International mediation efforts continue, with UN Secy.-Gen. Annan, Russian FM Ivanov, EU foreign policy dir. Javier Solana each meeting separately with Arafat, Barak. Egypt's Musa flies to Damascus to confer with Syrian pres. Asad, who phones Arafat to express Syrian support. Mubarak also phones Arafat and rejects Clinton's proposal (10/8) for a summit in Egypt, saying Israel must 1st agree to pull its troops back fr. PA areas, stop threatening Lebanon and Syria (see 10/8), bar official Israeli visits to the Haram al-Sharif/Temple Mount, agree to an international inquiry. Meanwhile, Israeli-Palestinian clashes abate somewhat. Inside Israel, Israeli Jews stab to death 2 Israeli Arabs nr. Tel Aviv, set fire to 3 Arab apartment buildings in Jaffa, and set fire to 3 Palestinian homes and a Jewish-owed restaurant that employed Palestinians in Tel Aviv. Clashes btwn. Israeli Jews and Arabs are also reported in Haifa, Tiberias, and Acre, where Israeli police intervene, firing tear gas and live ammunition, wounding 1 Israeli Arab. (Israeli police say they have arrested some 400 Israeli Arabs, 200 Israeli Jews since clashes began.) Jews fr. West Jerusalem damage Palestinian property in East Jerusalem. In Gaza, the IDF demolishes another apartment building in Netzarim Junction, which was evacuated earlier because it had been hit by IDF shells. Jewish settlers reportedly attack Palestinians in Hebron, Khan Yunis, Rafah and outside Jinin, Nablus, Ramallah; some incidents involve settlers firing automatic weapons. In Rafah, a 12-yr.-old Palestinian is shot dead by the IDF. Nr. Ramallah, IDF soldiers wound a Palestinian ambulance driver with live ammunition. At the weekly cabinet mtg., PM Barak says that although he still has not found a suitable person to lead the final status team, comprehensive staff work has been done to formulate Israel's position in the political-security sphere and on the subject of economic separation. Arab Human Rights Organization calls on Jordan to immediately release the 20 Hamas political leaders, activists it has detained since 8/31. King Abdallah says he believes that a "formula" can be reached to resolve the issue. The Muslim Brotherhood is still mediating. Jordan's Interior Min. says that it has detained 3 Israeli Arabs on charges of selling Palestinian land in Jerusalem to Israelis using forged land-sale affidavits. 3 other men are wanted. (al-Quds 10/19 in WNC 10/21; JT 10/31 in WNC 11/2)

Israeli Interior M Sharansky rescinds the regulation allowing the residency rights of East Jerusalem Palestinians to be revoked on the grounds that their tax, water, electricity, rental, school or enrollment records suggest they may have lived outside the city for some time during the past 7 yrs.; does not say whether Palestinians who had their residency revoked under this law will have their rights restored. Some 5,000 Jewish settlers, angered by Barak's plans to fully or partially dismantle 12 settlements, protest outside the PM's home. (MM, WP, WT 10/18; AYM 10/19 in WNC 10/21; MEI 10/29)

In Nazareth, a group Muslim Palestinians angry over the city's plans to construct a large plaza next to the Church of the Annunciation on a site that was slated for construction of a mosque attack, slightly injure the town's Christian mayor, Ramiz Jaraisi. Israeli police arrest 2 suspects. (WT 10/18, 10/20) (see 4/20)

A new press and publication law goes into effect in Jordan, replacing the controversial 1998 press law. While the new version lifts the ban on nearly 1,000 books, reduces the amounts that journalists can be fined for violations, and lowers the minimum capital a newspaper must hold to be licensed, the Jordan Press Association cautions that it does not ban the arrest of journalists for political reasons. Pres. Clinton phones Syrian pres. Asad to brief him on his talks with Israeli PM Barak, encourages Syria to resume negotiations with Israel. (MM 7/20; WT 7/21)

Meeting on the peace process with Pres. Mubarak in Cairo, Arafat says that Barak's 15-mo. timetable for final settlement is unacceptable; says that when the PLO agreed in 5/99 to put of its unilateral declaration of a Palestinian state, it was assured by the EU and the U.S. that an extension would not exceed 1 yr. In Washington, Israeli PM Barak holds 2d round of talks with Secy. of State Albright, meets with congressional leaders, departs for London to meet with British PM Tony Blair. IDF suspends export licenses of the Israeli company Orlil based on reports that Orlil stole U.S. night-vision equipment purchased for the IDF, sold it to "Far Eastern" countries. (Globes [Internet] 6/2 in WNC 6/3)

Israel's Jewish Agency reports that during FY ending 3/31, only 175 of immigrants who were not sent to absorption centers settled beyond green line; also adds some 1,800 immigrants had settled in Jerusalem. JDS adds 41,500 total immigrants arrived during FY; 23,019 did not go to absorption centers, but looked after themselves [HAA, JDS 4/9 in FBIS 4/10].

Washington Times, citing unnamed defense sources, reports Israel is "reasonably close" to first test flight of experimental interceptor that could strike down incoming ballistic missiles; but deployment of these Arrow interceptors is at least 5 years away [WT 4/9].

New York Times reports Shimon Peres seems assured of 61 Knesset votes, majority needed to form new gov't. [NYT 4/ 11].

Military Action:

IDF jets make repeated reconnaissance passes over Beirut as IDF armored units dig in around airport and trade small arms fire with PLO guerrillas in southern suburbs; PLO building ramparts at key intersections to impede IDF tank passage; Syria and PLO reinforcing units in Bekaa valley; IDF matches their efforts in adjacent zones.

Casualties:

IDF attack on Tyre resulted in losses of almost $75 m., loss of personal goods and autos may add another $10 m.; similar study of Sidon expected to show losses of around $100 m.; acting president of the American University of Beirut kidnapped, reportedly in return for kidnapping of Shiite in Phalange area; although food is entering Beirut, fuel is still cut, threatening hospital and sanitation services in W.
