In the West Bank, Israeli forces shot and killed 1 Palestinian during a late-night raid in Nur Shams refugee camp. Israeli bulldozers caused extensive damage during the raid, including to the main road leading to Tulkarm. Later in the day, PA forces opened fire at Islamic Jihad members in the camp; no injuries were reported. Israeli forces also shot and killed 1 Palestinian minor near az-Zubaidat, claiming he had shot and injured 1 Israeli soldier. Elsewhere, Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Bayt Umar; the soldiers also fired tear gas near a school, causing tear-gas related injuries among students and staff. Israeli forces also confiscated 1 tractor near Yatta and 1 road roller in al-Zawiya. 17 Palestinians were arrested during late-night raids in Halhul, al-Arroub refugee camp, Ya’bad, al-Am’ari refugee camp, Birzeit, Kafr ‘Aqab, and ‘Anata. In East Jerusalem, 1 Palestinian school in Kafr ‘Aqab was set on fire after it was forced to teach the Israeli curriculum instead of the PA curriculum. Hamas spokesperson Hazem Qassem said the Israeli decision on 9/4 to close the Karim Abu Salem (Kerem Shalom) crossing would lead to an increase in tensions between Palestinians in Gaza and Israel. Israeli military chief of central command Yehuda Fuchs said he will issue an administrative restriction order for Elisha Yered, a settler who took part in the raid on Burqa on 8/4 where 1 Palestinian man was killed. The order would prevent Yered from leaving the northern part of the Jordan Valley. (HA 9/5)

Israeli finance minister Bezalel Smotrich said the Israeli government will start deducting additional funds from the PA taxes Israel collects to pay for the PA’s debt to the Israel Electric Corp (IEC). A spokesperson for Smotrich said the amount would be $5.2 million to $7.8 million per month depending on how much energy the PA purchases from the IEC. PLO secretary-general Hussein al-Sheikh, head of PA intelligence Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi arrived in Riyadh for meetings with Saudi and U.S. officials, including National Security Council Coordinator for the Middle East and North Africa Brett McGurk, to discuss the Palestinian aspect of the potential Saudi-Israeli normalization deal. Khaldi told the New York Times that the PA demand is the implementation of the Arab Peace Initiative. U.S. president Joe Biden nominated former Treasury Secretary Jack Lew to be the next U.S. ambassador to Israel. Lew will have to be confirmed by the U.S. Senate to be instated. Lew sits on the U.S. board of directors for the National Library of Israel, a partly Israeli state-owned institution. If confirmed, Lew will replace Chargé d’Affaires ad interim Stephanie Hallett who has led the embassy since Tom Nides resigned in July. (AJ, ALM, AX, HA, MEE, NYT, REU 9/5)

Haaretz reported that Israel continued to sell weapons to Myanmar after a U.S. and EU arms embargo was placed on the country and despite the Israeli government claiming it had ended arms sales to the country in 2018. (HA, MEE 9/5)

