In the West Bank, 1 Palestinian was shot dead after he attacked 1 Israeli soldier at a checkpoint near Abu Dis. Israeli forces later raided the home of the Palestinian man and arrested his parents in al-Sawahara. During the raid, Palestinians and Israeli forces clashed; 1 Palestinian was hospitalized after being cut by broken glass from his windshield, which was hit by a projectile. Elsewhere, Israeli forces blocked a main access road to Qusra village, leading to clashes with Palestinians. Israeli forces demolished a settlement outpost outside of Yitzhar settlement. 5 Palestinians were arrested during late-night raids in and around Bayt Awa, Hebron, Jalazun refugee camp, and Ramallah. In Gaza, Israeli forces made incursions to level land east of Rafah. In Israel, 1 23-year-old Palestinian prisoner died in a hospital after being found unresponsive in his cell on 4/21. U.S. secretary of state Mike Pompeo said during a press briefing that, “[a]s for annexation of the West Bank, the Israelis ultimately make those decisions, so that’s an Israeli decision,” in response to questions about the Netanyahu-Gantz Israeli government, which will decide on annexation in July. PA president Mahmoud Abbas said that if Israel annexes land in the West Bank, all agreements made between the PA and Israel, and the PA and the U.S., would be “completely canceled.” (AJ, HA, JP, REU, REU, WAFA, WAFA 4/22; WAFA 4/23)

In the West Bank, Israeli settlers razed Palestinian-owned land near the villages of Jalud and Qaryut. Israeli forces closed an agricultural road, forced Palestinian farmers to leave their land, and demolished a house under construction south of Tulkarm. Israeli forces also delivered a stop-work notice for a barn south of Hebron. Elsewhere, Israeli forces raided several areas of Ramallah, arresting 4 Palestinians and seizing a car. During 1 of the raids, Israeli forces clashed with Palestinians, leading to tear-gas related injuries In East Jerusalem. PA security forces entered Kafr ‘Aqab within the Israeli municipal boundaries of Jerusalem, but on the West Bank side of the separation barrier to address friction over a roadblock between residents and members of Fatah to prevent the spread of the COVID-19 virus. 1 Palestinian was hit by a bullet from an unknown perpetrator. The PA said it had informed Israeli authorities about the intervention. Elsewhere, Israeli forces raided Issawiyya; it was reported that several Palestinians were beaten and 1 Palestinian was arrested. Later, 6 other Palestinians were arrested in Issawiyya. Syrian media reported that Israeli jets fired missiles at targets in western Syria from Lebanese air space, but that the missiles were intercepted. (AJ, HA 3/31)

In the West Bank, Israeli settlers attacked a Palestinian house in Burqa, causing damage to the house; and raided Madama, leading to a confrontation with local Palestinians; no injuries or damage were reported. Separately, Israeli settlers attacked Palestinians protecting their land northwest of Ramallah; at least 2 sustained injuries. Israeli forces shot and injured 1 Palestinian minor west of Ramallah, alleging that he had thrown stones at Israeli settler-owned vehicles. Elsewhere, Israeli forces closed metal gates to the Hebron area villages of al-Fawar, Yatta, and Dura; and razed Palestinian-owned land near Jalud. 4 Palestinians were arrested, including 2 during a raid in ‘Ayn al-Hilwa and 2 at a checkpoint near Nablus. In East Jerusalem, 3 Palestinians were arrested during raids in Issawiyya. In Gaza, Israeli forces made incursions to level land east of Khuza‘a. PA prime minister Mohammed Shtayyeh met with the head of the International Committee of the Red Cross (ICRC) delegation in Jerusalem to request that the ICRC work to protect Palestinian prisoners in Israeli prisons from the COVID-19 virus. Palestinian prisoners in Israeli prisons started returning their food portions in response to Israel’s lack of help in protecting them from the virus. Prime Minister Shtayyeh also called on all Palestinians from the West Bank working in Israel to return to the West Bank, citing Israel’s reckless response to Palestinians showing signs of the COVID-19 virus (see 3/23). In the West Bank, Israeli forces killed 1 Palestinian in Beita using live ammunition and injured another 18 using rubber-coated bullets during a protest against Israeli settler encroachment in the area. Israeli settlers attacked 2 Palestinians in Huwwara; both were transferred to a hospital. In a separate incident in Hebron, 2 Palestinians were attacked by Israeli settlers. 16 Palestinians were arrested during late-night raids in and around Jenin, Ramallah, and Nablus. In the U.S. State Department’s annual global human rights report, Palestinians living in East Jerusalem were referred to as “Arab residents” and “non-Israeli citizens,” as opposed to “Palestinian residents” as the descriptor used in previous reports. The UK announced that it had donated $100,000 to the World Health Organization in Palestine to help fight the spread of the COVID-19 virus in the West Bank. (WAFA 3/11)

