Israeli forces shot and killed 1 Palestinian man near Beit Umar, saying he had rammed and injured 3 Israeli soldiers, including 1 who was said to be in critical condition. In East Jerusalem, Israeli police shot and killed 1 Palestinian citizen of Israel near the Haram al-Sharif compound. Contrary to eyewitness accounts, the police said the man tried to steal a gun from an officer when he was shot but was unable to produce any video evidence despite the area being heavily surveilled. In Tel Aviv, hundreds of thousands of Israelis demonstrated against the government for the thirteenth Saturday in a row despite Prime Minister Benjamin Netanyahu’s decision to pause the judicial overhaul legislation. Khalil Awawdeh, who in 2022 suspended a 172-day hunger strike after Israel promised to end his administrative detention on 10/2/2022, was sentenced to 16-months in prison for using a smuggled mobile phone while on hunger strike. Israel never released Awawdeh from administrative detention despite its promise to do so. (WAFA 3/29)

Jewish Currents reported that progressive Democratic representative Jamaal Bowman (D-NY) and senator Bernie Sanders (D-VT) circulated a letter, addressed to the Biden administration, urging it to “undertake a shift in U.S. policy in recognition of the worsening violence, further annexation of land, and denial of Palestinian rights. Only by protecting democracy, human rights, and self-determination for all Palestinians and Israelis can we achieve a lasting peace.” Democrats further called for U.S. aid not to support Israeli settlements or violate the Arms Export Control Act. The letter was co-signed by representatives Cori Bush (D-MO), Andre Carson (D-IN), Summer Lee (D-PA), Betty McCollum (D-MN), Alexandria Ocasio-Cortez (D-NY), Ilhan Omar (D-MN), Ayanna Pressley (D-MA), and Rashida Tlaib (D-MI). In the West Bank, Israeli settlers set fire to a Palestinian home in Sinjil, causing severe damage. The sleeping family managed to escape the fire unharmed. Israeli settlers also set fire to Palestinian-owned crops and threw stones at vehicles near Huwwara, causing damage. Israeli forces placed dirt mounds on several roads leading to Deir Sharaf. 3 Palestinians were arrested during late-nights in Tulkarm. In East Jerusalem, Israeli forces forcefully removed Palestinian worshippers from the Haram al-Sharif compound to clear it for Israeli settler tours. Israeli prime minister Benjamin Netanyahu fired Defense Minister Yoav Gallant after Gallant called on Netanyahu to freeze the judicial overhaul legislation. The firing prompted mass protests in Israel overnight into the next day. The White House national security council spokesperson said that the Biden administration was “deeply concerned” about the dismissal of Gallant. Israel and the UAE signed a free trade agreement removing or reducing tariffs on 96% of goods traded between the 2 countries. The trade agreement was an extension of the 2 countries’ normalization deal. (REU 3/26; ALM 3/27)

The 6 foreign ministers in the Gulf Cooperation Council sent a letter to U.S. secretary of state Antony Blinken urging him to respond to Israeli finance minister Bezalel Smotrich’s comments on 3/19 that the Palestinian people do not exist. Association football’s global governing body FIFA announced that it had canceled the draw for the U-20 FIFA World Cup, scheduled to be held in Indonesia on 3/31, after Bali governor Wayan Koster refused to host the Israeli U-20 team which had qualified for the tournament. Koster cited Israeli violations of Palestinian human rights as the reason for refusing to host the Israeli team. The tournament is scheduled to be held in Indonesia between 5/20 and 6/11. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 6, including 5 Palestinians and 1 foreign activist, with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beita and Bayt Dajan, causing tear-gas related injuries. Elsewhere, Israeli forces issued demolition notices for 7 graves, 1 house, and 1 agricultural structure in al-Burj and seized a garbage truck in Qarawat Bani Hassan. In East Jerusalem, tens of thousands of Palestinian worshippers visited the Haram al-Sharif compound on the first Friday of Ramadan. Israel prohibited entry to East Jerusalem from the West Bank for Palestinian men and boys between the ages of 12 and 55 without a special permit. Israeli prime minister Benjamin Netanyahu met with UK prime minister Rishi Sunak in London. Sunak’s office issued a statement saying that he had reiterated the UK’s position for a 2-state solution and against Israeli settlements and cautioned Netanyahu against undermining Israeli democracy by overhauling the judicial branch of government. Sunak canceled a joint press conference scheduled for his meeting with Netanyahu, reportedly because of large anti-Netanyahu protests in London during his visit. (ALM, AP, AX, BBC, WAFA 3/24)

