In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces on 11/9 in Jenin refugee camp. Israeli settlers assaulted Palestinian herders and stole some of their sheep in Tuqu’. Israeli settlers also raided Kisan, stealing solar panels and a generator. Elsewhere, Israeli settlers raided Shaab al-Butum in the Masafer Yatta area, demolishing a residential structure and vandalizing solar panels, water tanks, and 70 olive tree saplings. Israeli settlers also attacked 2 Palestinians and 2 foreign journalists during a raid in Manizil and al-Rakiz in the Masafer Yatta, causing bruises. Israeli forces shot and killed a Palestinian man during a raid near al-Arroub refugee camp. Israeli forces also shot and injured a Palestinian during a raid in Arrabah. Elsewhere, Israeli forces demolished a 4-story building under construction in al-Za’im. Nearly 50 Palestinians were arrested during late-night raids in and around Hebron, Deir al-Ghusun, Ramallah, Deir Ibzi, Bethlehem, and Qaryut. In Gaza, Israeli forces sealed off the Indonesian Hospital in Beit Lahiya; Israeli shelling of the hospital killed 12 people. 100 patients were later evacuated from the hospital. The Israeli seige of al-Shifa Hospital continued for the fifth day. Israeli forces also attacked a Doctors Without Borders clinic in Gaza City, destroying 4 of its vehicles that were clearly marked with the organization’s logo. Israeli airstrikes targeted Nuseirat refugee camp, killing 20, Rafah killing 15, and Khan Yunis killing a family of 5. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. The Israeli military said it attacked 250 sites in Gaza. 2 Israeli soldiers were killed. In Tayibe, Israeli police arrested a 14-year-old Palestinian citizen of Israel for allegedly posting support for Hamas on social media. In Lebanon, Israel attacked several areas, including the home of Amal party official Kabalan Kabalan; no injuries were reported. Israel said Hezbollah launched 25 rockets and 3 drones at Israel, hitting military sites; no injuries were reported. The Gaza Ministry of Health was not able to fully update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza, leaving the casualty numbers at around 13,000 Palestinians killed, including 5,500 children and 3,500 women, and around 32,000 injured in Israeli airstrikes on Gaza since 10/7. At least 3,250 people were missing in rubble, including 1,700 children. 208 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 52 children. More than 2,885 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 71 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units had been destroyed and 220,000 had been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. Some 25,000 people fled northern Gaza to the south. The UN said that since shelters are completely full newly arrived displaced people were sleeping on the streets. 51 aid trucks entered Gaza, including trucks carrying material to build 2 field hospitals run by the UAE and Jordan. 2 trucks carrying 17,000 gallons of fuel entered Gaza. 180 doctors and nurses entered Gaza. 571 foreign nationals and 67 injured Palestinians were evacuated from Gaza via the Rafah crossing. Jordanian crown prince Hussein arrived in Egypt to oversee the establishment of the Jordanian field hospital, which will be set up in Khan Yunis. Former Israeli prime minister Ehud Barak told CNN that the tunnels system Israel is claiming that Hamas uses under al-Shifa Hospital was built by Israel “five or four decades ago …. to enable more space for the operation of the hospital within the very limited size of the compound.” (CNN 11/20)

A witness said that the Palestinian man who died at the Ketziot Prison in the Naqab on 11/18, Thaer Samih Abu Assab, was beaten to death by Israeli forces after they raided his cell and assaulted 10 prisoners. (AJ 11/20)

Israeli forces reportedly arrested Palestinian poet Mosab Abu Toha on 11/18 while he was fleeing from northern Gaza to Rafah to get to the U.S. where his son has citizenship. (HA 11/21)

Israel indicted 2 Israelis on charges of terrorism for throwing Molotov cocktails at a court, a post office, banks, and Palestinian homes in Sheikh Jarrah. (HA 11/20)

The Israeli military said there have been several incidents of friendly fire in Gaza, saying Israeli soldiers had been killed as a result. There were more than 10,000 Israeli soldiers in Gaza. Israel’s military also said it had transferred 300 Palestinians from Gaza to Israel. (AP, HA 11/20)

Foreign ministers from the PA, Saudi Arabia, Jordan, Egypt, and Indonesia and a representative from the OIC met with Chinese foreign minister Wang Yi in Beijing, calling for a ceasefire. (AJ, AJ, HA, NYT, REU, WAFA 11/20)

