The IDF continues targeting Yatta in the aftermath of the 6/8 killings in Tel Aviv, raiding homes in the village late at night and taking new photographs and measurements of 1 of the attackers’ homes, threatening punitive demolition. Elsewhere in the West Bank, IDF troops arrest 5 Palestinians during raids nr. Hebron, Tulkarm, Salfit, and Ramallah; and patrol nr. Ramallah and Salfit. An IDF jeep rams and injures a Palestinian youth nr. Qalqilya. In East Jerusalem, Israeli forces arrest 2 Palestinians during late-night raids in al-‘Izzariya. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis. Off the coast, Israeli naval forces open fire on Palestinian fishing boats nr. Rafah. Palestinian national reconciliation talks in Doha break down halfway through their last scheduled day. Hamas spokesperson Sami Abu Zuhri says that Fatah officials reneged on agreements made in previous rounds of negotiations and that Fatah withdrew during the 2d session of talks today. A Fatah spokesperson says that Hamas is “not ready yet for national unity and political partnership.” (MNA 6/18)

Two Palestinians open fire on a crowd of Israelis in an open-air shopping area in c. Tel Aviv, killing 4 and injuring 10. Israeli forces shoot the 2 men, critically injuring 1 and mildly injuring the other. IDF troops raid the attackers’ home village of Yatta nr. Hebron late at night, detaining several Palestinians and barring all entrances and exits, except for humanitarian cases. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City overnight, sinking 1; 3 of the fishermen are arrested (they are released later in the day). Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Rafah. In East Jerusalem, Israeli forces arrest 4 Palestinians during raids in the Old City. In the West Bank, Israeli forces confiscate a Palestinian truck from Khirbat al-Hadidiya in the Jordan Valley. Israeli settlers raze some Palestinian land nr. Bethlehem. The Israeli police decide that Palestinians killed after committing serious crimes against Israelis will be denied funeral processions and burials in their home neighborhoods or villages. Instead, the police will select the cemeteries in which to bury them. (HA, MNA, TOI, YA 6/8)

IDF troops on the Gaza border e. of Khan Yunis fire warning shots at Palestinian farmers approaching the border fence, causing damage but no injuries. In the West Bank, the IDF conducts house searches and raids in and around Jenin, 4 villages nr. Ramallah, 2 villages and al-Fawar r.c. nr. Hebron, and 1 village each nr. Bethlehem, Nablus, and Salfit, arresting 20 Palestinians; patrols in 2 villages each nr. Qalqilya and Tulkarm, and 1 nr. Hebron. IDF troops violently disperse dozens of Palestinian activists demonstrating in a village nr. Nablus and in Jalazun r.c., lightly injuring several and arresting 2. They also assault a Palestinian man at a checkpoint nr. Bethlehem. In East Jerusalem, Israeli police assault a Palestinian girl who shouts at right-wing Jewish activists in Haram al-Sharif, and arrest 4 other women at the entrance to the sanctuary. The Israeli authorities also deny 8 busloads of Palestinians from the West Bank access to Haram al-Sharif. Separately, Israeli forces deliver an eviction notice to a Palestinian-rented home in the Old City; conduct raids and house searches in Issawiyya and the Old City, arresting 6 Palestinians. In the Gaza Strip, IDF troops e. of c. Gaza arrest 4 Palestinians as they attempt to cross the border fence into Israel. In 4 separate incidents off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing damage. In the West Bank, IDF troops violently disperse with tear gas and rubbercoated metal bullets dozens of Palestinians protesting Israeli pres. Rivlin’s visit to c. Hebron, injuring 1. Rivlin gives an inauguration speech at a Jewish history museum. It is the 1st visit to Hebron for a sitting Israeli pres. since 1998. The IDF conducts house searches and arrest raids nr. Salfit, Hebron, Jenin, Jericho, and in ‘Aqabat Jabir r.c; patrols nr. Qalqilya and Hebron. They also arrest a Palestinian at a checkpoint nr. Bethlehem who is on his way to visit his brother in prison. An Israeli settler deliberately rams his car into a car full of