Retaliating for Palestinian rocket fire on 3/14, the IDF carries out 2 air strikes on training sites in Gaza. Unidentified Palestinians fire at least 2 rockets in response. No injures are reported in the exchange. IDF soldiers at the Qalandia crossing detain a Palestinian leaving Jerusalem for the West Bank, suspecting him of involvement in the stabbing and wounding of an IDF soldier on Jerusalem’s light rail train earlier in the day. The IDF also demolishes a Palestinian home and animal farm in Qalqilya; uproots olive and almond trees on 30 d. of confiscated Palestinian agricultural land nr. Hamra settlement (nr. Nablus); patrols in 2 villages nr. Ramallah (synchronized), 1 nr. Qalqilya, and 1 nr. Tulkarm in the morning; and in 3 villages nr. Jenin (synchronized) and 1 nr. Ramallah late at night. Palestinian rights activists report that the health of administrative detainee Hana Shalabi is deteriorating after 30 days on hunger strike (see 2/16/12). After Syrian pres. Asad issues a statement reiterating his position that opposition forces must first halt their fire before his forces would cease fire, Hizballah chief Nasrallah issues a statement saying that both sides should cease fire simultaneously. The statement is seen as Hizballah’s 1st cautious attempt to tone down its support for the Asad regime since Arab Spring protests in Syria began in 1/2011. Days after this, Nasrallah calls on Asad to undertake “serious and genuine” reform efforts, stating that it is the duty of all “whose hearts are throbbing with sympathy for the Syrian people” to seek a political solution to the problem (a statement seen as a rebuke to Qatar, Saudi Arabia, and the UAE, which wanted to arm the Syrian opposition forces to overthrow Asad). Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts morning patrols in 2 villages nr. Ramallah and 1 nr. Mahmoud Hanani, and seriously wounding 1 civilian bystander. Israel accuses Qaissi of plotting a cross-border attack similar to the 8/2011 Elat attack from Egypt. In response, Islamic Jihad and the PRCs fire at least 6 Qassam rockets, 4 Grads, and 2 mortars fr. Gaza into Israel, causing no damage or injuries. Later, Israel carries out 2 more air strikes on a rocket-launching team e. of Gaza City, killing 3 Islamic Jihad mbrs. Late in the evening Israeli warplanes make 3 air strikes on separate targets nr. As the armed conflict in Syria escalates, Hamas officials in Lebanon meet with Hizballah leaders to urge them to back away from supporting the Asad regime, warning that continued support for a regime that kills innocent civilians would undermine Hizballah’s reputation. (NYT 4/6)

Obama and Netanyahu meet at the White House to discuss Iran. Obama reiterates that the U.S. wants time for diplomacy to work but has left all options, including a military strike, on the table. He also says that Israel has the right to act in its own national interests. Afterward, Netanyahu tells a cheering AIPAC audience that sanctions have done nothing to slow Iran’s progress toward achieving a nuclear weapon and warns that time for diplomacy is running out. Observers say (WP 3/6) Obama’s statement “could easily be considered green light for Israeli action. After 6 mos. of negotiation with the UN, Israel permits the 1st 2 truckloads of Palestinian exports to the West Bank (date bars for distribution to needy children through the UN’s World Food Program) since the beginning of the siege in mid-2007; the UN notes that this does not mark the resumption of regular trade between Gaza and the West Bank. The IDF patrols in `Ayn al-Sultan r.c. and 2 villages nr. Jericho, 3 villages nr. Jenin, and 2 nr. Dozens of Palestinians march to the IDF’s Atara checkpoint outside Ramallah to mark the 2d anniversary of the death of a local Palestinian family when a IDF jeep collided with their taxi; IDF troops at checkpoint fire tear gas and stun grenades at the marchers who respond by throwing stones; during the exchange, an IDF soldier fires a tear gas canister at a Palestinian teenager 20 meters away, hitting him in the head and fracturing his skull, critically injuring him. AIPAC opens its annual 3-day conference in Washington, which focuses this on putting pressure on Obama to take a harder stance toward Iran and to be more supportive of Israel vis-àvis Iran, including supporting a U.S. military strike. It is AIPAC’s largest conference to date, with 13,000 attending (including 1,600 students from 500 campuses and more than 200 college presidents from all 50 states). Obama, in his address, states that “now is not the time for bluster.” Though he is willing to use “all elements of American power” to prevent Iran from developing nuclear weapons, “diplomacy backed by pressure” (i.e., sanctions) must be allowed time to succeed. Obama also reiterates his support for creation of a Palestinian state and a negotiated 2-state solution, but otherwise does not discuss the peace process. (NYT 3/4; NYT, WP 3/5; WJW 3/8)