Papua New Guinean prime minister James Marape and Israeli prime minister Benjamin Netanyahu inaugurated the Papua New Guinean embassy to Israel in Jerusalem. Marape cited his Christian beliefs in making the decision to open the embassy in Jerusalem, which Israel will fund for the first 2 years. PLO Executive Committee member Wasel Abu Yousef said that Israel was “looking for any country – even if that country can only be seen under a microscope – so it can claim there are countries opening embassies in Jerusalem.” A picture circulating on social media showed the embassy completely empty, except for the embassy plague, the day after the inauguration. In the West Bank, Israeli settlers with a military escort raided Qusra, injuring 8 Palestinians, including 2 by stones thrown by settlers and 6 by baton rounds fired by Israeli forces. Israeli settlers also assaulted 2 Palestinian shepherds with sticks near al-Mughayyir. Israeli forces shot and injured 2 Palestinians with baton rounds during a raid in Kafr Qaddum. In East Jerusalem, Israel forced 1 Palestinian family to demolish part of their own home in Jabel Mukaber. In Tel Aviv, Israeli forces violently dispersed Eritrean refugees protesting at the Eritrean embassy injuring 15 with live ammunition and baton rounds and dozens of others with tear gas. Most of the 52 people Israel arrested were placed on administrative detention. Israeli prime minister Benjamin Netanyahu called for the “immediate deportation of those who took part” in the violence during the protest. In the West Bank, Israeli forces shot and killed 1 Palestinian man with live ammunition and injured 7 others with live ammunition and baton rounds during a raid in Aqabah. Israeli forces used RPGs, severely damaging a house during the raid. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 7 with baton rounds and others with tear gas. 3 Palestinians were arrested during late-night raids in Seida. In Gaza, Israeli forces violently dispersed Palestinians protesting east of Gaza City, injuring 1 with a tear gas canister and others with tear gas. It was reported that Israeli national security minister Itamar Ben-Gvir restricted family visits for Palestinian prisoners to once every 2 months instead of once a month. Prime Minister Benjamin Netanyahu’s office later said that no decision had been made but that it would be discussed next week. PLO secretary-general Hussein al-Sheikh said the move could lead to “explosive situations.” Later on 9/3, the Supreme Emergency Committee of the Prisoner National Movement announced that Palestinian prisoners will embark on an open-ended hunger strike on 9/14 if the new policy is adopted. In the West Bank, 1 Palestinian man was shot and killed after he rammed 7 people, killing 1 and injuring 6, including 1 Palestinian minor, 2 soldiers, and 2 settlers at a checkpoint near Ni’lin. The man’s family said he had been humiliated by Israeli forces at a checkpoint 2 weeks ago. Israeli forces later raided the man’s home in Deir ‘Ammar refugee camp, injuring 1 with live ammunition and 1 with a baton round; others suffered tear-gas related injuries. Israeli settlers threw stones at a Palestinian family driving near the al-Mahkamah checkpoint, injuring 1 child and causing damage to the vehicle. Israeli settlers also stopped 1 Palestinian woman driving near Ramallah, smashing her window and stealing her bag. Israeli forces seized 1 bulldozer in Bidya. 16 Palestinians were arrested during late-night raids in Salfit, Jenin, Ramallah, and Hebron. In East Jerusalem, Israeli settlers assaulted 1 Palestinian taxi driver with tools and sticks near the Mamilla Cemetery. Israeli settlers toured the Haram al-Sharif compound. Israeli forces issued demolition notices for 9 Palestinian-owned homes in al-Bustan. In Haifa, around 3,000 Palestinian citizens of Israel marched with 164 coffins to protest the Israeli police’s failure to combat gun violence in their communities; the protest was attended by MK Ayman Odeh. Adalah petitioned the Israeli High Court of Justice to intervene against legislation from July which prevents 1,500 prisoners, mainly Palestinians, from being released from Israeli prisons on 9/1. Adalah said the law, pushed by National Security Minister Itamar Ben-Gvir, “is another step up in the racist, sweeping and arbitrary measures against Palestinian prisoners.” (HA 8/31; WAFA 9/2)

In a televised ministerial meeting, Libyan prime minister Abdul Hamid Dbeibeh said that his government rejects “any form of normalization” with Israel, saying “[l]ong live Libya, long live Palestine, and long live the Palestinian cause in all of our hearts.” The remarks followed the suspension of the Libyan foreign minister on 8/27 after it was made public that she held a meeting with Israeli foreign minister Eli Cohen in Rome last week. Former directors of the Shin Bet Yuval Diskin (2005-2011) and Ami Ayalon (1995-2000) urged U.S. president Joe Biden not to meet with Israeli prime minister Benjamin Netanyahu, citing the Israeli government’s effort to overhaul the judicial branch of government. (HA 8/31)

56 Democrats in the U.S. House of Representatives and 7 Democrats in the Senate led by Representative Andre Carson (D-IN) and Senator Bernie Sanders (D-VA) urged Senator Jim Risch (R-ID) and House Representative Michael McCaul (D-TX) to end their block on the dispersal of $75 million for UNRWA food program assistance in the West Bank and Gaza. Israel summoned the Belgian ambassador for a reprimand after the Belgian minister for international development Caroline Ganz said “entire villages are being wiped off the map by the Israelis,” referring to the Palestinian villages where residents have fled during the summer due to Israeli settler attacks and Israeli military demolitions. The Forward reported that in his forthcoming book The Last Politician: Inside Joe Biden’s White House and the Struggle for America’s Future, Franklin Foer wrote that President Joe Biden had directed his national security advisors to “[s]mother [Prime Minister Benjamin] Netanyahu with love” during Israel’s May 2021 assault on Gaza. According to Foer, Biden refrained from criticizing Israel’s assault to build trust with Netanyahu. (HA 8/31)