In the West Bank, Israel issued demolition orders for 4 residential structures south of Hebron and 5 homes in the Ramallah area as punitive demolitions against alleged Palestinian attackers. Israeli forces violently dispersed a protest against the U.S. administration’s peace plan in Qalqilya, leading to tear-gas related injuries. 7 Palestinians were arrested during raids in and around Halhul, Ramallah, Salfit, and Anata. Israeli settlers severely beat 1 Palestinian doctor visiting patients near Bethlehem. In East Jerusalem, 3 Palestinians were arrested during late-night raids in and around Silwan and Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya; no injuries were reported. Israeli prime minister Benjamin Netanyahu announced that Israel will expand 2 settlements, Har Homa and Givat Hamatos, in East Jerusalem with 2,200 and 3,000 housing units respectively. Prime Minister Netanyahu also said that Israel would apply sovereignty to al-Ibrahimi Mosque. The PA called Netanyahu’s announcement part of “a systematic destruction of the two-state solution.” (HA, NYT, WAFA 2/20; JP 2/23)

Israel and the PA ended its trade dispute, allowing Palestinian goods to exit the West Bank and Israeli agricultural products to enter the West Bank market. Israel started banning Palestinian goods to the Israeli market on 2/2 and later expanded the ban of export from the West Bank altogether. (HA, WAFA, WAFA 2/20)

In the West Bank, Israeli forces arrested 12 Palestinians during late-night raids in and around Jericho, Qatanna, Ramallah, al-Bireh, Bethlehem, Nablus, and Hebron. PA security forces violently dispersed a celebration for the release of a Palestinian from Israeli prison; 1 Palestinian minor was fatally wounded and another injured. Israeli settlers threw stones at Palestinian shepherds east of Yatta. In East Jerusalem, Israeli forces demolished a horse barn in Jabal Mukabir. In Gaza, Israeli authorities said they would expand the fishing zone to 15 nautical miles, and allow an additional 2,000 merchants to obtain exit permits. In the West Bank, Israeli forces set up a metal gate, shutting the main entrance to Nabi Salih. Israeli forces also handed a demolition notice for the family home of a Palestinian prisoner in Kubar and handed a stop-work order for 4 structures in the Jordan Valley. Elsewhere, Israeli forces entered al-Ibrahimi Mosque and forced worshippers and staff to leave the mosque. Israeli forces also violently suppressed a protest in al-Bireh; 2 Palestinians were injured by live ammunition, 3 by rubber-coated bullets, and others suffered tear-gas related injuries. 7 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, and Nablus. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire and used water hoses on Palestinian fishermen 3 nautical miles off the coast of Gaza City, causing damage to boats. In Gaza, Israeli forces opened fire on Palestinian farmland east of Rafah; no injuries were reported. In Israel, more than 150 vehicles were vandalized and racist graffiti in Hebrew, such as “Jews wake up” and “Enough with the assimilation,” was sprayed on several buildings in the Christian Palestinian village of Jish. At a UN Security Council meeting, PA president Mahmoud Abbas sharply rejected the U.S. administration’s peace plan, saying “[t]his is an Israeli-American pre-emptive plan in order to put an end to the question of Palestine.” While President Abbas was speaking in New York, Palestinian protesters in Ramallah demonstrated against the U.S. peace plan. After the protest, Palestinians and Israeli forces clashed at a checkpoint north of Ramallah; 2 Palestinians were injured by rubber-coated bullets and others needing treatment for tear-gas related injuries. In the West Bank, Israeli forces killed 1 Palestinian during a protest in Tulkarm. 11 Palestinians and 2 Israeli soldiers were injured during clashes in ‘Azun, where Palestinians mourned the death of the PA police officer who was killed on 2/6; 8 of the Palestinians were shot by live ammunition. Israeli forces also violently dispersed protests against the U.S. administration’s peace plan in and around Nablus, Jenin, Kafr Qaddum, and Jericho, leading to tear-gas related injuries. 6 Palestinians were arrested, including 2 at checkpoints in Hebron and near Nablus, 1 during a house raid in Hebron, and 3 during clashes with Israeli forces near Ramallah. In East Jerusalem, Israeli forces raided the Haram al-Sharif compound, injuring 3 Palestinians. Israeli forces also arrested 1 Palestinian during a house raid in Ras al-Amud. In Gaza, Palestinians gathered to protest near Khuza‘a; several Palestinians suffered tear-gas related injuries when Israeli forces violently dispersed the protest. Israeli forces also opened fire on Palestinian farmland east of Dayr al-Balah and Rafah; no injuries were reported. In Israel, Israeli police turned back buses transporting Palestinians going to worship at the Haram al-Sharif compound. After the PA announced that it had banned some Israeli products from entering the Palestinian market, Israel banned Palestinian agricultural exports going abroad, including via Jordan. (WAFA 2/7; REU 2/8; AJ, HA, TOI, WAFA, WAFA 2/9)

