Human Rights Watch released a report saying that Israel has killed at least 34 Palestinian children in 2023. Libyan prime minister Abdul Hamid Dbeibeh visited the Palestinian embassy, promising that Libya would not normalize relations with Israel after he suspended foreign minister Najla Mangoush in the aftermath of Israeli foreign minister Eli Cohen saying that the 2 had held a meeting in Rome. Israeli finance minister Bezalel Smtorich said Israel would not agree to any gestures toward Palestinians as part of a normalization deal with Saudi Arabia. Smotrich also attacked the U.S. for its criticism of National Security Minister Itamar Ben-Gvir’s pro-apartheid comments on 8/23, calling the U.S. hypocritical for preaching human rights to Israel considering “how they operated in Afghanistan and Iraq.” (HA, MEE 8/28)

Palestinians in Burqa petitioned the Israeli High Court of Justice through the human rights group Yesh Din to have the court cancel the transfer of the land the Homesh outpost sits on to the Samaria Regional Council, saying the legalization of the outpost will prevent Palestinian landowners from accessing their land. In the West Bank, about 50 Israeli settlers from the Oz Tzion settlement outpost shot and killed 1 Palestinian, injured 4 others, and set fire to 2 vehicles in Burqa. 2 of the settlers involved were arrested, including Elisha Yered, a former spokesperson for Otzma Yehudit party MK Limor Son Har-Melech. Israeli national security minister Itamar Ben-Gvir called the arrested settlers heroes, while National Unity leader Benny Gantz called the incident “Jewish terrorism.” The U.S. condemned the incident as a “terror attack by Israeli extremist settlers.” 4 Palestinians were later arrested on 8/7. An open letter, titled “The Elephant in the Room,” began circulating among academics and public figures and received more than 1,100 signatures by 8/11. The letter stated that “[t]here cannot be democracy for Jews in Israel as long as Palestinians live under a regime of apartheid,” and called for an end to Israeli impunity at the UN and restrictions on U.S. military aid. The letter was primarily signed by Israeli and Jewish academics and public figures, including Benny Morris, Avraham Berg, Avi Shlaim, and Ilan Pappe. In East Jerusalem, Israeli forces forcefully expelled the Sub Laban family from their home in the Muslim Quarter of the Old City, allowing Israeli settlers to move into their home; 12 activists protesting the eviction were arrested. In the West Bank, Israeli settlers set fire to a Palestinian residential tent with 2 Palestinians in it in al-Baqa’a; both were unharmed. Israeli forces shot and killed 1 Palestinian man at a checkpoint near Deir Nidham, claiming that the man threw a grenade and opened fire at Israeli soldiers when he was shot. Israeli forces also detained and assaulted 2 Palestinian journalists and vandalized their vehicle at the Deir Sharaf checkpoint. Elsewhere, Israeli forces shot and injured 5 Palestinians, including 1 with live ammunitions and 4 with baton rounds during a raid in Shuqba. Israeli forces also blocked roads in the Nablus area for Palestinians to facilitate a settler march between the Eli and Beit El settlements. Meanwhile, Israeli forces issued stop-work orders for residential structures in Bardala. Israeli forces also prevented Palestinian workers in Area B from carrying out work on an agricultural road near Atara and seized drilling equipment. 3 Palestinians were arrested during late-night raids in Hebron, al-Shuyukh, and Bayt Rima. UN special rapporteur on the situation of human rights in the Palestinian territories Francesca Albanese told the UN Human Right Council that more than 800,000 Palestinians have been imprisoned by Israel since 1967, with 5,000 currently being held in prison. She called “the entire occupied Palestinian territory . . . an open-air prison, where Palestinians are constantly confined, surveilled, and disciplined.” (AJ, MEE, REU, WAFA 7/11; MDW 7/16)

Save the Children released a report saying that Palestinian minors were subject to emotional and physical abuse, including of a sexual nature, in Israeli custody. Save the Children also said that Palestinian children are the only ones in the world experiencing systematic prosecution in military courts. (AJ 7/10)

