In the West Bank, Israeli settlers attacked Palestinian herders in Kisan with sticks, injuring 2, including a child. Israeli forces killed 14 Palestinians, including a PA officer, during a raid in Jenin and Jenin refugee camp. During the raid Israeli forces opened fire at ambulances, used drones to attack buildings with airstrikes, and used 4 bulldozers to raze paved streets. Israeli forces also shot and killed 4 Palestinians during raids in al-Am’ari refugee camp, Balata refugee camp, Hebron, and Bethlehem. Meanwhile, Israeli forces shot and injured 69 Palestinians during raids in Bethlehem, Beit Furik, Aqraba, Ni’lin, Jenin, Balata refugee camp, and al-Bireh. Israeli forces also displaced 20 Palestinian families from their homes in Khirbet Tana, demolishing homes and destroying beehives. 50 Palestinians, mostly people from Gaza working in Israel before 10/7, were arrested in Barta’a. In Gaza, Israeli airstrikes killed 243 Palestinians and injured around 430 others. Israeli airstrikes targeted the vicinity of al-Nasr Hospital, al-Awda Hospital, the Indonesian Hospital, and al-Shifa Hospital, killing at least 3 people and causing significant damage to the hospitals and 2 ambulances.  Israeli said it assassinated Hamas member Ibrahim Abu-Ma’asiv in an airstrike. 2 Israeli soldiers were killed in Gaza. In South Lebanon, anti-tank missiles were fired at Israel and Israel attacked Lebanon. In Eilat, Israel said a drone launched from Syria damaged a school in Eilat. Israel also said it deployed its Arrow 3 missile defense system for the first time to intercept a surface-to-surface missile fired at Eilat, reportedly from Yemen. The Ministry of Health in Gaza said at least 10,818 Palestinians have been killed, including 4,412 children and 2,918 women, and 26,905 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 173 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 46 children. More than 2,492 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 35 Israeli soldiers have been killed in Gaza since the ground invasion began. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. 65 trucks carrying aid to Gaza and 7 ambulances entered via the Rafah crossing. 12 injured Palestinians and 695 foreign passport holders were evacuated from Gaza to Egypt. Around 50,000 people fled north Gaza to the south, bringing the total number to 122,000 since 11/5. The PA Finance Ministry said it returned its tax revenue to Israel due to Israel deducting $600 million Israel said is earmarked for administrative expenses in Gaza. (WAFA 11/9)

Israel arrested High Follow-Up Committee for Arab Citizens of Israel chairperson Mohammed Barakeh and former MKs Haneen Zoabi, Sami Abou Shehadeh, and Mtanes Shehadeh who were planning to attend a small anti-war protest in Nazareth. Since Israel has banned large anti-war protests, Barakeh said he had told Nazereth police that he and 40 others would rally together, leading to his arrest. Protesters later demonstrated against the arrests of the Palestinian leaders outside of a police station in Tel Aviv; 15 were arrested. After the Palestinian leaders were released, Abou Shahadeh said he was arrested for “being a Palestinian citizen calling to end the war. Hamas leaders Ismail Haniyeh and Khaled Mashal arrived in Cairo, reportedly to discuss a prisoner exchange. (AJ, HA 11/9)

During a speech at an aid conference in Paris, PA prime minister Mohammad Shtayyeh said that Hamas could not be eliminated because it is not just a military organization but “also an idea.” Shtayyeh also said Israel was waging war against all Palestinians, violating international law. French president Emmanuel Macron, who hosted the conference, said civilians in Gaza must be protected, calling for humanitarian pauses and for countries to work on a ceasefire. Egyptian foreign minister Sameh Shoukry complained that the international community has an “imbalance” in its conscience when it ignores Israeli violations of international law. Separately, PA presidential spokesperson Nabil Abu Rudeineh said Israel’s aim is to kill as many Palestinians as possible, referring to the many killed in the West Bank as Israel attacks Gaza. Abu Rudeineh called on the U.S. to force Israel to stop its attacks. Haaretz reported an increase in Israeli soldiers publishing videos of themselves beating and humiliating Palestinians they have arrested in the West Bank. (HA 11/9)