In the West Bank, 1 Palestinian prisoner stabbed and lightly wounded an Israeli warden at Ofer Prison. Israeli settlers attacked a Palestinian family in Hebron, causing light injuries. 2 Palestinians were hospitalized after being hit by rubber-coated bullets during a confrontation with Israeli forces in Hebron. Israeli forces also violently dispersed Palestinians protesting against the U.S. administration’s peace plan in and around Qalqilya and Tulkarm, leading to tear-gas related injuries. 18 Palestinians were arrested during late-night raids in and around Ramallah, Qalandia, Bethlehem, Hebron, Nablus, Qalqilya, and Jenin. In East Jerusalem, 1 Palestinian was arrested. Off the coast of Gaza, Israeli naval forces arrested 3 Palestinian fishermen off the shore of Dayr al-Balah within the allowed fishing area; their fishing boat was also confiscated. Separately, Israeli naval forces opened fire and sprayed skunk water on fishermen west of Rafah. The PA minister of agriculture announced that the PA had decided to ban entry of Israeli products to the Palestinian market. The decision comes a day after Israel started banning imports of agricultural products from the West Bank. (WAFA 2/3)

The Organization of Islamic Cooperation issued a statement after an extraordinary summit in Jeddah calling “on all member states not to engage with this plan [the U.S. administration’s peace plan] or to cooperate with the U.S. administration in implementing it in any form.” (HA, WAFA 2/3)

In the West Bank, Israeli settlers attacked a Palestinian family in Hebron, causing light injuries. Israeli forces and Palestinians clashed at the entrance to al-Bireh, where Palestinians threw stones and burned tires; Israeli forces injured 3 Palestinians with rubber-coated bullets while others suffered tear-gas related injuries. 2 Palestinians were arrested at different flying checkpoints near Qalqilya and Ramallah. In East Jerusalem, 2 Palestinians were arrested during raids in Silwan and Issawiyya. In Gaza, Israel hit several targets in Gaza on 2 separate occasions causing damage; no injuries were reported. A rocket was also fired from Gaza toward Israel, causing no damage or injuries. Israel also announced collective punishment measures against Palestinians in Gaza, including banning imports of cement and suspending 500 merchant entry permits. PA president Mahmoud Abbas said during an emergency meeting at the Arab League in Cairo that he had informed Israel that the PA had cut all ties, including security coordination, with Israel and the U.S., in response to the U.S. administration’s peace plan. At the meeting, the members of the Arab League issued a statement rejecting the U.S. peace plan as “it does not meet the minimum rights and aspirations of Palestinian people.” (AJ, HA, REU 2/1)

