Israeli settlers also open fire at Palestinians traveling between ‘Asira al-Qibliya and ‘Urif; no injuries are reported. Israeli forces injure a man in a drone strike in Jenin before raiding the city and its refugee camps, uprooting streets and causing damage to homes. Israeli forces also shoot and injure a Palestinian man during a raid in Qusra, others suffer tear-gas related injuries. Elsewhere, Israeli forces shoot and injure 2 Palestinians during a raid in Qalqilya. Israeli forces also demolish 3 homes in al-Walaja, displacing 16 people. Meanwhile, Israeli forces demolish 2 structures in Jalbun and declare the village a closed military zone. Israeli forces also arrest 35 Palestinians during raids in and around Yatta, Bethlehem, Jenin, and Ramallah. In Gaza, Israeli forces bomb Nuseirat refugee camp, Dayr al-Balah, Gaza City, Khan Yunis, and Rafah, killing at least 76 people. Israeli forces also fire tank shells at the Nasser Hospital in Khan Yunis, causing damage. 10 children die of hunger at al-Shifa and Kamal Adwan hospitals. Al-Awda Hospital in Jabalia refugee camp, the last functional hospital in northern Gaza, suspends operations due to a lack of fuel and medical supplies. More than 29,954 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 70,325 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 404 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. More than 4,592 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 240 Israeli soldiers have been killed and 1,429 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. Hamas official Basem Naim says there is still a wide gap between the Hamas position and the ceasefire proposal it has received, adding that Hamas’s non-negotiable demands are a final lasting ceasefire and not a pause, a total withdrawal of Israeli forces from Gaza, and the freedom of movement for Palestinians in Gaza. PA president Mahmoud Abbas meets with UNRWA commissioner-general Philippe Lazzarini in Ramallah. Abbas also sends letters to various heads of state rejecting Israel’s post-war plans for Gaza and calling for intervention to save Palestinians in Gaza. Foreign Minister Riad al-Maliki says Palestinian factions will discuss the establishment of a new technocratic PA government during a meeting in Moscow on 2/29 and that he thinks Hamas understands that if the party is included in the technocratic government it would be boycotted internationally. Al-Maliki also says that the resignation of the PA government on 2/26 was done to show the PA’s readiness to engage with international partners on the future of the PA. Israel’s Channel 12 reports that the Israeli war cabinet has removed National Security Minister Itamar Ben-Gvir’s power to manage the Haram al-Sharif compound and will not severely restrict Muslim worshippers from praying there during Ramadan. U.S. State Department spokesperson Matthew Miller says that the U.S. encourages Israel to allow Muslim worshippers to enter the Haram al-Sharif compound during Ramadan. Energy Minister Eli Cohen says Israel should not normalize relations with Saudi Arabia if it means the establishment of a Palestinian state. Prime Minister Benjamin Netanyahu meets with UN senior coordinator for humanitarian aid and reconstruction in Gaza Sigrid Kaag, discussing aid deliveries to Gaza. Axios reports that the U.S. is considering airdropping humanitarian aid to Gaza as the Israeli invasion has hindered aid reaching northern Gaza and severely limited the amount that can reach the south. USAID administrator Samantha Power says at the Karem Abu Salem (Kerem Shalom) crossing that the U.S. has urged Israel to open more crossings to facilitate aid deliveries. Canada says it is considering airdropping aid in Gaza. President of Refugees International Jeremy Konydyk says aid delivered by air is negligible and helps Israel’s strategy of blockading Gaza. Qatar and France issue a joint statement calling on Israel to open all crossings to Gaza to allow aid to enter, saying the 2 countries reject the “killing and starvation suffered by the Palestinian people in the Gaza Strip.” (AJ 2/28)

In the West Bank, Israeli settlers vandalize a Palestinian home in Sinjil with graffiti and stones. Israeli settlers also assault Palestinian shepherds in al-Minya. UNOCHA releases a report saying that Palestinians in the West Bank were prevented from harvesting olives in more than 96,000 dunams (23,622 acres) of land due to Israeli restrictions during the 2023 harvesting season. Palestinians suffered a loss of $10 million from not being able to harvest olives. The report also notes that there were 113 incidents of Israeli settlers attacking Palestinians harvesting olives and stealing their crops between September and November. (UNOCHA 2/20; AJ 2/21)