In the West Bank, Israeli settlers attacked 1 Palestinian minor and detained him before Israeli forces arrested his 2 brothers who had arrived to help. Israeli forces demolished 1 Palestinian house under construction in al-Buwayb and stone wall fencing in al-Walaja. Israeli forces also issued 7 stop-work orders for homes in Ein ad-Duyuk at-Tahta. Elsewhere, Israeli forces seized 6 Palestinian-owned vehicles in Jinba in the Masafer Yatta area; 11 vehicles have been seized by Israeli forces in the Masafer Yatta area since 8/18. Israeli forces also violently dispersed Palestinian workers trying to enter Israel at the Qalqilya crossing, leading to tear-gas related injuries. 35 Palestinians were arrested during late-night raids in Nablus, Siris, Zeita, Qalqilya, Ramallah, and Marah Rabah. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In the Naqab, Israeli authorities demolished Palestinian homes in Tell ‘Arad. The demolitions were overseen by Israeli national security minister Itamar Ben-Gvir and Construction and Housing Minister Yitzchak Goldknopf. The Wall Street Journal reported that Saudi Arabia had agreed to resume financial aid to the PA in exchange for the PA ending its opposition to Saudi normalization with Israel. The Journal said that if PA counterterrorism measures in the West Bank succeeded then Saudi would not enter a normalization agreement that undermines efforts to create a Palestinian state. Israeli tourism minister Haim Katz said that he opposes Israel’s pursuit of entry to the U.S. Visa Waiver program, saying it “will oblige us to allow the entry of unwanted parties, Palestinians.” (HA 8/29)

Israeli prime minister Benjamin Netanyahu praised “the good neighborly relations” with Saudi Arabia after a plane bound for Israel from the Seychelles made an emergency landing in Jeddah due to a technical malfunction. (AJ, ALM, HA, MEE 8/29)

Israeli defense minister Yoav Gallant met with U.S. officials, including Assistant Secretary of State for Near Eastern Affairs Barbara Leaf and National Security Council Coordinator for the Middle East and North Africa Brett McGurk in New York, inquiring about Saudi demands for normalization with Israel. Gallant also demanded that the U.S. assures Israel that it will preserve its qualitative military edge in the Middle East. The 2 parties also discussed tensions between Israel and Lebanon. It was reported that the meeting took place in New York City due to a ban by Prime Minister Netanyahu on his cabinet members meeting with U.S. officials in Washington D.C., with the exception of Strategic Affairs Minister Ron Dermer. Parts of the minutes from the Israeli cabinet meeting on 8/30/1993, where the draft declaration of principles for the Oslo Accords were approved by the Israeli government, were released by the Israeli State Archive. In the meeting, then Foreign Minister Shimon Peres told the cabinet that the Palestinian negotiators wanted the Israeli settlements evacuated and upon Israel’s refusal offered to make the settlements free trade zones where both Palestinians and Israelis could live, which was also rejected by Israel. The minutes also showed that Israeli did not intend to discuss the final status of Jerusalem and wanted to maintain its “state lands” in Area C. (HA 8/30; HA 9/1; HA 9/5)

In the West Bank, Israeli settlers with a military escort raided Madama, assaulting 2 Palestinians and vandalizing 1 home and 40 olive trees. Israeli forces fired tear gas at Palestinians trying to fend off the settlers. Israeli settlers also uprooted 40 olive trees and vandalized agricultural structures in Tuqu’. Israeli forces seized 1 tractor in ‘Azzun. Israeli forces also smashed windows in a mosque during a raid in Hebron. Elsewhere, Israeli forces shot and injured 5 Palestinians during a raid in Tulkarm refugee camp. The Israeli government allocated additional Palestinian land to the Mevo’ot Jericho and Amichai settlements through the Settlement Division. Peace Now said the decision to allocate land to the 2 settlements through the non-governmental Settlement Division was a means for the government to expand settlements away from public scrutiny. Libyan prime minister Abdul Hamid Dbeibeh suspended Foreign Minister Najla Mangoush after Israeli foreign minister Eli Cohen said he had met with her last week in Rome, discussing possible cooperation. The Libyan foreign ministry maintained that it had rejected an invitation for a meeting with Israel, that Cohen and Mangoush’s meeting was “unplanned and incidental,” and that Libya “outright rejects” normalization. Mangoush later fled Libya on a private plane as demonstrators blocked roads and burned tires near the foreign ministry in Tripoli. Israeli defense minister Yoav Gallant signed an order to release a settler from administrative detention, saying he had confessed to his crimes. The settler was part of the settler attacks on Palestinians in the last week of June. (HA 8/25)

The UN Office for the Coordination of Humanitarian Affairs released a survey of the West Bank, finding Israel placed 645 obstacles to the movement of Palestinians. The UN counted 49 permanently staffed checkpoints, 139 intermittently staffed checkpoints, 304 roadblocks, 73 earth walls, road barriers, and trenches, and 80 obstacles of various types in H2 in Hebron, in addition to the restrictions posed by the separation wall. The Wall Street Journal reported that the Chinese state-owned company China National Nuclear Corp had offered to build a nuclear plant in Saudi Arabia. It has been widely reported that a condition for Saudi normalization with Israel depends on U.S. help with establishing a nuclear program in Saudi Arabia. 4 U.S. officials also told Axios that the U.S. has informed Israel that it would have to make significant concessions to Palestine if they are to strike a normalization deal with Saudi Arabia. The Dutch Supreme Court found that a Palestinian man, Ismail Ziada, cannot sue former Israeli military officials Benny Gantz and Amir Eshel over their involvement in the 2014 airstrike that killed 6 members of his family. The court found that the 2 have immunity from civil prosecution in the Netherlands. (AP, HA, REU 8/25)