Hamas political leader Ismail Haniyeh met with International Committee of the Red Cross (ICRC) president Mirjana Spoljaric in Qatar, who demanded that Hamas release all captives immediately and that the ICRC be allowed to visit the captives. The Hamas information ministry called on Egypt to open the Rafah crossing permanently, saying it fears epidemics and famine will hit Gaza due to the lack of food and basic medical services. A Hamas military spokesperson said the Qassam Brigades had destroyed 60 military vehicles in the past 3 days and that Israeli forces had killed their own soldiers after thinking they were captured by Hamas militants. Israeli interior minister Moshe Arbel demanded that the UN Refugee Agency (UNHCR) build an aid program for Israelis evacuated from the area around Gaza and near the Blue Line, during a meeting with UNHCR representative in Israel Matthias Larota. The Knesset Ethics Committee banned Likud MK Nissim Vaturi from speaking at the next 10 Knesset sessions after he accused 2 Palestinian, MKs Aida Touma-Sliman and Iman Khatib-Yassin, of supporting Hamas. Israel recalled its ambassador to South Africa. South Africa recalled its ambassador to Israel weeks ago and referred the situation in Gaza to the ICC on 10/7. The South African parliament is also scheduled to vote on 11/21 to close the Israeli embassy and cut all ties with Israel until a ceasefire is implemented. (AJ, HA 11/20; AJ, HA 11/21)

Turkish president Recep Tayyip Erdoğan said he will not allow the issue of Israeli nuclear weapons to be dropped from the international agenda and said the “shame of the Holocaust has literally taken European leaders hostage,” referring to their support for Israel. (HA 11/20)

White House senior adviser for energy and investment Amos Hochstein met with Israeli officials, discussing the situation at the Blue Line and the development of the Gaza Marine gas field off the coast of Gaza, which he said would benefit the Palestinian economy. Hochstein arrived in Israel after meetings with Lebanese officials. (AJ, AX, HA, REU 11/20)

Amnesty International said Israel had committed war crimes by attacking a church in Gaza City on 10/19 and a residential building in Nuseirat refugee camp on 10/20, which killed 46 civilians, including 20 children. Amnesty said it had visited the sites, interviewed witnesses and survivors, and analyzed satellite imagery to reach its conclusion. (HA, WAFA 11/20)

13 U.S. senators urged President Joe Biden to work with Israel to increase aid to Gaza, including by reopening the Karem Abu Salem (Karem Shalom) crossing and to protect Palestinian civilians. Senator Jeff Merkley (D-OR) called for a ceasefire, the second U.S. senator to do so after Senator Dick Durbin (D-IL). 41 members of the House have called for a ceasefire. (AJ, HA 11/20)

Qatar said the revenue from the Asia Cup 2023 soccer tournament held in the country will go to Palestinian relief efforts. The Australian soccer team, which is playing against the Palestinian soccer team in a World Cup qualifying game in Kuwait on 11/21, said its players and soccer association will donate a 5-figure sum to Palestinians in Gaza. In the West Bank, Palestinian militants shot and killed 1 Israeli settler and wounded 1 other during a drive-by shooting near Hebron; 2 Palestinians were arrested on 8/22 in relation to the killing. Israeli settlers threw stones and Molotov cocktails at a Palestinian home in Burin and set fire to nearby beehives. Israeli forces shot and wounded 8 Palestinians with live ammunition during a raid in Beita, including 1 man who was filmed walking away from the Israeli soldiers unarmed when he was shot in the back. Israeli forces also closed all entrances to Hebron and some of the surrounding villages and raided Hebron, causing tear-gas related injuries. Elsewhere, Israeli forces demolished 1 house and 1 brick factory in Biddu. Israeli forces also demolished 4 homes in al-Diyouk al-Tahta and issued demolition notices for 5 others. 12 Palestinians were arrested during raids in Kafr ‘Aqab, Marah Rabah, Beit Fajjar, Hebron, and Tulkarm. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 15, including 1 with live ammunition. In Jerusalem, Israeli forces violently dispersed Palestinian citizens of Israel protesting at the Foreign Ministry against the withholding of funds allocated for Palestinian communities in Israel. Hadash-Ta’al leader Ayman Odeh was photographed being grabbed by his throat by a police officer. The protest coincided with a 2-hour strike called by the National Council of Arab Mayors in Israel. In response to the attack that killed 1 Israeli settler (see above), Otzma Yehudit party MK Yitzhak Kroizer wrote on social media, “We want revenge!” Otzma Yehudit leader and National Security Minister Itamar Ben-Gvir called on Prime Minister Benjamin Netanyahu to place checkpoints, enforce blockades, deny work permits, and conduct assassinations in the West Bank. The PA foreign ministry issued a statement saying that President Mahmoud Abbas had informed a number of Palestinian ambassadors that they will have to retire. The statement did not specify which ambassadors would be forced to retire. (MEMO, WAFA 8/21)

