In the West Bank, an Israeli settler assaulted 1 Palestinian man with pepper-spray in Huwwara. Israeli settlers also attacked Palestinian herders in ‘Ain as-Sakout, forcing the Palestinians to flee. Israeli forces closed off Jericho for a second day in a row, impeding traffic in and out of the city during the Eid al-Fitr holidays. 5 Palestinians were arrested, including 4 during a raid in Arab al-Kaabneh in the Masafer Yatta area and 1 at the Container checkpoint. Israeli prime minister Benjamin Netanyahu, National Security Minister Bezalel Smotrich, and Finance Minister Itamar Ben-Gvir met to discuss the government’s response to the upcoming Supreme Court ruling on the demolition of Khan al-Ahmar. The meeting followed calls by Smotrich and Ben-Gvir for the government to end its responses to the Supreme Court related to the matter. On 4/24 the Israeli government issued a brief saying that it should be up to the government to decide when Khan al-Ahmar will be demolished, calling on the Supreme Court to reject the petition demanding the demolition and displacement of the Palestinians living there. The Israeli Supreme Court overturned an order by Israeli defense minister Yoav Gallant to ban participation of Palestinians from the West Bank at an Israeli Memorial Day ceremony for bereaved families. (HA 4/21; HA 4/23)

Israel arrested Imad al-Adwan, a member of the Jordanian parliament, at the Allenby Bridge crossing, claiming he had smuggled weapons and gold into the West Bank. In the West Bank, Israeli forces shot and injured 2 Palestinians and injured others with tear gas during a raid in Beita. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, Ramallah, Beit Ur al-Tahta, Nablus, Jenin, and Nur Shams refugee camp. In the West Bank, Israeli settlers stole 3 sheep from Palestinian herders near Kisan. Israeli forces issued stop-work notices for 3 homes and 2 agricultural structures in Ni’lin and issued notices to Palestinians in Sanniriya that the Israeli military will seize 2 dunams (12.8 acres) of land for military purposes. In East Jerusalem, Israeli forces raided the Haram al-Sharif compound twice to confiscate Palestinian flags and arrested 13 worshippers. The Israeli-run Jerusalem municipality retracted its support for the establishment of a new neighborhood in East Jerusalem built for Palestinians on privately owned Palestinian land. The new neighborhood of 2,500 homes would have been the first established since 1967 intended for Palestinian residents. According to reports Jerusalem mayor Moshe Leon retracted his support for the project due to fear of losing the upcoming local elections. (HA 4/19)

In Syria, Israeli forces fired artillery shells at southern Syria from the occupied Golan Heights and dropped leaflets warning Syrians in the area against working with Hezbollah. An Israeli drone also crashed in Syria. (HA 4/19)

The Israeli finance and transportation ministries agreed to a 5-year budget where a quarter of the $7.2 billion total will be earmarked for settlement infrastructure in the West Bank. (HA 4/20; HA 4/23)

Officials from Israel, India, the U.S., and the UAE signed a memorandum of understanding in Washington D.C. to create a business coalition in relation to the I2U2 Group initiative. (HA 4/19)

Axios reported that U.S. secretary of state Antony Blinken urged Nigerien president Mohamed Bazoum to normalize relations with Israel during a visit to the country in March. Israeli officials told Axios that Niger is ready to move forward with normalization in exchange for some kind of compensation from the U.S. (AX 4/19)

In the West Bank, Israeli settlers demolished 6 Palestinian-owned businesses in the vegetable market in Hebron that has been closed by Israeli military order since 2000. Israeli settlers also threw stones at Palestinian vehicles traveling near Turmus ‘Ayya, injuring 1 woman. Israeli undercover forces raided Jenin refugee camp, injuring 8 and arresting 3. Israeli forces also issued stop-work notices for 19 Palestinian-owned buildings in al-Zawiya, including for a mosque. In East Jerusalem, 2 Israeli settlers were shot and injured in Sheikh Jarrah, 1 Palestinian minor was later arrested as a suspect. Peace Now reported that Israel secretly approved 189 housing units in the Zayit Raanan settlement outpost, which currently is home to a number of caravans. By approving the new units Israel discreetly created a new settlement out of the outpost which lies northeast of Ras Kaskar. (PCN 4/18)

