Israeli settlers also destroyed water pipes and orange trees in Luban al-Sharqiyya. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Jenin, damaging 4. Israeli forces shot and injured 1 Palestinian using a rubber-coated bullet, hitting his head, during clashes in Kafr Malik. Israeli forces also violently dispersed Palestinian protesters in al-Mughayyir; during the protest, Israeli settlers armed with guns and clubs fired shots and threatened to release attack dogs on Palestinians. Elsewhere, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, leading to tear-gas related injuries; Palestinians managed to shoot down 1 Israeli drone with stones. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. In the West Bank, Israeli forces seized 1 tractor and 1 other vehicle in al-Maleh in the Jordan Valley and delivered stop-work orders for 14 structures south of Hebron. 7 Palestinians were arrested during late-night raids in and around Nablus, al-‘Arub refugee camp, Tulkarm, and Hebron. In East Jerusalem, the Israeli municipality demolished a wall next to the staircase leading to the Haram al-Sharif compound that was demolished on 11/29. 1 Palestinian was arrested in the Old City. In Gaza, Israeli forces opened fire on Palestinian shepherds east of Bayt Hanun; no injuries were reported. Hamas denied Israeli reports that Israel and Hamas are progressing in talks of a prisoner swap. 1 Hamas spokesperson said that the reports were a ploy by Israeli prime minister Benjamin Netanyahu to bolster his position as new Israeli elections loom. (HA 12/14; JP, TOI 12/15)

For the 1st time, Iranian president Hassan Rouhani directly accused Israel of assassinating the Iranian nuclear scientist Mohsen Fakrizadeh on 11/27. Other Iranian officials have accused Israel of carrying out the assassination and it is the general perception among major news outlets that Israel was behind it. (HA 12/14)

Moroccan police prevented pro-Palestinian activists from protesting the country’s normalization deal with Israel. Riot police with water cannons blocked the entrances to the square that the activists were trying to reach in Rabat. (HA 12/14; MEE 12/15)

The U.S. formally removed Sudan from its list of state sponsors of terror after a 45-day congressional reviewing period that started after U.S. president Donald Trump announced the country would be removed from the list as part of its normalization deal with Israel. (AJ, HA, REU 12/14)

In the West Bank, Israeli settlers uprooted olive and fig saplings in Dayr Istya and Haris and uprooted 30 olive saplings in al-Khadir. Israeli undercover forces shot and injured 5 Palestinians using live ammunition during a raid in Qalandia refugee camp; 2 were said to be in critical condition and Israel also said 6 of the Israeli undercover soldiers were lightly injured. Later, 1 other Palestinian was shot and injured by Israeli forces at the Qalandia checkpoint between the West Bank and East Jerusalem; according to Israeli sources, he was shot because he used the vehicle lane to try to pass through the checkpoint on foot. Israeli forces also shot and injured 3 Palestinians and arrested 4 others during raids in Dheisheh refugee camp. Elsewhere, Israeli forces demolished 2 structures near Bethlehem and delivered 1 demolition order for 1 tent in the Jordan Valley. 21 Palestinians were arrested during raids in and around Qalqilya, Bethlehem, Qalandia refugee camp, al-‘Izzariya, and Yatta. The PA health ministry said that the World Health Organization is sending 5,000 COVID-19 testing swabs to Gaza, as Gaza is facing a severe shortages on COVID-19 testing material. (WAFA 12/7)

PA prime minister Mohammed Shtayyeh said that the districts of Hebron, Bethlehem, Nablus, and Tulkarm would be placed on a 1-week lockdown from 12/10 to curb the spread of the COVID-19 virus in those districts. (WAFA 12/7)