In the West Bank, Israeli forces shot and injured a Palestinian near the West Bank separation barrier southwest of Jenin. In a separate incident, Israeli forces opened fire on Palestinians near a checkpoint by the West Bank separation barrier north by Nazlat Issa, causing 5 Palestinians to be hospitalized with gun wounds and others to suffer tear-gas related injuries. A raid by Israeli forces near Ramallah led to clashes with Palestinians; 2 Palestinians were injured by rubber-coated bullets. Israeli settlers began fencing off a piece of Palestinian-owned land in Burin. 11 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, Nablus, and Jenin. In East Jerusalem, Israeli forces arrested 2 Palestinians: 1 during a late-night raid in Issawiyya and 1 employee of the Islamic Waqf at the Haram al-Sharif compound. The PA sent a request to Israel to allow Palestinians in East Jerusalem to be able to partake in the planned Palestinian parliamentary and presidential elections. Israeli officials said that the Israeli security cabinet would decide on the request. (HA 12/10)

The Netherlands informed the UNRWA that it will resume funding of the agency after suspending its funding on 31 July due to allegations of misconduct in UNRWA leadership. (WAFA 12/10)

Japan signed a contract to fund construction of hearing and speech units at the Maghazi Community Rehabilitation Society in Gaza amounting to $84,191. The EU contributed with $11 million to support PA payments of social allowances to vulnerable families in Gaza and the West Bank. (WAFA, WAFA 12/10)

In the West Bank, 1 Palestinian was killed and 1 injured when an Israeli bulldozer crashed into a vehicle west of Hebron. Israeli forces punitively demolished 4 homes of alleged attackers in Bayt Kahil near Hebron, demolished 1 Palestinian-owned house in Asira, and razed a tract of farmland near Husan. Israeli forces also stopped PA minister of culture Atef Abu Saif at the Qalandia checkpoint and told him he was banned from East Jerusalem. 10 Palestinians were arrested during late-night raids in and around Jenin, Ramallah, Hebron and, Nablus. Israeli settlers set fire to a Palestinian-owned vehicle and vandalized houses with racist graffiti northwest of Ramallah, cut 30 olive trees in al-Sawiya, and vandalized 4 vehicles in Dayr ‘Ammar. In East Jerusalem, 3 Palestinians were arrested in the Old City. In Israel, 40 vehicles were vandalized and racist graffiti was sprayed on walls in the predominantly Palestinian town of Jaljulia. Israeli prime minister Benjamin Netanyahu announced that his government will transfer $11.5 million for West Bank settlements during a meeting with settler councils. Prime Minister Netanyahu’s announcement comes 1 week after he was indicted in the 3 corruption cases against him. (HA 11/29)

The far-right government that took power after the coup in Bolivia announced that it will renew Bolivia’s diplomatic ties with Israel. The 2 counties have not had diplomatic ties since Operation Cast Lead in 2009. (HA 11/28)

The governments of the Brussels and Wallonia regions of Belgium said they had pulled out of a planned trade delegation going to Israel, citing Israeli violations of international law and lack of progress in the peace process. (HA 12/1)

Japan provided a grant of $89,000 for the construction of 3 classrooms in Awarta. (WAFA 11/28)

In the West Bank, Israeli forces demolished a coffee shop in Battir. For the 2d day in a row, Israeli forces fired tear gas near schools in Hebron, causing tear-gas related injuries among students. 13 Palestinians were arrested during raids in and around Bethlehem, Hebron, Tulkarm, Ramallah, Jericho, and Tubas. In East Jerusalem, 12 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, 1 rocket was launched from Gaza toward Israel, landing in an open area and causing no damage or injuries. The PA announced 1 day of rage on 11/26 to protest the U.S. administration’s announcement that it no longer considers Israeli settlements in contradiction to international law on 11/18. (HA, WAFA 11/25)

Omar Shakir, the Human Rights Watch director for Israel and Palestine, left Israel after being expelled. Shakir’s deportation proceedings started in May 2018 and the decision to expel him from the country was upheld by the Israeli Supreme Court on 11/5. Shakir will remain in his position working from Jordan. (HA 11/25)