A report by the UNDP and the ESCWA said Palestinian GDP had shrunk 4% during the first month of Israel’s attacks on Gaza. It projected that if the attacks continue for a second month it will drop by 8.4%, and by 12% if attacks continue for a third month. (AJ, HA 11/9; AJ, AJ, AP, AP 11/10)

Israeli prime minister Benjamin Netanyahu’s spokesperson Ofir Gendelman tweeted a video he claimed showed Palestinians staging people being injured and evacuated. However, the video was backstage footage from the Lebanese short film The Reality. Gendelman kept the tweet up even after X (formerly known as Twitter) clarified what the video actually showed. U.S. president Joe Biden said Israel had agreed to daily 4-hour pauses in its attacks on Gaza to allow Palestinians in the north to flee south, saying it had taken longer for Prime Minister Benjamin Netanyahu to agree to the pauses than he had hoped. Biden also said had asked for longer pauses that would help facilitate the release of captives. State Department deputy spokesperson Vedant Patel said Palestinians fleeing the north of Gaza should be able to return. Israeli national security minister Itamar Ben-Gvir called the pauses a “particularly serious mistake.” Netanyahu clarified in an interview with Fox News that he does not seek to govern Gaza. The Israeli organization HonestReporting said it had identified CNN, AP, and Reuters contributors who covered the Hamas Operation Al Aqsa Flood on 10/7, claiming they must have had knowledge of the operation prior to it or participated in it. Israeli war cabinet member Benny Gantz and National Security Minister Ben-Gvir said the journalists should be treated as terrorists. Likud Party MK Danny Danon said the journalist would be added to Israel’s kill list. The New York Times, which employs one of the freelance journalists, called HonestReporting’s allegations “reckless” and said it endangered their journalists in Gaza and Israel. CIA director William Burns and Mossad director David Barnea traveled to Doha for meetings with Qatari prime minister Mohammed Bin Abdulrahman Al Thani regarding a potential prisoner swap. Al Thani reportedly held a meeting with Hamas officials in Qatar on 11/8. (AJ, HA, HA, REU 11/9)

Belgian minister of development cooperation Caroline Gennez said her government was considering recognizing the state of Palestine and would donate $2.1 million in aid to Palestine and $5.3 million to the ICC. (AJ 11/9)

Media workers staged a sit-in demonstration at the New York Times headquarters, criticizing the newspaper’s pro-Israel bias. The American Postal Workers Union called for a ceasefire. (AJ, HA 11/9; AJ 11/10)

The Syrian Aviation Authority said the Damascus International Airport would not reopen for another week. The airport has been closed since 10/12 due to Israeli airstrikes damaging the runway. (HA 11/9)

In the West Bank, an Israeli settler rammed 1 Palestinian woman in Hebron, causing injuries. Israeli forces shot and killed 1 Palestinian and injured 1 other, a health worker, during a raid in Jenin; the mother of the dead Palestinian said he was executed after telling the Israeli forces he would turn himself in; 1 house and a bakery were severely damage during the raid. Israeli forces also demolished an EU-funded school in Ein Samia. Elsewhere, Israeli forces razed agricultural land in Qusra. Israeli forces also seized 1 bulldozer and confiscated materials for renovating a residential cave in the Masafer Yatta area. Meanwhile, Israeli forces demolished 1 blacksmith’s premises in Sarta. Israeli forces also seized a caravan in Khirbet Humsa al-Tahta. In East Jerusalem, Israeli forces assaulted 4 Palestinians attempting to enter the Haram al-Sharif compound. Hamas members in Israeli prisons warned they may go on strike in protest over harsher treatment by the Israel Prison Service, including increased use of solitary confinement. 50 rockets were fired from Gaza toward the sea in what Hamas called an equipment test but also a warning to Israeli authorities over the treatment of prisoners. Peace Now reported that a draft document from the Israeli government seen by the organization showed that the government will allocate at least $190 million to Israeli settlements and settlement outposts in the 2023-2024 budget. (PCN 8/17)

