Hebron, stone-throwing Palestinians are met with tear gas from Israeli soldiers. Also in the West Bank, the IDF conducts house searches and arrest raids in 1 village each nr. Palestinian chief negotiator Erakat says that Israeli policies, including continued settlement construction and arrest raids have led him to believe that there is no room for progress, hence his resignation on 11/13. Erakat says that the most recent meeting of the Israeli and Palestinian negotiating teams took place on 11/5. Erakat also says that he believes the Russians would become more involved, pointing to Pres. Abbas’ scheduled visit to Moscow next month. (HA 11/27)

The Syrian govt. announces that it will attend the UN-sponsored negotiations in 1/2014 (announced 11/25), according to a report by state news agency SANA, but will also resist demands for Pres. Bashar al-Asad to step down. Meanwhile, the Syrian National Coalition pres. Ahmad Jarba, declares that the group will participate in the conference; he hopes it will facilitate the emergence of a transitional govt. (AP, NYT, REU 11/27)

Iranian FM Mohammad Javad Zarif says that construction on building projects at the Arak nuclear facility is allowed as part of the nuclear agreement. U.S. State Dept. spokesperson Jen Psaki says in response that, while road or building work might be permissible, any kind of nuclear fuel production or reactor work is not allowed. Meanwhile, U.S. Pres. Obama briefs Saudi Arabia’s King Abdallah on the recent deal with Iran, with the White House saying that the 2 leaders agreed to consult regularly on the efforts of the P5+1 countries to secure a long-term agreement. Separately, Israeli strategic affairs minister Yuval Steinitz meets with British officials in Jerusalem to discuss recent developments and Israel’s concerns with a potential deal between Iran and the P5+1. Israel’s Minister for International Relations Yuval Steinitz announces that Israel will release some Palestinian prisoners as part of the deal for the resumption of direct talks. The releases will be in stages, but no precise numbers are given at this time. Steinitz also says that Israel has not agreed to resume talks on the basis of any territorial framework. Yet, at the same time, anonymous Palestinians officials brief the media that the U.S. had offered a guarantee that negotiations would be conducted on the basis of the 1967 borders. Israeli PM Netanyahu welcomes the resumption of peace talks, which he calls“an essential strategic interest for Israel.” Meanwhile, Hamas spokesperson Fawzi Barhoum says that the return to talks is a “disaster” and endangers the prospects for Palestinian national reconciliation. Egyptian interim pres. Adly Mansour picks a 10-member committee of judges and law professors to propose amendments to the constitution drafted by the ousted Muslim Brotherhood-dominated govt. The team of experts has 30 days to make their proposals, after which a 2d committee of 50 public figures will review the amendments. Following the review, the new constitution will be put to a referendum. Meanwhile, Jordan’s King Abdallah II visits Cairo, the 1st head of state to visit Egypt since the army took power. In the West Bank, the Israeli military distributes stop work orders in the s. Hebron hills, including for construction on tents and a solar panel provided by the EU for humanitarian reasons. Meanwhile, Israeli soldiers carry out demolitions of Palestinian property in Tammun village nr. Jericho, assaulting 2 shepherds defending their property in the latter incident. IDF troops shoot and injure 4 Palestinians during clashes sparked by an incursion into Qalandia r.c. nr. Ramallah. In another raid, the IDF arrests 2 al-Aqsa Martyrs Brigades members. in Nablus, on the grounds that weapons prohibited in an amnesty agreement were found in their possession. Arab League chief Nabil al-Arabi says that a ‘‘new approach’’ to the IsraeliPalestinian conflict is needed, following talks with the pres. of the European Council Herman Van Rompuy. Arabi says that the focus should be ending Israel’s occupation, ‘‘not signing temporary agreements.’’ Meanwhile, Jordan’s King Abdallah tells an AIPAC delegation that the failure to revive peace talks between Israel and the Palestinians is adding to regional tensions. UN secy.- gen. Ban Ki-moon also renews his criticism of Israel’s plans for settlement construction in the E1 area nr. Jerusalem and calls for the proposed construction to be rescinded. In Gaza, the IDF shoots a Palestinian farmer in the head nr. Bayt Lahiya, killing him; the Israeli army denies involvement. The IDF makes a brief incursion into Gaza e. of Khan Yunis in what the IDF described as ‘‘routine activity.’’ The IDF later reports finding a tunnel leading from the Gaza Strip into Israel. In the West Bank, the IDF demolishes a number of structures in 3 locations s. of Hebron, including a family home and shacks used for agricultural work. The IDF also patrols in 1 village nr. Israeli media report on an internal Foreign Ministry document that predicts that the EU will increase efforts in 2013 to pressure Israel and the Palestinians to reach an agreement. The report suggests that the EU may try to promote the establishment of an actual Palestinian state independent of negotiations with Israel. Other Israeli media report that the PA is seeking to join a number of international organizations in the light of their successful UN statehood bid, including the United Nations Environment Programme (UNEP) and the World Health Organization (WHO). Israel’s Foreign Ministry is apparently seeking to stymie these efforts through its ambassadors in countries where the organizations’ headquarters are located. Meanwhile, Palestinian officials in Ramallah claim that Israel is refusing to renew the VIP cards of several senior PA officials, complicating their ability to move freely around the West Bank and Israel. Israeli and Palestinian officials confirm that Israel will allow materials for private construction into the Gaza Strip for the 1st time since mid-2007. The deal will allow up to 20 trucks of gravel to enter the territory daily through Kerem Shalom crossing in the south. (MNA 12/25; AFP 12/26)