PA security forces outside al-‘Arub r.c. nr. Hebron, injuring 7. In East Jerusalem, Israeli forces patrol nr. a school in al-Tur, sparking clashes with stone-throwing Palestinian youth; 4 of the Palestinians are arrested and dozens suffer from tear gas inhalation. William Schabas resigns after 5 mos. as head of the 3-mbr. UNHRC’s commission investigating possible war crimes committed during OPE. In his resignation letter, Schabas cites Israeli allegations of bias and says he does not want to detract from the report’s findings. Israeli PM Netanyahu calls for the inquiry to be shelved, but UN officials say it will continue, as scheduled. (AJ, REU 2/2; AFP, WAFA 2/3)

In the Gaza Strip around midday, an armed Palestinian group launches 3 rockets into Israel that land in an open area nr. Beersheba, breaking the 24-hour extension to the previous 5-day cease-fire. The IDF responds with air strikes, hitting approximately 25 targets across Gaza, killing 2 Palestinians and injuring over 50. In 1 incident late at night, IDF troops launch 6 missiles at a house in Gaza City in an attempt to assassinate Mohammed Deif, Izzeddin al-Qassam Brigades commander. Deif’s wife and 7-mo.-old son, as well as 3 other Palestinians, are killed in the attempt. The armed Palestinian groups fire over 50 projectiles into Israel, with 1 rocket hitting a highway nr. Tel Aviv and around 14 intercepted by Iron Dome batteries. At a hospital in Turkey, 1 Palestinian succumbs to injuries sustained earlier in the assault. Overnight in the West Bank, the IDF conducts house searches and raids in Dayr Istya, Hebron, 3 villages nr. Nablus, 1 village s. of Hebron, and 1 village n. of Tulkarm, arresting 13 Palestinians. In the morning in Cairo, Palestinian and Israeli negotiators, as well as Egyptian mediators, conduct talks on a long-term ceasefire agreement, specifically the Israeli demands for Hamas’s disarmament and the Palestinian demands for lifting the blockade. Head of the Palestinian delegation al-Ahmad says “maybe we will reach an agreement and maybe not.” Palestinian negotiator Qais Abdel Karim says the Israelis have proposed measures that would comprise “not removing the blockade but easing it.” Hamas spokesperson Fawzi Barhoum says, in an email to CNN, that “if Netanyahu does not understand our message and people’s demands in Gaza through political language, we know a way to make him understand.” After hostilities resume in Gaza, both Israel and the Palestinian factions accuse the other of violating the cease-fire and instruct their reps. to end the negotiations. German, French, and British diplomats begin circulating a document containing principles for a new United Nations Security Council (UNSC) res. at the UN’s New York headquarters. The principles include a return of PA control to Gaza, reconstruction under international supervision, and a return to Israeli-Palestinian peace negotiations. U.S. and Israeli diplomats have been briefed on the initiative. (HA 8/21)

The IDF continues its assault on the Gaza Strip, killing 61 Palestinians. Local officials say targets struck include 5 mosques and a soccer stadium, in addition to other Palestinian infrastructure and multiple tunnels. Prolonged Israeli shelling of Khan Yunis kills at least 6 and wounds more than 20. Also, the IDF strikes a UNRWA-run school in c. Gaza. Palestinian fighters kill 2 Israeli soldiers overnight and fire approximately 67 rockets and mortar shells into Israel, with 18 projectiles intercepted by Iron Dome batteries. In the West Bank, an Israeli citizen shoots and kills a Palestinian man between al-Ram and Hizma checkpoint n. of Jerusalem, reportedly after the Palestinian man threw stones at the Israeli’s car. IDF troops shoot and injure 5 Palestinians in ‘Askar r.c. nr. Nablus, during clashes in an arrest raid. The IDF conducts house searches and arrest raids in Nablus and 2 villages nr. After 1 rocket lands nr. Ben Gurion Airport, the U.S. Federal Aviation Authority (FAA) bans flights to and from Israel for at least 24 hours, and the European Aviation Safety Agency advises all carriers to avoid Tel Aviv “until further notice.” Israel’s Transportation Minister Yisrael Katz, in a statement, says “there is no need