In the West Bank, Israeli settlers attacked Palestinian farmers in the Masafer Yatta area, leading to injuries. Israeli forces violently dispersed anti-settlement protests in Kafr Qaddum, leading to tear-gas related injuries. 5 Palestinians were arrested, including 4 during raids in Zabbuba, Hebron, and Bayt Fajjar; 1 was arrested at a checkpoint near Qalqilya. In East Jerusalem, PA security forces entered Kafr ‘Aqab to respond to a triple homicide after getting permission by Israeli authorities; Kafr ‘Aqab is part of the Israeli-occupied Jerusalem municipality but lies on the West Bank side of the separation barrier. 1 Palestinian self-demolished his house under construction in Jabal Mukabir. 1 Palestinian child was arrested by Israeli forces. The PA extended the strict COVID-19 restrictions by 2 weeks, 1st instituted on 12/17 including curfew on evenings and nights on weekdays and all day and night during weekends. In Gaza, similar measures have been instituted. The extension was announced on a day when the PA recorded 25 new COVID-19-related deaths and 1,064 new cases in the West Bank and Gaza; East Jerusalem was not part of the tally. (HA, WAFA, WAFA 1/2)

The PA said it received a letter from Hamas’ Ismail Haniyeh conveying the party’s desire to move forward with reconciliation. In a statement, the PA thanked Egypt, Qatar, Russia, Turkey, and Jordan for their help in facilitating reconciliation. (WAFA 1/2)

Israeli settlers from East Jerusalem and the West Bank demonstrated against the Israeli police in East Jerusalem and Israel over the death of 1 Israeli settler who was killed in police pursuit after throwing stones at Palestinians. 14 people were arrested, 7 Israeli police officers were injured, and 2 police vehicles were damaged. Israeli protesters demonstrated against Israeli prime minister Benjamin Netanyahu for the 28th Saturday in a row in Jerusalem and Tel Aviv. The protesters are demanding that Prime Minister Netanyahu resigns due to his COVID-19 response, the Israeli economy, and the corruption cases against him. (HA 1/2)

In the West Bank, Israeli forces raided a school southwest of Jenin and seized construction equipment and a tractor. Israeli forces also closed the Huwwara checkpoint for the 1st of 2 days coinciding with the Bahrain workshop. In several places throughout the West Bank, Palestinians protested the Bahrain workshop. Israeli forces arrested 13 Palestinians during late-night raids in and around Ramallah, Tulkarm, Jenin, and Hebron. During a raid near Ramallah, several Palestinians were injured by rubber-coated bullets as they were protesting the Israeli incursion. A carpentry store was also damaged by Israeli forces during the incursion. In Bayt Umar, Israel forces prevented utility workers from working on the electricity network and seized a crane and a vehicle. In East Jerusalem, Israeli municipal workers tore down a protest tent set up by Palestinians protesting the Israeli planned demolitions of a number of buildings in Silwan. In Gaza, Israeli authorities halted transfers of fuel to the Gaza power plant indefinitely, citing incendiary balloons. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishing boats and detained 3 Palestinian fishermen within the permitted fishing area. 3 Palestinians were injured by live fire east of Bayt Hanun. Charges against a Palestinian man accused of raping a 7-year-old girl in an Israeli settlement in the West Bank was dropped after an Israeli court found that there was not enough evidence tying the man to the rape. The Israeli military prosecution was criticized for their handling of the investigation and an Israeli army spokesperson said that the military would launch a probe into the investigation. The U.S.-sponsored Bahrain workshop on Middle East economic development, dubbed the Peace to Prosperity, began for the 1st of 2 days. Despite focusing on the economic element of peace between Palestine and Israel, neither country was represented at the workshop. The U.S. peace team intends to raise $50 billion in contributions for economy development in Palestine and for its neighbors. A spokesperson for PA president Mahmoud Abbas said that the Arab Peace Initiative from 2002 was a red line that could not be redrafted if a peace plan was to be executed. The comments followed U.S. special adviser and son-in-law to President Donald Trump Jared Kushner’s comments to Al-Jazeera that a peace deal would need to be found “somewhere between the Arab peace initiative and between the Israeli position.” (WAFA 6/25; HA 6/26)

Palestinian Authority (PA) PM Rami Hamdallah calls on the U.S. to pressure Israel into unfreezing its monthly tax revenue transfers to the PA, which have been punitively withheld since the beginning of 1/2015. The transfers amount to over $100 m. per mo. and comprise 60–70% of the PA’s revenues. Senior PA official Nabil Shaath meets with 22 European Union (EU) reps. and ambs., calling on the EU to play a bigger role in future negotiations with Israel and warning that the PA’s financial and political problems could lead to violence. In Israel, the major non-Zionist parties— Hadash, Balad, Ta’al, and Ra’am—announce that they have agreed to run on a joint list in the 3/17 election. Ayman Odeh, newly elected chair of Hadash, will lead the list. Meanwhile, an Israeli settler shoots and seriously injures a Palestinian youth after a settler demonstration e. of Ramallah and Israeli settlers attack a Palestinian home s. of Nablus. U.S. and Iranian officials begin bilateral talks in Geneva on Iran’s disputed nuclear program. A projectile attributed to “errant fire” by the Israeli military hits the occupied Golan Heights from inside Syrian territory, causing no injuries. In response, the IDF hits an unspecified target in Syria, which opposition sources claim is a Syrian army base. There are no reports of casualties. (REU 9/4)