A member of the UAE’s ruling family, son of the UAE president Sheikh Hamad bin Khalifa al-Nahyan bought a 50 percent stake in Beitar Jerusalem, a soccer team known for extreme racism among its supporters. Beitar Jerusalem is the only team in the top tier of Israeli soccer not to have employed an Arab soccer player and its fans regularly chant “Death to Arabs” and verbally degrade the Prophet Muhammad during games. Saudi prince and former ambassador to the U.S. and the UK Turki al-Faisal al-Saud criticized Israel harshly during his remarks at the Manama Dialogue security conference in Bahrain. He called Israel a “Western colonizing” power and said Palestinians were “incarcerated in concentration camps under the flimsiest of security accusations.” Prince Turki al-Faisal’s remarks came right before the Israeli foreign minister Gabi Ashkenazi, who joined the conference via video link. Foreign Minister Ashkenazi expressed regret toward Prince Turki al-Faisal’s remarks and said that he did not “believe that they reflect the spirit and change taking place in the Middle East.” While Prince Turki al-Faisal does not hold an official position in Saudi Arabia, his comments were perceived as surprisingly harsh given Israel’s normalization deals with Bahrain and the UAE, which is suspected of having the tacit approval of Saudi Arabia and given the all-but-confirmed rumors about Israeli prime minister Benjamin Netanyahu flying to Saudi Arabia to meet with Saudi crown prince Muhammed bin Salman on 11/23. In the West Bank, Israeli forces shot and killed a 14-year-old Palestinian using live ammunition during a protest against a settlement outpost in al-Mughayyir; 4 were shot by rubber-coated bullets and others suffered tear-gas related injuries. Israeli forces also violently dispersed a seed planting event in Bayt Dajan, leading to tear-gas related injuries. Elsewhere, Israeli forces violently dispersed the weekly anti-settlement protests in Kafr Qaddum and a similar protest in Salfit; tear-gas related injuries were reported. Israeli forces also clashed with Palestinians in Hebron, leading to tear-gas related injuries. 3 Palestinians were arrested, including 2 at a checkpoint in the Jordan Valley near Jenin and 1 during a late-night raid in Nablus. The Saudi foreign minister Prince Faisal bin Farhan al-Saud said at a virtual meeting that Saudi Arabia’s demand before normalization with Israel is a “peace deal that delivers a Palestinian state with dignity and with a workable sovereignty that Palestinians can accept.” (AJ 12/4)

In the West Bank, Israeli settlers assaulted and pepper-sprayed 2 Palestinians near Jinsafut. Israeli forces violently dispersed Palestinian protesters headed to Khirbet Humsa, where Israeli forces demolished 18 residential tents on 11/3; 4 Palestinians were hit by tear-gas canisters and needed medical attention. A video shows how Israeli forces tried to extract 1 wounded Palestinian from a Palestinian Red Crescent ambulance but were repelled by the medics. Israeli forces also delivered a stop-work notification for 1 house under construction in al-Walaja. Elsewhere, Israeli forces sealed off the eastern entrance to ‘Ayn Yabrud. Israeli forces also razed land in Ras Kaskar. In the West Bank, Israeli forces shot and killed 1 Palestinian at a checkpoint near Nablus; the Israeli army claimed the man had opened fire on Israeli forces, but no injuries were reported. The Palestinian man was a captain in the PA security forces and the PA called for an international investigation into his killing. 14 Palestinian families in the Jordan Valley were told to evacuate their homes on 11/10 and 11/11 for an Israeli military drill in the Jordan Valley. 13 Palestinians were arrested during raids in and around Anata, Hebron, Yatta, Bethlehem, Jenin, and Qalqilya. In the West Bank, Israeli settlers emptied wastewater on Palestinian agricultural lands near Sabastiyya. Israeli settlers also assaulted Palestinians harvesting olives in Dayr al-Hatab, forcing the farmers to leave. Elsewhere, in the northern part of the Jordan Valley, Israeli settlers set up a cow shed and brought cows to Palestinian-owned land. Israeli forces demolished 1 market stall in Qalqilya and delivered stop-work orders for 3 houses and dozens of other structures in Qalandia. 5 Palestinians were arrested during raids in and around Tulkarm, al-‘Arub refugee camp, and Jericho. In East Jerusalem, 4 Palestinians were arrested during raids. In Gaza, Israeli forces fired 2 missiles, hitting empty land east of Dayr al-Balah, claiming that 1 rocket was fired toward Israel earlier in the day; no injuries were reported. Israel also said it had found a tunnel running near Khan Yunis tens of meters into Israel. Israel later claimed that the tunnel was built by Hamas. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 4 nautical miles off the shore of al-Sudaniyya; no injuries were reported. 1 Palestinian man died while working in a quarry owned by the settler company Shapir Engineering and Manufacturing near the Modi’in Illit settlement in the West Bank. His employer did not call the Israeli ambulance service that the worker was entitled to as he was employed by a settler company, but rather called the Palestinian Red Crescent, which took 30 minutes to arrive at the scene and brought the Palestinian to a hospital in Ramallah, where he was pronounced dead. The employer also did not notify the police of the death. The family of the deceased Palestinian said that if the Israeli ambulance had been called he might have survived as they were stationed closer to the accident. (HA 10/26)