for U.S. carriers to suspend flights and reward terrorism.” U.S. Secy. of State Kerry and PM Netanyahu later discuss the FAA ban on a phone call. At a monthly meeting of the EU Council, the 28 EU FMs issue a statement that “strongly condemns the indiscriminate firing of rockets into Israel by Hamas and militant groups in the Gaza Strip” and also “condemns calls on the civilian population of Gaza to provide themselves as human shields.” Meanwhile, Secy. of State Kerry meets with Egypt’s Pres. al-Sisi in Cairo to discuss Gaza, and afterward, affirms that “there is a framework available to end the violence, and that framework was the Egyptian initiative.” Senior Fatah official al-Ahmad flies in to Cairo to also meet with Kerry. In Israel, UN Secy.-Gen. Ban meets with PM Netanyahu and at a Tel Aviv press conference, Ban condemns the rocket attacks, while the Israeli leader accuses Hamas of committing a “double war crime” of targeting Israeli civilians while using Palestinian civilians as human shields. The IDF continues its attacks on the Gaza Strip from land, sea and air, killing 78 Palestinians, including 25 people from a single family nr. the border with Egypt and 10 who die in Khan Yunis after shells hit their home repeatedly as they try to flee. An air strike on a tower in c. Gaza City kills 11, including 5 children. IDF troops shell al-Aqsa Hospital in c. Gaza, killing 4 and wounding 70. Palestinian fighters kill 9 Israeli soldiers during the fighting on the ground. Al-Qassam Brigades target Haifa, Tel Aviv, and Ashdod with rocket fire, with over 50 rockets fired into Israel, causing no injuries. In an al-Qassam Brigades operation, 12 Palestinian fighters enter Israel by a tunnel nr. Bayt Hanun and attack an IDF site, killing 4 and destroying a jeep with an RPG shell. Ten of the Palestinian fighters are killed in the operation and the other 2 return through the tunnel. In the West Bank, the IDF conducts house searches and arrest raids in Hebron, 1 nearby village and al-Fawar r.c., and 1 village nr. Qalqilya at night; patrols in 2 villages nr. Speaking in a televised address, former Hamas PM Haniyeh says that “Gaza has decided to end the blockade by its blood and its heroism,” adding, “We cannot go back to the silent death” of the siege. Israeli DM Ya’alon tells a parliamentary comm. that the operation will continue “as long as necessary until the completion of the task.” However, Ya’alon mentions that the Israeli govt. would welcome the PA unity govt. exercising authority in Gaza, in an apparent reversal of policy. In Doha, Hamas leader Mish‘al meets with Pres. Abbas for the 1st time since the war began. PA spokesperson Abu Rudayna reiterates the PA leadership’s call for an immediate cease-fire as a way of realizing “the national goals of the Palestinian people.” In Cairo, UN Secy.-Gen. Ban holds talks with Egyptian FM Shoukri aimed at pressing for an immediate truce. Secy. of State Kerry also arrives in Cairo to facilitate the cease-fire talks. Kerry announces that the U.S. will send $47 m. in humanitarian aid to Gaza. Meanwhile, the IDF requests access to the U.S. War Reserves Stockpile based in Israel to resupply its munitions. The IDF continues its assault on the Gaza Strip by air and sea, and intensifies its ground offensive, especially in the Shuja‘iya neighborhood in e. Gaza City, killing 149 Palestinians. Palestinian fighters kill 13 Israeli soldiers and injure 53 others. In the West Bank, IDF troops open fire on Palestinians gathered to demonstrate in Hebron, Ramallah, and the surrounding areas, injuring dozens in Hebron, Qalandia, and Jalazun r.c. The rallies are celebrating the reported capture by Palestinians in Gaza of a live Israeli soldier. The IDF conducts house searches and arrest raids in 2 villages nr. In Tel Aviv, PM Netanyahu says that the IDF is carrying out “complex, deep, intensive activity” in the Gaza Strip, for which there is “very strong support within the international community.” At the same press conference, DM Ya’alon says that in his “assessment,” the “lion’s share of the tunnels” will be destroyed “in another 2 or 3 days.” In the evening, the UNSC holds an emergency meeting, at the request of Jordan’s reps., and expresses “serious concern about the growing number of casualties.” Mbrs. call “for an immediate cessation of hostilities.” In Doha, UN Secy.