Meanwhile, Palestinians responding to rumors (claimed by Israel to be false) that Israeli security forces plan to escort a group of right-wing Jews onto the al-Aqsa Mosque compound march on the IDF’s al-Ram checkpoint into Jerusalem, blocking the access road with burning tires, throwing stones, and setting off fire works, injuring 11 Israeli soldiers and border police. The IDF fires live ammunition, tear gas, and percussion grenades at the protesters, killing 1 Palestinian. (WP 2/27; PCHR 3/1)

Speaking at Friday prayers in Cairo’s al-Azhar Mosque, Hamas’s acting PM in Gaza, Haniyeh, issues the movement’s 1st public call supporting the Syrian opposition, stating: “I salute all people of the Arab Spring . . . and I salute the heroic people of Syria who are striving for freedom, democracy, and reform.” (NYT, WP 2/25; JPI 3/9)

Israel’s High Court repeals (6-3) the 2002 Tal Law that exempted ultraOrthodox Jews who attend yeshivas from mandatory military service; the provision was already set to expire in summer 2012 and Netanyahu had indicated he would not renew it. Some (see WT 2/23) fear the decision could spark a coalition crisis. (NYT, WT 2/23)

Hamas’s internal and external leadership hold a 14-hr. meeting in Cairo (2/22) to discuss their differences over the 5/2011 Fatah-Hamas reconciliation agreement. The Gaza leadership makes new demands that Mishal take numerous stands that run contrary to the 5/2011 deal and that Abbas would certainly reject (including demanding that Hamas be allowed to control the PA Interior Min. in the transitional government, to name Abbas’s deputy to oversee Gaza during the transition, and to maintain its independent security structure in Gaza. Israel accuses Iran of staging 2 bombing attempts today against Israeli diplomatic targets in New Delhi, India, and Tbilisi, Georgia. In New Delhi, an unidentified motorist slaps a magnetic bomb on an Israeli emb. car in traffic; the bomb detonates, wounding the wife of an Israeli diplomat, her driver, and 2 bystanders. In Tbilisi, an unidentified assailant straps a grenade to a parked Israeli emb. vehicle, but it is discovered and disarmed. The attacks come a month after the assassination of an Iranian nuclear scientist and on the 4th anniversary of the assassination of Hizballah military commander Imad Mughniyah, both thought to have been carried out by Israel’s Mossad. PA Pres. Abbas meets with Quartet special envoy Blair in Jordan before leaving for Cairo to meet with Arab League FMs. Blair urges Abbas to continue low-level talks on borders; says he has urged Israel to make goodwill gestures to revive talks, including easing security restrictions in the West Bank and releasing prisoners. Islamic Jihad spokesman Khader Adnan, held in administrative detention by Israel since 12/17/11, enters his 55th day of a hunger strike intended to draw attention to Israel’s discriminatory criminal justice system, making his hunger strike the longest by a Palestinian prisoner ever recorded. The 33-yr.- old Adnan has lost 60 lbs. and Israeli authorities have hospitalized him, saying his condition is rapidly deteriorating. (WT 2/10)

On the day before the New Hampshire primaries, Republican presidential candidates Ron Paul and Rick Santorum both stress that the U.S. must maintain close ties with Israel. Paul, who opposes all foreign aid, says he is against continuing massive assistance to Israel, stating “I don’t believe that I should take money from anybody here and send money to them,” saying it sends the message “we own you.” Santorum stresses the threat from Iran, whereas Paul calls the danger of Iran achieving nuclear weapons “way overblown.” (WT 1/10)

Israel charges 5 Jewish settlers for (1) orchestrating the 12/13/11 riot at an IDF base to prevent the removal of Mitzpe Yitzhar outpost and (2) operating a hotline to collect tips on IDF and Israeli police movements in the West Bank and using the information to direct settlers to interfere with IDF operations; they could face 5 yrs. in prison if convicted; 4 of the 5 had restraining orders against them barring their entry to the West Bank. Prosecutors allege that some of the tips received (including regarding the planned evacuation of Mitzpe Yitzhar) were received fr. active- duty IDF soldiers and included classified aerial photos and maps. Under the terms of the deal, Israel picked which prisoners to free and picked mostly Fatahaffiliated West Bankers as a gesture to Abbas; none are mbrs. of Hamas or Islamic Jihad or were involved in killing or wounding anyone; Palestinians complain that “many of those being released were due to get out within months anyway. . . . IDF chief of staff Lt. Gen. Benny Gantz announces that in light of the dramatically increasing number of covert foreign operations Israel has undertaken in the past year, the Israeli DMin. has formed a new operational branch called the Depth Corps specifically to handle special operations “deep in enemy territory.” The new branch (separate fr. the existing Northern, Southern, and Central Commands) will be headed by former special operations commander Maj. Gen. Shai Avital and will pull and coordinate resources fr. the military’s various elite commando units on an ad hoc basis, depending on the mission. While Israel does not confirm or deny covert operations abroad, media reports over the past year have indicated that Israel has carried out operations in Sudan (targeting arms traffic to Hizballah and Hamas), Iran, Lebanon, and Syria.
