In the West Bank, Israeli forces shoot and kill 3 Palestinians and injure 3 others during raids in al-Fara’a refugee camp and Tubas. Israeli forces also shoot and kill a Palestinian man near al-Muntar. Elsewhere, Israeli forces shoot and injure a Palestinian man during a raid in Beit Furik. Israeli forces also seize a bulldozer during a raid in Bidya. Meanwhile, Israeli forces also arrest 30 Palestinians from Gaza in Barta’a and 5 others in Nablus, Beit Furik, Jalazone, Jericho, and Tubas, including a Palestinian child in Jericho who was released as part of the ceasefire prisoner swap in November 2023. 9 Palestinians prisoners released as part of the deal have been arrested again. In Gaza, Israeli forces bomb Khan Yunis, Gaza City, Dayr al-Balah, and Rafah, killing at least 96 people. 2 babies die at the Kamal Adwan Hospital due to dehydration. 2 rockets are fired at Ashkelon, both are intercepted. 2 Israeli soldiers die in combat. In Lebanon, Israeli forces bomb Ayta ash Shab, Sidon, and Tyre. Hezbollah fires anti-tank missiles at an Israeli airbase in the Mount Meron area, causing damage. In the Red Sea, U.S. forces shoot down 5 drones launched from Yemen. Germany naval forces also intercept a drone launched from Yemen. More than 29,878 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 70,215 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 404 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. More than 4,590 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 240 Israeli soldiers have been killed and 1,408 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. For the second day in a row, Jordan, Egypt, France, and the UAE airdrop humanitarian aid to Gaza using 6 C-130 planes. The Israeli military’s Central Command commander Yehuda Fuchs signs an order to allow the Mitzpeh Yehuda settlement outpost to be turned into a new settlement called Mishmar Yehuda that initially would have 3,600 housing units and later expand to 13,600 housing units. Hamas official Basem Naim says Hamas has not received the U.S., Israeli, Egyptian, and Qatari ceasefire counterproposal. Reuters reports that the proposal’s first stage includes a 40-day ceasefire, a prisoner exchange ratio of 1 Israeli to 10 Palestinians, that both parties end military operations, a halt to Israeli arial reconnaissance operations for 8 hours a day, and a gradual return of Palestinians to northern Gaza except for men of military age. The second stage would see Israeli forces leave densely populated areas, at least 500 trucks carrying aid enter daily, 200,000 tents and 60,000 caravans enter Gaza, and Israel allow the rebuilding of hospitals and bakeries and allow heavy machinery to enter Gaza to remove rubble. PA foreign minister Riyad al-Maliki meets with WHO director-general Tedros Ghebreyesus in Geneva, Switzerland, discussing the humanitarian situation in Gaza. Al-Maliki also briefs the UN Human Rights Council on the situation in Gaza. President Mahmoud Abbas and Prime Minister Mohammed Shtayyeh meet with Japanese foreign minister Tsuji Kiyoto in Ramallah. The Israeli Army Radio reports that the military and the Shin Bet have urged Prime Minister Benjamin Netanyahu not to restrict entry for Muslim worshippers to the Haram al-Sharif compound during Ramadan, citing the security situation in the West Bank. (AJ 2/27)

Israeli economy minister Nir Barakat tells reporters at the World Trade Organization conference in Abu Dhabi that “in the wars Israel had we had a dip in the economy but immediately after we had a huge spike in innovation. And the knowledge and the experience Israel is gathering in this round of violence is second to none . . . Especially after this war I think we are probably going to be leading many, many initiatives on what next-generation warfare is going to look like.” (REU 2/27)

