In the West Bank, Israeli forces assaulted 1 77-year-old Palestinian man who refused to leave his land near Bayt Umar. Elsewhere, Israeli forces leveled Palestinian land in Yanuh to expand a nearby settlement. Israeli forces also clashed with Palestinians during a late-night raid in Kaubar, leading to tear-gas related injuries. 8 Palestinians were arrested during raids in and around Qalandia, Tulkarm, Yatta, Nablus, and Beita. In East Jerusalem, 4 Palestinians were arrested during raids in al-Tur and Wadi Juz. In Gaza, Israeli forces opened fire on agricultural lands east of Khuza‘a; no injuries were reported. 1 Israeli soldier who had been missing since 11/10 was found dead near the Hizma checkpoint in the West Bank. Israel did not provide any further details. (HA 11/12)

The Israeli attorney general Avichai Mendelblit announced that Israel will freeze enforcement of the Kaminitz Law, which aims at punishing Israeli residents who build without a permit. While the law does not single out Palestinian-Israelis explicitly, it disproportionately effects Palestinian-Israelis because the time it takes to obtain a construction permit in Palestinian areas of Israel is much longer than in Israeli-Jewish areas. According to Haaretz, it is estimated that 50,000 Palestinian-owned houses in Israel are built without a permit. The freeze, which lasts until 2023, was seen as a win for the Joint Arab List whose politicians have been working with Israeli defense minister Benny Gantz and justice minister Avi Nissenkorn to get it through. Axios reported that U.S. secretary of state Mike Pompeo will visit Israeli settlements in the West Bank and Golan Heights. During his trip, Secretary Pompeo is scheduled to visit a settler winery in Psagot near al-Bireh, which announced it will make a new series of wine named after him. The winery is built on 80 dunams (20 acres) of privately-owned Palestinian land seized by Israel. Pompeo will be the 1st U.S. secretary of state to visit both the Golan Heights and West Bank settlements. Pompeo was also the 1st secretary of state to visit the Wailing Wall. PA prime minister Mohammad Shtayyeh said in a tweet, “[w]e deplore US Sec. of State Mike Pompeo’s intent to visit the illegal settlement of Psagot, built on lands belonging to Palestinian owners in Al-Bireh city, during his visit to Israel next week. The NYT reported that U.S. president Donald Trump, in a meeting with U.S. military officials, requested options for attacking Iran’s nuclear site in Natanz. According to NYT sources, he was ultimately dissuaded by the military officials not to launch an attack on Iran. (NYT, REU 11/16)

The prime minister of Pakistan Imran Khan said in an interview that the U.S. and at least 1 other unnamed country have been pressuring him to recognize Israel. Prime Minister Khan said he would not normalize relations with Israel until a peace agreement is made with Palestine. Khan, when pressed on what the 2d country was, said, “[l]eave this. There are things we cannot say.” (HA 11/17)

In the West Bank, Israeli forces shot 1 Palestinian near al-Fawar refugee camp; Israeli forces alleged that the man was wielding a knife when he was shot. Israeli forces also assaulted 1 minor near Jenin; he was taken to a hospital for treatment. 3 Palestinians were arrested trying to enter Israel near Jenin. In East Jerusalem, 6 Palestinians were arrested in al-Tur and the Old City. In Gaza, Israeli forces opened fire on Palestinian bird hunters northeast of al-Bureij; no injuries were reported. 1 Palestinian sued 1 Israeli settler for vandalizing his property in a Nablus court. The suit against an Israeli settler in a Palestinian court is the 1st of its kind. (WAFA 11/8)

PA president Mahmoud Abbas congratulated president-elect Joe Biden on his victory in the 2020 U.S. presidential elections. In a statement, President Abbas said, “I look forward to working with the President-elect and his administration to strengthen the Palestinian-American relations and to achieve freedom, independence, justice and dignity for our people, as well as to work for peace, stability and security for all in our region and the world.” Israeli prime minister Benjamin Netanyahu also congratulated President-elect Biden in a tweet and immediately after, in another tweet, thanked President Donald Trump for “recognizing Jerusalem and the Golan, for standing up to Iran, for the historic peace accords and for bringing the American-Israeli alliance to unprecedented heights.” (HA, REU, Twitter, Twitter, WAFA, WAFA 11/8; HA, WAFA 11/9)