The Knesset voted 64 to 54 to approve the first of 3 readings of a bill that would prevent the judicial branch of government from overturning decisions made by government, ministers, and elected officials on the grounds of “reasonableness.” Large demonstrations against the bill were held in several places in Israel. PA president Mahmoud Abbas spoke with Israeli president Isaac Herzog, who congratulated Abbas on the occasion of Eid al-Adha. Herzog also condemned recent Israeli settler violence in the call with Abbas. Israeli defense minister Yoav Gallant also spoke with PA civil affairs minster Hussein al-Sheikh. In the West Bank, Israeli settlers set up tents on land near Deir Sharaf. Israeli settlers also threw stones at Palestinian vehicles traveling near Duma, injuring 2 Palestinians and damaging a car. Elsewhere, Israeli settlers assaulted Palestinians with pepper spray near Jamma’in, injuring 1. Israeli forces uprooted 70 olive trees in Khallet al-Qutun near Tuqu’. Israeli forces also leveled land near Qaryut in preparation for settlement expansion. In East Jerusalem, Israeli forces raided the home of 16 Palestinians who had previously been imprisoned by Israel, seizing cash, several vehicles, and jewelry, claiming that the Palestinians had received payments from the PA. An Israeli parole board denied an early release petition for Palestinian prisoner Walid Daqqa, who the Israeli prison service acknowledge is terminally ill with cancer. Daqqa, who has been imprisoned by Israel for 39 years, has already completed his original sentence but was sentenced to an additional 2 years for allegedly helping smuggling cellphones into prison. The Israeli Higher Planning Council approved 5,700 settlement housing units and retroactively approved the Palegi Maim, HaYovel, and Nof Harim settlement outposts. 818 housing units received final validation including 359 in Elkana, 381 in Revava, 29 in Givat Ze’ev, 42 in Carmiel, and 7 in Hermesh. 4,915 housing units were approved for deposit, including 1,563 in Eli, 98 in Ariel, 714 in Givat Ze’ev, 340 in Ma ‘ale Adumim, 312 in Beitar Ilit, 310 in Adora, 264 in Etz Efraim, 152 in Ma ‘ale Amos, 78 in Asfar, and 754 in the 3 settlement outposts. Peace Now reported that more than 13,000 housing units had been approved in the first half of 2023. The French foreign ministry and the UN issued a statement condemning the settlement approval and the recent Israeli settler violence. The UN Office for Coordination of Humanitarian Affairs counted 570 Israeli settler attacks on Palestinians and Palestinian property between 1 January and 26 June, raising the number of attacks counted by the UN from 71 in 2022 to 95 incidents in the first half of 2023. (HA 7/1)

The Taub Center for Israel Studies at New York University made available documents from the Israeli archives showing that the Israeli military poisoned Palestinian land around Aqraba in 1972 to ensure that Palestinians could not cultivate the land as Israel established the Gitit settlement on land confiscated from the town’s residents. The Israeli military estimated that they had caused property loss from the spraying of the land amounting to $25,000. (HA 6/23)

