The Palestine Chronology

Concluding 2 days of talks in Cairo, representatives of Palestinian factions, including Hamas and Fatah, reaffirm the 10/12 reconciliation agreement (see JPS 47 [2]), emphasize the need for the PA to take control of Gaza, and call for a new round of elections for the PA presidency, the Palestinian Legislative Council, and the Palestinian National Council by the end of 2018. They do not reach a resolution on the issue of Hamas’s military wing, however. (TOI, WAFA 11/23)

In the West Bank, Israeli forces demolish 2 Palestinian homes under construction in Batir village near Bethlehem, a residential structure and an animal barn in Jiftlik village near Jericho, and a residential building in Bayt Dajan village near Nablus. IDF troops arrest 7 Palestinians during late-night raids in and around Ramallah, Bethlehem, Jenin, and Hebron. In East Jerusalem, Israeli forces demolish a Palestinian home under construction in Issawiyya and another in Shu‘fat, and arrest 2 Palestinians during a late-night raid in Silwan. Along Gaza’s border, IDF troops open fire on and then arrest 2 Palestinians as they are attempting to cross into Israel near Bayt Lahiya (1 Palestinian is injured). Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City, causing no damage or injuries. (HA, MNA, WAFA 11/22; PCHR 11/23; PCHR 11/30)

The Arab press reports that PA pres. Abbas has refused a phone call from senior advisor to U.S. pres. Trump Jared Kushner, apparently implementing the Palestinians’ threat, reported on 11/21, to cut off communication with the U.S. in response to the Trump administration’s threat to close the PLO office in Washington. Instead of taking the call, Abbas reportedly referred Kushner to the PLO office in Washington. (HA, TOI 11/22; HA 11/23)

IDF troops shoot and kill a Palestinian at a checkpoint nr. Tulkarm after he allegedly attempts to stab 1 of them. Elsewhere in the West Bank, IDF troops conduct raids in Qalandia r.c. late at night, demolishing several small structures and sparking clashes with stone-throwing residents; 6 Palestinians are injured. They also arrest 8 Palestinians during late-night raids nr. Hebron and Ramallah, as well as in Nablus; and patrol nr. Salfit and Hebron. Israeli forces demolish a Palestinian home and an agricultural structure outside Aqraba in the n. Jordan Valley, and raze 2 animal barns and another agricultural structure nr. Nablus. An Israeli settler driver rams a Palestinian child in Hebron, causing moderate injuries. In East Jerusalem, a Palestinian demolishes his own home in Issawiyya to avoid paying Israeli demolition fees. Israeli forces demolish a structure in Jabal Mukabir and arrest 7 Palestinians during raids in Shu‘fat r.c. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c. and later nr. Gaza City, injuring 1 fisherman. They also confiscate a number of boats. Along Gaza’s border, IDF troops open fire on Palestinian agricultural lands nr. Concluding 3 days of talks in Moscow, Hamas and Fatah officials agree to form a new Palestinian unity govt. Under their agreement, the various Palestinian factions, including PIJ, will join the PLO and form a new Palestine National Council over the next 2 mos., which will choose a new PLO Exec. Comm. The Israeli authorities release Shaykh Raed Salah from Ramon Prison, where he had served 9 mos. on charges of incitement. Salah was head of the Northern Branch of the Islamic Movement in Israel before it was outlawed in 11/2014. (HA, YA 1/17)

IDF troops shoot and kill a Palestinian during an overnight raid in al-Fara‘a r.c. nr. Tubas. The man’s family says the soldiers opened fire on the man after he shouted at them, thinking they were petty thieves. An IDF spokesperson says that the soldiers opened fire because the man was approaching them with a knife. Elsewhere in the West Bank, Israeli forces demolish a water pipeline serving bedouin communities nr. Tubas. IDF troops arrest a Palestinian who allegedly attempts to stab them at an intersection nr. Hebron, and assault an elderly Palestinian woman during a raid in Kafr Qaddum nr. Qalqilya. They also arrest 5 Palestinians during late-night raids in Jenin and nr. Nablus and Hebron, and patrol during the day nr. Nablus and Hebron. In East Jerusalem, Israeli forces conduct raids in Jabal Mukabir, notifying 13 mbrs. of the family of al-Qunbar, the Palestinian driver who rammed a group of Israelis on 1/8, that their residency status has been revoked. Meanwhile, Israeli forces arrest 9 Palestinians during raids in Issawiyya and elsewhere in Jabal Mukabir. Along Gaza’s border, IDF troops open fire on Palestinian agricultural areas nr. al-Maghazi r.c., causing no serious damage. In Israel, Israeli forces demolish 11 Palestinian homes in Qalanswa because they lacked proper building permits, sparking minor clashes with residents of the area; 1 Palestinian is arrested. Hamas, the PLO, and Islamic Jihad Movement in Palestine (PIJ) officials meet in Beirut to discuss the possibility of holding a meeting of the Palestine National Council (PNC), which has not convened since 2009. They conclude that it is necessary for them to hold a PNC meeting with all factions represented and to implement existing reconciliation agreements. (JP 1/10; JP 1/18)

