Unidentified assailants attack Egypt’s natural gas pipeline to Israel and Jordan again (see 7/4). In the West Bank, the IDF demolishes a grocery store, sheep farm, and garage on land in al-Jib village nr. Jerusalem, strategically located between Givat Ze’ev and Givon settlements; declares a Palestinian olive grove in the Wadi Qana area nr. Salfit a closed military zone and uproots 600 trees; patrols in 3 villages nr. Ramallah, 2 nr. Salfit, and 1 nr. Jenin; conducts late-night arrest raids, house searches in and around Jenin town and r.c. and in Qalqilya. The World Zionist Organization’s settlement division (newly transferred to Netanyahu’s control; see 6/19) allocates 54,000 d. of agricultural land to 21 Jewish settlements in Jordan Valley, nearly doubling the total farmland under their control to 110,000 d.; it also increases water allocations to Jewish farmers in the Jordan Valley. The Knesset passes (47-38) into law a bill that would sanction individuals and organizations that call for a boycott of Israel or its settlements, denying them tax breaks and barring them from working for the government. The Knesset’s legal adviser warns, however, that the measure is “borderline illegal” since it strays into the right to free political expression. The IDF conducts late-night patrols in 2 villages nr. Ramallah, 3 nr. Salfit (issuing 1 Palestinian orders to appear for questioning). Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters and spray waste water on them, injuring 1 Palestinian and accidentally starting 2 fires damaging 1 Palestinian home and burning an olive grove; 2 Palestinians and 4 internationals are arrested. Six members of the Italian contingent of the UN Interim Force in Lebanon (UNIFIL) are wounded when their convoy detonates a roadside bomb planted along their route outside Sidon in s. Lebanon. No group takes responsibility. (NYT, WP 5/28; DS 5/29)

Obama gives a major address to the American Israel Public Affairs Comm. (AIPAC). While he restates his belief that discussion of final borders should take the 1967 lines as the starting point for negotiations, he clarifies that agreed land swaps would be necessary and would certainly result in “a border that is different than the one that existed on June 4, 1967,” stating that any controversy over his 5/19 speech was “not based on substance.” (JTA, NYT, WP, WT 5/23)

Palestinians fire 2 rockets (including 1 Grad) and 54 mortars fr. Gaza into Israel within 15 mins., lightly injuring 2 Israelis, damaging an empty kindergarten, and marking the largest barrage since OCL in 1/2009. Hamas acknowledges it fired 33 of the mortars, targeting IDF bases along the border in retaliation for a 3/16 Israeli air strike that killed 2 Hamas mbrs. Hamas’s interior M Fathi Hamad denies the men were connected to Hamas, and Reuters confirms that the men did not show identification. In the West Bank, Jewish settlers fr. Dolev settlement nr. Ramallah set up a tent and hold Purim services on a nearby plot of Palestinian land; the IDF observes but does not intervene, and the settlers leave on their own the next morning (3/20). Saying the Fatah-Hamas split has “gone on too long and should not continue,” PA PM Salam Fayyad offers to form an interim national unity govt. with Hamas and not to interfere with Hamas’s rule in Gaza in the run-up to elections, if it agrees to take part in presidential and legislative elections in 9/2011. Elements within Fatah denounce the move. Hamas responds with skepticism. (AP, HA 2/21)

In the West Bank, the IDF conducts daytime patrols in and around Jenin and in villages nr. Qalqilya and Tulkarm; conducts evening and late-night patrols nr. Qalqilya and Salfit. Jewish settlers uproot 270 olive trees fr. 2 Palestinian plots nr. Israel’s Jerusalem municipal authority approves 120 new housing units in Ramot settlement in East Jerusalem. Israeli authorities also bulldoze 1 d. of Palestinian fruit trees in Shaykh Jarrah neighborhood in East Jerusalem. Timed with the swearing-in ceremony of Israel’s new IDF chief of staff Benny Gantz, unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel; coming after several days of relative calm on the Gaza border, Israel says it interprets the strike as a message fr. the Gaza factions that they will not “make life easy” for Gantz in his new position. