In the West Bank, Israeli forces notified Palestinian residents near Kisan that it will confiscate 200 dunams (49.5 acres) of Palestinian-owned land, and 1 Palestinian was handed a demolition notice for 1 barn in Kisan. 1 Palestinian BDS activist, who was arrested on 7/30, was remanded for 15 days by an Israeli military court near Jenin. 6 Palestinians were arrested during house raids in and around Nablus and Hebron; during the raids in Nablus, 1 Palestinian was injured by live ammunition and 2 others suffered injuries from broken glass as a result of the gunfire. In East Jerusalem, 2 Palestinian families started demolishing their own homes in Silwan and Jabal Mukabir to avoid exorbitant Israeli demolition fees. 6 Palestinians were arrested during raids in the Old City, Shu‘fat, Issawiyya, and Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within the allowed fishing area northwest of Khan Yunis; no injuries were reported. In the West Bank, 9 Palestinians were arrested during late-night raids in and around Nablus, Qalqilya, Bethlehem, and Hebron. In the East Jerusalem, Israeli settlers toured the Haram al-Sharif compound; the Jordanian ministry of foreign affairs denounced the violation of the Status Quo agreement. 6 Palestinians were arrested as the Israeli settlers toured the compound. In Israel, Palestinian activists and members of the Israeli Knesset demonstrated outside the Israeli magistrate court in support of the PA governor of Jerusalem Adnan Gheith who has been detained by Israel since 7/19. In Gaza, Israeli forces opened fire on agricultural lands east of Dayr al-Balah; no injuries were reported. Outside of Israeli prime minister Benjamin Netanyahu’s residence, more than 1,000 protesters demanded Netanyahu’s resignation; pro-Netanyahu counter-protesters attacked 1 Palestinian bus driver and 2 photojournalists. The EU and 15 European countries delivered a letter to the Israeli foreign ministry expressing “grave concern regarding the advancement of settlement construction in Givat Hamatos and potentially in the E1 area.” (TOI 7/31)

In the West Bank, Israeli forces seized 3 tractors from Palestinian villages in the Jordan Valley. Elsewhere, Israeli forces demolished 1 house under construction in Bayt Awa. Israeli forces also delivered 36 demolition notices for Palestinian homes in Farasin near Jenin; if carried out, the demolitions would displace some 200 Palestinians. 24 Palestinians were arrested during late-night raids in and around Anata, Nablus, Jenin, Tulkarm, Hebron, and Khirbat Makhul. In East Jerusalem, Israel summoned the PA deputy governor of Jerusalem Abdullah Siyam and 3 leading Fatah activists for questioning. Israeli forces also arrested 1 Palestinian in the Old City. In the West Bank, Israeli settlers poisoned Palestinian-owned pastures, killing more than 60 goats and sheep. Israeli forces delivered stop-work orders for 2 barns, demolition orders for 2 houses east of Hebron, and demolished a car wash in al-Khadir. Israeli forces also set up 2 mobile homes on Palestinian-owned land near Bethlehem. 5 Palestinians were arrested during late-night raids in and around Hebron, Jericho, Bethlehem, and Nablus. In East Jerusalem, Israeli forces demolished 5 animal shelters and razed 14 dunams (3.5 acres) of land in Issawiyya. 2 Palestinians were arrested during a late-night raid in Silwan. In Iran, another mysterious explosion incident happened in Dolat Abad; no injuries were reported. Several explosion incidents have been reported in Iran since late June and many foreign relations experts have attributed these to Israel. (HA, REU 7/28)

The World Bank approved a $30 million grant supporting Palestinian families in the West Bank facing financial difficulties due to the COVID-19-related financial crisis. (WAFA 7/28)

