The Palestine Chronology

For a 3d day, Israel allows significant cross-border transit through the Rafah crossing, allowing 600 Palestinians to enter Egypt and 494 to return to Gaza. IDF troops on the central Gaza border e. of Gaza Valley, supported by IDF helicopters, engage in a cross-border exchange of fire with armed Palestinians; the only casualty is a 12-yr.-old Palestinian boy seriously wounded by IDF fire outside his home, 1,500 m fr. the border. In the West Bank, the IDF conducts a rare daytime arrest raid, house searches in Bayt Umar village nr. Hebron; conducts late-night arrest raids, house searches in and around Balata r.c. and Nablus, in Bil‘in, and nr. Jenin and Qalqilya. The Israeli High Court approves construction of the 1st 50 of 1,450 housing units in Adam settlement nr. Jerusalem, intended to house families to be resettled fr. the unauthorized outpost of Migron, as agreed btwn. the government and settlers in 11/08 (see Quarterly Update in JPS 151). (OCHA, PCHR 7/2)

Israeli naval vessels fire on Palestinian fishing boats off the Bayt Lahiya coast, forcing them to return to shore. In the West Bank, the IDF makes a late-night incursion into Rumana village nr. Jenin, patrolling streets and firing on residential areas, causing no injuries and making no arrests. After the Israeli High Court upholds a judgment that 2 East Jerusalem homes (including the one seized on 4/3) belong to Jewish settler groups, Israeli security forces evict the 2 Palestinian families who have lived in the homes for years. PA security forces in the West Bank report uncovering an explosives lab in a mosque, implying it was run by Hamas; the exact location is not reported. (WT 4/15; PCHR 4/16)