In the West Bank, Israeli forces demolished 2 Palestinian-owned houses in Shuqba near Ramallah. 7 Palestinians were arrested in and around Hebron, Tulkarm, Nablus, and Salfit. In East Jerusalem, Israeli forces raided a Palestinian school in the Old City, alleging that the PA operates inside of the school; Israeli forces confiscated files from the building, raided and shut down Palestine TV’s office in East Jerusalem and banned it from operating for 6 months, and similarly raided and shut down for 6 months the Education and High Education Directorate in Jerusalem. 1 journalist from Palestine TV was summoned for interrogation and the head of the Education and Higher Education Directorate in Jerusalem was arrested. An Israeli border police officer was indicted for shooting a Palestinian in the back using a rubber-coated bullet at a checkpoint in the West Bank near Jerusalem “for the fun of it” on 5/25/2018. A video of the incident shows that he was slowly walking away from the officer with his hands in the air as she shot him in the back. The officer was charged with battery, hasty and negligent handling of a weapon, and obstruction of justice. (HA 11/21)

In the West Bank, Israeli forces delivered demolition notices for 6 houses near Ramallah. 11 Palestinians were arrested during late-night raids in and around Nablus, Salfit, Qalqilya, Jenin, and Bethlehem. In East Jerusalem, Israeli forces demolished a Palestinian-owned house in al-Suwana; and demolished a shed and razed Palestinian-owned land in Issawiyya. PA Jerusalem Governor Adnan Gheith was summoned for interrogation. In Gaza, Israeli forces shot down a drone flying over Gaza. Jordan recalled its ambassador to Israel in protest over Israel holding 2 Jordanian citizens in administrative detention; 1 has been held since 8/20 and the other since 9/2. Jordan’s foreign minister Ayman al-Safadi also demanded that Israel release the 2 Jordanians, calling administrative detention illegal. (AJ, HA 10/30)

In the West Bank, a Palestinian man was rushed to a hospital in Ramallah after being beaten by Israeli forces at a checkpoint outside of Ramallah. Israeli forces also arrested 19 Palestinians during late-night raids in and around Hebron, Bethlehem, Nablus, Qalqilya, Tulkarm, Salfit, and Ramallah. Israeli settlers slashed tires and sprayed racist graffiti on walls in Duma village. Israeli forces razed land and demolished 1 house and 2 greenhouses in al-Walaja. In East Jerusalem, Israeli forces arrested 1 Palestinian during a late-night raid in Issawiyya. In Gaza, Israeli forces made incursions to level land east of Khan Yunis. Israeli prime minister Benjamin Netanyahu said in an interview with the Israeli Army Radio that he “intends to extend [Israeli] sovereignty on all the settlements and the [settlement] blocs . . . sites that have security importance or are important to Israel’s heritage.” PA prime minister Mohammed Shtayyeh said in response that the “Jordan Valley is part of Palestinian lands and any settlement or annexation is illegal,” further stating that the PA will sue Israel in international courts. In the West Bank, Israeli forces arrested 17 Palestinians during late-night raids in and around Qalqilya, Ramallah, Tubas, Jenin, Hebron, and Nablus. In Gaza, an Israeli drone was intercepted by Hamas. Later, rockets were fired from Gaza into Israel, close to where Israeli prime minister Benjamin Netanyahu was addressing a crowd; he was subsequently evacuated. Israel then struck 15 different targets in Gaza, causing damage but no injuries were reported. Israel forces also opened fire near the Gaza fence; no injuries were reported. Prime Minister Netanyahu announced that, if reelected, he would annex the Jordan Valley from the northern part of the West Bank to the southern part, effectively surrounding the West Bank by Israel and creating small enclaves of Palestinian cities and villages in the area annexed, including Jericho. Netanyahu’s announcement drew condemnation from many countries and organizations. The U.S. responded that, “[t]here is no change in United States policy at this time.” PA president Mahmoud Abbas warned that if Israel annexed parts of the West Bank, the PA would end all agreements with Israel. In the West Bank, Israeli forces violently dispersed a Palestinian demonstration in support of Palestinian prisoners in Israeli jails, causing tear gas inhalation injuries and 1 arrest. 10 other Palestinians were arrested during raids in and around Jenin, Tulkarm, Ramallah, and Hebron. Israeli forces also seized fruit and vegetable stands near a checkpoint south of Dhariyya. 1 Palestinian girl was injured when an Israeli settler car hit her by Jab’a southwest of Bethlehem. In East Jerusalem, 8 Palestinians were arrested, 4 at the Haram al-Sharif compound and 4 during late-night raids in Issawiyya. Israel and the PA agreed that the PA can collect fuel taxes directly rather than receiving the taxes from Israel. The agreement is likely a work-around to alleviate the PA economy, while the PA still refuses to accept the Israeli-collected taxes since Israel is withholding part of the taxes that Israel perceives will be paid to Palestinian prisoners and their families. The PA also announced that it would start paying back money it owes to its civil servants who have only received 60% of their salaries since February. Israeli forces also demolished a house under construction in Wadi Rahal south of Bethlehem. Israeli settlers threw stones at Palestinians near Nabi Saleh, northwest of Ramallah. In East Jerusalem, 8 Palestinians were arrested during late-night raids in Issawiyya and Shu’fat. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. In the West Bank, Israeli forces arrested 33 Palestinians during daytime and late-night raids in and around Hebron, Ramallah, Bethlehem, Qalqilya, Jenin, and Nablus. Israeli forces also stopped work on a water tank in Kardala in the Jordan Valley. Israeli forces demolished a house in Bayt Umar In East Jerusalem, Israeli forces detained 2 Palestinian children and separately arrested 5 in Issawiyya. Elsewhere in East Jerusalem, Israeli settlers took over a Palestinian-owned building with 4 separate apartments in al-Suwana. The settlers were escorted by Israeli police. The Israeli military claimed to have found a tunnel from Gaza to Israel during construction of a barrier that is said to prevent more tunnels from being dug. The Israeli military also claimed to have shot down a drone near the Gaza fence; it did not report whether the drone was privately-owned, Israeli, or Palestinian, nor the type of drone. (HA, HA 7/8)

