Israel said it had arrested 1 Palestinian man on 11/29 who the Shin Bet suspect carried out the 2 bombing attacks in Jerusalem on 11/23, which killed 1 man. The Palestinian man is said to be a supporter of Islamic State and to have acted alone. (AJ 12/27)

The Hamas-affiliated media outlet Shehab News Agency leaked a 3-minute audio clip of PLO secretary-general Hussein al-Sheikh criticizing PA president Mahmoud Abbas and other leaders in the PA. In the clip Secretary-General al-Sheikh says that President Abbas “is a partner in the chaos and has an interest for it to remain.” Al-Sheikh told Al-Araby al-Jadeed that the recording was fabricated. The Knesset approved amendments to the Basic Law on the Government to allow 2 ministers at the defense ministry. The amendment, which was part of the Religious Zionism Party’s coalition deal with the Likud Party, allows 2 ministers to serve in 1 government office and paves the way for Religious Zionism leader Bezalel Smotrich to appoint a minister at the defense ministry in charge of the administration of the West Bank. The IDF chief of staff Aviv Kochavi expressed his concern about the changes to the defense ministry to prime minister-elect Benjamin Netanyahu. Another amendment to the Basic Law allows Shas leader Arye Dery to serve as a minister in the government, despite being convicted of tax offenses. Leaders at the Arab-China Summit in Riyadh called for a just and lasting solution, based on the 2-state solution, to the Israeli occupation of Palestine in their final communique of the summit. In a speech at the summit PA president Mahmoud Abbas called for the international community to not work with any Israeli government that refused to work within the framework of international law. Palestinian member of the Knesset and leader of the Hadash party Ayman Odeh met with UN secretary-general António Guterres in New York, briefing Guterres on his concerns about the government Benjamin Netanyahu is expected to present within a couple of weeks. Israeli ambassador to the UN Gilad Erdan called the meeting “cowardly and shameful.” Israeli media reported that the meeting was made in coordination with the PA rather than with the Israeli foreign ministry. Egypt’s foreign ministry issued a statement warning Israel against continuing its attacks on Palestinians, noting that more than 200 Palestinians have been killed by Israeli forces in 2022. In the West Bank, 100s of Israeli settlers attended a ceremony at a Yeshiva in the Homesh settlement outpost. Israeli settlers also threw stones at Palestinians in Hebron and physically assaulted 2. Israeli forces also shot and killed 1 Palestinian minor with 2 shots in his back and injured 2 others with live ammunition in Abud; Israel claimed that the 3 had thrown stones at settler cars in the area. It was reported that Israeli forces in the Jenin area had distributed leaflets to Palestinian residents warning them against attempting to cross the separation wall, saying “If you cross the fence, fire will be opened directly at you . . . The UN special political and decolonization committee approved draft resolution A/C.4/77/L.12/REV.1 requesting the International Court of Justice give its opinion on the legal status of the Israeli occupation of Palestine since 1967. The resolution will go to the UNGA for a vote. The draft resolution passed 98-17 with 52 countries abstaining. Notably, Ukraine voted for the draft resolution and the UK abstained. The U.S., Israel, Australia, Austria, Canada, the Czech Republic, Hungary, and Italy were among the countries to vote against. According to Israel’s ambassador to the UN Gilad Erdan, Israel lobbied “dozens of countries that we have persuaded not to support” the draft resolution. Israeli president Isaac Herzog also called PA president Mahmoud Abbas in an effort to pressure Abbas into retracting the proposal. In the final communique from the 1st Arab Summit in 3 years, Arab state leaders pledged their continued to support for Palestine, said Jerusalem must be protected, condemned Israeli use of violence against Palestinians, and urged Israel to lift the blockade of Gaza. The 31st Arab Summit, held in Algeria, was the 1st since the UAE, Morocco, Bahrain, and Sudan normalized relations with Israel. At the summit PA president Mahmoud Abbas asked the participating countries to form 2 ministerial committees to support Palestine in international diplomacy. A spokesperson for the newly appointed UK prime minister