In the West Bank, Israeli settlers raid Burin, setting fire to a vehicle and attacking homes. Israeli settlers also seize and occupy dozens of residential caves in Tuqu’, ‘Arab al-Rashayida, Kaysan, Za’atra, and Bayt Ta’mar. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling in Huwwara. Israeli settlers posing as soldiers also attack a school in Khallet al-Maiya. Meanwhile, Israeli settlers throw stones at a house in Turmus ‘Ayya and attempt to set fire to it, causing damage to the house, a solar panel, and several vehicles. Israeli forces fatally shoot 2 Palestinians and injure 9 others during a raid in Dura; a video shows that Israeli forces used a Palestinian man they took from his phone shop as a human shield. A video circulating on social media also shows 2 Israeli soldiers kicking a man lying on the ground during the raid. Israeli forces also fatally shoot a member of the PA security forces during a raid in Nur Shams refugee camp. Elsewhere, Israeli forces shoot and injure a Palestinian man and demolish 2 homes and a barbershop, displacing 12 people during a raid in Qalqilya. Israeli forces also shoot and injure 8 Palestinians, including 2 children, at a checkpoint in Qalandia and in Bayt Liqya, Qiffin, and Nablus. Meanwhile, Israeli forces assault 2 Palestinians during raids in Dheisheh refugee camp and Beita. Israeli forces also demolish a greenhouse in al-Jalama. Israeli forces arrest 48 Palestinians during late-night raids in and around Hebron, Bayt Awa, Dura, Bayt Rima, Jalazone refugee camp, Beitin, Zababdeh, and Nablus, including 25 students at an-Najah University in Nablus. In Ra’anana, Israeli police arrest 2 Palestinians from Hebron, saying they rammed and stabbed 13 Israelis, killing 1 of them. Israeli forces subsequently raid the family homes of the 2 Palestinians in Bani Na’im and Bayt ‘Amr, taking measurements for punitive demolitions; tear-gas related injuries are reported in both places as Palestinians resist the raids. In Gaza, telecommunications services are down for the fourth day in a row. Israeli forces bomb Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Maghazi, killing at least 132 people. An Israeli soldier is killed in combat. Rockets are fired at Israel; no damage is reported. In Lebanon, Israeli forces conduct airstrikes on Maroun al-Ras. Rockets are fired at Israel; no damage is reported. In the Red Sea, Houthi forces attack a U.S.-owned container ship, causing damage. In Iraq and Syria, the Iranian Revolutionary Guard Corps attack what it calls a Mossad espionage headquarters near Erbil with ballistic missiles, killing 4 and injuring 6 others and alleged ISIS perpetrators of terrorist operations in Iran in eastern Syria. More than 24,100 Palestinians have been killed by Israeli forces in Gaza, including at least 16,870 women and children, and around 60,834 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 348 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 87 children. More than 4,197 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 186 Israeli soldiers have been killed and 1,113 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 108 trucks carrying aid enter Gaza via the Rafah crossing. Hamas releases a video of the bodies of 2 Israeli captives it says have been killed in an Israeli airstrike. In another video a captive says she was injured in an Israeli airstrike. (AJ, AJ, AP, HA, NYT, REU, REU 1/15)

Israel’s military says it has withdrawn an army division from Gaza, leaving 3 combat divisions in the area. The military also transfers the Duvdevan unit from Gaza to the West Bank as Israeli military officials say the West Bank is “on the brink of an implosion.” (AJ, HA, HA 1/15)

The Knesset approves the extension of an emergency regulation allowing Israel to deny Palestinian prisoners meetings with their lawyers for up to 180 days and approves the first reading of an extension of the temporary order which allows poorer conditions for prisoners. The Israeli cabinet approves the 2024 budget, slashing funds earmarked for the development of Palestinian communities in Israel by 15% and allocating $80 million to the Settlements and National Missions Ministry. 5 members of Benny Gantz’s National Unity party vote against the budget. Israeli opposition leader Yair Lapid claims Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant are not speaking to each other. Gallant reportedly stormed out of a cabinet meeting this weekend after 1 of his aides was refused entry. (AJ, HA 1/15)

In the West Bank, Israeli settlers with a military escort raided Burqa, attacking Palestinians and setting a barn and olive trees on fire; tear-gas related injuries were reported. Israeli forces demolished 1 house in Dahariya, 1 agricultural structure in Beit Jala, 1 agricultural structure in Hebron, and 1 commercial structure in al-Walaja and razed land in Sur Bahir. A delegation of EU officials met with Sebastia mayor Mohammad Azem to learn about the recent Israeli measures to seize Sebastia’s archeological site. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli authorities demolished 1 house in Jabel Mukaber, displacing 5. 4 Palestinians were arrested during raids in al-Tur and Ras al-Amud. In Syria, Israeli forces opened fire at people who shot at a surveillance drone. (REU 5/24)

The Hamas-affiliated voting bloc Islamic Wafa won 25 of 51 seats in the Birzeit University student union elections. The election result follows another win by Islamic Wafa on 5/16 at An-Najah National University. (QDS 5/24; HA, MEE 5/25)

3 Israeli soldiers were sentenced for abducting and assaulting 1 Palestinian man before releasing him in a remote area. 2 of the soldiers were sentenced to 60 days in prison while the third was sentenced to 40 days. (TOI, TOI 5/24; AJ 5/25)