A delegation of Israeli settlers led by Yossi Dagan of the Samaria Regional Council met with Emirati businesspeople to promote their settler businesses. The settler business trip in the UAE is set to commence on 11/12. An aide to President Abbas called it “painful to witness Arab cooperation with one of the worst manifestations of aggression against the Palestinian people, which is the Israeli settlements on our land.” (AP, HA 11/11)

U.S. secretary of defense Mark Esper visited Israel, meeting with Israeli prime minister Benjamin Netanyahu and Israeli defense minister Benny Gantz. Haaretz reported on 10/27 that Israel has requested F-22 fighter jets from the U.S., which are currently only used by the U.S. military. Meanwhile, the White House notified Congress of its intent to sell 50 F-35 fighter jets to the UAE as part of the normalization deal between Israel and the UAE. (AJ, HA, HA 10/29; LT 10/30)

The CEO of Golan Heights Winery in the Israeli-occupied Golan Heights said in a statement that his wines will be sold in the UAE starting this week. The UAE does not recognize Israeli sovereignty in the occupied Golan Heights. (HA, REU 10/29)

In the West Bank, Israeli settlers stole ladders, cloth, and saws used for olive harvesting in Jalud. Israeli forces demolished 3 residential structures near Abu Dis. 2 Palestinians were arrested during late-night raids in and around Kafr Malik and Bethlehem; during raids in Kafr Malik, Tammun, and Jab‘a, confrontations with Palestinians erupted, leading to tear-gas related injuries. In East Jerusalem, Israeli forces demolished 1 store and 1 apartment in Sur Bahir. 3 Palestinians were arrested in and around the Old City, al-Tur, and Shu‘fat refugee camp. Israeli prime minister Benjamin Netanyahu and U.S. ambassador to Israel David Friedman signed an agreement on scientific cooperation, which extends the area that the U.S. considers Israel to Israeli settlements in the West Bank and the Golan Heights. In a statement, Ambassador Friedman said that the agreement “remove[s] geographic restrictions . . . These geographic restrictions are no longer consistent with U.S. policy.” According to Haaretz, the American casino magnate Sheldon Adelson, who is a major donor for U.S. president Donald Trump and the Ariel University in the Ariel settlement, where the signing ceremony was held, has been pressuring the U.S. administration to fast-track the agreement. Member of the executive committee of the PLO Hanan Ashrawi said that President Trump is seeking to bolster his position in the presidential race by making “a clear recognition of Israel’s annexation of Palestinian territory,” calling the U.S. an active participant in war crimes. In the West Bank, Israeli forces assaulted and killed 1 Palestinian minor near Ramallah; Palestinian Red Crescent representatives said they found the Palestinian outside of a hospital in Turmus ‘Ayya, where it was clear that he had died from a hit to the back of the head with the butt of a rifle and that there were signs that the Israeli forces had tried to resuscitate him before leaving him outside of the hospital. The PA demanded an international investigation into the killing of the Palestinian minor. Israeli forces also handed demolition notices for 2 Palestinian-owned homes near Bethlehem and 4 structures east of Yatta. 1 Palestinian was arrested during a late-night raid in Aida refugee camp. In East Jerusalem, 1 Palestinian car repair owner was ordered to demolish his repair shop in Issawiyya. 1 Palestinian was arrested during a raid in al-Tur. In the West Bank, stone-throwing Israeli settlers injured 3 Palestinians traveling in a vehicle, and damaged vehicles and buildings in Burin. Israeli forces injured 5 Palestinians using rubber-coated bullets during the weekly anti-settlement protest in Kafr Qaddum; others suffered tear-gas related injuries. 5 Palestinians were arrested during late-night raids in and around Jenin and Bethlehem. In a call with Israeli prime minister Benjamin Netanyahu, Sudanese prime minister Abdalla Hamdok and transitional council head Abdel-Fattah al-Burhan, U.S. president Donald Trump announced that Sudan had decided to normalize ties with Israel, being the 3d country to do so since August. As part of the agreement, the U.S. will remove Sudan from the U.S. list of countries of state sponsors of terrorism. In order to finalize the agreement, Sudan’s legislative council, which has not yet formed, will have to approve the deal. U.S. officials said that a signing ceremony would be held at the White House in a couple of weeks. The deal met condemnation from the PA, Fatah, Hamas, and Islamic Jihad. During the call with the 2 Sudanese leaders and Netanyahu, President Trump sought to have Netanyahu make alienating statements toward U.S. Democratic presidential candidate Joe Biden by asking if Netanyahu thought that “Sleepy Joe could have made this deal, Bibi, Sleepy Joe . . . Prime Minister Netanyahu said that Israel agreed not to oppose the U.S. sale of F-35 fighter jets to the UAE after Israeli defense minister Benny Gantz had talks with the Pentagon; however, Gantz said in a statement that the negotiations relating to the sale of F-35s to the UAE was kept hidden from him and the defense ministry. Netanyahu has previously denied that sales of F-35 were part of the UAE-Israel normalization deal. (AJ, HA, REU 10/23; HA 10/24)

