Israeli forces also open fire at Palestinians waiting to receive aid at the Kuwait Roundabout in Gaza City, killing at least 17. More than 32,705 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 75,190 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 445 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 200 tonnes of food aid, equivalent to 10 truckloads, arrive at the coast of Gaza. The aid is delivered in coordination between the charities Open Arms and World Central Kitchen and the UAE. 36 trucks carrying aid enter Gaza. France, the U.S., Germany, and Jordan airdrop aid over northern Gaza. The Wall Street Journal reports that the Israeli efforts to expand the buffer zone along the Gaza fence have caused widespread destruction of buildings and that Israel intends it to be more than half a mile wide. The U.S. House of Representatives’ appropriations panel recommends a bill providing $17.6 billion in funding for the Israeli military, including $4.4 billion in weapons supplies, $4 billion for missile defense, $3.5 billion for financing of advanced weapons systems, $1.2 billion for the development of the Iron Beam laser missile defense, and $1 billion to improve artillery and munitions production. Speaker Mike Johnson says the House could vote on the bill next week. The House Freedom Caucus later indicates that its members will not support the bill, instead proposing that the U.S. pays for the aid to Israel by cutting funding to the UN and scrapping the IRS expansion. The New York Times reports that it was UNRWA commissioner-general Philippe Lazzarini who informed the U.S. on 1/24 about the Israeli allegations against 12 UNRWA staffers after a meeting with an Israeli diplomat in Tel Aviv on 1/18 where the Israeli allegations were shared with him. Lazzarini also met with UN secretary-general Antonio Guterres before sharing the information with the U.S., where they decided to fire 9 out of the 10 staffers who are still alive. (HA, NYT 2/3)

In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Birin and al-Twana. Israeli forces shot and killed 1 Palestinian child during a raid in Aida refugee camp. Israeli forces also shot and injured 1 Palestinian during a raid in Ya’bad. In Hebron, Israeli forces punitively demolished the family homes of 2 Palestinians accused of killing an Israeli settler in August. 50 Palestinians were arrested during late-night raids in and around Hebron, Beit Fajjar, al-Arroub refugee camp, Bethlehem, Aida refugee camp, Dheisheh refugee camp, Jaba’, and Jalazone refugee camp. 1 Israeli soldier wounded near the Itamar settlement on 11/8 succumbed to his injuries. Saudi crown prince Mohammed bin Salman condemned Israeli attacks on Gaza at the African-Saudi summit in Riyadh. A joint statement by the participating countries said Israeli attacks needed to stop and called for an end to the occupation. (REU, WAFA 11/10)

French president Emmanuel Macron said there was no justification for Israel’s killing of civilians in Gaza, urging Israel to stop and calling for a ceasefire. In response, Prime Minister Netanyahu placed the blame for civilian death on Hamas, insisting on calling the group “Hamas-ISIS” several times. In the West Bank, an Israeli settler rammed a 4-year-old Palestinian in Kisan, causing life-threatening injuries. Israeli settlers also threw stones at Palestinian vehicles traveling near al-Bireh and Shufa and vandalized a barn in Khirbet Makhul. Israeli forces raided Arrabah, assassinating 3 Palestinians sitting in a car, including a minor. Israeli forces also issued 15 demolition and stop-work orders for homes and 2 demolition notices for walls on agricultural lands in Yatma. 5 Palestinians were arrested during a late-night raid in Burqa; Israel said the arrests were related to the settler attack on Burqa on 8/4. 5 others were arrested during late-night raids in Hebron, Fawwar refugee camp, Bayt Awa, and Rumana. In the West Bank, Israeli settlers set up 6 mobile homes on Palestinian-owned land in al-Lubban ash-Sharqiya, creating a new settlement outpost. It was reported Israeli forces leveled land in preparation for the settlers to create the outpost. Israeli settlers also set up caravans near Mukhmas. Elsewhere, Israeli settlers also raided ‘Urif, setting fire to homes and a mosque and vandalizing the electric panel supplying the town, cutting power for hours. Security footage also showed the settlers tearing apart a Quran outside of the mosque. Israeli settlers also threw stones at Palestinian vehicles near Nahalin, Yasuf, and Ras Karkar. Meanwhile, Israeli settlers with a military escort also attacked Palestinians in Jalud, injuring 1 Palestinian with live ammunition and others with stones. Israeli settlers also raided Sinjil and Umm Safa before being repelled by Palestinians. Separately, Israeli settlers attacked Palestinians in Khirbet Tuba in the Masafer Yatta area, causing bruises and damage to property. Israeli forces raided Nablus, punitively demolishing the family home of 1 Palestinian man who allegedly took part in the killing of an Israeli soldier in October 2022; 33 Palestinians were injured by tear gas. Israeli forces also shot and injured 1 Palestinian during a raid in Dheisheh refugee camp. Elsewhere, Israeli forces demolished 4 residential structures in al-Maleh. The Jerusalem District Planning Committee approved proposed plans to build a new American embassy on a plot of land known as the Allenby complex, which is privately owned by several Palestinian families. It is still undetermined if the U.S. will move ahead with its plans to build the embassy on the plot of land because it was seized by Israel from the Palestinian families after the Nakba. (HA 6/22)