The Israeli Justice Ministry is investigating 3 Israeli police officers who are suspected of sexually assaulting a man they arrested at the Hizma checkpoint in late December 2023. The unnamed victim told an Israeli court that the police officers “stuck whatever they had in the car into my anus.” A sexual assault examination conducted by the Institute for Forensic Medicine found that he had been sexually assaulted. Israeli military chief of staff Herzl Halevi calls on Israeli military officers to “distinguish between terrorist and non-terrorist, not to take anything that is not ours – a souvenir or military item – and not to film revenge videos . . . We are not on a killing spree, revenge or genocide . . . We will not make a mistake and allow it to achieve anything in the international arena.” +972 Magazine and Local Call reports that Israeli soldiers are stealing Palestinian property in Gaza with the blessing of their commanders. Hamas political leader Ismail Haniyeh travels to Egypt for ceasefire negotiations. Hamas spokesperson Osama Hamdan says the U.S. veto of a ceasefire resolution at the UN Security council (see below) shows the U.S. is an accomplice to Israeli crimes. UNRWA commissioner-general Philippe Lazzarini says Israel has not presented any evidence to back its allegation against UNRWA employees despite repeated calls for Israel to cooperate with the UN in its investigation. (AJ, HA 2/20)

At the UN Security Council, the U.S. vetoes an Algerian draft resolution demanding an immediate ceasefire. The UK abstains, while the 13 other members vote in favor. U.S. ambassador to the UN Linda Thomas-Greenfield calls the resolution “wishful and irresponsible.” The U.S. has offered its own draft resolution calling for a temporary ceasefire as soon as it is practical, but the resolution was not formally presented for a vote. PA ambassador to the UN Riyad Mansour calls the U.S. veto “absolutely reckless and dangerous.” The PA Presidency condemns the veto, saying U.S. support for Israel makes it “a partner in the crime of genocide, ethnic cleansing, and war crimes.” France, Jordan, Oman, Kuwait, the OIC, and Saudi Arabia say they regret that a ceasefire resolution could not be adopted. On the second day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, South Africa says the occupation is “inherently and fundamentally illegal,” that Israeli apartheid is even more extreme than that in South Africa, and calls Israel’s occupation settler colonialism. Algeria, Saudi Arabia, the Netherlands, Bangladesh, Belgium, Belize, Bolivia, Brazil, and Chile also deliver statements on the question of Israel’s occupation. The ICJ rejects South Africa’s request for additional provisional measures in the genocide case against Israel but says an Israeli assault on Rafah “would exponentially increase what is already a humanitarian nightmare with untold regional consequences” and orders Israel to adhere to the original provisional measures. The Palestine Red Crescent Society (PRCS) denies Israeli allegations that PRCS staff and equipment were involved in the attack on Israel on 10/7/2023, saying Israel deliberately creates a false narrative by circulating a video that clearly shows that the ambulance and staff in question are not from PRCS. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with live ammunition and others with tear gas. East Jerusalem, Israeli forces sealed off the family homes in Sur Baher of 2 Palestinians who were killed after they shot and killed 3 Israelis in West Jerusalem on 11/30 in preparation for punitive demolitions. In Gaza, Israeli forces killed at least 180 Palestinians and injured more than 589 after the ceasefire expired at 7 a.m, including a family of 5 fleeing northern Gaza to the south on Salah al-Din Street and in bombardments on Rafah, al-Maghazi refugee camp. Qatar, Egypt, and the U.S. said they were working on reinstating the ceasefire which expired at 7 a.m. Israel confirmed that 4 captives held by Hamas had died. The U.S. parroted Israel’s explanation for the not extending the ceasefire, saying that Hamas did not produce a list of captives for exchange. Israeli finance minister Bezalel Smotrich said he told Prime Minister Benjamin Netanyahu to announce that Israel will not negotiate another ceasefire until all captives are released from Gaza. Hamas said it was Israel who undermined extending the ceasefire by rejecting 3 separate options presented to them by mediators, but that Israel had already decided to resume its attacks. The PA said it held the U.S. responsible for the resumption of Israeli attacks on Gaza. Israel said that Hamas still holds 137 captives, including 4 from before 10/7. During the temporary ceasefire 240 Palestinians, 107 children and 133 adults, including 65 18-year-olds and 68 women, were exchanged for 105 captives held by Hamas. 75% of the Palestinians were not convicted of a crime, most were arrested within the past year with 37 since 10/7. Addameer said conditions in Israeli prisons had deteriorated significantly since 10/7, noting that 6 Palestinians had died and that prisoners are denied medical care, electricity, family and lawyer visits, and sufficient food and water. U.S. secretary of state Antony Blinken claimed that Israel had taken steps to minimize civilian causalities by telling Palestinians in Gaza where they can go to safe zones. Blinken also spoke with Israeli strategic affairs minister Ron Dermer calling on Israel to allow the same amount of aid into Gaza as during the ceasefire period. (HA 12/1; AX 12/2)