The Knesset approved the Israeli government’s 2023-24 budget, which was criticized for heavily favoring ultra-orthodox communities in Israel. Approximately $4 billion is allocated in discretionary funds for ultra-Orthodox and pro-settler parties. The Otzma Yehudit party also said it had been appeased by the allocation of $67 million to Judaize the Naqab and Galilee through the Negev and Galilee development ministry. The EU and U.S. expressed dismay with a bill that the Knesset Ministerial Committee for Legislation was set to debate on 5/28. The bill would impose a 65% tax on non-profits that receive funding from foreign governments while engaging in public advocacy. According to the bill it seeks to curb foreign interference. PayPal shareholders warned the company that they will take action if it does not expand access to the platform to Palestinians in the West Bank and Gaza. At the same time, U.S. congressperson Mark Pocan (D-WI) circulated a letter among his colleagues calling on PayPal CEO Dan Shulman to allow Palestinians equal access to the company’s services. Forensic Architecture released an investigation in cooperation with Adalah on the Tantura Massacre committed by the Israeli army 1 week after the establishment of Israel. In the West Bank, Israeli settlers set fire to 1 Palestinian-owned car and wrote racist graffiti in Beit Iksa. Israeli forces shot and injured 4 Palestinians during a raid in Jenin. Israeli forces also demolished 3 agricultural structures in al-Khader. Elsewhere, Israeli forces raided Khadouri Technical University in al-Arroub refugee camp, injuring 1 Palestinian with live ammunition and others with tear gas. Israeli forces also raided Hebron University, causing tear-gas related injuries. 21 Palestinians were arrested during late-night raids in Aqabat Jaber refugee camp, Jenin, Qabatiya, Bethlehem, and Ramallah; 1 Palestinian was injured by live ammunition during the raid in Aqabat Jaber refugee camp. The Hamas-affiliated Islamic Wafa bloc won 40 of 81 seats on the An-Najah National University student council, marking the first time since 2008 that the list has won at the university. (QDS 5/16; MEE 5/17)

The European Commission’s trade department issued new guidelines, forcing importers to declare if products are made in Israeli settlements in the West Bank, East Jerusalem, or the Golan Heights. The guidelines were made to ensure that settlement products are not tariff exempt in the EU the same way that Israeli products are. (HA 6/19)

In the West Bank, unidentified militants shot and injured former Hamas deputy prime minister and professor at An-Najah University Nasser al-Shaer in Kafr Qalil; PA president Mahmoud Abbas condemned the assassination attempt and ordered an investigation into the incident. Hamas blamed Fatah incitement against Hamas on the attempt. Israeli settlers uprooted 70 olive saplings in al-Masara. Israeli settlers also vandalized 30 olive trees in Turmus ‘Ayya. Israeli forces violently dispersed Palestinians and international activists protesting in al-Twana against ethnic cleansing in the Masafer Yatta area. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with baton rounds and others with tear gas. Elsewhere, Israeli forces shot and injured 1 Palestinian worker entering Israel at the Tarqumiyah checkpoint. 4 Palestinians were arrested, including 1 during a late-night raid in Hebron, 2 at the separation wall near Jenin, and 1 at the Allenby Bridge crossing. IDF undercover units driving a car with Palestinian license plates raid Balata r.c., open fire on wanted PFLP mbr. Samir Khudaysh without warning, seriously wounding, then arresting him. The IDF also fires on a group of armed Palestinians nr. Jenin, killing 1 Palestinian, wounding 2; surrounds, fires tear gas into a secondary school nr. Hebron; occupies a Palestinian apartment building nr. Jenin as a military post, expelling the 32 residents; conducts arrest raids, house searches in Bethlehem, Nablus, Tulkarm r.c. and nr. Hebron, Ramallah; raids, searches dorms at al-Najah University in Nablus, arresting 3 students; arrests 6 Palestinian fishermen off the coast of Gaza for fishing in a prohibited area. In Beirut, around 5,000 Lebanese protest nr. the UN headquarters against Israel's recent air strikes on civilian targets, the U.S.'s failure to restrain Israel. At another rally outside the CNN bureau, 3,000 students are confronted police firing tear gas and water cannon. The U.S. makes its 1st comment critical of Israel's strikes, which began 2/8, saying "we do not believe that Israeli attacks against civilian infrastructure and populated areas will solve the problem." Iran holds the 1st round of parliamentary elections, with some 6,000 candidates, including 400 women, vying for 290 seats. Reform-minded supporters of Pres. Mohamed Khatami overwhelmingly defeat conservative candidates, with 80% voter turnout. The 2d round of voting will take place on 5/5. Occupied Palestine/Israel: Israeli Knesset passes, by vote of 60-0, law banning future election lists that advocate racism [FJ 8/9]. Clause proposed by Justice Minister Moshe Nissim bans election lists which reject the legitimacy of Israel as the "state of the Jewish people." Progressive List for Peace and the Democratic Front for Peace and Equality (Israeli Communist party) abstained in Knesset vote; PLP spokesman Kamil Dahir submits resignation in protest of abstention vote. Two Palestinians are found dead near car in West Bank village of Tubas, in what police say was apparently an accidental detonation of a car bomb [WP 7/31].