A court in Jerusalem found that the PA was liable for damages for 17 incidents where Palestinians killed Israelis during the 2d Intifada in the early 2000s. Several incidents were not committed by PA personnel, nor did the PA have knowledge that they would be carried out. The judge ruled that the PA was retroactively responsible for the incidents because they explicitly or implicitly endorsed them after they happened. The judge ordered the PLO, PA, and Yasir Arafat’s estate to pay $1.6 million for the cost of the trial. A different judge will determine how much the 3 entities must pay in damages. (HA 7/9)

In the West Bank, Israeli settlers vandalized 10 vehicles and sprayed graffiti reading “non-Jews=enemies” on private homes in Sarta near the settlements of Barkan and Revava. Israeli forces demolished a structure under construction in Anata northeast of Jerusalem. The demolition led to clashes with local Palestinians, causing tear gas inhalation injuries. In Dayr Balut near Salfit, Israeli forces demolished 2 caravans and a car wash. 15 Palestinians were arrested during late-night raids in and around Jenin, Ramallah, Nablus, and Tubas. The Israeli foreign ministry reprimanded the Chilean ambassador to Israel after the Chilean president Sebastián Pinera visited the Haram al-Sharif compound with PA officials on 6/25. The Israeli foreign minister Yisrael Katz called the tour of the East Jerusalem holy site a “violation of Israel’s sovereignty on the Temple Mount.” (HA 6/26)

For the 2d day in a row, officials and businesspeople from the Middle East, Europe, and the U.S. met in Bahrain for the Peace to Prosperity workshop. It was reported that 15 Palestinian businesspeople showed up despite the Palestinian-announced boycott. 1 Palestinian spoke at the conference. The Lebanese prime minister Saad al-Hariri said that his government and the Lebanese parliament oppose the U.S. peace plan. It is believed that $6 billion is set aside for Lebanon to permanently settle Palestinian refugees in Lebanon. Hariri stipulated that, “our constitution bans naturalization.” No Lebanese representative participated in the workshop. (HA, HA, HA 6/26)