Rishi Sunak said that his government does not intend to move the British embassy to Israel to Jerusalem, walking back statements made by Prime Minister Sunak’s predecessor Liz Truss who resigned last month. Truss, who like Sunak had been appointed by the Conservative Party, had told Israeli prime minister Yair Lapid that her government would review moving the British embassy to Israel to Jerusalem last month. Truss served as prime minister for 45 days before resigning due to dissatisfaction with her policies and popularity among Conservative Party members. In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Jibiya, injuring 1 and vandalizing nearby vehicles. Israeli forces shot and killed 2 Palestinians and injured 1 other, saying it had fired at 2 vehicles that looked suspicious near the Huwwara checkpoint. The 2 killed were members of the Palestinian civil defense. The PA condemned the killings. PA president Mahmoud Abbas issued a decree to form a supreme judicial council with himself as the head. The decree received criticism from rights organizations and Hamas, who said the move further erases the separation of the executive and judicial branches. The UN Middle East envoy Tor Wennesland told the UN security council that 2022 will likely be the deadliest for Palestinians in the West Bank, since the UN started tracking fatalities in 2005. Israeli deputy mayor of Jerusalem Aryeh King called on Jewish settlers to volunteer to “protect” East Jerusalem neighborhoods during ongoing Palestinian protests in East Jerusalem over Israel’s continued siege of ‘Anata and Shu‘fat. (HA 10/12)

14 Palestinian factions, including Hamas and Fatah, signed an agreement in Algeria to hold Palestinian elections. The agreement comes after 2 days of meetings mediated by Algerian officials. At the meetings were Hamas chairman of the political bureau Ismail Haniyeh, Fatah member Azzam al-Ahmad, and PFLP secretary general Talal Naji. The agreement recognized the PLO as the sole representative for the Palestinian people and called for elections within 1 year. According to leader of the DFLP Tayseer Khalid, Hamas and Fatah rejected a clause in the agreement to form a unity government. PA president Mahmoud Abbas met with Russian president Vladimir Putin in Kazakhstan. During the meeting, President Abbas said he does not trust the U.S. as a mediator for peace, instead voicing support of mediation efforts by the Quartet. Abbas also met with the leaders of Qatar, Kazakhstan, and Pakistan. In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Burqa, causing damage. 1 7-year-old Palestinian child died during an Israeli house raid in Taqqua; the boy’s uncle said the child died of a heart attack when the Israeli forces entered his home and that he did not have any prior medical history. The U.S. state department called for “an immediate and through investigation” into the incident but later clarified that it believed Israel’s investigation was sufficient. The Israeli military announced that it will supply settlement outposts, deemed illegal by the Israeli government, with observation and warning systems, lighting, public address systems, and firefighting equipment. The move was approved by the Israeli ministry of justice. (HA 9/29)

The Israeli interior minister Ayelet Shaked informed 17 Palestinians, who are relatives of a Palestinian accused of killing 4 Israeli soldiers in 2017, that if they do not leave East Jerusalem for the West Bank by 10/7, they will be forcefully removed by Israeli forces. Interior Minister Shaked also told public security minister Omer Bar-Lev to prepare for the forced expulsion. (HA 9/29)

The Israeli central election committee barred the Palestinian party Balad from running in the upcoming Israeli parliamentary elections. Balad chairman Sami Abu Shehadeh said his party will appeal the decision, which he called “an attempt by Gantz and Lapid to engineer the Arab leadership according to their political needs. Just like the party came out stronger following previous attempts to disqualify us and to disqualify our platform, it won't work this time as well.” Balad was banned from running based on its platform, which calls for Israel to be a state for all its citizens and thus not a Jewish state. The Israeli attorney general had on 9/27 presented an opinion that Balad should not be banned from running. The election committee also rejected a request to bar Ra’am from running. PA president Mahmoud Abbas addressed the