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. settlement sites, wounding 1. An explosion inside a Hamas security compound in Rafah damages more than 30 houses, 4 schools, and 1 clinic nearby, injuring 26 Palestinian civilians (including 18 children, 15 of whom were inside their classrooms), mostly by flying glass; the reason for the explosion is unclear. The IDF makes a brief incursion into s. Gaza e. of Khan Yunis to level land along the border to clear lines of sight, firing on surrounding areas to keep Palestinians away, seriously wounding a 65-yr.-old Palestinian harvesting olives 1,000 m away. In the West Bank, the IDF raids a coal plant nr. the separation wall w. of Jenin, confiscating 40 tons of wood and sealing the building, saying that local Jewish settlers claimed it was a nuisance; makes a daytime incursion into Barta‘a nr. Jenin, raiding several stores and interrogating several Palestinians, but making no arrests; conducts late-night arrest raids, house searches nr. Hebron, Ramallah. Jewish settlers fr. Eli settlement nr. Nablus vandalize and set fire to part of a Palestinian school nearby. Jewish settlers fr. Elon Moreh nr. Nablus fire on and chase off Palestinians harvesting olives nearby. In the West Bank, Israeli border police fire on a group of Palestinian laborers climbing over the separation wall nr. al-Tur village to reach their jobs in East Jerusalem, killing 1 Palestinian; the IDF conducts late-night patrols in Anabta village nr. Tulkarm without incident; conducts late-night searches of homes and a shop nr. Qalqilya, ordering 2 Palestinians to report for questioning. Jewish settlers fr. Adi Ad settlement outpost nr. Ramallah raid a nearby Palestinian olive grove and attempt to steal olives, but the IDF intervenes, forcing them to leave. An Israeli military court convicts 2 soldiers of using a 9-yr.-old Palestinian boy as a human shield during the 2008–9 Operation Cast Lead in Gaza; the soldiers are not immediately sentenced but could face jail terms. IDF troops on the s. Gaza border fatally shoot 2 armed Palestinian teenagers who infiltrate the border fence nr. Abasan; the IDF claims they are mbrs. of Hamas’s armed-wing, the Izzeddin al-Qassam Brigades (IQB). The IDF sends troops 800 m into Abasan to raze a Palestinian house under construction, a poultry farm, and 2 dunams (d.; 4 d. = 1 acre) of agricultural land planted with olive and palm trees to clear lines of site. Later, IDF troops and armed Palestinians exchange fire across the Gaza border, leaving 1 IDF soldier wounded. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Ramallah. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in and Ni‘lin nr. In Jerusalem, Israeli police inform 4 PC mbrs. fr. the Hamas-affiliated Change and Reform party—Khalid Abu ‘Arafa, Muhammad Abu Tir, Ahmad Atwan, and Muhammad Totah (all arrested in 6/06 as part of Israel’s round-up of Hamas-affiliated PC mbrs. and recently released after completing their sentences)— that Israel’s High Court has upheld a 9/09 ruling revoking their permanent Jerusalem residency status because their participation in 1/06 Palestinian elections constituted disloyalty to the state, warning that they will be deported to Gaza if they do not leave Jerusalem voluntarily (Abu Tir by 6/19, the others by 7/3). In Gaza, the bodies of 2 Palestinians, an IQB mbr. and a mbr. of the Popular Front for the Liberation of Palestine’s (PFLP) armed wing, are found nr. the Gaza border nr. Jabaliya, possibly the victims of an IDF flechette shell; the IDF does not comment. The IDF carries out air strikes on smuggling tunnels on the Rafah border, causing no reported injuries. In the West Bank, a fire in a field nr. the unauthorized settlement outpost of Gil’ad Farm nr. Nablus destroys Palestinian olive trees, 2 settler homes, utility lines and injures 6 settlers. Palestinians claim the fire was started by settlers, while settlers accuse the Palestinians; the IDF arrests 4 Palestinian farmers. IDF troops violently beat a Palestinian at Jibara checkpoint nr. Tulkarm; carry out late-night raids, house searches nr. Bethlehem and Ramallah, arresting 4 Palestinians and summoning 3 more for interrogation; patrol and open fire in Jenin town and r.c., causing no injuries and making no arrests. Israeli FM Tzipi Livni narrowly wins Kadima party elections to replace Ehud Olmert as party head. Olmert, Israel’s current PM, called for party elections on 6/11/08, after government investigators turned up serious new evidence of his financial impropriety (see Quarterly Update in JPS 149). Gaza border e. of al-Maghazi fire on Palestinian farmers who stray nr. the border fence while tending their fields, causing no injuries; a similar incident occurs along the s. Gaza border e. of Rafah, causing no injuries. Israeli naval vessels fire on Palestinian fishing boats off the Bayt Lahiya coast, forcing