Reuters said Israel had informed Egypt, Jordan, the UAE, and Saudi Arabia that it intends to create a buffer zone in Gaza. The 4 countries reportedly opposed Israel’s plans. In the West Bank, Israeli forces attacked Palestinian farmers in Kisan and set fire to crops in Qaryut. Israeli settlers stole an olive harvest in Khirbet Yanun. Israeli forces continued their large-scale raid of Jenin, fatally shooting 4 people, including 2 children aged 8 and 15, and Mohammad Zubeidi, the son of prominent Islamic Jihad member Zakaria Zubeidi. Israeli airstrikes in the city destroyed a home and a vehicle while Israeli bulldozers tore up pavements, electric poles, and water and sewage pipes. Hamas said it was working very hard to extend the ceasefire, which ends on 11/30. The New York Times reported that Israeli officials have been pushing other countries to lobby Egypt to allow Israel to displace Palestinians to the Sinai. The Times also reported that U.S. officials overseeing arms transfers to foreign countries will approve the sale of 24,000 assault rifles to Israel, despite concerns that some of the rifles will be handed out to settlers and civilian militias in Israel. Israeli national security minister Itamar Ben-Gvir has handed out weapons to settlers and promised more will arrive. Axios reported on 11/6 that the Biden administration, the Senate Foreign Relations Committee, and the House Foreign Affairs Committee have approved the Israeli purchase of M16 rifles from U.S. companies on the condition that they would not be handed to civilians in Israeli settlements in the West Bank. Al Jazeera reported that Arafat Hamdan, who died in Israeli custody on 10/24, died because he was beaten and left in the sun with a bag over his head for hours while being refused his diabetes medicine. The U.S. House of Representatives blocked a motion to censure Democrat Rashida Tlaib (D-MI). The motion, which was brought to the floor by Marjorie Taylor Greene (R-GA), charged Tlaib with “anti-Semitic activity” and “leading an insurrection,” referring to a Jewish-led sit-in at the Capitol where protestors demanded a ceasefire in Gaza. Taylor Greene has herself made anti-Semitic comments. 23 Republicans voted against the motion and 13 Democrats abstained. Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. Earlier in the day Abu Obaida said Qassam Brigades would begin executing 1 Israeli captive each time Israel bombs a civilian target. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Hamas official Moussa Abu Marzouk told Al Jazeera that Hamas is open to discussing a truce and all political dialogue. Reuters reported that Qatar was mediating a prisoner exchange that will see Israeli women and children released by Hamas in exchange for the release of 36 Palestinian women and children from Israeli prisons. Egyptian sources also said that Egypt was in close contact with Israel and Hamas to prevent further escalation, calling on Israel to exercise restraint and Hamas to keep the captives in good condition. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. A group of 15 European media outlets published a global investigation, "The Predator Files,” into the Israeli spyware company Intellexa, revealing that it sold spyware to Egypt that has been used to spy on critics of the Egyptian regime. The company pitched their spyware packages to several countries, including Saudi Arabia, Germany, Malaysia, Cameroon, Mauritius, and Sierra Leone, in some cases with help from former Israeli prime minister Ehud Olmert. PA prime minister Mohammad Shtayyeh met with Saudi non-resident ambassador to Palestine and consul general in Jerusalem Nayef al-Sudairi in Ramallah. Al-Sudairi also canceled a visit to the Haram al-Sharif compound on the occasion of Mawlid, reportedly after social media calls to prevent the visit in protest over the Saudi-Israeli normalization plans and due to the visit not being coordinated with the Jordanian-run Waqf, making the security a matter for the Israeli police. UN envoy for the Middle East peace process Tor Wennesland said after visiting Gaza that the situation was dire and that all parties must avoid another conflict, saying that “the people of Gaza have suffered enough.” Wennesland also briefed the UN Security Council, saying that Israel has advanced more than 10,000 settlement housing units in the last 3 months, calling on Israel to cease settlement activity immediately and calling on member states to up funding for UNRWA and the World Food Programme, which both need funding for food assistance in Gaza and the West Bank. The U.S. admitted Israel into its Visa Waiver Program, allowing Israelis to enter the U.S. for 90 days without obtaining a visa. Democratic senators Chris Van Hollen (D-MD), Brian Schatz (D-HI), Jeff Merkey (D-OR), and Peter Welch (D-VT) criticized the move, saying Israel has failed to meet the reciprocity requirements as not all U.S. citizens are treated equally by Israel, referring to Palestinian Americans who do not enjoy the same freedom of movement in Israel and Israeli-controlled crossings in the Occupied Palestinian Territories as other Americans do. Palestinian Americans and Arab American civil rights organizations filed a lawsuit against the U.S. government, stating that the government is endorsing discrimination against Palestinian Americans by admitting Israel into its Visa Waiver Program. American-Arab Anti-Discrimination Committee national executive director Abed Ayoub said the organization will hold the government “accountable for any actions that create separate classes of U.S. citizens.” The other plaintiffs were 3 Palestinian Americans and the organization Democracy for the Arab World Now. The plaintiffs argued that the U.S.-Israeli memorandum, which was kept secret, for the creation of the trial period “differentiate treatment to U.S. citizens who are ‘residents’ of the occupied West Bank, no including East Jerusalem; U.S. citizens who are residents of the occupied Gaza Strip; U.S. citizens who are registered on the [Palestinian Population Registry] but not residents in either the West Bank or Gaza Strip; and U.S. citizens who are not of Palestinian nationality.” Israeli foreign minister Eli Cohen announced that Israel had been admitted to the program on 9/25 2 days before the U.S. made an official announcement on 9/27. U.S. president Joe Biden met Israeli prime minister Benjamin Netanyahu on the sidelines of the annual UN General Assembly meeting in New York. According to a White House statement, Biden cautioned Netanyahu about further advancing his judicial overhaul without gaining a broad consensus and invited Netanyahu to the White House later in 2023. Israeli officials said the Biden-Netanyahu conversation mostly concerned the Israeli-Saudi normalization deal. U.S. national security council coordinator for the Middle East and North Africa Brett McGurk and presidential envoy on energy security Amos Hochstein, who have been leading the U.S. negotiations with Saudi Arabia on normalization, also attended the meeting. It was the first time Biden and Netanyahu met since Netanyahu took office in December 2022. Saudi Arabian crown prince Mohammed bin Salman told Fox News in an interview that normalization with Israel is moving closer every day. Bin Salman said “[f]or us, the Palestinian issue is very important. The UN World Heritage Committee under the UNESCO voted to list Tell es-Sultan near Jericho as a World Heritage Site in Palestine during a session in Saudi Arabia. Israel criticized the decision. Last week MKs Yuli Edelstein, Limor Son Har-Melech, and Simcha Rothman wrote letters to members of the World Heritage Convention urging them not to list Jericho as a World Heritage Site in Palestine, saying Jericho is mentioned 53 times in the Bible giving Israel primacy in the city. 2 Israelis were sentenced to 11 and 4.5 years in prison for an attack on a Palestinian man in Jerusalem in 2021 during the Unity Intifada. Noam Elimelech was sentenced for stabbing the man 10 times in addition to punching and kicking him and for attacking a police officer. Naftali Elmakais was sentenced for punching the man after he was on the ground. The 2 Israelis also had to pay the Palestinian man $26,000 in damages. 2 other Israelis are convicted but have yet to be sentenced. (HA 9/14)