IDF air strikes and shelling of the Gaza Strip continues for a 4th day, killing 16 Palestinians as 230 targets are hit. The attacks cause widespread damage to houses, infrastructure, and public buildings. There are fatal strikes in al-Shuja‘iya, elsewhere in Gaza City, Jabaliya, and Rafah, among others. Palestinians fire 90 rockets into Israel, causing damage and injuring 10 in Beersheba and Ashdod, including 1 seriously. Iron Dome batteries intercept 25 of the rockets. Two IDF soldiers are lightly injured by an antitank missile nr. the Gaza border, damaging their jeep. In the West Bank, IDF troops shoot and injure 9 Palestinians with live fire and rubber-coated metal bullets during clashes nr. Rachel’s Tomb in n. Bethlehem. In Kafr Qaddum, Israeli soldiers shoot and injure 5 Palestinians with live ammunition during clashes, and there are less intense confrontations after Friday prayers in Hebron and nearby al-Fawar r.c. Israeli PM Netanyahu says he is “deeply troubled” by the U.S. decision to maintain ties and aid to the PA unity govt. In response, U.S. State Dept. dep. spokesperson Harf says that the unity govt. is not “backed by Hamas” and contains “no mbrs. of Hamas.” Further endorsement of the new PA govt. comes from Russia, China, India, Turkey, France, and the UK. EU foreign affairs chief Ashton calls the formation of the unity govt. “an important step.” UN Secy.-Gen. Ban Ki-moon also welcomes the move. Meanwhile, PLO executive comm. mbr. Hanna Amira says that Israel has notified the PA that it is imposing sanctions in response to the unity govt.’s formation. These include the invalidation of VIP cards of PA officials, reduction of tax revenues, which Israel collects and delivers to the PA, and prevention of visits between the West Bank and the Gaza Strip. A presidential election is held in Syria, and Pres. Bashar al-Asad is expected to win a majority of the vote. Opponents of the pres. dismiss the election because al-Asad’s 2 rival candidates, Hassan al-Nouri and Maher Hajjar, were both approved by a parliament dominated by al-Asad’s supporters. State Dept. dep. spokesperson Harf says the U.S. sees the election as “a disgrace” and that Pres. al-Asad “has no more credibility today than he did yesterday.” French FM Laurent Fabius calls it “a tragic farce.” (AP, REU 6/3)

Israeli PM Netanyahu says that “the idea of taking unilateral steps is gaining ground” among Israel’s political class, particularly in light of the collapse of U.S.-led negotiations, in an exclusive interview published by Bloomberg View. Netanyahu’s office subsequently clarifies that this is not a reference to any intention to evacuate settlements. Economy Minister Naftali Bennett welcomes the remarks and urges the adoption of his plan, which would include the annexation of parts of the West Bank. Meanwhile, senior Palestine Liberation Organization (PLO) official Hanan Ashrawi condemns talk of unilateral steps as a way to bypass talks, while U.S. State Dept. spokesperson Marie Harf responds to Netanyahu’s remarks by emphasising that “no one should take any steps that undermine trust, including unilateral.” (Bloomberg, HA, YA 5/23)

China and Russia veto a UN Security Council (UNSC) res., drafted by France, referring the Syrian crisis to the International Criminal Court (ICC) for an investigation into possible war crimes. The 13 other mbrs. of the UNSC vote in favor. It is the 4th time that China and Russia have blocked Western-drafted resolutions on Syria since spring 2011. Meanwhile, the Organization for the Prohibition of Chemical Weapons (OPCW) says that the last 100 tons of Syria’s declared stockpile of precursors for poison gas and nerve agents are ready for transport, but Syrian authorities say it is too dangerous to move them for the time being. The incident, described by Israel Radio as the 1st direct engagement of the Syrian military on the Golan since the countries’ 1973 war, highlights international fears that Syria’s civil war could ignite wider regional conflict. An Israeli security source said the military fired in the direction of a Syrian army mortar crew that had launched a shell that overshot the Golan disengagement fence on Sunday, exploding near a Jewish settlement without causing casualties. With the passage of the 2d deadline for the voluntary evacuation of 10 West Bank settlement enclaves, Israel announces that the IDF will forcibly evacuate the remaining occupied outpost, Havat Maon. Over the past few days, some 300 ultranationalist settlers have joined the 4 families originally encamped at the site, set up prefabricated houses in protest, hoping to make it impossible for the government to remove the settlement.