UN Middle East envoy Tor Wennesland told the UN Security Council that Israel had killed more than 200 Palestinians this year while nearly 30 Israelis had been killed by Palestinians, saying the number of Palestinians killed was the highest since 2005. Wennesland said the rise in violence was related to the lack of a political horizon to end the conflict. Wennesland also criticized Israeli settlement expansion and demolitions of Palestinian homes. In the West Bank, Israeli settlers attacked Palestinians in Burin, throwing Molotov cocktails at several homes. Israeli settlers also assaulted 1 Palestinian man working his land near Ya‘bad, causing bruises. Israeli forces violently dispersed Palestinian protesters in Bazariya, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Burin, injuring 2 with baton rounds and 7 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Dayr Sharaf, injuring 1 with a baton round and 23 with tear gas. Israeli forces also violently dispersed Palestinian protesters near Tulkarm, causing tear-gas related injuries. While speaking at Elon Moreh during an event celebrating the Israeli occupation of East Jerusalem, the commander of the Samaria brigade Roi Zweig said that “the [Israeli] army and the settlement enterprise are one and the same.” (HA 5/30; MDW 6/3)

The Israeli government told the high court of justice that it is enforcing a ban on Israeli settlers accessing the Homesh settlement outpost. Haaretz reporting said that the Israeli military is not enforcing the ban and allows Israeli settlers to access the outpost regularly. (HA 6/2)

The Times of Israel reported that the U.S. Biden administration had shelved plans to reopen the U.S. consulate to Palestinians in Jerusalem and instead is promoting the deputy assistant secretary of state for Israeli and Palestinian affairs Hady Amr to special envoy to Palestinians. The Palestinian Affairs Unit at the U.S. embassy to Israel will, according to the TOI reporting, begin to report to Hady Amr rather than to the U.S. ambassador to Israel. PA officials have voiced frustration with the U.S. administration for failing to fulfill its promises to Palestine and using the Israeli government coalition’s instability as an excuse. In the West Bank, Israeli settlers with military escort raided Qaryut, leading to a confrontation with Palestinians; 2 were injured by baton rounds. Israeli forces shot and killed 1 Palestinian man during a raid in Hebron; Israeli forces claimed that the man had thrown a Molotov cocktail at the forces before they shot him in the head. Israeli forces also violently dispersed Palestinians commemorating Land Day in Bil‘in, injuring 1 with live ammunition and others with tear gas. Elsewhere, Israeli forces shot and injured 2 Palestinians using live ammunition during a raid in Bani Zeid. At the UN human rights council, 38 countries voted in favor of a resolution confirming the illegality of Israeli settlements in the occupied Palestinian territories and the Golan Heights. Ukraine, Lithuania, Brazil, Cameroon, and Honduras abstained and the U.S., the UK, the Marshall Islands, and Malawi voted against. 41 countries voted for a resolution confirming the Palestinian people’s right to self-determination. In the West Bank, Israeli settlers set up tents and a mobile home on Palestinian-owned land in Battir. Israeli forces assaulted and arrested 1 Palestinian in Hebron. Israeli forces also shot and injured 1 Palestinian with a rubber-coated bullet and others suffered tear-gas related injuries during a raid in Abu Dis; 7 were arrested. 25 other Palestinians were arrested during late-night raids ‘Azzun, Silat al-Harithiya, Nur Shams refugee camp, Nablus, Beitunia, al-Bireh, Dayr Abu Mash‘al, al-Khader, Hebron, and Dura. In East Jerusalem, Israeli forces shot and killed 1 Palestinian man who allegedly had stabbed 2 Israeli soldiers in the Old City; the man was shot by Israeli forces while he was lying on the ground. Israeli police removed 10 checkpoints in Sheikh Jarrah after Adalah petitioned the Israeli supreme court to have the checkpoints removed. The checkpoints were erected to help protect Israeli settlers that have been harassing Palestinians threatened by eviction in the neighborhood. 1 Palestinian family demolished their own home in Bayt Hanina, displacing 5. 1 other Palestinian was arrested in Kafr ‘Aqab. Israel charged 4 Palestinians from Sheikh Jarrah with throwing a Molotov cocktail at the home of 1 Israeli settler family’s residence in the neighborhood, causing a fire that destroyed the house and a vehicle in January. (HA 3/7)

