In the West Bank, PA officials said that 144 settler attacks were recorded in the Nablus area overnight, including damage to some 120 vehicles and 22 shops. Israeli settlers set a Palestinian-owned vehicle on fire and wrote racist graffiti on nearby walls in Jalud. Israeli settlers also threw stones at Palestinian vehicles traveling near Rawabi and Yasuf. Elsewhere, Israeli settlers set fire to a house and a vehicle and threw stones and sprayed racist graffiti at other houses in Turmus ‘Ayya. Israeli settlers also assaulted 1 Palestinian near Shaab al-Batum in the Masafer Yatta area. Meanwhile, Israeli settlers vandalized some 200 olive trees in Majdal Bani Fadil and Aqraba and vandalized crops and an agricultural structure in Ein al-Beida. Israeli forces violently dispersed Palestinian protesters in Nabi Salih, injuring 2, including 1 minor, with baton rounds. Israeli forces also seized artifacts from an archeological site in Sabastia. Israeli national security minister Itamar Ben-Gvir released a video showing the family of the accused assailant from the 1/27 shooting removing their belongings from their home before their house was sealed. In the West Bank, unidentified assailants opened fire at a military post and at a settler vehicle near Huwwara; no injuries were reported. Israeli forces demolished 3 structures in 'Arab al-Rashayida. 19 Palestinians were arrested during late-night raids in Hizma, Hebron, al-Arroub refugee camp, Yatta, Sa‘ir, Beit Umar, Talfit, and al-Shuyukh. In East Jerusalem, Israeli forces raided the home of director of al-Aqsa Mosque Shaykh Omar Kiswani in al-Tur, seizing a laptop and documents and detaining Kiswani for several hours at a police station before releasing him. 4 Palestinians were arrested during late-night raids. Palestinian schools in East Jerusalem observed a general strike in protest over Israeli attempts to censor Palestinian textbooks and introduce Israeli curriculum in the schools. According to the head of the parents committee union, between 90% and 95% of the some 280 Palestinian schools in East Jerusalem observed the strike. It was revealed that Israel had installed a remote-controlled gun at a checkpoint on Shuhada Street in Hebron, capable of shooting baton rounds, stun grenades, and tear gas. Israeli historians Benny Morris and Benjamin Z. Keder published an article “’Cast Thy Bread’: Israeli biological warfare during the 1948 War” in Middle Eastern Studies, saying that declassified materials in the Israeli archives have revealed that Israel used biological weapons against Palestinians and Arab armies during the Nakba. The codename used for the biological weapons campaign used by the Zionist leaders, including David Ben-Gurion was “Cast Thy Bread.” Zionist militias were given typhoid bacteria which they were to put in water wells. In the West Bank, Israeli settlers burned Palestinian-owned olive trees and stole olive harvests between Jurish and Qusra. Israeli settlers also stole olive harvests from a Palestinian farmer near Kafr Qalil. Israeli forces delivered a demolition order for a house in Susiya and a stop-work order for a house in Laseefer, near Yatta. 15 Palestinians were arrested, including 11 during late-night raids in Hebron, Tulkarm, Seida, ‘Urif, Sa‘ir, Beit ‘Anan, Biddu, and al-Shuyukh, and 4 during the day in the vicinity of Bethlehem. In East Jerusalem, some 70 Israeli settlers toured the Haram al-Sharif compound. 2 Palestinians were arrested in al-Tur and Isawiya. In Gaza, Palestinians protested outside of the UNRWA headquarters against the 2-year working plan signed between the U.S. state department and UNRWA. The agreement conditions U.S. aid on monitoring of UNRWA aid recipients’ affiliation with militant groups and monitoring of school curriculum. (AJ 10/5)

The Israeli supreme court proposed that 3 Palestinian families living in Sheikh Jarrah under the threat of eviction become “1st generation protected tenants” in their homes. The status would protect them and their families from being evicted by Israeli settlers for 3 generations. A 4th family was offered to become 2d-generation protected tenants. Under this scheme, which the supreme court calls a compromise, the families still have a chance to prove to the Israeli court that they have ownership rights. The families would have to pay $750 a year in rent to the Nahalat Shimon settler organization. Both the Palestinian families and the Israeli settler groups trying to evict the families have expressed opposition to the proposal from the supreme court. If the Palestinian families accept the “compromise,” they would have to pay Nahalat Shimon’s court and legal fees in the amount of $9,300. The settler organization and the Palestinian families were told to respond to the proposal by 11/2. The Palestinian families have been living in their homes since 1956, when the Jordanian government and the UN built 28 homes in Sheikh Jarrah for displaced Palestinians. U.S. senator Rand Paul (R-KY) delayed a vote in the Senate on the $1 billion bill providing additional military aid to Israel, allegedly to replenish the Iron Dome missile defense system. The bill would have passed immediately if all 100 senators agreed to pass it. Instead, it will have to go through the formal process before it can be passed. (HA, HA 10/5)