them to return to shore. In the West Bank, the IDF raids and searches a house and several shops in Hebron; conducts late-night arrest raids, house searches in Jenin town and r.c., in Qabatya, and nr. Hebron, Nablus. Jewish settlers fr. Nachliel nr. Ramallah, seeking revenge for the shooting of 3 settlers on 6/20, set fire to an olive tree, destroy 2 greenhouses in a Palestinian village nearby. The IDF also raids a clinic and 2 community centers in alFara‘a r.c. nr. Tubas, confiscating computers. Jewish settlers fr. Shilo nr. Ramallah uproot, burn 200 Palestinian olive trees. The IDF makes an air strike on an ESF post in Abasan in s. Gaza, killing 4 ESF officers; makes a 2d air strike on a suspected rocket-launching site in Jabaliya r.c., hitting a home, wounding 6 Palestinian civilians (ages 1, 3, 29, 30, 75, 82). Palestinians fire 2 rockets, 5 mortars fr. Gaza into Israel, causing damage but no injuries; the IDF shells the launching site, causing no reported injuries. Late in the evening, the IDF sends troops into Dayr al-Balah, conducting arrest raids and house searches, occupying a home as an observation post, leveling land to improve lines of site; launches a similar operation in al-Shuka (Palestinian militants fire on the troops, detonate a roadside bomb, causing no injuries). In the West Bank, the IDF bulldozes the farming community of Khirbat Qussa, located btwn. the separation wall and the Green Line nr. Hebron, demolishing the 15 homes, 12 cave dwellings, and 27 sheep pens comprising the village, evicting the 267 residents to the “Palestinian” side of the separation wall. The IDF also conducts arrest raids, house searches nr. Jenin, Nablus, Salfit; raids a number of stores and a bank in Ramallah. Jewish settlers fr. Brakha nr. Nablus prevent Palestinians fr. reaching their olive groves; the IDF intervenes, forcing the settlers to leave. The IDF also intervenes to prevent Jewish settlers fr. Elon Moreh nr. Nablus fr. blocking Palestinians access to their olive groves nearby. Inside Israel, some 100 Israeli police officers make an overnight raid on the Galilee Druze village of Pekiin to arrest men suspected of vandalizing a cell phone antenna, firing live ammunition at stonethrowing residents who protest the predawn incursion, wounding 10s. The Israeli navy fires on 2 Islamic Jihad mbrs. in a boat off the Gaza coast, killing them. The IDF also withdraws troops from a strip of land northeast of Bayt Lahiya occupied on 10/19. In the West Bank, the IDF conducts arrest raids, house searches nr. Hebron, Nablus, Ramallah; raids and searches homes, checks IDs of residents in Bayt Jala nr. Bethlehem. Jewish settlers fr. Shavei Shomron nr. Nablus, escorted by IDF troops, attack Palestinians harvesting olives nearby. Jewish settlers fr. Beitar Ilit nr. Bethlehem beat a Palestinian passing by the settlement. Jewish settlers fr. Karnei Shomron steal a harvest of olives fr. a Palestinian farmer nr. Qalqilya. In Gaza City, mbrs. of a Fatah-affiliated clan fire on a car of Hamas mbrs., sparking clashes that leave 3 Palestinians dead (1 clan member, 2 bystanders), 35 wounded. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus and Tulkarm (arresting at least 1 AMB mbr. who was among the AMB mbrs. granted amnesty by Israel in 7/06; see 9/23), in Qabatya, and nr. Hebron, Ramallah. Jewish settlers fr. Karnei Shomron steal a harvest of olives fr. a Palestinian farmer nr. Qalqilya. In Gaza City, 4 mbrs. of a Palestinian clan are killed in clashes with ESF when the ESF attempts to arrest 1 family mbr. for firing on an ESF patrol earlier in the day; the ESF arrests 25 family mbrs. Overnight, the IDF launches major arrest raids, house searches in and around Nablus, clashing with armed Palestinians, killing local AMB leader Basim Abu Saria and a 71-yr.-old Palestinian man, wounding 8 Palestinians (2 gunmen, 1 cameraman for the German press agency, and 5 bystanders, including a woman and a child); during the operation, the IDF blows up an apartment in a 4-story complex, damaging 2 other apartments, 10 nearby buildings, 4 cars, 7 electricity relays, 3 water pipes, displacing 3 Palestinian families (20 persons). Also in the West Bank, the IDF sends troops into Anabta nr. Tulkarm, firing on stone-throwing youths who confront them, wounding 1; conducts arrest raids, house searches nr. Bethlehem, Hebron and in al-Bireh, Jenin town and r.c., Ramallah. In 2 separate incidents nr. Nablus, Jewish settlers attack Palestinians harvesting olives; the Palestinian DCO contacts its IDF counterpart, which removes the settlers; 1 Palestinian is injured.