In the West Bank, 1 Israeli settler was shot and injured while driving in Huwwara, Israeli forces then shot, injured, and arrested a Palestinian man alleging that he was the perpetrator and closed a number of checkpoints in the area. Israeli settlers threw stones at Palestinian vehicles traveling near Baytin, causing damage. Israeli forces forced Palestinian farmers to leave their land in al-Khader. In East Jerusalem, 2 Israeli settlers broke into the Church of Gethsemane in the Old City and attempted to vandalize church property before being confronted by a Palestinian. Israeli settlers toured the Haram al-Sharif compound. 2 Palestinian minors were arrested during a raid in Silwan. In Syria, 1 member of Islamic Jihad was shot and killed by unknown perpetrators using a weapon equipped with a silencer outside of his home near Damascus. Islamic Jihad said that he was “assassinated by gunfire that carries the fingerprint of the Zionist enemy.” (AP, HA 3/19; ALM, AP 3/20)

At a summit in Sharm El Sheikh, attended by officials from the PA, Israel, Egypt, Jordan, and the U.S., Israel said it would halt discussions for new settlements for 4 months and halt authorization of settlement outposts for 6 months. The parties also agreed to de-escalate tensions, create a political horizon, and let the PA police Area A. The PA’s participation was criticized and condemned by Hamas, Islamic Jihad, and other Palestinian parties. Speaking in Paris, Israeli finance minister Bezalel Smotrich told the audience at a memorial ceremony that “there is no such thing as Palestinians because there is no such thing as a Palestinian people,” calling the term an invention. Smotrich then said that he and his family are the real Palestinians. The French government had announced that no officials would meet Smotrich during his trip to the country. The Lions Den said the 3 were members of the organization. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli police officers kicked and punched 1 Palestinian man after he fell while running from them near a flying checkpoint; the incident was filmed. In Gaza, Israeli naval forces opened fire at Palestinian fishermen northwest of Khan Yunis; no injuries were reported. Israeli Channel 12 reported that the UAE had frozen purchases of Israeli military equipment due to the Israeli government’s behavior against Palestinians, including National Security Minister Itamar Ben-Gvir’s tour of the Haram al-Sharif compound in January and Finance Minister Bezalel Smotrich’s comment that Huwwara “should be wiped out.” Prime Minister Benjamin Netanyahu, the Israeli ambassador to the UAE, and the Israeli foreign ministry denied the reporting. The Israeli public broadcaster KAN reported that Saudi Arabia had refused to grant visas to an Israeli delegation for an upcoming UN conference on tourism. Axios reported that Saudi Arabia had initially approved Israeli foreign minister Eli Cohen’s attendance at the conference with 2 staffers, but effectively blocked Cohen’s trip by not engaging in making arrangements for his security. In the West Bank, Israeli settlers carried out excavations at a water spring in Ein al-Beida. Israeli forces shot and killed 3 Palestinians and injured 1 other during a raid in Jaba’. Israeli forces also assaulted 2 minors in Hebron. The U.S. granted Israeli finance minister Bezalel Smotrich a diplomatic visa for his trip to Washington D.C. where he will address the Israel Bonds summit. It had been reported that the State Department had been discussing if the U.S. should deny Smotrich entry to the country over his remarks in support of the settler attacks in Huwwara on 2/26, which the U.S. called “irresponsible, disgusting, and repugnant.” (ALM, AX, HA, MEE 3/9; MDW 3/10; MDW 3/11)

U.S. secretary of defense Lloyd Austin met with Defense Minister Gallant in Tel Aviv. Austin told reporters that diplomacy is the best option to prevent Iran from obtaining nuclear weapons. The Wall Street Journal reported that Saudi Arabia wants U.S. security guarantees and assistance in building a civilian nuclear program in exchange for normalizing ties with Israel. (HA, NYT 3/9)

More than 90 Democratic members of the U.S. Congress signed a letter to U.S. president Joe Biden urging him to pressure the Israeli government not to undermine its judicial branch, to scale-down Israeli raids in the West Bank, and not to annex the West Bank. (HA 3/9)

EU high representative for foreign affairs Josep Borrell wrote an op-ed in Project Syndicate, saying that European and Arab states must start being more engaged in pursuing peace between Israel and Palestine as U.S. efforts have not brought peace any closer. Borrell wrote that he and other EU representatives have already taken an initiative to start talks with Saudi Arabia and the Arab League. Borrell also criticized Israel for allowing settler violence against Palestinians, not protecting civilians during military operations, expanding settlements, and eroding the status quo at the holy sites. PA security forces prevented some 150 Palestinians from holding a press conference at the Watan Media Network office in Ramallah. PA prime minister Mohammad Shtayyeh toured Huwwara to inspect the damage after the Israeli settler raid on 2/26. Shtayyeh said it was time to confront the settlers through popular resistance. (WAFA 3/1)