An envoy from the UAE accompanied by U.S. secretary of the treasury Steven Mnuchin and U.S. envoy for the peace process Avi Berkowitz was welcomed in Tel Aviv airport by Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and finance minister Israel Katz. In the Tel Aviv airport, Israel and the UAE signed a mutual visa waiver agreement allowing citizens of both countries to travel to and from each other without obtaining a visa. The parties also signed a preliminary agreement to have oil from the UAE run through an Israeli pipeline supplying the European market. A member of the PLO executive committee Wasel Abu Youssef called the visit “shameful” and said such a visit emboldens Israel in committing crimes against Palestinians. A Hamas spokesperson, Hazem Qassem, said the visit “only encourage[s] the occupation to pursue the gradual annexation of West Bank lands.” Last week on 14 and 15 October, Israel announced 5,000 new settlement units in various settlements in the West Bank. Israel struck a target in Syria; according to Syrian state media SANA, Israel hit a school in a village in Quneitra Province. However, the London-based Syrian Observatory for Human Rights said it was a Hezbollah facility that was hit by the Israeli strike. (HA 10/21)

Israel’s civil administration’s supreme planning council approved 3,071 new settler units in 19 different settlements throughout the West Bank. On 10/14, the same planning council approved 1,877 settler units, making the total of 4,948 settler units for the 2 days combined. According to Peace Now, 2020 has surpassed all other years in approved settler units since Peace Now began counting in 2012. The total amount of settler units approved in 2020 is 12,159. The UN special coordinator for the Middle East peace process Nickolay Mladenov condemned Israel’s settlement expansion, as did the UK, Germany, France, Spain, and Italy in a joint statement. The Saudi foreign minister Prince Faisal bin Farhan al-Saud said during an event with the Washington Institute for Near East Policy that “the only thing that can deliver lasting peace and lasting stability is an agreement between the Palestinians and the Israelis,” suggesting that Saudi Arabia is not close to normalizing relations with Israel. He also said that Saudi Arabia does not have an opinion about other countries that normalize relations with Israel as the UAE and Bahrain have done. U.S. secretary of state Mike Pompeo had said 1 day earlier during a press conference with Foreign Minister Prince Faisal bin Farhan that “[w]e hope that Saudi Arabia will consider normalizing its relationships as well. In the West Bank, Israeli forces raided Qatanna, leading to clashes with Palestinians; tear-gas related injuries were reported. Israeli forces arrested 1 Palestinian and seized his vehicle. Israeli forces also clashed with Palestinians during a raid in Sabastiyya; 1 Palestinian bystander was hit in the head with Israeli-fired live ammunition. 20 Palestinians were arrested during raids in and around Jenin, Tubas, Qalqilya, Nablus, Hebron, and Ramallah. In East Jerusalem, 19 Palestinians were arrested during raids in and around Issawiyya, al-Tur, and Wadi al-Juz. In Gaza, Israeli forces made incursions to level agricultural lands east of Khan Yunis. The Israeli ministry of justice said, in response to a petition made by Adalah in August, that Israel will have to limit the amount of home demolitions conducted in Israel, which includes East Jerusalem. (Adalah, WAFA 10/5)