The IDF makes an incursion into Wadi al-Silqa in central Gaza, searching homes, clashing with local gunmen, wounding 2 armed Palestinians, bulldozing 20 d. of land; makes an air strike targeting a carload of Hamas mbrs. in Rafah, causing no injuries but damaging 10 nearby homes; conducts arrest raids in al-Shuka; shoots, wounds a mentally handicapped Palestinian who strays nr. the border fence e. of Dayr alBalah. In the West Bank, the IDF and Shin Bet raid 14 money exchanges in Hebron, Jenin, Nablus, Ramallah, Tulkarm that have allegedly funneled money to “terror operations,” arresting 5 owners, seizing millions of dollars, computers, documents. The IDF also demolishes a Palestinian home in Wadi al-Juz in East Jerusalem; conducts arrest raids, house searches in and around Nablus and Tulkarm, in Qabatya. The Israeli High Court endorses the Israeli DMin.’s 1/27 plan to wage “economic warfare” against Gaza. In the West Bank, the IDF conducts arrest raids, house searches in and around Jenin town and r.c., and nr. Nablus, Ramallah; patrols in, fires on residential areas of Nablus, causing no injuries. An Israeli nonprofit group, Yemin Yehuda, begins construction of 200 settler housing units in East Jerusalem’s Shimon Hatzaddik compound. Israelis in Sederot close schools, demand government action after Palestinians fire 3 more rockets fr. Gaza into Israel, causing no damage or injuries. Egyptian border police demolish a smuggling tunnel on the Rafah border. In the West Bank, the IDF raids, searches several Hamas-run charities in Nablus, confiscating documents, computers and sealing the offices; patrols in, fires on residential areas of ‘Azun nr. Qalqilya (also firing on stone-throwing youths who confront them, wounding 2 children, ages 13 and 14), Sa‘ir nr. Hebron (seriously wounding 1 Palestinian); conducts arrest raids, house searches in and around Nablus, in Qabatya nr. Jenin and Tulkarm r.c., and nr. Hebron. The Israeli High Court rules that the separation wall around Bil‘in, site of weekly nonviolent protests, must be moved westward to prevent the de facto annexation of more han half of the village’s agricultural land, rejecting the government’s claim that a wide buffer zone was needed to protect nearby Mod’in Ilit settlement and determining that the original route took into consideration plans to expand the settlement “as much as possible”; the decision gives the government a “reasonable period of time” to take down and move portions of the wall, which is expected to return 250 acres of land to Bil‘in residents. In Gaza City, the previously unheard-of Security Members Martyrs Brigade took responsibility for detonating a bomb under the car of a prominent Hamas mbr. in Gaza City, causing no injuries; the group is thought to be made up of Fatah security officers still in Gaza who have been underground since Hamas took over in mid6/07. Suspected Fatah mbrs. also fire on an ESF patrol, causing no injuries. In Rafah, ESF officers fire on Fatah mbrs. writing proFatah graffiti, wounding 3. The IDF continues operations in n. Gaza, exchanging fire with Palestinians (who fire at least 1 RPG, causing no injuries), killing 1 DFLP mbr. and 1 Islamic Jihad mbr., wounding 3 Palestinians, bulldozing land; fires a missile fr. a drone at a group of Islamic Jihad mbrs. n. of Bayt Hanun suspected of having fired a rocket, causing no injuries; sends tanks, bulldozers into areas nr. Khan Yunis to level land. In the West Bank, the IDF raids a school, an Islamic organization, a house, a factory in Bayt Sahur nr. Bethlehem, conducts arrest raids, house searches in and around Hebron and Jenin town and r.c., in Balata r.c. and Nablus, and nr. Nablus, Ramallah, Salfit. The IDF also dismantles a low wall (not part of the separation wall) running 25 mi. along roads s. of Hebron, in keeping with a 2/06 Israeli High Court decision that it impeded daily life for Palestinians in 21 rural communities. Jewish settlers in Jerusalem attack a Palestinian family in Bayt Safafa, injuring 5 Palestinians, vandalizing their home. In Gaza City, several Fatah mbrs. take refuge in the home of an Islamic Jihad mbr. while trying to evade arrest by the ESF for firing in the air at a wedding; the ESF surrounds the home leading to a clash btwn. ESF officers and Islamic Jihad mbrs. that leaves 2 Islamic Jihad mbrs., 1 ESF mbr. dead and 8 Palestinians wounded; PRC mbrs. intervene to stop the fighting and secure the surrender of the Fatah and Islamic Jihad gunmen. IDF troops at Gaza’s Qarni crossing fatally shoot a Palestinian who strays close to the border fence, marking the 1st IDF killing since the 11/26 cease-fire went into effect. Israeli naval vessels fire on Palestinian fisherman off the coast nr. Rafah, wounding 3. In the West Bank, a Palestinian stabs, wounds a private Israeli security contractor at Qalandia checkpoint outside Jerusalem. The IDF conducts arrest raids, house searches in ‘Askar r.c., Balata r.c., Tulkarm r.c. and nr. Bethlehem, Hebron, Jenin, Nablus, Qalqilya; begins work on a new segment of the separation wall s. of Tulkarm that will isolate 2,000 d. of Palestinian land btwn. the wall and the Green Line. The Israeli High Court rules that a section of the separation wall northeast of Jerusalem btwn. Dahiyat al-Barid and alRama may stand. In Jenin, AMB gunmen fire on the governorate building, set fire to a PA police station, exchange fire with police (injuring a 14-yr.-old bystander) to protest the fatal PA police shooting of an AMB mbr. in an incident involving a stolen vehicle. In Nussayrat r.c., unidentified assailants throw an explosive device into a crowd of Hamas supporters holding a rally, injuring several. In Gaza City, ESF, PSF mbrs. exchange fire, wounding a Palestinian girl. In Khan Yunis, suspected Fatah gunmen assassinate Hamas cmdr. Bassam al-Farra, forcing him to kneel, shooting him execution-style; Haniyeh, currently in the Sudan, cuts short his regional tour to return to Gaza to deal with the escalating intra-Palestinian violence. In Gaza, IDF troops in Dahaniyya airport fire tank shells at al-Shuka village, killing a 14-yr.-old Palestinian boy, wounding another Palestinian who strays near the border fence; sends troops, drones into Abasan nr. Khan Yunis, conducting arrest raids, demolishing 2 Palestinian homes, damaging a 3d house, bulldozing 79 d. of agricultural land and a water network, wounding 1 Palestinian. In the West Bank, the IDF patrols in Tamun; conducts arrest raids, house searches in and around Nablus, in Tulkarm town and r.c., nr. Hebron and Jenin. A 9-yr.-old Palestinian boy is injured in Balata r.c. when he accidentally detonates unexploded IDF ordnance. A Jewish settler driving nr. Qalqilya deliberately hits and injures a 10-yr.-old Palestinian girl walking home fr. school; the IDF arrests the driver. The High Court of Israel rejects 7 Palestinian petitions regarding the route of the separation wall northwest of East Jerusalem, accepting the existing plan, stating that “the purpose of the construction of the wall is to protect the lives of Israeli citizens from terrorist attacks, so its expected benefit is great” and that Palestinian needs had been adequately addressed. Palestinian gunmen holding Shalit issue a statement demanding the release of all 113 Palestinian women and 318 children fr. Israeli jails in return for information on Shalit’s condition; Israel refuses, proceeds with plans to free Shalit itself, sending 3 additional armored battalions (more than 3,000 troops) to the Gaza border in warning. Egypt deploys 2,500 border guards along the Rafah border to prevent the kidnappers fr. trying to sneak Shalit into Egypt. Abbas, Haniyeh coordinate deployment of Abbas’s presidential guard, other PA security forces to conduct house-to-house searches to find Shalit. Haniyeh urges the gunmen to “respect [Shalit] as a prisoner” but does not call for his release; calls on all militant groups to maintain a cease-fire so as to avoid a massive Israeli retaliation. Egyptian envoys begin attempts to mediate Shalit’s release. Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. During the day, the IDF also conducts arrest raids, house searches in and around Bethlehem and Ramallah, and nr. Hebron, Jenin, Jerusalem, Qalqilya, Tulkarm; begins work on a new segment of the separation wall nr. Tene settlement s. of Hebron that will annex at least 100 d. of Palestinian land to the settlement. Jewish settlers fr. Suissa burn 10 tons of hay stored by local Palestinian farmers. Meanwhile, the Israeli High Court rules that the government and IDF cannot bar Palestinians farmers in the West Bank fr. reaching their lands on the grounds that it is protecting them fr. Jewish settlers; must prevent settlers from harming Palestinian land, property, persons. The IDF detains Change and Reform PC mbrs. Khalid Abu ‘Arafa, Ahmad Abu Atun, Muhammad Abu Tir for participating in a public demonstration at the Haram al-Sharif/Temple Mount on 5/19 to urge people to donate money to the PA government, bars them fr. entering the holy site for 2 wks.; conducts arrest raids, house searches in Nablus and nr. Bethlehem, Hebron, Jenin, Ramallah. The High Court of Israel also approves a segment of the separation wall in Ramallah that will isolate at least 3,900 d. of Palestinian land and uproot 1,100 olive trees. Fatah and Hamas activists, mbrs. of the predominately Hamas ESF and the predominantly Fatah PA Preventive Security Forces (PSF) exchange fire nr. the PC headquarters in Gaza City, killing the Jordanian amb.’s driver, wounding 11 Palestinians in the crossfire; it is unclear who shot first and why. Fatah, Hamas gunmen (not mbrs. of the security forces) also clash in Khan Yunis, leaving 1 Fatah mbr. dead; Hamas says the incident was sparked by Fatah mbrs. attempting to kidnap 2 of its men, whereas Fatah says it began when Hamas mbrs. ambushed a Fatah vehicle. The IDF raids Qabatya, surrounds the home of senior Islamic Jihad military leader Elias al-Ashkar, killing Ashkar and 4 Islamic Jihad mbrs. in an exchange of fire, sparking massive protests in Qabatya in which soldiers kill a 6th Palestinian, wound 16 (including a journalist); sends undercover units into Jenin in car with Palestinian license plates, willfully shooting and killing a PA General Intelligence Service (GIS) officer guarding the GIS headquarters in Jenin, besieging a house nearby, arresting 1 wanted Palestinian; shoots, wounds senior Islamic Jihad political leader Shaykh Mahmud al-Sadi outside Jenin in an apparent assassination attempt; conducts additional arrest raids, house searches in and around Nablus, in Tulkarm, nr. Hebron; raids Aida r.c., chasing and firing on Palestinian children who allegedly threw stones at IDF soldiers, wounding an 11- and a 12-yr.-old with live ammunition; confiscates goods from, demolishes 13 shops in a farmers market in the Jordan Valley; captures a Palestinian boat smuggling explosives fr. The Israeli High Court upholds (6–5) a 2002 law that sharply restricts family reunification for West Bank and Gaza Palestinians married to Israeli Palestinians living in Israel to women over age 25 and men over age 35. (AP, B’Tselem press release, HA 5/14; HA, MM, NYT, WP, WT 5/15)

