In the West Bank, a Palestinian youth succumbs to injuries sustained when shot by a stray IDF bullet on 11/23 nr. Nablus. Meanwhile, IDF troops stationed at a shooting range on the grounds of Palestine Technical University in Tulkarm clash with Palestinian protesters, injuring 15 students with rubber-coated steel bullets and live fire. Protests against Israeli raids onto the campus have been ongoing since 11/15, disrupting classes and injuring many students. In East Jerusalem, Israeli forces shoot and injure a Palestinian youth during clashes in Qatanna n. of the city. In the West Bank, IDF troops shoot and injure a Palestinian driver after he allegedly rams his car into a group of Israeli security forces at a junction nr. Nablus, injuring 4. Kerry reportedly rejects Netanyahu’s request for the U.S. to recognize construction within Israel’s settlement blocs in exchange for Israel undertaking measures to improve the humanitarian situation in the oPt. For the 2d day in a row, IDF troops shoot and kill a 16-year-old Palestinian at Huwwara checkpoint nr. Nablus. The IDF claims that the youth attempted to stab 2 settlers at a bus stop, but a PCHR investigation refutes the allegation; a Palestinian bystander is critically injured by a stray Israeli bullet during the incident (she succumbs to her injuries on 12/16). Shortly afterward, Israeli forces shoot and kill another Palestinian after he attacks a group of Israelis with a knife at a gas station w. of Ramallah, killing an IDF soldier and injuring an Israeli settler (a 2d settler is lightly injured by errant fire). In West Jerusalem, Israeli police open fire on 2 Palestinian youths, killing 1 and injuring the other, after they stab an elderly Palestinian man with scissors nr. a central market (they reportedly mistook him for an Israeli); 1 Israeli bystander is lightly injured. After the incident, Palestinian gunmen affiliated with Fatah’s military wing open fire on Qalandia checkpoint nr. Ramallah, reportedly targeting the area because the Palestinian youth killed in West Jersualem was from Qalandia r.c.; there are no injuries. PM Benjamin Netanyahu’s security cabinet outlaws the Northern Branch of the Islamic Movement in Israel, citing the group’s “dangerous incitement.” After the announcement, Israeli forces arrest a senior mbr. of the movement during a raid in Umm al-Fahm, and Israeli courts issue orders to shut down 17 organizations and groups that operate on behalf of the movement. Amid the ongoing wave of violence, the Israeli authorities proceed with demolition-related activities today. Israeli forces enter Qalandia r.c. and punitively demolish the residence of the Palestinian accused of shooting and killing an Israeli settler on 6/19, sparking clashes with stone-throwing Palestinian youths; 2 Palestinians are killed and 3 are injured. Meanwhile, Palestinians across the West Bank demonstrate in commemoration of the 11-year anniversary of former PLO chair Yasir Arafat’s death. The IDF shoots and kills 5 suspected Palestinian assailants throughout the day as stabbing incidents and the Israeli crackdown continue, particularly in and around Hebron. In the West Bank, an Israeli settler shoots and kills a Palestinian youth in c. Hebron after he allegedly attempts to stab the settler, according to the IDF. IDF troops then raid the home of 2 witnesses, confiscating recording equipment that was used to capture a video of the incident. Later, IDF troops shoot and kill a Palestinian youth after she allegedly stabs an Israeli soldier outside the Kiryat Arba settlement nr. Israeli water company Mekorot cuts off the water supply to a number of areas in the n. West Bank. In Israel, around 100 PCI gather outside the Barzilai Medical Center to protest the proposed force-feeding of Palestinian prisoner Allan, and they clash with around 50 Jewish Israeli counterprotesters, who threw stones and bottles. Hamas leader Mishal leads a delegation to Turkey and meets with Turkish pres. Recep Tayyip Erdoğan and PM Ahmet Davutoğlu about “activating the Palestinian cause on the regional and international levels,” according to Hamas sources. Meanwhile, Palestinians and Arab media outlets report that Mishal recently met with former Quartet envoy Blair for the 2d time in 6 weeks to discuss the prospects for Israel and Hamas reaching a long-term cease-fire. In the West Bank, the IDF orders temporary alterations to its rules of engagement, responding to the increased tensions since the 7/31 arson attack. Israeli soldiers are now required to hold their fire unless their lives are in immediate danger, and are only permitted to fire shots in the air toward a fleeing suspect rather than at the lower body. Israeli forces demolish multiple residential units in the n. Jordan Valley overnight. IDF troops conduct raids in c. Ahead of the French Parliament’s 12/2 vote on Palestinian statehood, FM Fabius presents a new diplomatic proposal for restarting peace negotiations. The proposal includes a UNSC res., currently being drafted by French officials as an alternative to a Palestinian-drafted text, which will provide a framework and a 2-year deadline for talks.