In the West Bank, Israeli forces raided a school southwest of Jenin and seized construction equipment and a tractor. Israeli forces also closed the Huwwara checkpoint for the 1st of 2 days coinciding with the Bahrain workshop. In several places throughout the West Bank, Palestinians protested the Bahrain workshop. Israeli forces arrested 13 Palestinians during late-night raids in and around Ramallah, Tulkarm, Jenin, and Hebron. During a raid near Ramallah, several Palestinians were injured by rubber-coated bullets as they were protesting the Israeli incursion. A carpentry store was also damaged by Israeli forces during the incursion. In Bayt Umar, Israel forces prevented utility workers from working on the electricity network and seized a crane and a vehicle. In East Jerusalem, Israeli municipal workers tore down a protest tent set up by Palestinians protesting the Israeli planned demolitions of a number of buildings in Silwan. In Gaza, Israeli authorities halted transfers of fuel to the Gaza power plant indefinitely, citing incendiary balloons. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishing boats and detained 3 Palestinian fishermen within the permitted fishing area. 3 Palestinians were injured by live fire east of Bayt Hanun. Charges against a Palestinian man accused of raping a 7-year-old girl in an Israeli settlement in the West Bank was dropped after an Israeli court found that there was not enough evidence tying the man to the rape. The Israeli military prosecution was criticized for their handling of the investigation and an Israeli army spokesperson said that the military would launch a probe into the investigation. The U.S.-sponsored Bahrain workshop on Middle East economic development, dubbed the Peace to Prosperity, began for the 1st of 2 days. Despite focusing on the economic element of peace between Palestine and Israel, neither country was represented at the workshop. The U.S. peace team intends to raise $50 billion in contributions for economy development in Palestine and for its neighbors. A spokesperson for PA president Mahmoud Abbas said that the Arab Peace Initiative from 2002 was a red line that could not be redrafted if a peace plan was to be executed. The comments followed U.S. special adviser and son-in-law to President Donald Trump Jared Kushner’s comments to Al-Jazeera that a peace deal would need to be found “somewhere between the Arab peace initiative and between the Israeli position.” (WAFA 6/25; HA 6/26)

In the West Bank, thousands of Palestinians marched to commemorate the 71st Nakba Day in Bethlehem and Ramallah. Israeli forces also arrested 7 Palestinians during late-night raids in and around Ramallah, Bethlehem, Jenin, and Nablus. In East Jerusalem, the Israeli civil administration delivered 20 demolition notices to Palestinian buildings in Issawiya and 2 for buildings in Shu‘fat refugee camp. 1 Palestinian was arrested during a late-night raid in Silwan. Also in East Jerusalem, 1 Palestinian teen was hospitalized after being assaulted by Israeli settlers, who during the assault, was yelling “Death to Arabs.” In Gaza, thousands of people commemorated Nakba Day along the Gaza fence. Israeli forces suppressed the commemoration protest using live ammunition, rubber-coated bullets, tear gas, and skunk spray, injuring 65 people. 16 Palestinians were wounded by live ammunition and 14 by rubber-coated bullets. One Palestinian was arrested trying to cross into Israel. Israeli officials reported 9 fires in Israel as a result of incendiary balloons. No injuries were reported in relation to the fires. The Israeli high court of justice rejected a petition by a Gaza company producing snacks to allow it to sell its products in the West Bank. The high court sided with the Israeli states argument that it was the PA’s fault that the company could not sell its products in the West Bank. According to Haaretz, there is no clear procedure to how a request the exporting of goods from Gaza to the West Bank. (HA 5/15)

All Gaza and West Bank crossings into Israel were closed except for medical and other emergencies for the 4th day in a row. Israeli authorities announced the closure on 5/6, citing Israeli celebrations of Memorial Day and Independence Day. Palestinians in Israel commemorated the Nakba on Israel’s Independence Day by marching to 1 of the villages that was depopulated during the Nakba. Each year, Palestinians in Israel march to 1 of the more than 140 villages that was depopulated during the Nakba. This year, they marched to Khubbayza. (HA 5/9)