The IDF demolishes 5 Palestinian homes in Ramallah, 3 in Jenin, a 3-story building in Bayt Hanina; conducts arrest raids, house searches in Qalqilya and nr. Hebron, Tulkarm. An IDF undercover unit driving a car with Palestinian plates enters Aida r.c., arrests 2 Palestinians. A Palestinian bystander wounded in the 2/4 IDF assassination of 3 AMB mbrs. in Gaza City dies. The Israel Lands Authority (ILA) bulldozes 2,500 d. of bedouin crops (classified as state lands) nr. Beersheba to dissuade the bedouin fr. staying in the area. In previous years, the ILA sprayed the land with pesticides but the Israeli High Court ruled against that practice in 2004. The ILA has offered to rent the land back to the bedouin for the duration of the growing season at a nominal fee, but the bedouin have refused, saying a lease would give legal backing to Israel’s claim that the land does not belong to the bedouin. The IDF arrests 2 Palestinians hanging campaign posters in East Jerusalem; patrols in al-Judayda nr. Jenin; conduct arrest raids, house searches in Salfit and nr. Bethlehem, Tulkarm. The Israeli High Court rejects a petition against the separation wall route around Mod’in settlement, lifts temporary injunctions stopping construction of the wall in that area. (IMEMC, PCHR 1/19)

