Israeli forces also shoot and injure a Palestinian man during a raid in Balata refugee camp. Elsewhere, Israeli forces uproot around 400 olive tree saplings in Wadi Fukin. Israeli forces also punitively demolish a home in Kafr Dan. Meanwhile, Israeli forces demolish an agricultural structure in Shuqba. Israeli forces also assault 2 Palestinians during a raid near Tubas. Separately, Israeli forces shoot and kill a cow during a raid in al-Halawa in the Masafer Yatta area. Israeli forces also arrest 22 Palestinians during raids in and around Kober, Ramallah, al-Bireh, Hebron, Tulkarm, Qalqilya, and Jericho, including a woman who was exchanged for Israeli captives during the prisoner exchange deal in November 2023. More than 30,631 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,043 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 415 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,606 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 244 Israeli soldiers have been killed and 1,453 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. Presumptive Republican presidential candidate Donald Trump says when asked if he approves of Israel’s conduct in Gaza, “[y]ou have got to finish the problem.” A poll commissioned by the Center for Economic and Policy Research show that 52% of Americans think the U.S. should halt arms shipments to Israel, including 62% of Democrats. In the West Bank, Israeli forces shoot and kill 3 Palestinians and injure 3 others during raids in al-Fara’a refugee camp and Tubas. Israeli forces also seize a bulldozer during a raid in Bidya. Meanwhile, Israeli forces also arrest 30 Palestinians from Gaza in Barta’a and 5 others in Nablus, Beit Furik, Jalazone, Jericho, and Tubas, including a Palestinian child in Jericho who was released as part of the ceasefire prisoner swap in November 2023. 9 Palestinians prisoners released as part of the deal have been arrested again. The Israeli military’s Central Command commander Yehuda Fuchs signs an order to allow the Mitzpeh Yehuda settlement outpost to be turned into a new settlement called Mishmar Yehuda that initially would have 3,600 housing units and later expand to 13,600 housing units. Hamas official Basem Naim says Hamas has not received the U.S., Israeli, Egyptian, and Qatari ceasefire counterproposal. Reuters reports that the proposal’s first stage includes a 40-day ceasefire, a prisoner exchange ratio of 1 Israeli to 10 Palestinians, that both parties end military operations, a halt to Israeli arial reconnaissance operations for 8 hours a day, and a gradual return of Palestinians to northern Gaza except for men of military age. The second stage would see Israeli forces leave densely populated areas, at least 500 trucks carrying aid enter daily, 200,000 tents and 60,000 caravans enter Gaza, and Israel allow the rebuilding of hospitals and bakeries and allow heavy machinery to enter Gaza to remove rubble. Israeli economy minister Nir Barakat tells reporters at the World Trade Organization conference in Abu Dhabi that “in the wars Israel had we had a dip in the economy but immediately after we had a huge spike in innovation. And the knowledge and the experience Israel is gathering in this round of violence is second to none . . . President Joe Biden meets with House speaker Mike Johnson (R-LA) at the White House, urging him to pass the Senate supplemental funding bill providing aid to Israel and Ukraine. Secretary of State Antony Blinken speaks with Saudi foreign minister Faisal bin Farhan Al Saud and UAE foreign minister Abdullah bin Zayed Al Nahyan, discussing the situation in Gaza and the establishment of a Palestinian state. USAID administrator Samantha Power says the U.S. will provide an additional $53 million in humanitarian assistance to Palestinians in Gaza and the West Bank. At the Michigan presidential primaries, an effort to challenge President Biden’s Gaza policy gains support as more than 100,000 voters vote “uncommitted” which organizers had urged people who are angry with Biden’s approach to do in the Democratic primary. UK prime minister Rishi Sunak tells the parliamentary group Conservative Friends of Israel that those “who chant ‘from the river to the sea’ are either useful idiots who do not understand what they are saying, or worse, people who wish to wipe the Jewish state from the map.” (AJ 1/26)

Finnish foreign minister Elina Valtonen says the time for Israel’s “self-defense is over,” saying “enough is enough, the civilian population in Gaza needs an immediate humanitarian ceasefire.” (HA 1/25)

In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in Nablus on 12/18. Israeli settlers began work on a settler road near Battir. Israeli forces raided 6 money exchange offices in Ramallah, Tulkarm, and Jenin, seizing millions of shekels, killing 1 person and wounding 20 others in Ramallah. Israeli forces also shot and killed a Palestinian man at a checkpoint west of Bethlehem. Elsewhere, Israeli forces demolished a junkyard near al-Zawiya. 25 Palestinians were arrested during late-night raids in and around Rujeib, Nablus, Jericho, Hebron, Tubas, Qalqilya, and Jenin. In East Jerusalem, Israeli forces shot and killed a Palestinian after he stabbed and injured 2 Israeli soldiers. Israeli forces later raided the man’s home, arresting 3 members of his family. In Gaza, Israeli forces bombed Beit Lahiya, Nuseirat refugee camp, Khan Yunis, Gaza City, Rafah, Beit Hanun, Dayr al-Balah, and Maghazi, killing 210 people, including 30 in a building in Beit Lahiya. 