-Gen. Ban meets with Qatari emir Shaykh Tamim bin Hamad al-Thani and PA Pres. Abbas. While there, Ban condemns what he calls the “atrocious action” of the IDF in killing “dozens more civilians.” Hamas leader Mish‘al visits Kuwait for talks with the emir, whose country currently holds the rotating presidency of the Arab League. The IDF strikes over 50 targets across the Gaza Strip, including the Interior Ministry building and a hospital, killing 23 Palestinians. Among these are 4 children, who are killed when IDF troops shell a beach nr. Gaza City, an attack witnessed by a number of international journalists. IDF troops also destroy the house of a high-ranking Hamas political figure. Palestinians fire more than 60 rockets into Israel, including rockets aimed at Ashqelon and Ashdod. Iron Dome batteries intercept 4 of the projectiles. Rockets cause damage in Ashdod and Tel Aviv, and 1 soldier is injured. UNRWA says that the Gaza Strip’s health system is on the brink of collapse, with 600,000 people facing water shortages and 22,000 seeking refuge in school shelters. (AP, HA, MNA, NYT 7/16)

After Hamas rejected the Egyptian cease-fire proposal the previous day, Dep. Hamas leader Abu Marzuq meets Egyptian officials and offers terms Hamas seeks in a cease-fire deal, such as “fully lifting the blockade on Gaza, including opening all the crossings and releasing the rearrested prisoners.” (See the Quarterly Update in JPS 173 for more on Hamas’s terms.) Pres. Abbas meets with Abu Marzuq in Cairo, and separately with Egypt’s Pres. al-Sisi and FM Sameh Shoukri, as well as Arab League chief al-‘Arabi. He also speaks with Hamas leader Mish‘al by telephone. Meanwhile, Secy. of State Kerry says that the U.S. is doing “everything in our power” to end the violence, in remarks he makes on an official visit to Luxembourg. Kerry speaks with the FMs of Egypt, Qatar, and the United Arab Emirates. Pres. Obama says that the U.S. supports Egypt’s efforts to secure a cease-fire and restoration of the 11/2012 agreement. In the Gaza Strip, the IDF launches 6 air strikes, destroying a blacksmith workshop and causing damage to vacant training sites belong to various armed groups. There are no injuries. In the West Bank, OBK continues. IDF troops open fire on Palestinians in Haris village nr. Salfit during a raid, wounding 1. During separate raids, Israeli soldiers shoot at residents in al-Fara‘a r.c. nr. Tubas, wounding 2, and shoot 1 in Balata r.c. nr. Nablus. IDF troops also demolish a house nr. Hebron because it was built without a permit. Also, IDF troops raid and confiscate property from 5 Hamas-linked charities. The IDF conducts house searches and arrest raids in Hebron in the afternoon, and in Hebron and 8 nearby villages, Jenin and 6 nearby villages, Tulkarm and 4 nearby villages, Nablus and 8 villages, ‘Askar r.c. and Balata r.c. nearby, Salfit and 1 nearby village, 1 village nr. Israeli PM Netanyahu meets with Quartet Rep. Blair in Tel Aviv and tells him that the 6/12 kidnapping “exposes the real face of Hamas.” Blair says that Hamas “cannot choose the political path on one hand and violence on the other.” Meanwhile, reps. from a number of factions, including Fatah and Hamas, hold a press conference in Gaza City. No group claims responsibility for the kidnapping of the teenage settlers. The reps. say they are prepared to confront any Israeli “aggression.” EU foreign affairs chief Ashton issues a statement condemning the abduction and urges “close cooperation between the Israeli and Palestinian security services.” (HA, JP, MNA 6/17)

Talks between reps. of Iran and the P5+1 powers on the disputed Iranian nuclear program continue in Vienna. Discussions last an hour and a half and cover “elements of the text that could be part of an agreement,” according to Michael Mann, an EU spokesperson. (AA, REU 6/17)

