During the day, the IDF delays a Palestinian woman in labor at a Nablus checkpoint for over 1 hr., causing the death of her twins; imposes a curfew on parts of Hebron; fires on residential areas of Khan Yunis, Nablus; fires on Palestinians waiting to cross the Abu Huli checkpoint nr. Dayr al-Balah, wounding 5; fires on UNRWA workers repairing waterlines nr. Khan Yunis, wounding 3; conducts arrest raids nr. Ramallah, bringing to 22 the number of alleged Hamas mbrs. arrested in the area over the past wk. In the evening, 2 AMB gunmen ambush, fatally shoot 2 IDF soldiers nr. Dayr al-Balah before being shot dead; 5 Palestinian bystanders are wounded by the IDF return fire. Shortly afterward, the IDF demolishes 7 Palestinian homes, bulldozes 37 dunams of land in nearby Wadi al-Silqa; sends tanks, troops into Rafah to search for smugglers’ tunnels, clashing with residents, leaving 2 Palestinians dead. Palestinian gunmen also ambush 2 Jewish settler vehicles traveling fr. Kiryat Arba settlement to Cave of the Patriarchs/Ibrahimi Mosque in Hebron, wounding an Israel border patrol officer escorting the settlers, escape unharmed. The IDF continues Operation Root Canal in Rafah, reportedly demolishing some water, sewage networks. UNRWA chief Peter Hansen estimates that the IDF has demolished 114 Palestinian homes, housing some 1,240 Palestinians, damaged another 117 since the incursion began. The IDF fatally shoots a Palestinian nr. Morag settlement; fires on residential areas of Dayr al-Balah, Khan Yunis; demolishes 2 Palestinian homes and 2 bird farms, kills 15 sheep, bulldozes 7 dunams of land in Dayr al-Balah; bulldozes a cow pen, 2 dunams of land in Khan Yunis. Palestinians fire 3 Qassam rockets into the Negev, causing light damage but no injuries. The IDF conducts arrest raids in Hebron, targeting the tanzim; finds, disables a large roadside bomb nr. Khan Yunis. In retaliation, the IDF launches a raid on Khan Yunis late in the evening, killing 2 Palestinians, wounding 39, demolishing 6 Palestinian homes; 2 IDF soldiers are also wounded. The IDF also fires on an UNRWA primary school in Khan Yunis, leaving an 11-yr.-old Palestinian clinically dead. Nr. The IDF fatally shoots a mentally disabled Palestinian riding a donkey nr. Tulkarm when he refuses orders to halt; the man had been detained, released by IDF soldiers in the area on numerous occasions. Asked why they fired on someone known to be mentally handicapped, the soldier says, “That’s not our problem. We told him to stop and he didn’t.” The IDF also fires on a taxi driving nr. Nablus after dark, during a curfew, killing a Palestinian woman, wounding her husband, 3d passenger; fires on a UNRWA school bus, injuring 1 Palestinian student; fires rubber-coated steel bullets at Palestinians waiting to cross the Qalandia checkpoint, the Abu Hualy roadblock; demolishes 2 Palestinian homes in Rafah r.c; conducts arrest raids, searches in Bayt Furik, Bayt Rima, Khan Yunis, al-Qarara, Tulkarm. A suicide bomber detonates a device in an unlicensed gambling club in the Rishon Letzion suburb of Tel Aviv, killing 15 Israelis, injuring 57. Hamas's military wing claims responsibility, but the political wing will not confirm. The IDF conducts arrest raids in Tulkarm city, detaining about 40 Palestinians; bulldozes a Palestinian home, fatally shoots a Palestinian boy in Rafah; begins work on Jewish settler bypass roads nr. Khan Yunis, nr. Nablus. In Bethlehem, the siege of the Church of the Nativity continues, with Italy complaining it has not been consulted on the 5/6 agmt. In Washington, Sharon, Bush hold talks on PA reform, barely touch on the idea of a peace conference. They agree that the priority should be halting Palestinian violence, restructuring the PA, unifying the PA security services. Sharon also says that it is "premature" to discuss a Palestinian state, Israel will never agree to withdraw to 1967 lines; suggests Israel will not resume political talks until Arafat has been removed fr. power. Bush say he will send CIA dir. Tenet to the region to help rebuild the PA security forces. Sharon returns to Israel in light of the Rishon Letzion bombing. Retaliating for the firing of Qassam-2s on 3/5, the IDF launches air, land, sea strikes on PA targets across the West Bank and Gaza, striking and partially demolishing Arafat's residence in Gaza City and a UNRWA school for the blind, among other sites. The IDF also shells the PA compound in Ramallah while Arafat is meeting with EU special envoy Miguel Moratinos; they are not injured. Sharon vows to continue the strikes "without letup" until the Palestinians stop attacking Israeli soldiers, civilians. Occupied Palestine/Israel: After 10 days Israeli authorities lift curfew on the village of Burqa; villagers are forbidden to harvest olive crop [FJ 10/23].

Arab World: Christian Science Monitor reports that Israel's Labor party asked PLO through the Soviets to calm the uprising in order to help with the election [CSM 10/ 17].

Other Countries: Leaders of the American Jewish Congress, the American Jewish Committee, and the Anti-Defamation League of B'nai B'rith declare that the American-Israel Public Affairs Committee is out of step with the feelings of the American Jewish community; the three groups have agreed to form a joint political committee to work on behalf of Israel [NYT 10/17]. UNRWA releases its annual report at UN headquarters. In 1987 it spent $207 million to help 2.3 million Palestinian refugees. UNRWA reports that 47 workers are being detained by Israeli authorities [NYT 10/18].

Occupied Palestine/Israel: In Bayt Ummar, village north of Hebron, Israeli forces fire into crowd of stone throwers, killing 3, wounding at least 7. In nearby Bayt Fajjar, residents burn bus used to transport workers to Israel; at least 10 are wounded in clash between villagers and army. At least 1 is shot during demonstration in Halhul. In village of Jabal al-Mukabir, soldiers close off 2 roads after stone throwers attack Jewish houses. Police use military-delegated emergency powers to impose curfew on Jerusalem refugee camp after violent demonstrations in 4 E. Jerusalem neighborhoods [NYT, WP 2/8].