The IDF conducts arrest raids in Tulkarm and nr. Jenin, Jerusalem, Ramallah. Palestinians fire a mortar at Neve Dekalim, fire on an IDF vehicle patrolling the Gush Katif security fence, causing no damage or injuries. An IDF official says that in the last few days, the PA security forces have taken positive steps to stop rocket and mortar launches from Gaza; confirms they have destroyed 2 smugglers’ tunnels linking Rafah and Egypt. In response to a petition filed with the Israeli High Court in 3/04, the Israel Lands Administration (ILA) admits to aerially spraying bedouin agricultural land in the Negev with chemical agents (some of them not approved by the Agriculture Min. for aerial use), with the aim of effectively and cost-efficiently decreasing Arab “encroachment” on “huge swaths of land belonging to the state,” saying that further spraying operations are needed. From 2002 through 2004, the ILA sprayed and destroyed 1,000s of dunams of bedouin agricultural land. (Adalah press release 2/05)

The IDF attempts to assassinate, wounds Hamas political leader and chief spokesman ‘Abd al-‘Aziz Rantisi, firing missiles at his car as he drives through Shati‘ r.c., killing a bodyguard and a Palestinian woman walking nearby, wounding 27. In a rare acknowledgment, Israel confirms it targeted Rantisi, saying it took the decision after Rantisi called off Hamas cease-fire talks with the PA. Later in the day, IDF helicopters fire missiles at a 2d car in Jabaliya, allegedly targeting 2 Palestinians who fired 5 Qassam rockets at Sederot earlier, causing no damage or injuries; 3 Palestinian bystanders are killed, 30 (including the 2 targets) are wounded. Abbas condemns the Rantisi attack as a “terrorist attack in the full meaning of the word,” saying it was aimed at sabotaging the road map; Hamas says it is a “declaration of war,” vows to “commit operations that will shake Israel.” The IDF also fatally shoots wanted Palestinian Issam Ibrahim in Jenin in what may be an assassination; fatally shoots 2 Palestinians in s. Gaza; fires on, wounds a Palestinian nr. The IDF bulldozes 63 shops, market stalls in Nazlat Issa, 1 of the only thriving Palestinian commercial centers, located very close to the West Bank border with Israel; maps of Israel’s planned security fence show the fence running e. of Nazlat Issa, which would cut off the village fr. the rest of the West Bank. The IDF also beats 2 Palestinian photographers for international agencies as they try to photograph an IDF jeep driving through Nablus with 2 Palestinian youths clinging to the hood, threaten to kill the journalists if they see the photo published; fires on residential areas of Bayt Lahia; conducts arrest raids (targeting Hamas, Islamic Jihad) in Hebron, Jenin r.c., Jericho, Nablus, Ramallah; demolishes a Palestinian home in Yatta, nr. Hebron. Islamic Jihad says that 2 of its low-ranking mbrs. have escaped fr. the IDF’s Ofer detention center in the West Bank. Israeli border police halt a suspicious van nr. Umm al-Fahm, just inside the Green Line; the 4 occupants of the car flee (2 into Israel, 2 into the West Bank); police find 300 kg. of explosives inside. Shin Bet arrests the wife of jailed PFLP leader Saadat at the Allenby border crossing, on her way to Jordan to fly to Brazil for a conference; gives no reason for her detention. Reversing an 8/18/02 decision, the Israeli High Court rules that the IDF’s "neighborhood procedure" (i.e., sending a Palestinian to warn a wanted individual to surrender to IDF troops waiting nearby) is legal, saying the IDF may not force Palestinians to act as human shields, but it may use them if they “volunteer.” (HA, WT 1/22)