In the West Bank, Israeli settlers set fire to a mosque and wrote racist graffiti on walls in al-Bireh. Israeli forces razed Palestinian farmland to expand an Israeli settlement near Burqin. Elsewhere, Israeli forces seized 4 animal barns in Nahalin. 11 Palestinians were arrested, including 9 during late-night raids in and around Anata, Hebron, Shu‘fat, and Jenin; 2 were arrested at a military checkpoint near Nablus. In the Israeli-occupied Golan Heights, Israeli forces and Hezbollah militants were said to have exchanged fire near the Lebanese border; no casualties were reported. Israel claimed that Hezbollah operatives had entered Israel, leading to an exchange of fire. Hezbollah, however, said that it had not opened fire on Israeli forces and that the Israeli claims were a publicity stunt. The Lebanese prime minister Hassan Diab later said that Israel’s conduct was a dangerous military escalation in violation of Lebanese sovereignty. (REU, REU 7/27; AJ, HA, HA, HA, REU 7/28)

The U.S. Democratic Party finalized its platform for the 2020 elections. While the platform states opposition to Israeli annexation of West Bank settlements and calls for a 2-state solution, it also dismissed progressive amendments to dealing with Israel, such as conditioning military aid and calling for an end to the occupation of the West Bank. The amendments were voted down 117-34. The platform also recognizes Jerusalem as the capital of Israel. Jewish Voice for Peace called the platform “wildly out of touch with the Democratic base.” (HA 7/27; JVP Action 7/28; WAFA 7/29)

The EU said it was “deeply concerned” about the detention of PA governor of Jerusalem Adnan Gheith and called for “full respect of bilateral agreements between Israel and the PLO” with regard to East Jerusalem. Governor Gheith was arrested on 7/19 during a house raid; it was the 18th time he has been arrested since becoming governor 2 years ago. (WAFA 7/28)

The EU contributed with $27 million to the PA to help pay for the June salaries for PA civil servants. The PA has only paid civil servants half their salaries, citing the refusal to receive tax revenue payments collected by Israel because it would include coordination between the PA and Israel. In the West Bank, Israeli forces shot and killed 1 Palestinian man and injured 1 other near Kafr Haris. According to the Israeli military, the 2 had thrown a Molotov cocktail at the Israeli forces; the governor of Salfit said that the 2 had done nothing wrong and were hanging out with friends when they were attacked. During the funeral procession for the deceased Palestinian man, Israeli forces and Palestinians clashed in Kafr Haris; 1 Palestinian was hospitalized after being hit by a rubber-coated bullet to the neck. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum and Asira; 2 people were injured by sound bomb canisters in Asira, leading to fractures and an amputation of 1 finger; in Kafr Qaddum, 1 Palestinian was hit by a rubber-coated bullet; tear-gas related injuries were also reported. Israeli forces also delivered stop-work orders for 2 homes under construction in al-Khadir. 2 Israeli soldiers were injured by Israeli settlers while dismantling an Israeli settlement outpost near the Yitzhar settlement. 8 Palestinians were arrested, including 5 during late-night raids in and around Yatta, Hebron, and Jalazun refugee camp; and 3 at checkpoints near Nablus and Ramallah. In East Jerusalem, the Church of the Holy Sepulchre was closed to curb the spread of COVID-19; no date was set for its reopening. 1 Palestinian was arrested during a house raid in the Old City. According to the Saudi Arabian news channel al-Arabiya, 1 senior member of Hamas, Mohammed Omar Abu Ajwa, defected and fled to Israel for which he allegedly had been spying on Hamas for more than 10 years. Hamas denied al-Arabiya’s report. (HA 7/12; HA 7/14)

In a letter to the EU foreign policy chief Josep Borrell, the foreign ministers of Belgium, Denmark, Finland, France, Holland, Ireland, Italy, Luxembourg, Malta, Portugal, and Sweden demanded that he accelerate the process of formulating possible responses to Israel annexation. The 1st request for Foreign Policy Chief Borrell to do so was made on 15 May at an unofficial meeting. (HA 7/14)

