Israel releases 26 Palestinian prisoners, the 3rd such group freed in conjunction with understandings reached at the onset of the peace negotiations broached in 7/2013. Three return home to the Gaza Strip, 5 to East Jerusalem, and 18 go home to the West Bank. There are official welcomes for the returning prisoners in both the Gaza Strip and Ramallah. In a separate development, Palestinian chief negotiator Erakat says that the peace talks have proved a failure, “foiled” by Israel. Asst. Secy.-Gen. on Palestinian affairs at the Arab League Mohammad Sbeih says that Kerry intends to present Palestinian and Israeli leaders with a framework peace deal by the end of the month. The General Union of Palestinian Teachers launches a limited strike in the West Bank in protest at the failure of the Palestinian Authority (PA) to implement previous agreements. The union’s secy.-gen., Ahmad Sahwil, says the union is prepared to begin a full, open-ended strike should the PA not meet its demands. They had threatened a strike in early 9/2013, but called it off following an agreement with the PA on 9/5 to raise teachers’ salaries by 10%. (MNA 11/17)

Three days before the onset of the 2nd round of negotiations in Geneva over Iran’s nuclear program, French pres. According to unnamed Palestinian officials, Israeli and Palestinian negotiators hold talks that break down in an argument over settlement construction, just hours before U.S. Secy. of State Kerry arrives in Jerusalem. The talks are the sides’ 16th such meeting, and U.S. envoy Martin Indyk also participates. On arrival, Kerry says that while the talks are experiencing difficulties, he still believes it is possible to reach an agreement. UN and Arab League envoy to Syria Lakhdar Brahimi meets Russian dep. In response to the killings in Qalandia, an unnamed Palestinian official tells news agencies that talks scheduled for today are canceled. However, U.S. State Dept. spokesperson Marie Harf categorically denies that any meeting was canceled. Israeli television subsequently reports that Israeli and Palestinian officials had met in the morning before the news broke of the Qalandia raid. An unnamed Palestinian official also subsequently confirms to Xinhua News Agency that the 2 teams met in Saeb Erakat’s house in Jericho. Meanwhile, Egyptian FM Nabil Fahmi holds talks with Pres. An Israeli delegation headed by outgoing National Security Adviser Yaakov Amidror arrives in Washington for high-level talks with U.S. officials. Discussions are expected to focus on Syria, the Iranian nuclear program and future talks with Tehran, and the role of Hizballah in the Syrian civil war. UN chemical weapons inspectors visit 1 of the sites in Syria allegedly targeted last week by chemical weapons. The convoy came under sniper fire on the initial attempt, but the team successfully visited the Damascus suburb Ghouta. The UN team’s work includes collecting samples of munitions fragments and debris and taking testimonies. Meanwhile, U.S. Secy. of State John Kerry says that Pres. Senior PLO official Hanan Ashrawi says that the Palestinians may turn to UN bodies in response to Israeli settlement construction even before the current peace negotiations have come to a conclusion. A suspected chemical weapons attack takes place in Ghouta, a rebel-held suburb of Damascus, with wildly differing claims of fatalities (from a few hundred to over 1,000). Opposition forces blame the Bashar al-Asad regime, a claim denied by the govt. The UNSC holds an emergency meeting in response and calls for clarity, welcoming Ban Ki-moon’s call for a prompt investigation by UN inspectors.