U.S. treasury secretary Janet Yellen says Israel has started transferring the PA’s tax revenue to the PA upon request from the U.S. and that she urged Prime Minister Netanyahu to reverse the ban on Palestinians from the West Bank working in Israel. President Joe Biden meets with House speaker Mike Johnson (R-LA) at the White House, urging him to pass the Senate supplemental funding bill providing aid to Israel and Ukraine. Secretary of State Antony Blinken speaks with Saudi foreign minister Faisal bin Farhan Al Saud and UAE foreign minister Abdullah bin Zayed Al Nahyan, discussing the situation in Gaza and the establishment of a Palestinian state. USAID administrator Samantha Power says the U.S. will provide an additional $53 million in humanitarian assistance to Palestinians in Gaza and the West Bank. A poll released by Data for Progress shows 67% of U.S. voters support a permanent ceasefire in Gaza, including 77% of Democrats and 56% of Republicans. (AJ 2/27)

At the Michigan presidential primaries, an effort to challenge President Biden’s Gaza policy gains support as more than 100,000 voters vote “uncommitted” which organizers had urged people who are angry with Biden’s approach to do in the Democratic primary. In the West Bank, Israeli forces demolish 2 Palestinian residential buildings in Bayt Jala near Bethlehem. IDF troops arrest 21 Palestinians during raids in and around Hebron, Tulkarm, Ramallah, Bethlehem, Jenin, and Nablus; and patrol near Tulkarm and Salfit. Israeli settlers throw stones at Palestinian vehicles near the site of the 1/9 killing of an Israeli settler, causing minor damage. The Lebanese press reports that Lebanese intelligence services have identified 2 of the 4 people who attempted to assassinate a Hamas official on 1/14 in Sidon as Israeli agents. (HA 1/29)

Three unidentified assailants cross into Israel from Egypt and plant a roadside bomb that they detonate when 2 vehicles pass carrying laborers who are working to build Israel’s new border fence; they then open fire on the vehicles with automatic weapons and rocketpropelled grenades; 1 Israeli Palestinian worker is killed. Israeli border police respond to the scene and exchanges fire with the infiltrators, leaving 2 assailants dead and 4 policemen injured. Gaza: 1 targets a Palestinian sniper team that fired across the Gaza border into Israel (causing no damage or injuries), killing 2 Islamic Jihad mbrs.; the other targets Palestinians who attempted but failed to fire a rocket into Israel, killing 1 IQB mbr. and 1 al-Aqsa Guards Group mbr. The Israel Project, a Washingtonbased pro-Israel group, hosts a debate between foreign policy advisers to Pres. Obama and Republican presidential candidate Mitt Romney, covering numerous issues including Iran, Syria, military aid, and Obama’s commitment to Israel. Romney advisers accuse Obama of failing to support Israel and of being more concerned with preventing Israel from attacking Iran than halting Iran’s nuclear program. Obama adviser Robert Wexler calls Obama’s ‘‘degree of military and strategic support [to Israel] unparalleled,’’ emphasizing that the Obama admin. worked strenuously behind the scenes to ensure there has not been a UN vote on Palestinian statehood since the Palestinians launched their UN statehood bid in 9/2011. In Lebanon, clashes erupt at the funeral for a Palestinian refugee slain by Lebanese troops outside Nahr al-Barid r.c. on 6/15, leaving 1 Palestinian dead and 7 Palestinians and 3 Lebanese soldiers injured. The clashes spread to ‘Ayn al-Hilwa r.c. in Sidon, where at least 1 Palestinian is killed and 3 Palestinians and 3 Lebanese soldiers are injured. Demonstrations (but no clashes or injuries) are reported in Biddawi r.c. nr. Tripoli and Shatila r.c. in Beirut. (JAZ 6/18)