In the West Bank, Israeli settlers set fire to wheat and barley crops in Kisan. Israeli forces shot and killed 1 Palestinian man during a late-night raid in Askar refugee camp, 1 other was seriously injured. Israeli forces also notified 1 Palestinian family that the military will seize parts of their land in al-Jalama to expand the separation wall. PA president Mahmoud Abbas addressed the UN to commemorate the 75-year anniversary of the Nakba. It was the first time that the UN officially commemorated the Nakba. In his address, Abbas called on the UN to suspend Israel or enforce the resolutions made on Israel and Palestine and called on the international community to intervene to protect Palestinians, invoking the settler attack on Huwwara and the genocidal rhetoric from the current Israeli government. In Gaza, 7 Palestinians were killed, including at least 4 by Israeli airstrikes, and 36 were injured on the second day of the Israeli assault on Gaza. 2 Palestinians were killed in an airstrike on a field in Abasan al-Kabira, while 2 Palestinians were killed and 2 injured in an airstrike on a field in al-Shuka east of Rafah. 8 Palestinians, including 3 children and 3 women, were injured in airstrikes on al-Salem near Rafah. 1 Palestinian was killed and 1 woman seriously injured when a missile fell on their house in Beit Lahiya, 2 minors were killed and 12 others were injured when a missile fell on a house in Gaza City, and 13 were injured after a missile fell on a house in Beit Hanun. PCHR said its initial investigation raised suspicion that these 3 incidents could be from rockets misfired from Gaza. Islamic Jihad started firing rockets at Israel 35 hours after Israel assassinated 3 of their members and after 3 separate rounds of airstrikes. In Israel, rockets launched from Gaza caused damage in Ashkelon and Sderot, injuring 1 Israeli. 2 Israeli Channel 13 journalists were assaulted by an Israeli man using pepper spray while reporting in Tel Aviv. The TV channel has been attacked by Israeli politicians for airing a chyron reading “Green light from the prime minister: Women and children killed overnight in Gaza.” In the West Bank, Israeli forces raided Qabatiya, killing 3 Palestinians. Israeli forces escorting Israeli settlers also shot and injured 2 Palestinians near Deir Dibwan. Elsewhere, Israeli forces uprooted olive tree saplings in Wadi Fukin and uprooted hundreds of olive trees and destroyed 20 water tanks in Tarqumiyah. Israeli forces also raided Tubas; 1 Israeli soldier was injured. Meanwhile, Israeli forces seized 1 digger in Maeen. UN secretary-general António Guterres condemned the civilian deaths caused by Israeli attacks in Gaza and said, “Israel must abide by its obligations under international humanitarian law.” Guterres also condemned the launching of rockets at Israel. U.S. congresswoman Rashida Tlaib (D-MI) introduced a resolution to recognize the Nakba, cosponsored by Betty McCollum (D-MN), Jamaal Bowman (D-NY), Cori Bush (D-MO), Alexandria Ocasio-Cortez (D-NY), and Ilhan Omar (D-MN). Coinciding with introduction of the resolution and the 75th anniversary of the Nakba, Tlaib had arranged an event to commemorate the Nakba in the U.S. Capitol Visitor Center, but the event was canceled on the day by House Speaker Kevin McCarthy (R-CA). In Gaza, Israeli forces assassinated 3 Islamic Jihad commanders, Khalil Bahtini, commander of the northern region, Tareq Izzeldeen in Gaza City, and Jihad Ghanam, secretary of the military council, in Rafah in simultaneous airstrikes. The strikes also killed 10 others, including 4 women, 4 children, and 1 Russian-Palestinian, and injured 20. In the assassination of Izzeldeen, Israeli forces fired 2 missiles at the fifth and sixth floor of an apartment building in the al-Rimal neighborhood of Gaza City, killing Izzeldeen and his 2 children on the fifth floor and a family of 3 on the sixth floor; 6 were injured. In the assassination of Bahtini, Israeli forces fired 2 missiles at his home in al-Sha’af neighborhood of Gaza City, killing him, his wife and child, and 2 others in a neighboring building, including 1 child; 6 others were injured, including 3 children and 2 women. In the assassination of Ghanam, Israeli forces dropped 3 GBU-19 bombs on his home in Rafah, killing him and his wife and injuring 6 others, including 1 child. Later, and without receiving a response from Islamic Jihad, Israeli forces assassinated 2 members of Islamic Jihad, Wael al-Agha and Saed Farwana, in an airstrike on their car in Khan Yunis; 2 others were injured. In response to Israel’s attack on Gaza (see above), Hamas spokesperson Hazem Qassem said, “[w]e do not accept that this is an attack specifically directed at the Islamic Jihad. From Hamas' point of view, this is an attack against the Palestinian people, and therefore there will be a proportionate response whose details will be determined by the joint operations room of all factions.” The PA called the Israeli attacks “organized state terrorism.” Egypt, Turkey, and Jordan’s foreign ministries issued statements condemning Israel’s attack on Gaza and Nablus. Khader Adnan, a popular member of Islamic Jihad, died in his cell in the Magen-Nitzan prison in Ramle after an 86-day hunger strike in protest over his administrative detention. Adnan was the first Palestinian prisoner to die while on hunger strike since 1992 and several organizations had for weeks warned about his condition. In response to the death of the 45-year-old Adnan, Hamas and Islamic Jihad fired rockets at Israel, injuring 3 Chinese nationals working at a construction site in Sderot. Israeli forces conducted airstrikes and fired artillery shells at Gaza, killing 1 Palestinian man, injuring 5 in Beit Hanun, and causing damage in Gaza City, Khan Yunis, and Jabalia refugee camp. Islamic Jihad spokesperson Daoud Shihab said that Israel had ignored attempts by Islamic Jihad, through Egyptian mediators, to secure Khader Adnan’s release. Amnesty International released the report “Automated Apartheid,” saying that Israel is using a new advanced facial recognition technology called Red Wolf to collect biometric data on Palestinians in the West Bank. In retaliation for the UN General Assembly vote on 12/30/22 to ask the International Court of Justice for its opinion on the legality of the Israeli occupation, the Israeli cabinet imposed a series of sanctions against the PA and Palestinians in the West Bank. First, seizing $39 million from the tax collected on behalf of the PA to pay to Israeli victims of Palestinian attacks. Second, seizing the funds from the PA which Israel deems the PA spent for payments to Palestinian prisoners and their families in 2022. Third, placing a moratorium on Palestinian construction in Area C. Fourth, revoking VIP benefits from officials “leading the political and legal war against Israel.”Fifth, warning action “against organizations in Judea and Samaria [the West Bank] that promote terrorist activity or any hostile activity, including political and legal action against Israel under the guise of humanitarian work.” The PA presidency spokesperson Nabil Abu Rudeineh condemned the sanctions, demanding that the international community intervene. Israel’s interior minister Ayelet Shaked ordered the deportation of Palestinian human rights lawyer Salah Hamouri to France. Hamouri, who is from East Jerusalem and held Israeli residency status until it was revoked in October 2021, is a French citizen. He has been held on administrative detention since March 2022. Interior Minister Shaked said Hamouri would be deported due to his alleged senior position in the PFLP. The UN special political and decolonization committee approved draft resolution A/C.4/77/L.12/REV.1 requesting the International Court of Justice give its opinion on the legal status of the Israeli occupation of Palestine since 1967.