At the UN, PA foreign minister Riyad al-Maliki called the U.S. peace plan “conditions for surrender” and not a plan for peace. U.S. special representative for international negotiations Jason Greenblatt was at the UN meeting. Greenblatt has been actively debunking rumors on Twitter about the U.S. peace plan and criticizing the Palestinian leadership for not engaging with the U.S.. Al-Maliki told Mondoweiss at the UN that he urged European nations to start thinking about putting sanctions on Israel, as calls for stopping settlement expansions have proven ineffective. An Egyptian security delegation arrived in Gaza to meet with Hamas leader Yahya Sinwar and other officials from Hamas and Islamic Jihad in Palestine. The officials discussed demonstrations on Nakba Day held on 15 May and efforts to ensure a relative calm. (HA 5/9)

The Lebanese president Michel Aoun said, during a meeting with a delegation from the Middle East Council of Churches, that “Lebanon would never survive if half a million Palestinian refugees and 1.6 million Syrian refugees remained in the country.” (MNA 5/10)

Canada announced that it contributed $2.4 million to the UN World Food Programme for vulnerable Palestinians in Gaza and the West Bank. New Zealand pledged $2 million for the UNRWA. (MNA, WAFA5/9)

In the West Bank, Israeli forces shot and injured a Palestinian in ‘Araba near a military checkpoint after he allegedly fired shots toward Israeli soldiers. Another Palestinian later turned himself in to Israeli forces after they threatened to demolish his house if he resisted. Israeli authorities alleged that he had partaken in the shooting. Israeli forces razed land and uprooted dozens of olive trees on a Palestinian-owned plot of land near Bethlehem. Israeli forces also arrested 7 Palestinians during late-night raids in and around Ramallah and Qalqilya. In the Jordan Valley, Israeli authorities delivered stop-work orders for the construction of solar panels. In East Jerusalem, Israeli forces demolished a car repair shop in al-Thouri, 2 residential structures that left 5 Palestinians homeless, and several animal sheds. PA president Mahmoud Abbas reiterated that the PA would not accept any of the tax revenue that Israel is withholding unless it is the full amount. In the West Bank, over 20,000 Israeli settlers visited the al-Ibrahimi Mosque in Hebron while the holy site was sealed off for Muslim worshippers. Elsewhere in the West Bank, 11 Palestinians were injured when Israeli settlers escorted by Israeli forces stormed Joseph’s Tomb near Nablus. At a Time magazine event, President Trump’s senior adviser and son in-law Jared Kushner indicated that the U.S. “peace plan” does not include a sovereign Palestinian state. Kushner said that past negotiations over a 2-state solution had failed and that “New and different ways to reach peace must be tried.” When asked directly if 2 states are part of the U.S. plan, Kushner responded, “If people focus on the old traditional talking points, we’re never going to make peace.” (HA 4/24)

In the West Bank, Israeli forces fired tear gas near a Hebron elementary school, causing tear gas inhalation injuries among students and teachers. Israeli forces raided Sabastiyya near Nablus and set up roadblocks on 3 entrances to the village. 10 Palestinians were arrested during late-night raids in and around Bethlehem, Shu‘fat, Ramallah, Jenin, Tulkarm, and Qalqilya. In East Jerusalem, 4 Palestinians were released after 2 weeks of detention but were banned from returning to their homes in Silwan for 7 days. Hundreds of Christians from Gaza were denied permits by Israel to visit Christian holy sites in East Jerusalem and Bethlehem for Easter holidays. In Israel, 1 Palestinian construction worker from the West Bank died while being arrested by Israeli police for working illegally in Israel. In the West Bank, a group of Israeli settlers from the Yitzhar settlement attacked a Palestinian family in the village of ‘Urif south of Nablus. A video shows the Israeli settlers hurling rocks at the Palestinian family while the family takes cover, injuring 1 and causing moderate damage to property, including 2 vehicles. In Hebron, a Palestinian man was rushed to a hospital after being shot in the face by Israeli forces. In East Jerusalem, 5 Palestinians were arrested in late-night raids; 1 of the detained was Adnan Gheith, the PA governor of Jerusalem.