UNGA, saying that Israel is not a partner in peace and that the country is working to undermine the 2-state solution. President Abbas called on the international community to deal with Israel as an occupying state. Abbas also lambasted Israel’s impunity in continuing its settlement enterprise, in not dealing with settler attacks, and in killing Palestinians, mentioning Shireen Abu Akleh, saying that since Israel is not abiding by the Oslo Accords, that the PA will not either and will instead seek justice at international courts. U.S. president Joe Biden continued his 4-day Middle East trip, leaving Israel for East Jerusalem and the West Bank. In East Jerusalem, President Biden visited the Augusta Victoria Hospital, announcing $100 million in aid for the East Jerusalem Hospital Network that serves Palestinians from East Jerusalem, the West Bank, and Gaza. The funding of the hospital will need U.S. congressional approval. Biden’s predecessor Donald Trump had cut U.S. funding in medical aid for the PA. Biden’s visit was the 1st by a sitting U.S. president to East Jerusalem, outside of the Old City. In Bethlehem, Biden and PA president Mahmoud Abbas met and held a press conference, where President Abbas stressed that a 2-state solution will not be tenable forever and called for accountability for Israel’s killing of Palestinian American journalist Shireen Abu Akleh. Additionally, Abbas called on the U.S. to reopen its consulate to Palestinians and delist the PLO from the U.S. list of terrorist organizations, saying “we are not terrorists.” Biden for his part called for a “full and transparent” investigation into the killing of Abu Akleh, voiced support for a 2-state solution along the 1967 borders with land swaps, and announced that Israel had said it would allow Palestinian phone companies to connect to 4G networks by the end of 2023. Biden also announced $201 million in funding for UNRWA and $15 million in aid for food security via the UN World Food Program and 2 NGOs. Additionally, it was reported that Israel will open the Allenby Bridge on a 24-hour basis and assess if the PA should have a presence at the crossing. It was reported by Palestinian sources that the 2 leaders gave separate statements after failing to agree on a joint statement. After meeting with President Abbas, Biden headed to Saudi Arabia where he was greeted by Saudi crown prince Mohammed bin Salman with a “fist-bump,” despite promising during his presidential campaign to make Saudi Arabia a pariah due to Crown Prince bin Salman’s involvement in the killing of journalist Jamal Khashoggi. Israeli defense minister Benny Gantz approved 5,500 Palestinians to be registered with the Palestinian population registry and increased Gaza merchant permits for commerce in Israel from 1,500 to 15,000. Additionally, Israel said it would open a new crossing from Israel to the northern part of the West Bank to ease access to Jenin and delayed a meeting to expand Israeli settlements in East Jerusalem. 4 members of the U.S. senate Chris Van Hollen (D-MD), Patrick Leahy (D-VT), Chris Murphy (D-CT), and Dick Durban (D-IL), wrote a letter to U.S. secretary of state Antony Blinken saying that the U.S. review of the evidence into the killing of Palestinian American journalist Shireen Abu Akleh “hardly constitutes an independent investigation into the overall circumstances of her killing.” In a separate letter, U.S. senators Cory Booker (D-NJ) and Bob Menendez (D-NJ) called on the Biden administration to provide a senior-level classified briefing on the investigation details and the administration’s plan for accountability. Axios reported that the U.S. had rejected Israeli requests for Israeli officials to join Biden on his planned visit to the Augusta Victoria hospital in East Jerusalem. Pew Research Center released a poll finding that 56% of Americans between the age of 18-29 hold unfavorable views of Israel, while the overall number among the people polled was 41%. The poll also found that 71% of Republicans hold favorable views of Israel while 44% of Democrats do. In its annual report “Children and Armed Conflict,” the UN found that Israel killed 78 Palestinian children during 2021, injured 982, and detained 637. In response, UN secretary-general António Guterres said that if Israel repeats the high number of killings of Palestinian children in 2022, it should be added to the list of parties committing grave violations against children in situations of armed conflict.