In the West Bank, PA forces arrested 12 Palestinians for partaking or intending to partake in demonstrations against the PA in Ramallah; at least 23 others were arrested on the same grounds on 8/21. The UN and EU later criticized the PA for arresting its critics, as did prominent progressive congresspeople in the U.S. Israeli forces raided Araqah, dispersing Palestinians with tear gas and seizing security camera recordings at a shop. Israeli forces also shot and injured 1 Palestinian man with special needs at the container checkpoint near Bethlehem. 6 Palestinians were arrested, including 2 at checkpoints in Yatta and Bethlehem and 4 at raids in and around Hebron and Beit Fajjar. Elsewhere, Israeli forces delivered stop-work orders for 2 residential structures, 2 tents, 2 toilets, and 1 agricultural structure near Yatta. 14 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, Dayr Sharaf, Tulkarm, and Bayt Fajjar. In East Jerusalem, 3 Palestinians were arrested in al-Tur and Silwan. In Gaza, Israeli forces opened fire at Palestinian farmers east of al-Shuka; no injuries were reported. Israeli forces also made incursions and leveled land east of al-Fukhari. 2 Palestinians were killed by an unexploded Israeli missile in Dayr al-Balah, raising the comprehensive death toll since 5/10 from 261 to 263, including 67 children and 3 pregnant women. In an interview with Vice News, the Hamas leader in Gaza Yahya Sinwar said that Hamas was ready for an immediate and unconditional ceasefire hours after firing the 1st rocket during the escalation of violence last month and that Hamas had communicated this to the Egyptian, Qatari, and UN mediators every day of the assault on Gaza. Sinwar reiterated that the Hamas rockets fired at Israel on 5/10 were intended to be a message to Israel that Hamas will not allow Israel’s aggression at al-Aqsa Mosque and in Shaykh Jarrah, and about Israel’s violations of international law in the occupied Palestinian territories in general. Yair Lapid of Yesh Atid (There Is a Future) told Israeli president Reuven Rivlin that he had formed a government coalition 30 minutes before his mandate to do so ran out. The coalition consisted of an extremely diverse group of parties and people, including Naftali Bennett of Yamina (Rightwards) who will be prime minister for the 1st 2 years. The other party leaders were Mansour Abbas of Ra’am (United Arab List), Gideon Sa’ar of Tikva Hadasha (New Hope), Avigdor Lieberman of Yisrael Beiteinu (Israel Our Home), Nitan Horowitz of Meretz (Vigor), Merav Michaeli of Labor, and current deputy and defense minister Benny Gantz of Kahol Lavan (Blue and White). The only factor binding these parties, which range from far-right to left, was the desire to unseat prime minister Benjamin Netanyahu. According to the government agreement, after the 1st 2 years with Bennett as prime minister, Lapid will become prime minister in a rotation deal similar to the 1 made between Prime Minister Netanyahu and Deputy Prime Minister Gantz, which never materialized. PA president Mahmoud Abbas discussed the current situation with EU high representative Josep Borrell, King Abdullah II of Jordan, and Iraqi president Barham Salih. A White House statement also said that U.S. secretary of state Antony Blinken spoke with President Abbas and they discussed “the violence in Jerusalem, the West Bank and Gaza, and the Secretary expressed his condolences for the lives lost as a result. U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout. The Biden administration also dispatched deputy assistant secretary of state for Israel and Palestine Hady Amr to Israel for talks with Palestinian and Israeli officials. Kosovo’s foreign minister Meliza Haradinaj and Israeli foreign minister Gabi Ashkenazi signed an agreement between the 2 countries, which include Kosovo opening an embassy to Israel in Jerusalem and designating Hezbollah as a terrorist organization. In September, Kosovo, Serbia, the U.S., and Israel signed an agreement to have the 2 Balkan countries open embassies to Israel in Jerusalem in return for financial incentives. Serbia’s