In the West Bank, Israeli settlers assaulted 3 Palestinians with sticks and pepper spray in Tuba. Israeli settlers also threw stones at Palestinian vehicles traveling near Burqa, Sabastia, and Hebron, causing damage. Elsewhere, Israeli settlers brought their livestock to graze on Palestinian land in Burqa. Israeli forces shot and killed 1 Palestinian minor during a raid in Zababdeh. Israeli forces also violently dispersed a funeral procession in Beit Umar, causing tear-gas related injuries. Elsewhere, Israeli forces seized 1 vehicle in the Tabbaneh community in the Masafer Yatta area. 46 Palestinians were arrested during late-night raids in and around Abwein, Hebron, Nablus, Qalqilya, Qarawat Bani Hassan, and Tulkarm. U.S. national security advisor Jake Sullivan said that the U.S. continues it work to make an agreement to normalize relations between Saudi Arabia and Israel but that “[t]here is still a ways to travel with respect to all of the elements of those discussions.” Sullivan declined to comment on the Saudi nuclear demands. In the West Bank, Palestinian militants shot and killed 1 Israeli settler and wounded 1 other during a drive-by shooting near Hebron; 2 Palestinians were arrested on 8/22 in relation to the killing. Israeli settlers threw stones and Molotov cocktails at a Palestinian home in Burin and set fire to nearby beehives. Israeli forces shot and wounded 8 Palestinians with live ammunition during a raid in Beita, including 1 man who was filmed walking away from the Israeli soldiers unarmed when he was shot in the back. Israeli forces also closed all entrances to Hebron and some of the surrounding villages and raided Hebron, causing tear-gas related injuries. Elsewhere, Israeli forces demolished 1 house and 1 brick factory in Biddu. Israeli forces also demolished 4 homes in al-Diyouk al-Tahta and issued demolition notices for 5 others. 12 Palestinians were arrested during raids in Kafr ‘Aqab, Marah Rabah, Beit Fajjar, Hebron, and Tulkarm. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 15, including 1 with live ammunition. In Jerusalem, Israeli forces violently dispersed Palestinian citizens of Israel protesting at the Foreign Ministry against the withholding of funds allocated for Palestinian communities in Israel. Hadash-Ta’al leader Ayman Odeh was photographed being grabbed by his throat by a police officer. The protest coincided with a 2-hour strike called by the National Council of Arab Mayors in Israel. In response to the attack that killed 1 Israeli settler (see above), Otzma Yehudit party MK Yitzhak Kroizer wrote on social media, “We want revenge!” Otzma Yehudit leader and National Security Minister Itamar Ben-Gvir called on Prime Minister Benjamin Netanyahu to place checkpoints, enforce blockades, deny work permits, and conduct assassinations in the West Bank. The PA foreign ministry issued a statement saying that President Mahmoud Abbas had informed a number of Palestinian ambassadors that they will have to retire. The statement did not specify which ambassadors would be forced to retire. (MEMO, WAFA 8/21)

UN Middle East envoy Tor Wennesland told the UN Security Council that Israel had killed more than 200 Palestinians this year while nearly 30 Israelis had been killed by Palestinians, saying the number of Palestinians killed was the highest since 2005. Wennesland said the rise in violence was related to the lack of a political horizon to end the conflict. Wennesland also criticized Israeli settlement expansion and demolitions of Palestinian homes. Israeli state-owned channel Kan 11 reported that the Israeli government will approve the transfer of $36 million earmarked for Palestinian communities in Israel to funding for married yeshiva students. Israel said that it has recognized Morocco’s sovereignty over Western Sahara, a part of Israel and Morocco’s normalization deal. Morocco said Israel is considering opening a consulate in Dakhla. The Israeli foreign and defense ministries amended rules to allow U.S. citizens of Palestinian, Syrian, and Iranian background to enter Israel and Palestine through the Ben Gurion Airport and not have to undergo additional screening at an Israeli embassy. The changes were made to satisfy U.S. demands to admit Israel into the Visa Waiver program. PA president Mahmoud Abbas visited Jenin for the first time in 12 years, giving a speech in Jenin refugee camp. Abbas praised the steadfastness of the Jenin residents in light of Israel’s attacks. The visit followed Israel’s large-scale attack on Jenin refugee camp on 7/3 and 7/4. Around 1,000 PA troops secured the area for Abbas.