The IDF makes a brief incursion into s. Gaza to level lands and clear lines of sight along the border fence e. of al-Qarara. In the West Bank, the IDF begins leveling land for construction of a new segment of the separation wall nr. al-Walaja nr. Bethlehem; conducts late-night arrest raids, house searches in Jenin r.c. Hamas authorities in Gaza hang 2 Palestinians convicted of collaborating with Israel; the father and son were arrested in 2003 and convicted and sentenced in 2004 by the Fatah-led PA. Hamas presses its offensive in Gaza, taking over all PA ministry offices in Gaza City, securing control of Rafah, forcing PSF officers to surrender their Gaza City headquarters (after destroying all equipment, computers, archives; eye-witness reports say Hamas mbrs. summarily execute at least 7 PSF mbrs.) and other main security compounds; capturing and executing Fatah’s n. Gaza cmdr. Samih al-Madhun. At least 27 Palestinians are killed (14 of them in the fight for the PSF headquarters), 70 wounded in fighting during the day. Nearly 100 senior Fatah security and admin. officials flee Gaza for Egypt by boat (Egypt has already returned the 40 PA presidential guards who fled on 6/13). At the same time, the IDF occupies hills outside Bayt Lahiya to prevent rocket fire into Israel. With Gaza under almost complete Hamas control, Abbas declares a state of emergency, fires Haniyeh, and dissolves the national unity government. He also for the first time orders PA/Fatah forces to take offensive action against Hamas. Late in the evening, Hamas gains control of Abbas’s Gaza City offices, the only remaining Gaza institution still in the hands of Fatah/the PA. In the West Bank, PA forces under Abbas’s control begin rounding up 10s of Hamas mbrs. In and around Nablus and in Jenin, Tulkarm, masked AMB mbrs. raid offices affiliated with Hamas, Change and Reform, looting and sometimes setting fire to them, exchanging fire with Hamas mbrs., leaving at least 13 Palestinians injured. The AMB also abducts 5 Hamas mbrs. in Jenin. Meanwhile, Abbas’s national security adviser Muhammad Dahlan (the U.S. and Israel’s hope for restoring order to Gaza) returns from an extended stay in Egypt, where he underwent minor surgery, going to Ramallah instead of Gaza to confer with Abbas. Meanwhile, the IDF sends an undercover unit into Saida nr. Tulkarm, driving a car with Palestinian license plates, assassinating wanted AMB mbr. Muhammad Twair in a driveby shooting, also wounding 2 bystanders; sends patrols in Ithna nr. Hebron, Kafr Dan and Kafr Ra’i nr. Jenin, firing on residential areas and on stone-throwing youths who confront them, seriously wounding 1 Palestinian. Jewish settlers burn 10s of olive trees nr. Tulkarm; the IDF bars firefighters fr. reaching the scene. In Gaza, 5 Palestinian children (ages 10–15) are killed and 4 (ages 9–16) are wounded by IDF UXO nr. Shuka while collecting scrap metal; the 8 children are from 3 families: 2 Mansour boys are killed, 2 Hessi boys are killed, and 1 Barbakh boy is killed and 4 are wounded. In Gaza, IDF troops occupy the Dahaniyya airport, seal the Rafah crossing (reopened on 8/10), raze large areas of agricultural land, destroy several greenhouses and sites used by the PA security forces, blow up what it says is a smuggler’s tunnel. In the West Bank, the IDF raids 2 hospitals in Hebron, conducts random ID checks on the streets in search of wanted Palestinians, but makes no arrests; patrols in, fires on residential areas of Azun, Jenin; conducts arrest raids, house searches in Balata r.c., nr. Bethlehem. Jewish settlers fr. Kiryat Arba attack Palestinian homes in Hebron. Unidentified gunmen shoot, wound a PA General Intelligence officer in Gaza City. (OCHA 8/16; PCHR 8/17)