Fanning the flames across East Jerusalem, at least 20 Israeli settlers escorted by Israeli forces overtake a building in Silwan, claiming that the settler organization Ateret Cohanim had purchased it. A Palestinian man refuses to leave his apartment, so the settlers only move into 4 of the 5 floors. Later, Israeli forces close off a main street in al-Tur nr. the site of a firebomb attack on 8/26. Along Gaza’s border, Israeli forces arrest a Palestinian attempting to cross into Israel e. of Khan Yunis. Egyptian authorities allow the body of a Palestinian who recently died in an Egyptian hospital to be returned home through the Rafah border crossing. In the West Bank, IDF troops patrol in a village nr. Ramallah, sparking minor clashes with stone-throwing Palestinian youths and arresting 1 Palestinian. They also conduct house searches and raids nr. Qalqilya, issuing 1 Palestinian an arrest summons. Israeli forces demolish 4 buildings in Israeli settlement outposts nr. Nablus and arrest 3 settlers protesting the demolitions. In Israel, dozens of Palestinians gather nr. the bedouin village Umm al-Hiran in the Negev to protest the preconstruction phases of 2 Israeli Jewish towns, which Israeli forces began on 8/23. Palestinian UN envoys formally submit a UN General Assembly (UNGA) res. that would allow non-mbr. observer states—Palestine and the Vatican—to display their flags at the UN’s headquarters and offices. (AP, REU, YA 8/26; JP 8/27; AFP 8/28) Senior PA official Azzam al-Ahmad announces that the PNC will convene in Ramallah on 9/15–16 to elect a new PLO Exec. Comm. and discuss the absence of peace negotiations with Israel. (AFP, HA, JP, MNA, TOI 8/27; MNA 8/29) 

In the West Bank, IDF troops raid a village nr. Hebron, arresting 2 Palestinians and sparking minor clashes with stone-throwing Palestinian youth. They also violently disperse Palestinians protesting the occupation nr. Qalqilya. Israeli forces conduct raids, house searches, and patrol nr. Tulkarm, Qalqilya, Hebron, Ramallah, Jericho, and Nablus, issuing arrest summons to 2 Palestinians. Israeli settlers assault Palestinians outside Nablus on 2 occasions. First, they attack farmers and IDF troops violently disperse the groups, injuring several Palestinians. That evening, settlers assault and injure a Palestinian man s. of Nablus. PA pres. Mahmoud Abbas and 10 other mbrs. of the Palestine Liberation Organization (PLO) Exec. Comm. announce their plans to resign. Prior to the announcement, the Comm. agrees to organize a meeting of the Palestine National Council (PNC) in the next mo. to confirm the resignations and elect a new PLO Exec. Comm. Israeli govt. spokesman Benjamin Netanyahu calls recent reports that Israel transferred Patriot missile technology to China a "deliberate campaign" to "slander Israel" by certain American quarters. (WP 3/16)

Responding to recent press reports that Jordan and the PLO have been discussing a plan forJordanian-Palestinian confederation [see 3/12], Nabil Sha'th, political advisor to Chmn. Arafat, states that the Palestine National Council already agreed to confederation at the Algiers meeting in November 1988. He also states that such plans presuppose existence of an independent Palestinian state. (Tunisian Republic Radio 3/15 in FBIS 3/16)

Mayor of Petah Tikva informs police he will soon put a fence around the Geha Junction in Petah Tikva to prevent Palestinian workers from congregating each morning looking for work. The mayor claims the action is to forestall possible terrorist attack against city residents. (MM 3/16)

Occupied Palestine/Israel: Shops in W. Bank remain closed for second day in protest against deportations of Palestinians [WP 8/3]. Left-wing legislators call special meeting of the Knesset to discuss King Hussein's severing of ties with W. Bank; right-wing legislators will ask for extension of Israeli law to territories [NYT 8/3].

Arab World: In Baghdad PLO spokesman announces emergency session of Palestine National Council will be held to discuss King Hussein's surrendering of sovereignty over the W. Bank [WP 8/3]. Jordanian interior minister Raja'i Dajani says it is too early to comment on effects of King's move on administration of West Bank [WP 8/3].

Military

Occupied Palestine/Israel: In Nablus troops kill 18-year-old Palestinian, wound 2 more [WP 8/3, FJ 8/7]. In Kafr Thulth 100 olive trees are destroyed. Tear gas is used to break up riots in Bethlehem and Beach camp. Clashes also occur in Burayj, Jabalya, Qalqiliyyah camps [FJ 8/7]. Arab World: Lebanese fighters attack South Lebanon Army position killing 1 SLA fighter [FJ 8/7]. 

Military Action:

Lebanese Army takes over Beirut Pier 5 from Phalange, estimated to have generated $250-$500m. a year in import duties since 1980; registration for compulsory military service begins, Lebanese Army expects 25,000 men to register.

Arab Governments: Iraqi Embassy in London denies Guardian report that organizer of the attack on Israeli Ambassador Argov was an Iraqi intelligence officer; President Mubarak and King Hussein hold talks during Non-Aligned summit in New Delhi.

Military Action:

Syria reported to have East German and Cuban military advisers assisting with newly acquired Soviet equipment and upgrading military command and control structure; Haddad declares he has taken control of 25-mile zone of South Lebanon, establishes garrison post in Sidon, says purpose is to help legitimate authorities to restore sovereignty throughout the country; 150 French soldiers added to French MNF contingent, now numbers 2,200; Lebanese Cabinet decree places police at disposal of military commander, gives army right to arrest and try people threatening national security; IDF says it will increase patrols in Sidon in response to requests from Wazzan.

Casualties:

45 thefts of autos from Palestinians in South Lebanon reported by police.