The U.S. approved the sale of Israel’s Arrow-3 missile defense system to Germany. Worth $3.5 billion, it is Israel’s largest military deal. It was reported that days before the deal was announced German chancellor Olaf Scholz blocked a foreign ministry statement on the German assessment of the legality of the Israeli occupation that was seen as too pro-Palestinian. At a town hall event held by the U.S. Office of Palestinian Affairs to explain new polices related to Israel’s bid to become part of the U.S. Visa Waiver program, the chief of American Citizens Service at the U.S. embassy to Israel, Wilbur Zehr, referred to Israeli checkpoints as “pedestrian crossings.” Zehr said in response to questions that the new policies will not apply to U.S. citizens in Gaza until 9/15 and that separate rules apply for U.S. citizens living in the West Bank and U.S. citizens living in the West Bank but holding PA IDs, as the latter must enter Israel via checkpoints by foot. Israeli strategic affairs minister Ron Dermer met with U.S. secretary of state Antony Blinken, National Security Council Coordinator for the Middle East and North Africa Brett McGurk, and presidential envoy on energy security Amos Hochstein in Washington D.C., discussing the potential normalization between Israel and Saudi Arabia. In the West Bank, Israeli settlers raided 2 schools in Ras al-Tin and Wadi al-Siq east of Ramallah, smashing windows and vandalizing classrooms. 6 Palestinians were arrested during late-night raids in Shukba, al-Mughayyir, Kafr Ra’i, al-Yamun, and Hebron. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Jerusalem, Israeli settlers blocked Route 1 and attacked a Palestinian family, injuring a child, with pepper spray during a protest calling for the release of Yehiel Indore who is charged with killing a Palestinian during a settler raid on Burqa on 8/4. The National Council of Arab Mayors in Israel said all Palestinian schools in Israel will go on strike from 9/1 if Palestinian municipalities do not receive $80 million promised to them by the previous government. Former Israeli Northern Command commander Amiram Levin told the public broadcaster Kan that the situation in the West Bank is “total apartheid” and that soldiers are “beginning to be a partner in war crimes,” referring to a lack of enforcement against settler violence. Levin compared the situation to Nazi Germany, saying “[w]alk around Hebron, look at the streets. Streets where Arabs are no longer allowed to go on, only Jews. In the West Bank, Israeli settlers vandalized water pipelines in Kisan. Israeli forces shot and killed 1 Palestinian during a raid in Zawata. Israeli forces also seized 2 Palestinian-owned vehicles in al-Hadidya in the Jordan Valley. In East Jerusalem, Israeli settlers assaulted 3 Palestinians in a public park. Israeli settlers also toured the Haram al-Sharif compound. Israeli authorities forced 1 Palestinian family to demolish their own home in Bayt Hanina. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Sudaniya, causing damage to boats. An Israeli military court released 4 Palestinians arrested in relation to the Israeli settler attack on Burqa on 8/4. The 4 were released on condition that they stay in Burqa for 1 week and pay bail of $550 as they remained charged with aggravated assault. MK Ahmad Tibi was present at the hearing, saying the 4 Palestinians were victims of an invasion and should not be on trial. (HA, REU 8/10)

PA president Mahmoud Abbas dismissed the PA governors of Jenin, Nablus, Tulkarm, Qalqilya, Bethlehem, Tubas, Hebron, Jericho, Gaza City, North Gaza, Khan Yunis, and Rafah, leaving only the governors of Ramallah, al-Bireh, and Salfit in their positions. President Abbas also spoke with Hamas political leader Ismail Haniyeh on the phone. The 2 leaders agreed to speed up the establishment of committees for political reconciliation that was agreed during the reconciliation conference on 7/30 in Egypt. (MEMO 8/11)

Director of the UN agency for Palestinian refugees in Lebanon, Dorothee Klaus, said fighting in Ain al-Hilweh refugee camp had destroyed 400 homes and left half of the camp off-limits as the Lebanese military is barring access. (AP 8/10)