In the West Bank, Israeli settlers emptied wastewater on Palestinian agricultural lands near Sabastiyya. Israeli settlers also assaulted Palestinians harvesting olives in Dayr al-Hatab, forcing the farmers to leave. Elsewhere, in the northern part of the Jordan Valley, Israeli settlers set up a cow shed and brought cows to Palestinian-owned land. Israeli forces demolished 1 market stall in Qalqilya and delivered stop-work orders for 3 houses and dozens of other structures in Qalandia. 5 Palestinians were arrested during raids in and around Tulkarm, al-‘Arub refugee camp, and Jericho. In East Jerusalem, 4 Palestinians were arrested during raids. In Gaza, Israeli forces fired 2 missiles, hitting empty land east of Dayr al-Balah, claiming that 1 rocket was fired toward Israel earlier in the day; no injuries were reported. Israel also said it had found a tunnel running near Khan Yunis tens of meters into Israel. Israel later claimed that the tunnel was built by Hamas. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 4 nautical miles off the shore of al-Sudaniyya; no injuries were reported. 1 Palestinian man died while working in a quarry owned by the settler company Shapir Engineering and Manufacturing near the Modi’in Illit settlement in the West Bank. His employer did not call the Israeli ambulance service that the worker was entitled to as he was employed by a settler company, but rather called the Palestinian Red Crescent, which took 30 minutes to arrive at the scene and brought the Palestinian to a hospital in Ramallah, where he was pronounced dead. The employer also did not notify the police of the death. The family of the deceased Palestinian said that if the Israeli ambulance had been called he might have survived as they were stationed closer to the accident. (HA 10/26)

An envoy from the UAE accompanied by U.S. secretary of the treasury Steven Mnuchin and U.S. envoy for the peace process Avi Berkowitz was welcomed in Tel Aviv airport by Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and finance minister Israel Katz. In the Tel Aviv airport, Israel and the UAE signed a mutual visa waiver agreement allowing citizens of both countries to travel to and from each other without obtaining a visa. The parties also signed a preliminary agreement to have oil from the UAE run through an Israeli pipeline supplying the European market. A member of the PLO executive committee Wasel Abu Youssef called the visit “shameful” and said such a visit emboldens Israel in committing crimes against Palestinians. A Hamas spokesperson, Hazem Qassem, said the visit “only encourage[s] the occupation to pursue the gradual annexation of West Bank lands.” Last week on 14 and 15 October, Israel announced 5,000 new settlement units in various settlements in the West Bank. Israel struck a target in Syria; according to Syrian state media SANA, Israel hit a school in a village in Quneitra Province. However, the London-based Syrian Observatory for Human Rights said it was a Hezbollah facility that was hit by the Israeli strike. (HA 10/21)

Elsewhere, Israeli forces shot and injured 2 Palestinian minors using rubber-coated bullets during clashes in Hebron. 3 Palestinians were arrested during late-night raids in Dura. In East Jerusalem, a Palestinian started demolishing his own shop in Jabal Mukabir to avoid exorbitant Israeli demolition fees. In Israel, Israeli protesters demanding the resignation of Prime Minister Benjamin Netanyahu clashed with police in several places throughout Israel. PA president Mahmoud Abbas met with the president of the World Jewish Congress Ron Lauder in Ramallah. The meeting lasted some 3 hours and Lauder arrived in a Jordanian helicopter. It is unclear what the meeting was about. The World Jewish Congress said that Lauder was in Ramallah “for a private visit at Abbas’ invitation, to discuss a range of issues regarding Palestine and the Middle East.” (HA, WAFA 10/10)