The Israeli Ministry of Justice said it managed to reconstruct a deleted video related to the arrest and assault on a Palestinian man in Shu’fat in August who had what appeared to be a Star of David imprinted on his face. Israeli authorities demolished 1 commercial structure in Jabel Mukaber. In Gaza, 5 Palestinians were killed and 25 others injured in an explosion during a protest near the Gaza fence. Palestinian officials said the 5 were killed when an explosive device accidentally exploded. 1 other Palestinian succumbed to wounds from the explosion on 9/17. Israeli forces also violently dispersed protesters east of Gaza City, injuring 9, including 3 minors. Palestinians marked the anniversary of the 2005 Israeli withdrawal from Gaza. The fighting reignited despite a ceasefire agreement from 9/11. 16 people have been killed since 9/7 when fighting broke out again after a month of relative quiet. Hamas and Islamic Jihad called for an immediate ceasefire after a meeting between Hamas Political Bureau deputy chairperson Moussa Abu Marzouk and Islamic Jihad secretary general Ziyad al-Nakhalah in Beirut. In an interview with the podcast Pod Save the World, U.S. secretary of state Antony Blinken said that “what we hear from the Saudis that if this process [normalization between Israel and Saudi Arabia] is to move forward, the Palestinian piece is going to be very important,” further stating that “in our judgement, of course, that must – needs to involve a 2-state solution.” (HA 9/13)