The PA ministry of local government issued building permits for Palestinian residents in the Jordan Valley. The minister, Majdi Salah, said that the PA no longer recognizes the classifications of areas A, B, and C made during the Oslo Accords and therefore is not bound by Israel’s claims of civil and military control in Area C. Israel’s high court of justice rejected a petition to free a 49-year-old Palestinian who is held on administrative detention and has been hunger-striking for more than 60 days. The petition was rejected despite the Shin Bet and the Israeli Central Command caught lying about the Palestinian’s affiliation to Islamic Jihad. According to the prosecutors, he had been filmed saying he was a proud member of Islamic Jihad while interrogated; however, the transcripts do not back up their claim. (HA 10/6)

Israel and Lebanon confirmed that they would begin direct talks about their maritime borders on 10/14. The direct talks will be mediated by the U.S. and the UN. (AJ, BBC, HA, REU, TOI 10/1)

Armenia said it had recalled its ambassador to Israel over Israeli weapons sales to Azerbaijan. Azerbaijan has acknowledged use of Israeli-made drones to bomb Armenian forces and civilians in Nagorno-Karabakh, a de facto self-governed predominantly ethnically Armenian region within the borders of Azerbaijan. In the West Bank, Israeli forces ordered 1 Palestinian family to demolish an agricultural structure in the northern Jordan Valley and ordered stop-work on 1 poultry farm and retaining walls in al-Walaja. PA security forces arrested 7 supporters of exiled Palestinian leader Mohammed Dahlan, accused of having aided in the UAE-Israel normalization deal. Israeli forces also arrested 4 Palestinians during raids in and around Tulkarm and Hebron; during a raid near Tulkarm, clashes erupted between Palestinians and Israeli forces; 1 Palestinian was injured by a tear gas canister. BBC News Arabic reported that, according to leaked documents, Russian-Israeli citizen Roman Abramovich has donated more than $100 million to Elad, the Israeli settler group seeking to evict Palestinians in East Jerusalem to replace them with Israeli settlers. Abramovich is said to have used shell companies to make sure the donations could not be traced to him. (BBC, GDN, HA 9/21; AJ, DT, WAFA 9/22)