PA president Mahmoud Abbas met with Saudi crown prince Mohammad bin Salman in Jeddah, discussing developments in Palestine. Abbas praised Saudi Arabia’s support for the Palestinian cause. Hamas officials led by political leaders Ismail Haniyeh and Khaled Mashal were also in Saudi Arabia performing Umrah in Mecca. (ALM, AX, QDS, WAFA 4/19; WAFA 4/20)

In the West Bank, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3, including 1 minor, with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 40 with tear gas. 3 Palestinians were arrested, including 2 who also had their vehicle seized near Ya’bad and 1 during a house raid in Balata refugee camp. In East Jerusalem, some 130,000 Muslim worshipers attended the last Friday noon prayer of Ramadan at the Haram al-Sharif compound. Saudi Arabia hosted a meeting of the foreign ministers of Iraq, Jordan, Egypt, the UAE, Qatar, Oman, Bahrain, and Kuwait to discuss allowing Syria to return to the Arab League. The Wall Street Journal reported, based on anonymous sources, that the rockets launched at Israel from Lebanon on 4/6 were launched by Shi’ite forces in coordination with the head of the Iranian Revolutionary Guards’ Quds Force Esmail Qaani, Hamas leaders Saleh al-Arouri and Ismail Haniyeh, and Hezbollah secretary-general Hassan Nasrallah. The Israeli state prosecutor closed a probe into the Israeli police’s killing of 1 Palestinian citizen of Israel near the Haram al-Sharif compound on 3/31. Israeli police claimed that no cameras caught the incident as the police officers’ body cameras were turned off and that the incident happened in a blind spot for surveillance cameras. Palestinians have contested the police’s narrative and several organizations have questioned the notion that no camera would have caught the incident given that the area is heavily surveilled. An Israeli court ruled that Israel’s interior minister does not have the authority to revoke residency status and citizenship from relatives of Palestinians who are accused of attacking Israelis as a means of deterrence. (HA 4/13)

Human Rights Watch reported that the PA refused to renew the registration of the rights organization Lawyers for Justice that represent Palestinians detained by the PA. (HRW, TOI 4/13; AP 4/14)

Syria and Saudi Arabia reestablished diplomatic ties, reopening embassies and resuming flights between the two countries for the first time since 2012. Syria also reestablished ties with Tunisia on 4/12. (AJ, AP, HA, REU 4/12; AJ, AP, HA 4/13)

13 Democrats in the U.S. House of Representatives, headed by Jamaal Bowman (D-NY), and Bernie Sanders (D-VT) in the Senate wrote a letter to U.S. president Joe Biden and Secretary of State Antony Blinken urging them to shift U.S. policy on Israel-Palestine. The letter mentioned the worsening violence, Israel’s “further annexation of land, and denial of Palestinian rights.” The group also said that U.S. taxpayer money should not be used for Israeli settlement projects and the U.S. should investigate if U.S. military aid violates the Leahy Law. In the West Bank, Israeli settlers assaulted Palestinian shepherds near Kisan, causing injuries. Israeli settlers from the Mitzpe Yair settlement outpost killed 10 Palestinian-owned sheep in the Masafer Yatta area. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near al-Bireh, injuring 4 Palestinians and causing damage. Israeli settlers also raided Deir Balut, throwing stones at Palestinian homes and vehicles, causing damage. Israeli forces shot and killed 1 Palestinian man during a raid in ‘Azzun. Israeli forces also raided al-Arroub refugee camp, injuring 1 with live ammunition and others with tear gas. In Tel Aviv, thousands of Israelis protested against the Israeli government for the fourteenth  Saturday in a row. Israeli defense minister Yoav Gallant extended the closure of West Bank and Gaza crossings until the evening of 4/12, citing the killing of 3 Israelis and 1 foreigner on 4/7. Palestinians with special permits for access to the Haram al-Sharif compound and for work in Israel were also affected by the closure. Gallant also ordered Israeli soldiers to assist Israeli police in central Israel. (HA 4/8)

Lebanese prime minister Najib Mikati said that his government will file a complaint with the UN secretary general and the UN Security Council over the Israeli attacks on Lebanon on 4/6. Mikati also said that the Lebanese military’s investigation into the firing of rockets from Lebanon concluded that it was not carried out by a particular organization. (WAFA 4/8; HA 4/9)

A leaked memo from the U.S. Defense Department claimed that the Mossad had advocated for its officials and other Israelis to protest against the Israeli government’s judicial reforms. The Israeli government denied the reports. (NYT 4/8; AJ, HA, REU 4/9; HA 4/10; AX 4/11)