3 Israeli soldiers were killed in combat. In Lebanon, Israeli forces attacked Shebaa Farms, Rashaya al-Fakhar, and al-Khaim, saying 12 missiles were fired at Israel. In Syria, Israeli forces attacked sites near Damascus and Tel al-Sahn, reportedly killing 11 members of the Iranian Revolutionary Guard Corps at an airport. UNRWA said Gaza was suffering from “catastrophic hunger” with 40% of the population at risk of famine. UN humanitarian aid chief Martin Griffiths said the UN was facing a number of obstacles in delivering aid to Gaza, including a growing list of Israeli-rejected items, 3 layers of inspection, having to use a crossing that is made for pedestrians, constant bombardments, attacks on convoys, and aid workers being displaced and killed. UN high commissioner for human rights Volker Turk called Israel’s usage of military tactics and weapons in the West Bank “extremely troubling” and called on Israel to take steps to end settler violence. Turk’s office released a report that said Israel engaged in sexual violence against Palestinians who have been arrested since 10/7. The Palestine Monetary Authority said Israeli forces raided 6 money exchange companies, seizing large sums of money and arresting staff (see above). It was reported that $2.5 million was stolen from the companies. The authority said Israel sought to undermine confidence in the Palestinian banking sector. Israeli prime minister Benjamin Netanyahu canceled a meeting of the war cabinet that was reportedly set to discuss Israel’s plans for Gaza after the war. The meeting was canceled after opposition to the discussions by members of Netanyahu’s governing coalition. (HA 12/28; AJ 12/29)

Israel claimed that it had used the wrong type of munition, leading to the killing of at least 90 people in Maghazi on 12/24. Israel also said it would not take action against soldiers who killed 3 Israeli captives who had escaped captivity on 12/15, despite saying the incident could have been prevented. In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Burin, assaulting them at gun point and stealing tools, phones, and olive crops. Israeli settlers also raided Qarawat Bani Hassan, opening fire at Palestinians harvesting olives, forcing them to flee. Elsewhere, Israeli settlers uprooted 55 trees using a bulldozer in al-Twana. Israeli settlers also assaulted Palestinians in Khallet ad-Dabi, causing fractures and bruises on several of them. Meanwhile, Israeli settlers threw stones at Palestinian homes in Arab al-Milehat near Jericho. Israeli forces killed 7 Palestinians, including 2 children, during raids in Jenin refugee camp, Qalqilya, and Qalandia refugee camp; 5 of the Palestinians were killed in a drone strike on Jenin refugee camp. Israeli forces also shot and injured 28 Palestinians during raids in Jenin refugee camp and Qalandia refugee camp. Elsewhere, Israeli forces razed land and uprooted 25 trees near Beit Umar. 52 Palestinians were arrested during raids in and around Ramallah, Hebron, Bethlehem, Qalqilya, Salfit, Jenin, Tubas, Bayt Awa, and Beit Umar. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli settlers with a military escort also attacked Palestinians in al-Sawana, injuring 3, including 2 with baton rounds and 1 by assault. Israeli forces demolished a Palestinian home in Shaykh Jarrah, displacing 9. Israel also forced a Palestinian family to demolish their own home in Bayt Hanina. 20 Palestinians were arrested during late-night raids. In Gaza, Israeli airstrikes killed 756 Palestinians, including the wife, son, daughter, and grandchild of Al Jazeera Gaza bureau chief Wael Dahdouh in an airstrike that was said to be targeting him. Israeli airstrikes also destroyed a bakery in Dayr al-Balah shortly after it received a shipment of flour. Rockets were fired at Israel, causing damage and injuries. In Lebanon, Israeli attacks killed 2 members of Hezbollah, increasing the number of Hezbollah members killed to 40 since 10/7. In Syria, Israeli forces attacked Aleppo International Airport, rendering it out of service, and killed at least 8 and wounded 7 others in a different attack in southwestern Syria. The Gaza Ministry of Health said as of 5 p.m. at least 6,547 Palestinians had been killed, including at least 4,000 women and children, and 17,439 had been injured in Israeli airstrikes on Gaza since 10/7. It is estimated that 1,500 were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 102 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 29 children. More than 1,833 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The Committee to Protect Journalists said at least 24 journalists have been killed since 10/7, including 20 Palestinians, 3 Israelis, and 1 Lebanese. The UN said the shortage of fuel was undermining its efforts to help Palestinians in Gaza. Israel told 40,000 Palestinians in Dayr al-Balah and Khan Yunis to evacuate to al-Mawasi. The Palestinian Federation of Trade Unions said between 9,000 and 9,500 Palestinians from Gaza, employed in Israel, were in Israel on 10/7. 5,000 of them made it to the West Bank, with some 2,000 of them subsequently being arrested by Israel while 1,000 are unaccounted for. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 94 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 27 children. More than 1,738 have been injured, including at least 360 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. Earlier in the day Abu Obaida said Qassam Brigades would begin executing 1 Israeli captive each time Israel bombs a civilian target. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Hamas official Moussa Abu Marzouk told Al Jazeera that Hamas is open to discussing a truce and all political dialogue. PA president Mahmoud Abbas spoke to Turkish president Recep Tayyip Erdoğan, UN secretary-general Antonio Guterres, and Saudi crown prince Mohammed bin Salman about the Hamas-Israel war. Reuters reported that Qatar was mediating a prisoner exchange that will see Israeli women and children released by Hamas in exchange for the release of 36 Palestinian women and children from Israeli prisons. Egyptian sources also said that Egypt was in close contact with Israel and Hamas to prevent further escalation, calling on Israel to exercise restraint and Hamas to keep the captives in good condition. Israeli defense minister Yoav Gallant said that he had ordered that no power, water, food, or gas enters Gaza, saying “[w]e are fighting human animals and we act accordingly.” His office later said Gallant had ordered the intensity of the Gaza bombings to increase. The Washington Post reported that the U.S. is preparing for a prolonged war in Gaza and is assessing Israeli diplomatic, political, and military needs. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. Israeli opposition leader Yair Lapid of Yesh Atid told a delegation of U.S. Democrats that he opposes a normalization deal with Saudi Arabia that would see the country enrich uranium. Saudi Arabia is reportedly demanding a nuclear program in exchange for normalizing ties with Israel. Lapid later said in an interview with Channel 12 that he does not have a problem with Saudi Arabia having a nuclear program, but that Israel cannot allow Saudi Arabia to enrich uranium on their own soil. In France, the French parliament passed a resolution to combat anti-Semitism that included anti-Zionism and criticism of Israel. The resolution adopted the language of the International Holocaust Remembrance Alliance’s working definition of anti-Semitism which equates some criticism of Israel as anti-Semitic. The resolution was passed despite a petition signed by 129 Jewish and Israeli scholars warning the French parliament about equating anti-Zionism with anti-Semitism. (HA 9/4)

At the UN, 5 resolutions pertaining to Israel and Palestine passed in the General Assembly. 13 countries changed their vote, compared to previous years, on the resolution in support of the Division for Palestinian Rights of the Secretariat. The 13 countries that previously abstained on the yearly vote were Germany, the Czech Republic, Austria, Bulgaria, Denmark, Estonia, Greece, Lithuania, the Netherlands, Romania, Slovakia, Brazil, and Colombia. Shakir’s deportation proceedings started in May 2018 and the decision to expel him from the country was upheld by the Israeli Supreme Court on 11/5. In the West Bank, Israeli forces demolished a Palestinian-owned house in Dura. 6 Palestinians were arrested during late-night raids in and around Birzeit, Nablus, Hebron, Tubas, and Jericho. Israeli forces raided several neighborhoods in Ramallah, leading to clashes with Palestinians; tear-gas related injuries were reported. In East Jerusalem, Israeli forces arrested PA minister of Jerusalem affairs Fadi Hidmi during a house raid and delivered an arrest summons for PA governor of Jerusalem Adnan Ghaith and his son. Minister Hidmi and Governor Ghaith were arrested because they were going to an official event in East Jerusalem, which Israel does not allow PA officials to attend. Elsewhere, Israeli police raided a Palestinian-owned butcher shop and ordered it closed for 15 days for hiring a Palestinian resident of the West Bank. In the West Bank, Israeli forces arrested 17 Palestinians during late-night raids in and around Qalqilya, Ramallah, Tubas, Jenin, Hebron, and Nablus. Later, rockets were fired from Gaza into Israel, close to where Israeli prime minister Benjamin Netanyahu was addressing a crowd; he was subsequently evacuated. Prime Minister Netanyahu announced that, if reelected, he would annex the Jordan Valley from the northern part of the West Bank to the southern part, effectively surrounding the West Bank by Israel and creating small enclaves of Palestinian cities and villages in the area annexed, including Jericho. Netanyahu’s announcement drew condemnation from many countries and organizations. The U.S. responded that, “[t]here is no change in United States policy at this time.” PA president Mahmoud Abbas warned that if Israel annexed parts of the West Bank, the PA would end all agreements with Israel. Organizers of the ongoing Great March of Return, which commenced with a 30,000- strong protest in Gaza on 3/30, say that preparations are underway for renewed protests this week. “We welcome all participants of all factions, and appreciate their work for the success of this action that embarrassed Israel throughout the world,” they write, also calling on participants not to approach the border fence, for fear of giving Israeli troops an excuse to open fire. Israeli PM Netanyahu and U.S. president Trump speak briefly by phone in the evening. After closing it on 3/26, the Hamas-run Ministry of Interior in Gaza conditionally re-opens the Erez border crossing this morning. Any change in the current policy would come after a 3-mo. assessment period.