U.S. ambassador to Israel Tom Nides said at a Geneva Initiative event in Tel Aviv that the U.S. does “not stand and watch settler violence. I have been very clear and very specific that we will not stand by, and we are pushing the Israelis to take whatever action they need to take to stop those people.” The Saudi foreign ministry also issued a statement condemning the settler attacks. The annual UN report on the treatment of children in conflict zones left out Israel on the list of shame for the killing and mistreatment of Palestinian children. According to the report, 42 Palestinian children were killed and 933 were injured during 2022. Human Rights Watch and the PA expressed disappointment that Israel was left off the list. The chair and deputy chair of the Elders, Mary Robinson and Ban Ki-moon, issued a statement after visiting Israel and Palestine, warning that the “one-state reality is now rapidly extinguishing the prospect of a two-state solution.” The statement said that Robinson and Ban did not hear a “detailed rebuttal of the evidence of apartheid. Israel’s civil administration told an Israeli court that it demolished the home of a Palestinian family in the West Bank by mistake. The family of 5’s home was demolished in July by Israeli forces despite the family’s pleas that there was a court order protecting their home. The Civil Administration said that the family’s home was thought to be the home of a different Palestinian family, whose home had already been demolished and blamed the mistake on “human error.” (HA 8/10)

The Honduran foreign ministry said that the country is considering moving its embassy to Israel back from Jerusalem to Tel Aviv. The new Honduran government that took office in January this year said in a statement that president Xiomara Castro wants to maintain a balanced relationship with Israel and Arab countries. The UN envoy for the Middle East peace process warned the UN security council that the ceasefire between Islamic Jihad and Israel was fragile and that the only way to secure longtime peace is through a 2-state solution based on the 1967 lines. U.S. secretary of state Antony Blinken said that he had invited the family of the Palestinian American journalist Shireen Abu Akleh, who was killed by Israeli forces on 5/11, to the White House. The invitation comes as the Biden administration has received severe criticism for whitewashing the Israeli killing by not firmly blaming Israel for the killing and by refusing to call for any consequences. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. The state department spokesperson Ned Price said secretary of state Antony Blinken, national security advisor Jake Sullivan, and deputy secretary of state Wendy Sherman had talked to their Israeli counterparts and unnamed Palestinian officials. Israeli prime minister Benjamin Netanyahu said that the Israeli defense ministry and the civil administration’s higher planning committee will approve 800 new settlement units in the Itamar, Beit El, Shavei Shomron, Oranit, Givat Ze’ev, Tal Menashe, and Nofei Nehemia settlements and settlement outposts. Prime Minister Netanyahu also said on Facebook that “[w]e’re here [in the West Bank] to stay. PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. The foreign ministers of Germany, France, Jordan, and Egypt met in Cairo to discuss reviving peace talks between Israel and Palestine. Adelson had recently flown the convicted Israeli spy Jonathan Pollard to Israel from the U.S. so he could immigrate after being released from parole, and he bought the U.S. ambassador’s house in Tel Aviv from the U.S. state department earlier in 2020. Jonathan Pollard, the former U.S. navy intelligence analyst who spied on the U.S. for Israel, arrived in Tel Aviv on a private jet belonging to the mega donor to Israeli settlements and U.S. Republicans, Sheldon Adelson. He was received by Israeli prime minister Benjamin Netanyahu, who handed him and his wife Israeli passports. Pollard, who have been living under strict restrictions in New York City after being granted parole in 2015, was able to move freely when his parole was lifted in November. Pollard received a life sentence after being convicted of spying in 1987; Israel had since that time lobbied consecutive U.S. presidents to have him released to Israel. 4 Republican senators sent a letter to U.S. president Donald Trump, urging him to change the guidelines on how products from the West Bank are to be labeled when entering the U.S. The 4 senators, Tom Cotton (R-AR), Ted Cruz (R-TX), Marco Rubio (R-FL), and Kelly Loeffler (R-GA), wrote that products from “Judea and Samaria” should be allowed to be labeled as “Made in Israel.” (Senator Tom Cotton 11/16; ALM, WAFA 11/19)

Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Israel, a court in Tel Aviv temporarily halted construction of a homeless shelter on a Muslim cemetery in Jaffa after a week of protests. When Jaffa residents and the local Islamic council presented the order to Israeli police, they were violently dispersed and several Palestinian activists were arrested. Jordanian King Abdullah II told U.S. congressional leaders and committees via video conference that Israeli annexation of parts of the West Bank is unacceptable and will undermine stability and peace. Israeli defense minister Benny Gantz said he had instructed the Israeli army’s chief of staff to accelerate the army’s preparations for “the upcoming diplomatic changes in the Palestinian area.” Defense Minister Gantz was referring to the potential fallout from Israel’s upcoming plans to annex parts of the West Bank. UAE’s minister of foreign affairs Anwar Gargash tweeted that “[c]ontinued Israeli talk of annexing Palestinian lands must stop. Any unilateral Israeli move will be a serious setback for the peace process, undermine Palestinian self determination & constitute a rejection of the international & Arab consensus towards stability & peace.” The tweet comes after the PA on 5/21 rejected COVID-19-related aid flown directly from the UAE to Tel Aviv. In the West Bank, Israeli forces blocked the entrance to the town of Tuqu‘ near Bethlehem and stormed the city center, leading to clashes with local residents; no injuries were reported. Israel also issued a military order to confiscate 401 dunams (99 acres) of Palestinian-owned land in al-‘Arub, Bayt Umar, and Halhul near Hebron. Turnout among Palestinian citizens of Israel was less than 50 percent. After Israeli PM Netanyahu accuses the alleged attacker of supporting ISIS, Israel’s security cabinet decides to use administrative detention against any persons suspected of committing a crime who also identify as supporters of the group.