In the West Bank, Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Husan. Israeli forces also violently dispersed Palestinian protesters in al-Arroub refugee camp, injuring 1 with live ammunition. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, 6 rockets were launched at Israel from Gaza; no damage was reported. Israeli forces conducted airstrikes near Nuseirat refugee camp, causing damage. In Kafr Qassim, Israelis burned 2 Palestinian-owned cars and sprayed hateful graffiti. Israeli police also violently dispersed Palestinians protesting the Israeli raids on the Haram al-Sharif compound on 4/4 and 4/5 in Umm al-Fahm, Haifa, Nazareth, Kafr Kanna, and Arraba; 4 were arrested in Umm al-Fahm. The Qatari Foreign Ministry condemned the Israeli attacks on Gaza and Lebanon, saying Israel caused the escalation with its attacks on the Haram al-Sharif compound. It was reported that France was seeking to mediate between Lebanon and Israel while Egypt was in talks with Hamas and Israel to deescalate the situation. (AJ, HA, HA 4/7)

In the West Bank, Israeli forces violently dispersed Palestinian protesters in Tura, causing tear-gas related injuries. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli police shot and injured 1 Palestinian man in the Old City. Israeli police also violently removed Palestinian worshipers from the Haram al-Sharif, including inside al-Aqsa Mosque, injuring 6. In Gaza, 16 rockets were fired at Israel, causing damage to 1 factory in Sderot. Israeli forces conducted airstrikes causing damage in Nuseirat refugee camp and Gaza City and fired artillery shells at Dayr al-Balah, Khan Yunis, and Beit Lahiya. Israeli naval forces opened fire at Palestinian fishermen west of al-Sudaniyya; no injuries were reported. The PA and Jordan requested that the UN Security Council convene to discuss Israel’s attacks at the Haram al-Sharif compound. Jordanians also gathered near the Israeli embassy in Amman demanding that the Israeli ambassador be expelled. The Arab League held an emergency session to discuss the Israeli raids. In the West Bank, Palestinians threw stones at an Israeli settler vehicle, setting it on fire after the settler couple fled the scene. Israeli settlers attacked a Palestinian shepherd near Yatta, injuring his foot. Israeli settlers also set up a mobile home and water tanks near Nabi al-‘Awja. Israeli forces issued orders that it will seize 20 dunams (4.95 acres) of Palestinian-owned land for a military zone near Ni‘lin. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, Kafr Ni‘ma, Beit Liqya, Nablus, and Hebron; 6 were injured during the raids in Dheisheh refugee camp and Kafr Ni‘ma. In East Jerusalem, Israeli police violently removed Palestinian worshipers at the Haram al-Sharif compound, including in al-Aqsa Mosque, injuring 19, including 3 with baton rounds and arresting 450. 397 of the Palestinians detained were released by 4/6 but banned from entering the compound for 1 week, 47 were transferred to the Ofer prison, and 6 continued to be held in Jerusalem. Israeli police also caused damage to property inside of the mosque, including at the health clinic, smashing windows and causing damage from stun, tear gas, and smoke grenades. Israeli police claimed that 1 officer was injured in the leg by a stone thrown at him. Israeli forces also shot and injured 1 Palestinian minor near Silwan. In Israel, 2 Israeli soldiers were stabbed and injured near an army base at the Tzrifin junction, 1 Palestinian man was arrested for the attack. Israel’s Channel 12 reported on a leaked phone call between Israeli national security minister Itamar Ben-Gvir and police commissioner Kobi Shabtai in which Shabtai tells Ben-Gvir that it is in the nature of Palestinian citizens of Israel to kill each other. Shabtai told Ben-Gvir that there is nothing they can do about the high murder rate among Palestinian citizens of Israel, “[t]hey kill each other. That is their nature. That is the mentality of the Arabs.” MK Ayman Odeh, leader of the Hadash party, called on Shabtai to resign while MK Mansour Abbas, leader of the United Arab List, called on him to apologize. In the West Bank, Israeli settlers uprooted 45 olive tree saplings in al-Khader. Israeli settlers also vandalized Palestinian agricultural structures and crops near Shufa. U.S. ambassador to Israel Tom Nides announced that the Allenby Bridge crossing to Jordan now would be open 24 hours a day, 5 days a week. (ALM 4/3)