On the anniversary of the Nakba, 1,000s of Palestinians fr. the West Bank, Gaza, Jordan, Lebanon, and Syria stage marches (mostly nonviolent, though some stone throwing) toward the Israeli border. In Lebanon, though troops, riot police, and UNIFIL soldiers deploy to prevent marchers fr. reaching the border, a large group succeeds in reaching the border fence nr. Hizballah-controlled Maroun al-Ras village, where they throw stones at IDF troops. IDF troops open fire into Lebanon, leaving 10 Palestinians dead and at least 112 wounded. Palestinians refugees marching fr. Syria knock down the border fence into the Golan Heights, enter the Druze village of Majdal Shams, and rally in the village square, erecting Palestinian flags. IDF troops open fire to drive them back across the border, killing 4 Palestinians and wounding around 200. On the border with Jordan, Jordanian troops fired tear gas and scuffle with some 800 Palestinians, preventing them fr. reaching the border, leaving 14 demonstrators and 3 police officers lightly injured. In Egypt, govt. forces reinforce their border, preventing some 250 Palestinians fr. marching to the Rafah crossing. In Cairo, riot police fire tear gas, disperse protesters converging on the Israeli embassy, injuring around 120. On the Gaza border, IDF troops fire live ammunition and artillery at Gazans marching toward the border, wounding at least 125. In the West Bank, IDF troops fire tear gas, rubber-coated steel bullets to disperse around 1,000 stone-throwing Palestinians marching toward the Qalandia crossing (injuring 10s) and violently beat scores of Palestinians marching fr. Palestinian-controlled area A toward Israeli security-controlled area B in Hebron (injuring 10s). A large peaceful rally commemorating the Nakba is held in Ramallah. Numerous smaller and protests clashes are also reported in the West Bank and East Jerusalem; rights groups say some 185 Palestinians have been injured in these clashes over the past 3 days, 153 of them in Jerusalem. Netanyahu accuses the demonstrators of “incitement” and challenging “the very existence of Israel.” Other Israeli officials accuse Iran and Syria of instigating the Palestinians, noting that Syrian security did nothing to prevent Palestinians fr. approaching the border. Unrelated to the “March to Palestine,” IDF troops fired across the border into Gaza, killing a Palestinian who allegedly was planting an explosive device. Inside Israel, an Israeli Palestinian drives his truck into several cars, a bus, and pedestrians in Tel Aviv, killing 1 Israeli and injuring 17 in what Israeli police say was a deliberate terrorist attack; the driver, who is arrested, strongly denies deliberately harming anyone, saying he lost control of his vehicle when a tire blew. The IDF also patrols in 2 village nr. Qalqilya (arresting 1 Palestinian teenager for throwing stones) and 2 nr. Tulkarm; sends undercover units into Nur al-Shams r.c. nr. Tulkarm late at night, surrounding and raiding a house and arresting 1 Palestinian; conducts other late-night arrest raids, house searches in and around al-‘Arub r.c. and Hebron, and nr. Salfit. Jewish settlers fr. Kiryat Arba settlement in Hebron throw 4 Molotov cocktails at a nearby Palestinian home, causing minor damage. Israel resumes transferring VAT taxes to the PA (see 5/1), having received PA assurances that none of the money would be accessible to Hamas under the new Fatah-Hamas unity deal, but warning that it would reconsider suspending transfers if Hamas was allowed to join a PA govt. At quarter’s end, fierce fighting is ongoing in Libya and NATO intervention continues. Rebel-held areas increasingly report shortages of food and medical supplies. No reliable figures on casualties are available since independent media access and communications are extremely difficult. Deaths are thought to be well into the 1,000s and perhaps as high as 10,000. Hebron; fires on residential areas of Khan Yunis; fires rubber-coated steel bullets, tear gas at a nonviolent Palestinian demonstration against the separation wall nr. Bil‘in, seriously injuring a Palestinian, lightly injuring a foreign journalist with the Associated Press. Some 40 Jewish rabbinical students club, stone 8 Palestinian laborers working legally at Nachliel settlement, seriously injuring at least 5; Israeli police intervene but the settlers escape; police sources say the 8 Palestinians were “almost lynched.” Jewish settlers fr.