In the West Bank, Israeli settlers attacked Palestinians in Huwwara, causing bruises. Israeli forces violently dispersed a protest in Kafr Qaddum, injuring 2 with live ammunition; others suffered tear-gas related injuries. Elsewhere, Israeli forces blocked a road between Qusra and Jalud. 1 Palestinian was arrested during a late-night raid in Hebron. In Israel, Israeli protesters demanding the resignation of Prime Minister Benjamin Netanyahu clashed with police in several places throughout Israel. 38 people were arrested and hundreds were fined as the Israeli government had sought to ban the protests, citing COVID-19 transmission concerns. King Abdullah II of Jordan accepted the resignation of Prime Minister Omar al-Razzaz, but asked him to stay as a caretaker prime minister until King Abdullah appoints a new prime minister. (AJ 10/3)

At a speech to the UN General Assembly, Israeli prime minister Benjamin Netanyahu claimed that Hezbollah is storing missiles in a neighborhood in Beirut and that Iran is a few months away from enriching enough uranium for 2 nuclear bombs. The secretary-general of Hezbollah Hassan Nasrallah said that Netanyahu’s speech was made to incite the people of Lebanon against Hezbollah and that he was lying about his claims. (HA, REU 9/29)

Haaretz reported that an Israel association Kedma, which receives funding from the Israeli government, requires students who receive scholarships through the organization to guard settlement outposts in the West Bank. In a tweet, the president of Honduras Juan Orlando Hernández said that he and Israeli prime minister Benjamin Netanyahu agreed that Honduras would open an embassy to Israel in Jerusalem by the end of the year if the COVID-19 crisis does not prevent it. In East Jerusalem, the Israeli supreme court ruled that 1 78-year-old man in Silwan could be evicted from his home after his landlord sold the house he was living in to the settler organization Elad. In the West Bank, Israeli forces issued demolition orders for 4 Palestinian-owned houses in Bani Na‘im and took measurements for a punitive demolition of a house owned by the family of an alleged attacker in the village. Israeli forces also uprooted 22 Palestinian-owned olive trees in Ras Karkar. In East Jerusalem, Israel informed PA governor of Jerusalem Adnan Ghaith that he was no longer allowed to leave Silwan and that he could not contact some 50 individuals, including PA president Mahmoud Abbas and Prime Minister Mohammad Shtayyeh. In Gaza, Israeli forces made incursions to level land east of Gaza City. At a virtual Arab League meeting, a majority of countries rejected a Palestinian proposal to condemn the UAE for its normalization deal with Israel. The secretary-general of the Arab League Ahmad Aboul Gheit reiterated that the Arab Peace Initiative remains the Arab League’s stance on the Palestinian-Israeli conflict. According to senior advisor to U.S. president Donald Trump, Jared Kushner, Saudi Arabia has allowed Israeli commercial air traffic to use Saudi Arabian airspace. Kushner also said that the U.S. peace plan presented in January was aimed at “trying to save the two-state solution, because . . . if we kept going with the status quo . . . ultimately, Israel would have eaten up all the land in the West Bank.” The U.S. peace plan allows Israel to annex 30 percent of the West Bank. Israeli prime minister Benjamin Netanyahu apologized for the killing of a Palestinian-Israeli man who Israeli police shot during the demolition of the Bedouin village of Umm al-Hiran in the Negev in January 2017. Prime Minister Netanyahu said Israeli police, after the shooting, falsely had claimed the man was a terrorist. Chairman of the Joint List Ayman Odeh accused Netanyahu of having created the idea that the Palestinian-Israeli man was a terrorist when he was killed in 2017. The son of Chadian president Idriss Déby, Abdelkarim Déby, represented his country during a visit to Israel and meeting with Prime Minister Netanyahu. According to a statement from Netanyahu’s office, the 2 discussed possibly exchanging embassies, including a Chadian embassy in Jerusalem. Israeli forces wounded 2 Palestinians during a house arrest in Jenin refugee camp; the Israeli army said the 2 were injured by explosives used by Israeli forces to open their door, but Palestinian eyewitnesses said the 2 were shot by live ammunition and