In retlatiation for the IDF assasination of its military head Sawalha on 11/9, Islamic Jihad gunmen ambush a detail of IDF soldiers, border police, Jewish settler security officials nr. the Ibrahimi Mosque/Tomb of the Patriarchs in Hebron, killing 4 IDF soldiers, 5 border police, 3 settler guards, injuring 15 soldiers, police, guards in what the IDF terms a “well planned ambush” that included positioning snipers on nearby hilltops; during the 3 hr. exchange of gunfire at least 3 Islamic Jihad mbrs. are also killed. The IDF, Israeli government initially claim that all of those killed and injured were civilian worshipers en route fr. Sabbath prayers at the holy site; later admit that the group targetted was all military or paramilitary, that Islamic Jihad mbrs. allowed the group of Jewish worshipers to pass without incident mins. before the ambush. Before dawn, in retaliation for the 11/10 AMB kibbutz attack, the IDF sends 150 tanks, APCs into Nablus and its surrounding r.c.’s (Askar r.c., `Ayn Bayt al-Ma’ r.c., Balata r.c.), conducts house-to-house searches, occupies schools and buldings as outposts, surrounds Nablus’s Old City, fires on residential areas of adjacent Balata r.c. In another predawn attack, IDF helicopters fire missiles at the same car repair shop targetted on 11/11, destroying it, killing a 2-yr.-old Palestinian child, damaging several surrounding homes. The IDF also arrests 30 Hamas mbrs. across the West Bank, 11 of them in Nablus, some in Birzeit; fires on residential areas of Tal al-Sultan. Israeli atty. gen. Eliyakim Rubinstein announces that the government intends to press charges against Greek Orthodox spiritual head Father Theodosis Atallah Hanna for “unauthorized contact with the enemy,” meeting with “terrorists,” inciting violence for recent travels to Lebanon, Syria to visit Greek Orthodox communities there. A fmr. U.S. defense official corroborates rumors that Israeli special forces recently conducted a covert reconnaissance mission in w. Iraq to determine Iraq's capacity to strike Israel with Scud missiles. Military analyst and fmr. Pentagon official Anthony Cordesman says that Baghdad is estimated to have only 12+n25 Scuds; by comparison, during the 1991 Gulf War, Iraq fired 39 Scuds at Israel alone. (WP 10/18) (see 9/29)

IDF snipers occupy buildings overlooking Arafat's Ramallah compound, including at least 1 Palestinian home and the PA Culture Min.; Ben-Eliezer says the purpose is "to put [our] hands on all those inside who are suspects if they try to come out." The IDF shells and raids Rafah, fatally shooting a 7-yr.-old Palestinian boy, demolishing 21 stores, firing at a Reuters camera crew (damaging a video camera but causing no injuries); conducts house searches, arrests in al-Safaya nr. Bayt Lahia; fires rubber-coated steel bullets at a Palestinian stone thrower in Amari r.c., seriously wounding him; fires on residential areas of Jenin, Khan Yunis. In Nablus, the IDF announces a temporary lifting of the curfew, immediately opens fire on Palestinians in the streets, forcing them to go back into their homes; occupies, searches, blows up part of the local PA headquarters; surrounds the Palestinian Red Crescent Society (PRCS) center, barring ambulances fr. moving. The Jewish Federation of Greater Washington announces that its annual fundraising campaign brought in $20.5 m., up 8% from last year. Of that amount $11.8 m. will be used for projects in the greater Washington area, such as Jewish day schools and community centers, and $7.8 m. will go to Israel and diaspora Jewish communities in Argentina and Ethiopia. The $20.5 m. does not include an additional $18.3 . the federation has raised for its Israel Emergency Campaign since fall 2001. (WJW 8/29)

Muhammad Saadat, brother of PFLP head Ahmad Saadat; the IDF also raids Tulkarm r.c., fatally shoots wanted tanzim mbr. Afsam Salima in an apparent assassination. A Hamas sniper fatally shoot an IDF soldier nr. Gadid settlement in retaliation for the IDF sniper shooting of a Hamas mbr. a wk. ago; IDF forces in the area return fire killing a 15-yr.-old Palestinian bystander. Israel's American PR consultants urge Israel, American Jewish groups to adhere to a new PR strategy based on equating Israeli and U.S. values, not attacking PA head Yasir Arafat directly, being more hopeful. The changes come as a result of polls showing that Americans are increasingly blaming both sides in the conflict. (JTA 8/20)