In the West Bank, as COVID-19 cases continue to rise, the PA extended the lockdown for another 5 days until 7/13. Israeli settlers threw stones at Palestinian-owned vehicles traveling south of Nablus, causing damage to 5 Palestinian-owned vehicles. Israeli forces and Palestinians clashed in Hebron, leading to tear-gas related injuries. Israeli forces demolished parts of 1 Palestinian-owned home west of Bethlehem. Elsewhere, Israeli forces built a dirt mound on a road near Asira, preventing Palestinian farmers from entering their land. 19 Palestinians were arrested during raids in and around Tulkarm, Ramallah, Qalqilya, and Nablus. In a joint statement by Egypt, Germany, France, and Jordan, the 4 countries rejected Israel’s plan to annex parts of the West Bank, saying such a move would have an impact on the countries’ relations with Israel. In the West Bank, Palestinians clashed with Israeli soldiers in Hebron, leading to tear-gas related injuries. Israeli forces also seized 4 trucks, claiming they were carrying stolen water from a water pipe near Hebron. Elsewhere, Israeli forces seized 2 excavators near Nablus. 7 Palestinians were arrested during late-night raids in and around Jenin, Tulkarm, al-Fawar refugee camp, and Hebron. In East Jerusalem, 2 Palestinian families demolished their own houses under construction in al-Tur to avoid exorbitant Israeli demolition fees. 1 Palestinian was arrested during a raid in Issawiyya. In Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles off the coast west of Bayt Lahiya; no injuries were reported. The secretary-general of the Fatah Central Committee Jibril Rajub and the head of the Hamas political bureau Salah al-Arouri held a joint press conference formulating a plan of action to counter Israeli plans to annex parts of the West Bank. The 2 confirmed that the factions have had conversations on the issue previously. The chairman of the Joint List in Israel Ayman Odeh also joined the virtual conference. (AJ, HA, TOI, WAFA 7/2)

The PA finance minister Shukri Bishara said that the PA would cut wages for some 132,000 public employees by 50 percent, but not to less than $507 a month. The PA is facing a financial crisis due to not receiving tax revenue collected by Israel and from the COVID-19 crisis. (REU 7/2)

A fire broke out at an Iranian nuclear facility in Natanz. Iran refused to disclose the reason for the fire, but 3 Iranian officials told Reuters that it was caused by cyber sabotage. Israel’s defense minister Benny Gantz neither denied nor confirmed Israel’s involvement, saying “[n]ot every incident that transpires in Iran necessarily has something to do with us.” (AJ 7/2; AJ 7/3; AJ, REU, REU 7/5; HA 7/11)

In the West Bank, PA governors imposed lockdowns of several governates and cities, including Hebron city, Abu Falah village, and Nablus governate for 5 days, and several towns and villages in the Bethlehem governate for 7 days, to curb the spread of COVID-19. Later, the PA said it would impose a 5-day lockdown in the West Bank starting 7/3. Palestinians protested in Ramallah against Israel’s plans to annex parts of the West Bank. Israeli settlers razed land in ‘Ayn Bus and southeast of Qalqilya. 13 Palestinians were arrested during late-night raids in and around Ramallah, Jalazun refugee camp, Birzeit, Kafr al-Dik, and Nablus. In East Jerusalem, Israeli forces demolished 1 house in Jabal Mukabir and 1 residential shack in Issawiyya. 11 Palestinians were arrested during late-night raids in and around al-Tur, Silwan and Bayt Hanina. Israel’s foreign minister Gabi Ashkenazi told Israel’s Army Radio that, “[i]t seems unlikely to me that this [announcement of plans for annexation of parts of the West Bank] will happen today . . . I reckon there will be nothing today.” Israel’s prime minister Benjamin Netanyahu had previously announced that annexation of parts of the West Bank would begin on 7/1. (AJ, HA, REU 7/1)

The Syrian, Russian, and Turkish president issued a joint statement condemning Israel’s attacks on Syria and U.S. president Donald Trump’s decision to recognize the occupied Golan Heights as part of Israel. (AJ, HA 7/1)

In an op-ed in the Israeli newspaper Yedioth Ahronoth, UK prime minister Boris Johnson warned Israel against annexation of parts of the West Bank, saying that it would be a violation of international law and that the “UK will not recognize any changes to the 1967 lines, except those agreed between both parties.” (HA, YNET, REU, WAFA 7/1)