In the West Bank, Israeli settlers uprooted some 80 olive trees in al-Mughayyir. 1 Palestinian man hit 1 Israeli soldier with his car at the Qalandia checkpoint, injuring the soldier. According to Israeli authorities, the man intentionally rammed the soldier. Both were admitted to hospitals. Israeli forces shot and killed 1 Palestinian minor and injured 1 other, claiming the 2 were throwing Molotov cocktails at cars driving near Bayt Jala. Israeli forces also delivered notifications to Palestinians in Yasuf that Israel will seize 40 dunams (9.9 acres) of land from residents to expand the Taffouh settlement. Elsewhere, Israeli forces seized and demolished structures used for agricultural and residential purposes in the Bedouin community of Qabbon. 17 Palestinians were arrested during late-night raids in Beit Kahel, Beit ‘Anin, Biddu, Beit Sahour, and al-Arroub refugee camp. In Lebanon, 6 protesters were killed and dozens injured in clashes during a demonstration against the judge presiding over the probe into the blast that killed more than 200 people on 8/7/2020. The demonstration was supported by Hezbollah; Amal movement supporters clashed with the Christian Lebanese Forces after being shot at during the protest. The Christian Lebanese Forces said Hezbollah had incited the violence. Videos showed heavily armed people in civilian clothes firing weapons and 1 man in civilian clothes firing an RPG. The U.S. subsequently offered the Lebanese army $67 million in military aid. Israel’s defense minister Benny Gantz called on the Israeli military to “systematically, aggressively and uncompromisingly” act against settlers who are violent toward Palestinians or Israeli forces, as an uptick in Israeli settler violence had been recorded. (AP 10/15; AJ 10/17)

The U.S. Biden administration formally rejoined the UN Human Rights Council after the Trump administration left the council in 2018, citing anti-Israel bias. In the West Bank, Israeli forces shot and killed 5 Palestinians and wounded 8 during late-night raids in Biddu and Burqin; Israel claimed that the raids were made against Hamas operatives planning an attack; 2 Israeli soldiers were seriously wounded by their own fire during the raid in Burqin. Israel claimed to have found explosives in 1 of the houses raided. 4 were arrested during the raids. Israeli forces also shot and injured 1 Palestinian with live ammunition during a late-night raid in Kafr Dan; 1 was arrested. Elsewhere, Israeli forces violently dispersed Palestinians protesting the killing of the 5 Palestinians earlier in the day by throwing stones and Molotov cocktails at the Israeli forces in Beit Iksa; 4 were arrested. 8 others were arrested during late-night raids in Kobar, al-Mazra’a al-Gharbiya, Beit Fajjar, and Jalazun refugee camp. An Egyptian official said that Egypt had invited Israeli, Hamas, and PA officials to Egypt for separate talks about reinforcing the ceasefire and accelerating the rebuilding of Gaza. A Hamas official said that Hamas leader Ismail Haniyeh would visit Cairo next week and that Hamas is ready to talk about a prisoner swap. A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. 19 Democrats in the U.S. house of representatives sent a letter to U.S. secretary of state Antony Blinken urging him to pressure Israel to provide vaccines for all Palestinians in the occupied territories, citing international law. U.S. president Donald Trump tweets, “After 52 years it is time for the United States to fully recognize Israel’s sovereignty over the Golan Heights, which is of critical strategic and security importance to the State of Israel and Regional Stability!” His tweet reverses decades of U.S. policy and runs counter to several UN Security Council resolutions and international law. It comes in response to Israeli prime minister Benjamin Netanyahu’s call for the international community to recognize Israeli control over the Golan Heights, and it is widely seen as a boon for Netanyahu’s chances the upcoming Israeli election on 4/9. Al-Monitor reports that the Egyptian authorities decided to largely close the Rafah border crossing on 1/5 in part due to the PA’s withdrawal from the Palestinian side of the crossing, as was previously reported, but also in part out of displeasure with the Qatari transfers of money to Gaza. According to a Hamas source, the Egyptians were “furious” about Qatar’s growing influence in Gaza and wanted to punish Hamas. Following a divestment campaign led by Palestinian solidarity activists, a spokesperson for Leeds University tells the school’s student newspaper that the university has divested from Airbus, United Technologies, and Keyence Corporation. The holdings reportedly comprised $1.2 million. The activists called for the university to divest from HSBC as well, but the $1.7 million investment Leeds holds in HSBC reportedly remains unchanged. The spokesperson says that the investment in HSBC does not represent a “direct investment” in an “armament company,” but that the university is in ongoing talks to learn more. “This is a massive success,” says the head of the Leeds Palestine Solidarity Group. Israeli PM Netanyahu meets with U.S. pres. Trump in Washington for the first time. They discuss the Israeli-Palestinian conflict, Iran, and other issues related to the Middle East. In a joint press conference, Trump says that both the Israelis and Palestinians must make concessions to reach a final deal. He also says that, although he would prefer a 2-state solution, he “could live with” either a 1-state or a 2-state solution.