Israeli opposition leader Yair Lapid of Yesh Atid told a delegation of U.S. Democrats that he opposes a normalization deal with Saudi Arabia that would see the country enrich uranium. Saudi Arabia is reportedly demanding a nuclear program in exchange for normalizing ties with Israel. Lapid later said in an interview with Channel 12 that he does not have a problem with Saudi Arabia having a nuclear program, but that Israel cannot allow Saudi Arabia to enrich uranium on their own soil. In the West Bank, Israeli forces shot and killed 1 Palestinian during a raid in ‘Ayn Bayt a-Ma’ refugee camp, 2 were arrested. Israeli forces also razed 5 dunums (1.25 acres) of farmland and sealed 3 water wells with concrete in Hijja. 39 Palestinians were arrested during late-night raids in Bethlehem, Tubas, Jenin, al-Bireh, Salfit, Tulkarm, and Hebron. PA president Mahmoud Abbas and Hamas political leader Ismail Haniyeh met with Turkish president Recep Tayyip Erdoğan in Ankara. The 2 Palestinian leaders met in preparation for the summit of Palestinian political parties in Cairo on 7/30 where reconciliation will be discussed. In the West Bank, 3 Israeli settlers, including 2 minors, were shot and injured in a drive-by shooting outside of the Tekoa settlement south of Harmala. Israel said its military had arrested a Palestinian suspect near Bethlehem. Israeli settlers threw stones at Palestinian vehicles traveling near Beitin and Haris, causing damage. Israeli settlers also set fire to olive trees and attacked Palestinian homes in Burin. When Israeli forces arrived, they fired tear gas at Palestinians trying to fend off the settlers. Israeli forces shot and injured 1 Palestinian during a raid in Shufa. Israeli forces also shot and injured 2 Palestinians with baton rounds and injured others with tear gas during a raid in Bethlehem. Elsewhere, Israeli forces seized 1 bulldozer in Barta’a. 7 Palestinians were arrested during late-night raids in Tell, Qusin, Yatta, Abu Nujaym, and Arrabah; 1 Palestinian was shot and injured with live ammunition during the raid in Tell. Haaretz reported that Israeli settlers had returned to reoccupy a Palestinian-owned building in a closed military zone in Hebron. (HA 7/16)

The Israeli-run Jerusalem Municipality approved 4 building permits, laying the foundations for construction of the new Israeli settlement Givat Hamatos in East Jerusalem. Applications for construction of 900 housing units are pending approval. (FMEP, Ir Amim 7/21)

Hamas said it was unable to pay around 50,000 public sector workers due to a delay in receiving monthly aid from Qatar. (REU 7/16)

The Israeli foreign and defense ministries amended rules to allow U.S. citizens of Palestinian, Syrian, and Iranian background to enter Israel and Palestine through the Ben Gurion Airport and not have to undergo additional screening at an Israeli embassy. The changes were made to satisfy U.S. demands to admit Israel into the Visa Waiver program. U.S. citizens who live in Gaza will continue to have to go through the Allenby crossing and receive special permission 45 days in advance of their travels. (HA 7/16; HA 7/19)

Ynet reported that Israeli foreign minister Eli Cohen met with the foreign minister of an unnamed Muslim-majority country that does not have diplomatic relations with Israel in Nairobi ahead of an African Union summit. (ALM, MEMO, QDS 6/17)

EU representative to Palestine Sven Kühn von Burgsdorff paraglided on a beach in Gaza, saying after his flight “[o]nce you have a free Palestine, a free Gaza, you can do exactly the same thing,” The Israeli Foreign Ministry called von Burgsdorff’s flight a “provocative action.” (REU 7/18; BBC 7/19; MDW 7/22)

In the West Bank, Israeli settlers attacked Palestinians in Thulth, injuring 4. Israeli settlers also seized the roof of a Palestinian-owned building in the Tel Rumeideh area of Hebron. Israeli forces began work on a settler road near Kafr ad-Dik. 15 Palestinians were arrested during late-night raids in Tubas, Bethlehem, Ramallah, and Hebron. PA forces arrested Palestinian journalist Aqil Awawdeh in Ramallah. In East Jerusalem, Israeli settlers vandalized several vehicles in Silwan, smashing windshields. Israeli settlers also toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinian farmers east of Khan Yunis; no injuries were reported. Peace Now reported that the Israeli government had advanced construction of 12,855 settlement housing units in the West Bank since the beginning of 2023, marking the highest number since Peace Now started tracking settlement advancement in 2012. 9,805 settler units were approved for deposit and 3,500 for validation. Israeli settlers also threw a Molotov cocktail at a Palestinian-owned truck near ‘Urif, causing it to catch fire. Elsewhere, Israeli settlers uprooted olive, apple, and almond trees in al-Khader. Israeli settlers also set fire to trees in a public park in Qarawat Bani Hassan. 3 Palestinians were arrested during late-night raids in Beit Ijza and Hebron. Haaretz reported that Israel’s Civil Administration has not been enforcing laws against illegal construction by settlers in the West Bank since Bezalel Smotrich was placed in charge of the agency. In 2022, about 25 Israeli settlement structures were removed or demolished per month while in 2023 the average has been 2 per month. (HA 7/2)