In the West Bank, 1 Palestinian was hospitalized after being attacked by Israeli settlers near Duma. Israeli forces violently dispersed Palestinians protesting in Haris, Kafr Qaddum, and Hebron; 9 were injured by rubber-coated bullets in Kafr Qaddum, others suffered tear-gas related injuries. 3 Palestinians were arrested, including 2 during raids in and around Nablus and 1 after being pulled over while driving near Hebron. In Gaza, Israeli forces conducted air strikes that caused damage, firing 2 rockets after claiming that 1 rocket was fired from Gaza toward Israel. The UN special rapporteur on human rights in the Palestinian territories, Michael Lynk, urged the EU to make “a decisive menu of counter-measures” to back up its threats to Israel against annexation of parts of the West Bank. (REU 6/26)

In what seemed to be another push to normalize Israel, Prime Minister Benjamin Netanyahu said that the UAE had signed a deal with Israel to cooperate on COVID-19 issues. However, shortly after Netanyahu’s announcement, UAE state media and a spokesperson from the UAE foreign ministry said that the deal was signed between 2 private companies in the UAE and 2 private companies in Israel. U.S. president Donald Trump aide Kellyanne Conway told reporters that President Trump will have “a big announcement” about the U.S. position on Israeli annexation of parts of the West Bank after White House officials met for a 2d day in a row to discuss the issue. At a virtual UN Security Council meeting, the UN secretary general António Guterres called on Israel “to abandon its annexation plans.” After the meeting, the current and incoming EU members of the UN security council—Germany, Ireland, France, Estonia, Belgium, and France, as well as the UK and Norway—released a joint statement supporting Secretary General Guterres’s “grave concern.” Separately, more than 1,000 European parliamentarians from 25 counties signed a letter denouncing Israel, saying “[a]cquisition of territory by force has no place in 2020 and must have commensurate consequences.” Meanwhile, U.S. secretary of state Mike Pompeo told reporters that decisions about annexations are “for Israelis to make.” (AJ, BBC, German Foreign Ministry, HA, REU, REU, WAFA 6/24; AJ 6/25)

Israeli forces claimed that he had attempted to ram Israeli soldiers with his car, a claim his family dismissed as he was on his way to pick up his sister for her wedding. Later, Israeli forces violently dispersed protests in the deceased man’s hometown of Abu Dis, leading to tear-gas and rubber-coated bullet related injuries. Israeli forces did not provide any medical attention to the man for at least 30 minutes after he was shot. Israeli settlers attacked 3 Palestinians in Ras Karkar and sealed of a main road between Nablus and Jenin. Elsewhere, settlers set fire to Palestinian-owned agricultural lands planted with almond trees in Burqa. Israeli forces assaulted 2 Palestinians in Hebron. Israeli forces also seized historical artifacts in Bayt Umar and equipment from a smith workshop in al-Sawahara. 7 Palestinians were arrested during late-night raids in and around Jericho, Bethlehem, Kobar, and Qalandia. In a report submitted to the UN Security Council 1 day ahead of its biannual meeting on the Israeli-Palestinian conflict, the UN secretary general António Guterres called on Israel to abandon its annexation plans and called annexation a “most serious violation of international law.” (AJ 6/23)