The Israeli cabinet approved the establishment of a committee in preparation for the creation of a law enforcement force under the direct control of National Security Minister Itamar Ben-Gvir. The establishment of the force was Ben-Gvir’s condition for accepting Prime Minister Benjamin Netanyahu’s decision to pause the judicial overhaul legislation on 3/27. In the West Bank, Israeli settlers uprooted around 250 olive saplings and 150 grape saplings near al-Khader. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3. Khalil Awawdeh, who in 2022 suspended a 172-day hunger strike after Israel promised to end his administrative detention on 10/2/2022, was sentenced to 16-months in prison for using a smuggled mobile phone while on hunger strike. Israel never released Awawdeh from administrative detention despite its promise to do so. (WAFA 3/29)

Jewish Currents reported that progressive Democratic representative Jamaal Bowman (D-NY) and senator Bernie Sanders (D-VT) circulated a letter, addressed to the Biden administration, urging it to “undertake a shift in U.S. policy in recognition of the worsening violence, further annexation of land, and denial of Palestinian rights. Only by protecting democracy, human rights, and self-determination for all Palestinians and Israelis can we achieve a lasting peace.” Democrats further called for U.S. aid not to support Israeli settlements or violate the Arms Export Control Act. The letter was co-signed by representatives Cori Bush (D-MO), Andre Carson (D-IN), Summer Lee (D-PA), Betty McCollum (D-MN), Alexandria Ocasio-Cortez (D-NY), Ilhan Omar (D-MN), Ayanna Pressley (D-MA), and Rashida Tlaib (D-MI). U.S. senator Chris Van Hollen (D-MD) told CNN that he has been in talks with the White House about introducing measures to hold Israel accountable, including reversing the Trump administration’s blurring of the lines between Israel and the West Bank. (HA 3/29)

In the West Bank, Israeli settlers raided Huwwara, injuring 6 Palestinians and damaging property, including throwing stones at an ambulance and setting a fire truck on fire. 4 Israelis and 2 Palestinians were arrested. Israeli settlers also threw stones at Palestinian homes in ‘Asira al-Qibliya, damaging 2. Israeli forces shot and injured 6 Palestinians during a raid in Aqabat Jaber refugee camp, including 4 with live ammunition and 2 with baton rounds. Israeli forces also shot and injured 1 Palestinian minor during a raid in al-Khader. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces had previously raided the compound to clear it for the settlers. Elsewhere in Jerusalem, Israeli pro-government protesters assaulted Palestinians passing by the crowd, seriously beating 1 Palestinian man. 3 Israelis were later arrested. HaMoked reported that data from the Israeli Prison Service showed that on 3/1 Israel was holding 971 people in administrative detention, 967 of whom were Palestinians and 4 of whom were Israeli Jews. (HA 3/27; HA 4/2)

Israelis protested against the Israeli government’s plans to overhaul the judicial system. The protests escalated after Israeli defense minister Yoav Gallant was fired by Prime Minister Benjamin Netanyahu on 3/26 following Gallant’s calls for a freeze on the legislation. The Knesset repealed part of the 2005 Disengagement Law, allowing Israelis to enter the Homesh, Sa-Nur, Ganim, and Kadim settlements that were evacuated in 2005 and potentially buy or be allocated land to repopulate the settlements. U.S. State Department deputy spokesperson Vedant Patel called the law inconsistent with Israeli commitments made in Sharm El Sheikh on 3/19 and stated that the bill contradicts commitments made by Ariel Sharon to George Bush when the law first passed. The Washington Post published an investigation into the 2/22 raid on Nablus in which 11 Palestinians were killed and 102 were injured, saying that Israeli forces fired at least 14 shots at unarmed Palestinian civilians taking cover outside of a mosque, 2 of whom were killed and 3 of whom were injured. The U.S. granted Israeli finance minister Bezalel Smotrich a diplomatic visa for his trip to Washington D.C. where he will address the Israel Bonds summit. U.S. secretary of defense Lloyd Austin met with Defense Minister Gallant in Tel Aviv. Austin told reporters that diplomacy is the best option to prevent Iran from obtaining nuclear weapons. EU high representative for foreign affairs Josep Borrell wrote an op-ed in Project Syndicate, saying that European and Arab states must start being more engaged in pursuing peace between Israel and Palestine as U.S. efforts have not brought peace any closer. Borrell wrote that he and other EU representatives have already taken an initiative to start talks with Saudi Arabia and the Arab League. Borrell also criticized Israel for allowing settler violence against Palestinians, not protecting civilians during military operations, expanding settlements, and eroding the status quo at the holy sites.