Israel backs off plans to expel to Gaza 21 male relatives of suspected Palestinian militants (see 7/19). Sharon tells his cabinet that he will abide by Atty. Gen. Rubinstein's ruling that family mbrs. would have to have been directly involved in supporting the attacks in order to be deported. A small remote controlled bomb explodes underneath a commuter train in Rehovat nr. Tel Aviv, slightly injuring the driver; no one takes responsibility. The IDF conducts arrest raids in Jenin; fires on residential areas of Khan Yunis. A Jewish settler driving in Hebron deliberately runs over a Palestinian man, seriously injuring him. Fmr. Christian Coalition leader Gary Bauer and Rabbi Daniel Lapin, head of the ultraconservative Jewish-Christian group Toward Tradition, announce the formation of the American Alliance of Jews and Christians (AAJC), which they will co-chair. AAJC aims to "unite Christians in support of Israel and work with American Jews and Christians on behalf of traditional values." Among the mbrs. of the AAJC board are Rev. Jerry Falwell, Rev. Pat Robertson. A similar Christian right lobbying group, Stand for Israel, cofounded by fmr. Christian Coalition exec. dir. Ralph Reed and IFCJ head Rabbi Yechiel Eckstein, is doing a $400,000 media campaign targeting major newspapers, conservative radio talk shows. A group of 400 Jewish immigrants fr. the U.S. and Canada arrive in Israel; 75% of them will live in Beit Shemesh, Jerusalem. American Evangelical Christians representing the International Fellowship of Christians and Jews (IFCJ) donated $5,000 to each of the 400 to help finance the move. American PR firms representing Israel urge the Israeli government not to respond to the Meggido bombing for 24 hrs. so that the U.S. newspapers, TV news programs would open with pictures of the bombing, victims' funerals rather than IDF retaliatory attacks. (MM 6/7)

In light of the economic downturn since the intifada began, the Knesset passes (74-28) an amendment to the National Insurance Law (1995) applying a 4% cut to all child allowance payments, an additional 20% cut in amounts paid to parents of children without a relative serving in the IDF (i.e., mostly Israeli Arabs). Polls show that Reps. Earl Hilliard (D-AL) and Cynthia McKinney (D-GA), both 5-term incumbents, are struggling to win renomination this yr., largely because of their statements critical of the U.S.'s pro-Israel policy. Their challengers are highlighting their own strong support of Israel, tapping large Jewish donors. The races are creating Black-Jewish tensions in Congress, as Hilliard and McKinney are African American, most of the Jewish money donated to the rival campaigns is fr. outside the candidates' home states. The PA High Court rules that the PA has no legal ground to hold PFLP head Saadat, must release him immediately. In response, the IDF sends tanks toward Jericho, where Saadat is being held; declares the Jericho area a closed military zone; warns it will kill Saadat if he is freed. Arafat quickly convenes the Executive Authority (EA), the PA's cabinet, which over turns the court decision. An "intense debate" is reportedly underway among U.S. Pres. George W. Bush and his senior advisers over whether to press for Arafat's removal. Arafat adviser Muhammad Rashid, in Washington for several days for a low-key meetings with U.S. officials at the CIA, Pentagon, State Dept. and with Jewish leaders, argues that Arafat is central to the peace process. The IDF sends 20 tanks into Nablus, declares a curfew, and retakes Joseph's Tomb, a Jewish shrine abandoned by Israel during the 1st mo. of the al-Aqsa intifada. At midday, as schools are letting out, the IDF F-16s, helicopters strike a PSF compound in Gaza city, injuring at least 40 Palestinians. After the bombing, 100s of Palestinians race to the jail inside the PSF compound, demanding the release of prisoners, fearing the jail would be hit next. PSF officers fire in the air to disperse the crowd and quickly begin transferring prisoners to detention elsewhere, but several prisoners escape or are freed in the melee. Later, some 300 Palestinians storm the PSF jail in Hebron, freeing 16 Hamas, Islamic Jihad mbrs.