Hizballah, the Lebanese government endorse UN Res. 1701, Hizballah says it will maintain its “natural right to resist” in keeping with international law as long as IDF troops “are practicing an occupation and acts of aggression” inside Lebanon. Meanwhile, the IDF continues heavy air and artillery strikes across Lebanon, mostly targeting infrastructure and roads, including destroying electricity plants nr. Sidon, a Lebanese army base in the Biqa‘ Valley, 2 homes nr. Bint Jubayl (killing at least 15 Lebanese civilians); air strikes are concentrated around Sidon and Tyre (cutting electricity to Tyre), in the north btwn. Akkar and Arida, and in central s. Lebanon nr. Bint Jubayl. The IDF also rapidly expands ground offensives in the south, sending in additional troops and artillery, with heavy clashes reported in the Bint Jubayl area, in Ghanduriyya and Dayr Sirin s. and w. of Marja’uyun, and s. of Tyre. Hizballah continues to fire rockets into n. Israel (hitting targets in Kiryat Shimona, Ma’alot, Safad and nearby Amirim) and downs an IDF helicopter, killing 5 IDF soldiers (including Israel’s 1st female combat fatality). In the afternoon, after seeing a draft UN res. on halting violence that he says he cannot accept, Olmert authorizes the IDF to expand ground operations in s. Lebanon. The IDF quickly begins moving additional troops, armor into s. Lebanon, while troops already in Lebanon prepare to move toward the Litani. During the day, the IDF continues air and artillery strikes, hitting targets in s. Beirut, areas of n. Lebanon (including Abu Diya, Akkar), s. of Sidon, and in the Biqa‘ Valley (including strafing some 1,300 cars evacuating some 3,000 residents of Marja’uyun, occupied by the IDF on 8/10, who chose to follow a convoy of 350 UNIFIL and Lebanese army troops evacuating the area in coordination with the IDF; 6 Lebanese civilians, 1 Lebanese soldier are killed and 36 are wounded). Ground operations continue in Labuna in the east, Aita al-Sha‘b in central s. Lebanon, and Khiyam, Markaba, Qantara, Qlei‘a further to the northeast. Hizballah fires 124 rockets into n. Late in the evening, the UN Security Council unanimously passes Res. 1701, calling for Israel and Hizballah to halt violence in place as of 8:00 A.M. on 8/14 local time (1:00 A.M. Israel announces that it will evacuate to s. Israel within 24 hrs. some 15,000 Israelis from the north who cannot afford to leave on their own, suggesting that the IDF intends a major escalation against Lebanon. In Lebanon, the IDF continues air and artillery strikes, hitting targets in s. Beirut, s. Lebanon (including killing 13 Lebanese in Ghaziyya s. of Sidon), the Biqa‘ Valley. Ground offensives also continue in s. Lebanon, with heavy clashes reported in Aytrun, Bint Jubayl (where the IDF claims to have killed 30 Hizballah mbrs.), Dibil (where 1 IDF soldier is killed), Labuna (where 2 IDF soldiers are killed); another 2 IDF soldiers are killed elsewhere and 23 wounded. Overnight, the IDF makes air strikes outside a Palestinian r.c. s. of Tyre, wounding 1 person, lands 2 naval commando units (reportedly wearing Lebanese army uniforms) nearby, raids an apartment building housing Hizballah mbrs. allegedly involved in long-range rocket attacks on Israel, clashing with Hizballah mbrs. for 3 hrs., killing 4 suspected Hizballah mbrs., 1 Lebanese soldier at a nearby checkpoint, 2 bystanders before withdrawing. During the day, the IDF continues air strikes, hitting 170 targets in s. Beirut, and n. of Hermel; drops leaflets over Sidon, warning residents to leave prior to imminent strikes there; continues ground operations in some 20 villages in s. Lebanon, leaving 2 IDF soldiers dead, at least 9 wounded in clashes in Aita al-Sha‘b, Taybeh. Hizballah fires 160 rockets into n. Overnight, the 48-hr. easing of Israeli air strikes in s. Lebanon passes. IDF steps up ground operations, clashing with Hizballah mbrs. in 11 towns across s. Lebanon concentrated within 2–4 mi. of the border, leaving 1 IDF soldier dead and 9 wounded, mostly in Aita al-Sha‘b. The IDF also lands troops in Baalbek for a 2d day, where they clash with Hizballah, reportedly killing 10 Hizballah mbrs. and 25 Lebanese civilians, capturing 5 Hizballah mbrs. In Jerusalem, a Palestinian gunman fires on Israeli police, wounding 2 before being shot dead.