In the West Bank, Israeli forces seized 3 tractors from Palestinian villages in the Jordan Valley. Elsewhere, Israeli forces demolished 1 house under construction in Bayt Awa. Israeli forces also delivered 36 demolition notices for Palestinian homes in Farasin near Jenin; if carried out, the demolitions would displace some 200 Palestinians. 24 Palestinians were arrested during late-night raids in and around Anata, Nablus, Jenin, Tulkarm, Hebron, and Khirbat Makhul. According to Haaretz sources, the Trump administration is considering green-lighting an Israeli plan for annexation of parts of the West Bank which would be rolled out over several installments rather than in 1 sweep. The plan is perceived as able to curb some of the criticism that Israel has received from several staunch supporters of Israel within the Democratic party since announcing its annexation plans. 120 Republican members of the U.S. House signed a letter to Israeli prime minister Benjamin Netanyahu expressing their support for Israeli annexation of parts of the West Bank. The letter said that the Republican lawmakers believe that “Israel has the right to make sovereign decisions independent of outside pressure.” The signatories represent a majority of the 198 republicans in the House. In the West Bank, Israeli forces placed cement blocks, barring access to several villages in the Jordan Valley. Israeli forces demolished 1 Palestinian-owned home in al-Khadir and demolished 1 car wash near Tuqu‘. 7 Palestinians were arrested during late-night raids in and around al-Bireh, Ramallah, Bethlehem, Jericho, and Hebron. In East Jerusalem, 1 Palestinian family who appealed the impeding demolition of their home in Jabal Mukabir to the Israeli high court of justice were told they had until 6/21 to demolish their house. 1 Palestinian was assaulted by 1 settler using pepper spray in Silwan. OCHA reported a 250 percent increase in the demolition of Palestinian-owned structures in the period between 6/2 and 6/15 compared to the weekly average since the beginning of 2020. The Jordanian foreign minister Ayman Safadi went on an unannounced visit to Ramallah to discuss Israeli annexation plans with PA president Mahmoud Abbas. Israeli prime minister Benjamin Netanyahu told Israel Hayom newspaper in an interview that Palestinians living in the Jordan Valley “will remain Palestinian subjects” after Israel’s impending annexation. There are over 50,000 Palestinians living in the parts of the West Bank that Israel is planning to annex. PA prime minister Mohammed Shtayyeh announced new measures to curb the spread of the COVID-19 virus, including banning movement between governorates; banning all unnecessary movement outside of homes; and forbidding workers in Israeli settlements from going to work. In the West Bank, a Palestinian school in ‘Ayn Bus was set on fire, damaging classrooms, and racist Hebrew graffiti was painted on the building. Israeli forces seized tracts of land north of Hebron to expand an Israeli settlement. 11 Palestinians were arrested during late-night raids in and around Biddu, Bethlehem Tubas, Tulkarm, Hebron, and Jenin. During a raid in Jenin, Israeli forces confiscated a vehicle and cash. Palestinians protested the U.S. administration’s version of a peace plan in several places throughout the West Bank; at least 12 Palestinians were reported injured. U.S. president Donald Trump, flanked by Israeli prime minister Benjamin Netanyahu, presented the U.S. administration’s version of a peace plan, which on all contentious issues took maximalist Israeli positions. The plan presented a vision for 2 states; however, the map of these 2 “states” presented with the plan showed a carved-up West Bank where the majority of Israeli settlements and the Jordan Valley were annexed by Israel. A swath of land in Israel, where some 250,000 Palestinian citizens of Israel live, would be annexed to the Palestinian “state.” Some land in Israel along the Egyptian border would also be part of the Palestinian state. Jerusalem would become part of Israel and the Palestinian capitol would be east of Jerusalem on the West Bank side of the separation border. Gaza and the West Bank would be connected by a bridge or a tunnel. The Palestinian state would be demilitarized, including disarming Hamas and Islamic Jihad in Palestine (PIJ). Israel would control all of Palestine’s international borders. There would be no right of return for Palestinians as “[t]heir Arab brothers have the moral responsibility to integrate them into their countries as the Jews were integrated into the State of Israel.” Furthermore, the peace plan would allow Jews to pray on Haram al-Sharif and the PA would have to stop paying stipends to families of Palestinian prisoners in Israel. The Palestinian leadership’s response to the U.S. administration’s vision of a peace plan was condemnation. PA president Mahmoud Abbas said that “Trump and Netanyahu declared the slap of the century, not the deal. And we will respond with slaps.” At President Abbas’s speech were representatives from Hamas and PIJ. Hamas said Abbas had spoken with Hamas leader Ismail Haniyeh and that the 2 had agreed to stand together in unity on the matter. Shortly after the U.S. peace plan was released, Prime Minister Netanyahu said that he would convene the Israeli cabinet on 2/1 to start annexing Israeli settlements, the Jordan Valley, and the northern Dead Sea. Jared Kushner, senior advisor to President Trump, said shortly after Netanyahu’s announcement that he did not believe that Israel would start annexing West Bank settlements on 2/1, contradicting the Israeli prime minister. In the West Bank, Israeli forces demolished a blacksmith shop in Hizma and handed demolition notices for Palestinian-owned homes in the northern part of the Jordan Valley. 19 Palestinians were arrested, including 17 during late-night raids in and around Jenin, Tubas, Jericho, Bayt Fajjar, and Hebron; and 2 at different flying checkpoints near Jerusalem.