In the West Bank, the IDF raids the Palestinian village of Yatta in the south, sparking a clash with stone-throwing Palestinians; 1 Palestinian is injured when he is hit in the head by a tear-gas canister. Anonymous Israeli officials confirm a story in al-Quds al-Arabi that PM Netanyahu secretly met Jordan’s King Abdallah in Amman recently (no dates reported) to discuss the risk of Syria’s chemical weapons falling into the hands of armed Islamist groups. (REU 12/26)

Israel’s Operation Pillar of Defense against Gaza enters its 3d day, leaving another 11 Palestinians dead and bringing the Palestinian death toll since 11/14 to 30, around 1/3 civilians. Intense levels of Israeli air strikes continue, with 40 attacks before dawn and at least 200 overall during the day; reports estimate some 500 targets struck by the Israel Defense Forces (IDF) since the operation began. The IDF bombs Gaza’s Ministry of Interior building and the offices of Hamas’s acting PM Ismail Haniyeh. Palestinian armed groups fire a total of 190 rockets into Israel, including a rocket that lands in an open area nr. Gush Etzion settlement bloc s. of Jerusalem, causing no damage or injuries. The Israeli cabinet approves Israeli DM Ehud Barak’s requests to mobilize 75,000 reservists. Israel’s FM Avigdor Lieberman states that the 2 goals of the operation are to restore deterrence and destroy long-range missiles. Meanwhile, in the West Bank, Palestinians hold demonstrations to protest the attack on Gaza, including a rally of hundreds of Hamas activists in Ramallah. IDF forces injure dozens of Palestinians in the solidarity protests, seriously wounding 1 man in Kafr Qaddum village nr. Qalqilya with a tear-gas canister to the head. Internationally, there is a mixture of support for Israel’s actions and caution regarding escalation. The U.S. Senate unanimously passes a resolution expressing support for Israel’s ‘‘right to act in self-defense.’’ UK foreign secretary William Hague warns Israel against staging a ground incursion into Gaza. Egyptian PM Hesham Kandil visits the Gaza Strip, during which time Israel temporarily stops its attacks. Egyptian pres. Mohamed Morsi condemns Israel’s operation and pledges Egyptian support for the Palestinians. Mishal says Hamas is eager to establish “unique relations” with Jordan, would “respect the limits and ceilings of any relationship determined by the two sides,” and would seek to maintain the security and stability of Jordan, but he does not say whether Hamas has asked to reopen a Hamas office in Jordan. One of the Israeli hackers, Anonymous 972, issues a statement saying “Usually we do not like to hurt innocent sites, but there is now a cyber war, and every war has victims. . . .