were in critical condition; after the 2 injuries, clashes between soldiers and Palestinians erupted in the camp. In an apparent response to U.S. president Donald Trump’s claim that Saudi Arabia would follow the UAE and normalize ties with Israel, a senior member of the Saudi royal family, Prince Turki al-Faisal, said in an op-ed that “[t]he Kingdom of Saudi Arabia has set a price for concluding peace between Israel and the Arabs—it is the creation of a sovereign Palestinian state with Jerusalem as capital, as provided for by the initiative of the late King Abdullah.” According to the London-based newspaper Al-Araby Al-Jadid, the head of the Mossad, Yossi Cohen, met with the deputy head of Sudan’s sovereignty council general Mohammed Hamdan Dagalo in a meeting brokered by the UAE. Secretary general of the PLO Saeb Erakat attacked the Arab League and the Organization of Islamic Cooperation for not condemning the UAE’s move toward normalization, violating the Arab countries’ consensus of not making agreements with Israel until Israel and Palestinians have negotiated a peace agreement. PA president Mahmoud Abbas called the UAE-Israel deal nonsense and said that the UAE “have turned their backs on everything: the rights of the Palestinian people, the Palestinian state, the two-state solution, and the holy city of Jerusalem.” At the meeting, attended by officials from Hamas and Islamic Jihad, Abbas praised the steps toward Palestinian organizational unity. However, Haaretz reported that some Israeli officials believe that Israeli prime minister Benjamin Netanyahu had promised to support the sale of weapons to the UAE as part of the normalization deal. Israel and the UAE began direct talks to arrange the details of establishing full diplomatic relations. The 2 countries and the U.S. announced on 8/13 that the UAE would normalize ties with Israel. Israeli prime minister Benjamin Netanyahu said in an interview that the U.S. had asked him to suspend annexation of parts of the West Bank in exchange for normalization with the UAE. He further stated that he had no choice in the matter and that annexation was still part of the U.S administration’s peace plan. In an interview with Haaretz, UAE director of strategic communications of the ministry of foreign affairs Hend Al Otaiba said that the UAE and Israel are working toward exchanging ambassadors. When asked about if the embassy would be located in Jerusalem, Al Otaiba answered, “We’re bound by international resolutions as well as an Arab position that wants an independent Palestinian state with Jerusalem as its capital.” The PA ambassador to the UAE arrived in Ramallah after being withdrawn because of the UAE-Israel deal. U.S. president Donald Trump announced that Israel and the UAE had agreed to establish full diplomatic ties and that Israel, as part of the agreement, had decided to suspend annexation of parts of the West Bank. In a joint statement from the 3 parties, it said that “Israel will suspend declaring sovereignty over areas outlined in the President’s Vision for Peace and focus its efforts now on expanding ties with other countries in the Arab and Muslim world.” Later, Israeli prime minister Benjamin Netanyahu said that annexation is “still on the table” and a promise he is committed to. Subsequently, President Trump said, “Israel agreed not to annex parts of the West Bank. It is more than taking it off the table—they agreed not to do it. This is a very smart concession by Israel. It is off the table now.” U.S. ambassador to Israel David Friedman later said that annexation is “off the table now but it’s not off the table permanently. You can’t have peace and annexation at the same time.” PA president Mahmoud Abbas called the deal a “betrayal of Jerusalem, al-Aqsa Mosque and the Palestinian cause.” The PA also recalled its ambassador to the UAE. Hamas spokesperson Fawzi Barhoum said of the deal: “[t]his announcement is a reward for the Israeli occupation’s crimes . . . The Israeli high court of justice blocked a punitive demolition of the family home of an alleged Palestinian attacker who is accused of killing an Israeli soldier on 5/12 during a raid in Ya‘bad. The majority opinion cited “serious damage to a number of basic rights, including property rights and human dignity.” Israeli prime minister Benjamin Netanyahu called the decision a “miserable ruling.” (HA 8/10)