The PA foreign ministry called on the U.S. and international organizations to intervene to end the Israeli sieges of Jericho and Huwwara. Jericho has been under siege since 1 Israeli American man was killed near the Dead Sea on 1/27 and Huwwara was still affected by the large-scale Israeli settler raid on 2/26. (WAFA 3/1)

Israeli finance minister and minister in charge of the civil administration at the defense ministry, Bezalel Smotrich, said “Huwwara needs to be wiped out. I think that the State of Israel needs to do that, not, God forbid, private individuals,” when asked about the Israeli settler attack on Huwwara on 2/26. The U.S. State Department spokesperson Ned Price condemned Smotrich’s comments, calling them “irresponsible, repugnant, and disgusting” and calling on Prime Minister Benjamin Netanyahu to reject the comments. UN high commissioner for human rights Volker Türk called the comments “unfathomable.” Later on 3/4, Smotrich said “being upset, I misspoke” and Netanyahu called Smotrich’s statements “inappropriate” in a tweet on 3/5. The Knesset passed the first of three readings of a bill that will reintroduce the death penalty to Palestinians. The legislation stipulates that a person who “causes the death of an Israeli citizen when the act is carried out from a racist motive . . . with the purpose of harming the State of Israel and the rebirth of the Jewish people in its homeland,” can receive the death penalty. Israeli forces raided ad-Doha, leading to tear-gas related injuries. Israeli forces also demolished 2 structures in al-Buwayb. Axios reported that PLO secretary-general Hussein al-Sheikh and Israeli national security advisor Tzachi Hanegbi have been in secret talks discussing day-to-day issues and efforts to de-escalate the violence in the West Bank. According to Axios the talks started shortly after prime minister Benjamin Netanyahu was sworn-in after the PA had reached out to Netanyahu using the U.S. as a mediator. (AX 2/20)

The UN Security Council issued a presidential statement expressing “deep concern and dismay” over Israel’s 2/12 announcement to legalize settlement outposts and expand settlements by more than 10,000 housing units. The U.S. supported the statement which was made in lieu of a vote on a draft resolution calling on Israel to halt settlement activity. It was reported on 2/19 that the U.S. had convinced the UAE and the PA to drop the binding resolution, which the U.S. said it would veto, and instead present the statement. PA UN ambassador Riyad Mansour said that the PA was very happy with the statement. In the West Bank, Israeli settlers vandalized Palestinian property in Silwad. Israeli settlers also assaulted Palestinian herders in Khirbat Makhul. Residents of Shu‘fat refugee camp, Isawiya, Jabel Mukaber, and ‘Anata went on strike to protest the Israeli “policy of harassment and aggression adopted by the Israeli authorities, including the police.” Residents of the four East Jerusalem neighborhoods said they would barricade entrances and boycott Israeli agencies and the Jerusalem municipality. Israeli prime minister Benjamin Netanyahu announced that national security minister Itamar Ben-Gvir will lead a taskforce against incitement to terrorism on social media. Ben-Gvir was convicted of incitement in 2008. (HA 2/19)

The UAE informed the UN Security Council that it will not call a vote on a draft resolution to demand that Israel ceases its settlement activity. The decision not to call the vote was reportedly the result of intense lobbying by the U.S. targeting the UAE and the PA. Instead the Security Council members are set to vote on a statement condemning Israeli settlement activity. Part of the deal made by the U.S. involved the PA not pursuing action against Israel in international organizations until August while Israel would not expand more settlements and legalize more settlement outposts beyond the 9 settlement outposts that Israel said it would legalize on 2/12. It was also reported that the U.S. had offered the PA meeting with President Joe Biden at the White House, movement on reopening the U.S. consulate in Jerusalem, and aid. Israel’s interior minister Ayelet Shaked ordered the deportation of Palestinian human rights lawyer Salah Hamouri to France. Hamouri, who is from East Jerusalem and held Israeli residency status until it was revoked in October 2021, is a French citizen. He has been held on administrative detention since March 2022. Interior Minister Shaked said Hamouri would be deported due to his alleged senior position in the PFLP. Amnesty International said that the deportation, scheduled for 12/4, would constitute a war crime. It was reported on 12/2 that Israel had postponed the deportation of Hamouri. A spokesperson for the newly appointed UK prime minister Rishi Sunak said that his government does not intend to move the British embassy to Israel to Jerusalem, walking back statements made by Prime Minister Sunak’s predecessor Liz Truss who resigned last month. Truss, who like Sunak had been appointed by the Conservative Party, had told Israeli prime minister Yair Lapid that her government would review moving the British embassy to Israel to Jerusalem last month. Commenting on Israeli settler attacks against Israeli soldiers in recent weeks, prime minister Yair Lapid said he would not allow “criminal militias in the State of Israel” during a cabinet meeting.