Early in the morning, IDF tanks enter Jenin town, troops clash with residents, fatally shooting 1 Palestinian (who is allowed to bleed to death over 3 hrs.), detaining wanted Hamas mbr. Rami Awad and Islamic Jihad spokesman Khalid Hawaj, bulldozing 1 home; troops withdraw to the outskirts of Jenin by midday. IDF operations continue in the Bethlehem area, where troops resume sniper positions around Church of the Nativity, patrol Manger Square, search and vandalize the al-Rowwad Cultural Center. The IDF also detains Palestinian mayor of Jerusalem Jamil Nasir for several hrs. of questioning; conducts arrest raids in Alar, Bayt Anan, Beitunia (arresting senior Hamas mbr. Hassan Yusif), Hebron, Qalqilya, Ramallah, Saida. At least 1 Palestinian gunman infiltrates Itamar settlement, fatally shoots 3 Jewish settlers before being shot dead. Other Palestinian gunmen fatally shoot a Jewish settler driving nr. Ofra settlement. Jewish settlers set fire to 10s of dunams of Palestinian land nr. Nablus. The Knesset House Comm. votes (12-5) to restrict the movement of Israeli MK Ahmad Tibi for the remainder of his term, arguing that his works promote the interests of the PA and the residents of the occupied territories. Tibi was vocally critical of Operation Defensive Shield, participated in many peace marches. (Adalah press release 5/29)

Prime Min. Shamir indicates he will head Israeli delegation to the peace conference, not FM David Levy. Invitations sent to the parties by the U.S., USSR had called for talks at the "ministerial level," a diplomatic phrase usually interpreted to mean participation by officials holding rank of foreign minister or below. Arab foreign ministers representing Syria, Egypt, Jordan, along with representative of Lebanon's foreign ministry and head of PLO political department meet in Damascus to discuss strategies for peace conference. They were later joined by foreign ministers of Saudi Arabia, representing the Gulf states, and Morocco, representing North African states (except Libya). (MEM 10/23)

Strike called for 10/22 by three groups in o.t. partially observed in E. Jerusalem, elsewhere in West Bank, but not in Nablus, Jenin. Residents of Gaza city observe strike, but not those in the refugee camps. (MEM 10/25)

Members of the Jewish Ateret Cohanim seminary move into a house in the Muslim quarter of E. Jerusalem. Group claims the house was owned by Jews driven out by Palestinian rioting in 1929. Settlers occupying a building in Silwan seized 10/9 from Palestinian residents petition Israeli high court of justice to allow them to remain. Group also seeks permission to move into four other buildings from which they had been evicted by police. (MEM 10/24)

European Community official announces EC, Israel have reached agreement over long-standing dispute over status, place of residence of EC official who will be sent to monitor EC economic aid to Palestinians in the o.t. EC had sough to post the official in the territories; Israel objected, seeking to place the representativen Tel Aviv instead. The EC has set aside $100 million in aid for Palestinians in the o.t. (MEM 10/24)

Human rights organization Middle East Watch issues report on condition of 18,000-20,000 stateless Palestinians in Kuwait. The Palestinians, who were either born in Gaza during the British Mandate, during the period of Egyptian administration of Gaza (1948-67), or who are descendants of those born there, have lived in Kuwait for decades but do not hold citizenship in any country. They do not carry Israeli Gaza identity cards but merely hold Egyptian travel documents, and are thus unable to legally live anywhere. According to the report, Kuwait intends to expel these persons to Iraq 11/15. (MEM 20/24)

Occupied Palestine/Israel: Israeli High Court delays deportation of Palestinian activist Mubarak 'Awad pending his appeal hearing. Reports indicate 'Awad has been on hunger strike since his arrest 5/5 [WP 5/9].