Israel's Ministerial Committee for Legislation approved a preliminary vote to allow prison sentences for children under 14 if they are convicted on “terrorism” related murder or attempted murder. (HA 7/2)

In the West Bank, Israeli settlers uprooted 20 olive tree saplings and stole a water tank in Umm Safa. Israeli forces raided Jenin, killing 7 Palestinians, including 2 minors, and injuring 91. 7 Israeli soldiers were injured by an IED; an Israeli combat helicopter subsequently fired on Palestinians while the wounded soldiers were extracted from Jenin. It was the first time since the Second Intifada that combat helicopters were deployed in the West Bank. Among the Palestinian wounded were a clearly marked journalist and a Palestinian minor who was struck by gunfire while at her home. 2 Palestinians were arrested. 7 Israeli vehicles were damaged and left in Jenin. The Palestinian Red Crescent said Israeli forces had fired live ammunition at 4 Palestinian ambulances during the raid. The PA called the incident a “recurring massacre.” Israeli forces also shot and killed 1 Palestinian and injured 2 others with live ammunition during a raid in Husan. Elsewhere, Israeli forces opened fire at a Palestinian vehicle near Tura, injuring 2 who had allegedly rammed 1 Israeli soldier. Israeli forces also demolished a structure in Qalandia. 14 Palestinians were arrested during late-night raids in Jenin refugee camp, Beita, al-Fara’a refugee camp, Hebron, al-Mughayyir, and Jalazun refugee camp. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. The Knesset approved the Israeli government’s 2023-24 budget, which was criticized for heavily favoring ultra-orthodox communities in Israel. Approximately $4 billion is allocated in discretionary funds for ultra-Orthodox and pro-settler parties. The Otzma Yehudit party also said it had been appeased by the allocation of $67 million to Judaize the Naqab and Galilee through the Negev and Galilee development ministry. The EU and U.S. expressed dismay with a bill that the Knesset Ministerial Committee for Legislation was set to debate on 5/28. On the 1-year anniversary of the Israeli killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh, Israeli military spokesperson Daniel Hagari told CNN that “we are very sorry of the death of Shireen Abu Akleh.” Abu Akleh’s niece Lina said the remarks did not amount to an apology, calling it “a slap in the face to Shireen’s legacy and to our family. An apology, which that was not, is not accountability.” Memorial services for Abu Akleh have been carried out in Washington D.C., Ramallah, and Doha. Abu Akleh’s family members, U.S. lawmakers, Al Jazeera, and several press associations marked the anniversary by demanding accountability for her death. The Israeli military refused to investigate the trashing of a Palestinian-owned apartment building in Huwwara by Israeli forces. The building was temporarily seized by Israeli forces after the large-scale settler attack in February. According to the Palestinian owner, the Israeli soldiers had vandalized his property leaving trash and feces throughout the building and burned 2 water meters and a portable toilet. (HA 5/11)

In Israel, rockets launched from Gaza caused damage in Ashkelon and Sderot, injuring 1 Israeli. 2 Israeli Channel 13 journalists were assaulted by an Israeli man using pepper spray while reporting in Tel Aviv. The Palestinian prisoner Karim Younis was released after 40 years in Israeli prison for allegedly partaking in the kidnapping and killing of an Israeli soldier in 1980. In the West Bank, 1 12-year-old Palestinian boy died of wounds sustained during an Israeli raid on Jenin on 9/28. The boy was shot in the stomach by Israeli forces using live ammunition. Armed Israeli settlers assaulted Palestinians harvesting olives in Khallet Hassan. Israeli settlers also threw stones and bottles at Palestinians in Hebron, causing injuries. Elsewhere, Israeli settlers burned copies of the Quran near al-Ibrahimi Mosque. In East Jerusalem, more than 200 Israeli settlers toured the Haram al-Sharif compound.