In the West Bank, a Fatah-organized anti-annexation protest in Jericho drew large crowds and several prominent speakers, including PA prime minister Mohammad Shtayyeh, UN envoy for Middle East peace Nickolay Mladenov, and other foreign diplomats. Israeli forces prevented Palestinians from other parts of the West Bank from reaching Jericho, leading to clashes in the northern part of the Jordan Valley where 8 Palestinians were injured by Israeli forces using rubber-coated bullets and tear gas. Israeli settlers threw stones on Palestinian vehicles traveling between Nablus and Jenin, causing damage. According to Haaretz sources, the Trump administration is considering green-lighting an Israeli plan for annexation of parts of the West Bank which would be rolled out over several installments rather than in 1 sweep. The plan is perceived as able to curb some of the criticism that Israel has received from several staunch supporters of Israel within the Democratic party since announcing its annexation plans. 120 Republican members of the U.S. House signed a letter to Israeli prime minister Benjamin Netanyahu expressing their support for Israeli annexation of parts of the West Bank. The letter said that the Republican lawmakers believe that “Israel has the right to make sovereign decisions independent of outside pressure.” The signatories represent a majority of the 198 republicans in the House. In the West Bank, after a rise in COVID-19 cases in the Nablus district, the governor or Nablus ordered a number of businesses and buildings to close, including mosques and churches. 10 Palestinians were injured by Israeli forces during the weekly anti-settlement protest in Kafr Qaddum, including 2 by live ammunition and 8 by rubber-coated bullets. Israeli forces also violently dispersed protesters in al-Bireh, leading to tear-gas related injuries. 3 top democrats in the U.S. Senate, Ben Cardin (D-MD), Bob Menendez (D-NJ), and Chuck Schumer (D-NY), released a joint statement against Israeli annexation of parts the West Bank, saying that such a move would undermine U.S. national security interests in the region, and called for a 2-state solution. More than 50 members of the U.S. congress called, in a letter, on U.S. ambassador David Friedman to condemn violence committed by Israeli settlers in the same manner he condemns violence committed by Palestinians. The European Court of Human Rights ruled that the French courts had violated freedom of expression when 12 people from the BDS movement were convicted of inciting racism and anti-Semitism for distributing leaflets calling for boycotts of Israeli goods. The PA responded to the ICC’s request for clarification on the PA’s decision to end all agreements with Israel and the U.S. in light of the impeding annexation of parts of the West Bank. Israeli defense minister Benny Gantz said he had instructed the Israeli army’s chief of staff to accelerate the army’s preparations for “the upcoming diplomatic changes in the Palestinian area.” Defense Minister Gantz was referring to the potential fallout from Israel’s upcoming plans to annex parts of the West Bank. UAE’s minister of foreign affairs Anwar Gargash tweeted that “[c]ontinued Israeli talk of annexing Palestinian lands must stop. Any unilateral Israeli move will be a serious setback for the peace process, undermine Palestinian self determination & constitute a rejection of the international & Arab consensus towards stability & peace.” The tweet comes after the PA on 5/21 rejected COVID-19-related aid flown directly from the UAE to Tel Aviv. U.S. secretary of state Mike Pompeo said in a podcast that the U.S. government would make announcements this week “push[ing] back against what the ICC is up to.” The ICC is currently investigating possible war crimes committed by the U.S. in Afghanistan and by Israel in the occupied Palestinian territories. During a raid near Ramallah, 1 Palestinian was injured by a rubber-coated bullet; 1 other Palestinian was injured by gunfire in Qalqilya, and clashes erupted during a raid in Ya‘bad; no injuries were reported there. The PA formally informed Israel’s Coordinator of Government Activities in the Territories and the CIA that it was no longer participating in security coordination and intelligence sharing. PA forces also left Area B which, like Area C, is under Israeli military control. PA prime minister Mohammed Shtayyeh also said that the PA would not accept COVID-19-related aid sent from UAE on a direct plane to Israel landing on 5/20, noting that the PA had not been informed about the shipment before it took off. 18 Democratic senators signed a letter addressed to Prime Minister Benjamin Netanyahu and Defense Minister Benny Gantz, warning that annexation of parts of the West Bank “would betray our shared democratic values by denying Palestinians’ right to self-determination in a viable, sovereign, independent and contiguous state.” It further stated that annexation would likely erode the American people’s support for the U.S.-Israeli special relationship. The new Israeli government was sworn in. The new government is headed by Benjamin Netanyahu and has 36 ministers and 16 deputy ministers from 9 different parties. PA president Mahmoud Abbas issued a decree extending the state of emergency for another 30 days. Israel’s defense minister Naftali Bennett said that any aid provided to Gaza to help deal with the COVID-19 virus would be linked to Israel recovering the bodies of 2 Israeli soldiers killed during Operation Protective Edge in 2014. A Hamas spokesperson said in response that Israel is responsible for the consequences of the spread of the virus due to its blockade.