5 Lebanese soldiers were injured when shells from Ain al-Hilweh refugee camp hit an army position outside of the camp. Israeli authorities also issued 3 demolition orders for homes in Silwan. 4 Palestinians were arrested during raids in Silwan. Fighting broke out in Ain al-Hilweh refugee camp in Lebanon after Palestinian Islamist groups launched attacks, injuring 6. A committee of Palestinian factions in the camp had announced on 9/5 that security forces would begin raids to find the accused killers of Fatah general Mohammad al-Armoushi who was killed on 7/30. The security forces also said that on 9/8 they would begin clearing militants who have been occupying UNRWA-run schools in the camp. (AP 9/8)

The Israeli Ministry of Education sent letters to schools in East Jerusalem threatening to revoke their licenses if they teach the Palestinian curriculum printed by the PA. (PCHR 9/14)

The Israeli Civil Administration advanced plans for creating 22 solar power plants in West Bank settlements. Haaretz reported that the plans were approved 2 weeks ago. A source in the Civil Administration told the newspaper that Palestinians will not be able to decide not to purchase electricity generated in the settlements. (HA 9/7)

The U.S., Germany, the UK, and the EU condemned remarks by PA president Mahmoud Abbas, who said in a speech at the Fatah Revolutionary Council that Adolf Hitler killed European Jews over ‘social functions’ such as usury, rather than out of anti-Semitism. Paris mayor Anne Hidalgo also stripped Abbas of the Grand Vermeil de Paris medal which he received from her in 2015. Abbas’ remarks were published by the pro-Israel group Middle East Media Research Institute which is known for distorting statements by critics of Israel. Spokesperson for Abbas, Nabil Abu Rudeineh, said Abbas was quoting American and Jewish historians and that he “full[ly] condemn[ed]” the Holocaust and anti-Semitism. U.S. national security advisor Jake Sullivan told reporters that “[m]any of the elements of a pathway to normalization [between Israel and Saudi Arabia] are now on the table. Israeli bulldozers caused extensive damage during the raid, including to the main road leading to Tulkarm. Israeli forces also shot and killed 1 Palestinian minor near az-Zubaidat, claiming he had shot and injured 1 Israeli soldier. Elsewhere, Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Bayt Umar; the soldiers also fired tear gas near a school, causing tear-gas related injuries among students and staff. Israeli forces also confiscated 1 tractor near Yatta and 1 road roller in al-Zawiya. 17 Palestinians were arrested during late-night raids in Halhul, al-Arroub refugee camp, Ya’bad, al-Am’ari refugee camp, Birzeit, Kafr ‘Aqab, and ‘Anata. In East Jerusalem, 1 Palestinian school in Kafr ‘Aqab was set on fire after it was forced to teach the Israeli curriculum instead of the PA curriculum. Hamas spokesperson Hazem Qassem said the Israeli decision on 9/4 to close the Karim Abu Salem (Kerem Shalom) crossing would lead to an increase in tensions between Palestinians in Gaza and Israel. Israeli finance minister Bezalel Smotrich said the Israeli government will start deducting additional funds from the PA taxes Israel collects to pay for the PA’s debt to the Israel Electric Corp (IEC). A spokesperson for Smotrich said the amount would be $5.2 million to $7.8 million per month depending on how much energy the PA purchases from the IEC. PLO secretary-general Hussein al-Sheikh, head of PA intelligence Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi arrived in Riyadh for meetings with Saudi and U.S. officials, including National Security Council Coordinator for the Middle East and North Africa Brett McGurk, to discuss the Palestinian aspect of the potential Saudi-Israeli normalization deal. Khaldi told the New York Times that the PA demand is the implementation of the Arab Peace Initiative.