foreign minister said Serbia has “invested serious efforts in our relations with Israel in recent years and we are not happy with this decision.” Serbia is displeased that Israel as part of the agreement recognized Kosovo as an independent state. Axios reported that Israeli prime minister Benjamin Netanyahu was seeking to consolidate his power over Israel’s Iran policy before the Joe Biden presidency. In a letter to Israeli defense minister Benny Gantz, foreign minister Gabi Ashkenazi, ambassador to the U.S. Ron Dermer, and the Mossad director and IDF chief of staff, Prime Minister Netanyahu said that, “the Israeli government position regarding the Iran nuclear deal will be finalized exclusively by the Prime Minister on the basis of analysis done by the national security council in the Prime Minister’s office.” Axios wrote that Netanyahu wants a more hawkish stance on President-Elect Biden’s wish to re-enter the Joint Comprehensive Plan of Action than the rest of the relevant cabinet members and officials. Saudi prince and former ambassador to the U.S. and the UK Turki al-Faisal al-Saud criticized Israel harshly during his remarks at the Manama Dialogue security conference in Bahrain. He called Israel a “Western colonizing” power and said Palestinians were “incarcerated in concentration camps under the flimsiest of security accusations.” Prince Turki al-Faisal’s remarks came right before the Israeli foreign minister Gabi Ashkenazi, who joined the conference via video link. Foreign Minister Ashkenazi expressed regret toward Prince Turki al-Faisal’s remarks and said that he did not “believe that they reflect the spirit and change taking place in the Middle East.” While Prince Turki al-Faisal does not hold an official position in Saudi Arabia, his comments were perceived as surprisingly harsh given Israel’s normalization deals with Bahrain and the UAE, which is suspected of having the tacit approval of Saudi Arabia and given the all-but-confirmed rumors about Israeli prime minister Benjamin Netanyahu flying to Saudi Arabia to meet with Saudi crown prince Muhammed bin Salman on 11/23. The Israeli attorney general Avichai Mendelblit announced that Israel will freeze enforcement of the Kaminitz Law, which aims at punishing Israeli residents who build without a permit. While the law does not single out Palestinian-Israelis explicitly, it disproportionately effects Palestinian-Israelis because the time it takes to obtain a construction permit in Palestinian areas of Israel is much longer than in Israeli-Jewish areas. According to Haaretz, it is estimated that 50,000 Palestinian-owned houses in Israel are built without a permit. The freeze, which lasts until 2023, was seen as a win for the Joint Arab List whose politicians have been working with Israeli defense minister Benny Gantz and justice minister Avi Nissenkorn to get it through. Axios reported that U.S. secretary of state Mike Pompeo will visit Israeli settlements in the West Bank and Golan Heights. During his trip, Secretary Pompeo is scheduled to visit a settler winery in Psagot near al-Bireh, which announced it will make a new series of wine named after him. The winery is built on 80 dunams (20 acres) of privately-owned Palestinian land seized by Israel. Pompeo will be the 1st U.S. secretary of state to visit both the Golan Heights and West Bank settlements. Pompeo was also the 1st secretary of state to visit the Wailing Wall. PA prime minister Mohammad Shtayyeh said in a tweet, “[w]e deplore US Sec. of State Mike Pompeo’s intent to visit the illegal settlement of Psagot, built on lands belonging to Palestinian owners in Al-Bireh city, during his visit to Israel next week. The prime minister of Pakistan Imran Khan said in an interview that the U.S. and at least 1 other unnamed country have been pressuring him to recognize Israel. PLO secretary-general Saeb Erakat was transferred from his home to a hospital in West Jerusalem for treatment of COVID-19. After a cabinet meeting in Ramallah, the PA calls on all of its former civil servants in Gaza (who stopped working when Hamas took power in 6/2007), to return to their posts, thereby jeopardizing the future of tens of thousands of employees of the Hamas-run government. The PA had agreed to pay the current employees of the Hamas-run government through 2/2018. In a statement, the cabinet stresses that “the empowerment of the government in the Gaza Strip [. . .] is a necessary first step and the cornerstone for moving to resolve the rest of the issues.” Hamas, which has called for the issue to be resolved in a way that preserves the rights of its government’s employees, criticizes the announcement as a “violation” of past agreements.
