Palestinians at a funeral procession for some of those killed during the Israeli attack on Jenin refugee camp on 7/3 and 7/4 forced 3 PA officials to leave over the PA’s inaction in protecting Palestinians in the camp from the Israeli soldiers. Russia announced that the country and the Israeli-run Jerusalem municipality made an agreement to allow Russia to construct “a complex of buildings and structures used for the need of the branch office of the Consular section of the Russian Embassy in Israel” at a parking lot in Jerusalem. In the West Bank, Israeli forces shot and killed 1 Palestinian man at the Rantis checkpoint, claiming he had tried to take a weapon from an Israeli soldier after his car was stopped at the checkpoint. Axios reported that the Israeli government had decided to postpone discussions on settlement construction in the E1 area of the West Bank. Discussions were scheduled to take place next week. In South Lebanon, Israeli forces violently dispersed Lebanese protesters demonstrating against Israeli constructing of a barrier near the border between the Israeli-occupied Golan Heights and Lebanon south of Kfar Chouba. Israeli settlers also set fire to greenhouses in Furush Beit Dajan. Israeli forces shot and injured 2 Palestinians and arrested 4 others during a raid in Beit Umar. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 6 with baton rounds and others with tear gas. In Tel Aviv, 1 Palestinian man hit 8 people with his car, all tourists from Italy and the UK, before being shot and killed by Israeli police. It was unclear if the ramming was intentional. 1 Italian tourist was killed under circumstances that were not clear as Israeli media claimed he was hit by the Palestinian man and died of his injuries while eyewitness reports said he was shot by Israeli police. In East Jerusalem, 1 Palestinian man rammed a car into a group of people at a bus stop near the Ramot settlement, killing 3, including 2 minors, and wounding 4 others before being killed by a settler. The man had been released from a psychiatric ward on 2/9 after suffering a psychotic episode. 10 of the man’s relatives were arrested in Isawiya in the hours after the incident and Israeli prime minister Benjamin Netanyahu ordered the man’s apartment sealed. Israel’s defense minister Yoav Gallant issued an order to financially penalize 87 Palestinian prisoners for having received funds from the PA. Starting on 2/16 Israeli forces raided the homes of the current and former Palestinian prisoners in East Jerusalem, seizing cash, jewelry, and other belongings while freezing their bank accounts. Israeli police raided a parent-teacher association meeting in Isawiya, claiming the event was funded by the PA. The chairperson of the association Mahmoud Faiz said the meeting had no relation to the PA and was related to staffing shortages at schools. (HA 1/7)

The parliament of Azerbaijan approved the establishment of an embassy to Israel in Tel Aviv. The Azerbaijani parliament also voted to open a representative office in Ramallah. In the West Bank, 15 Israeli settler families moved into a Palestinian-owned building between the Kiryat Arba settlement and al-Ibrahimi Mosque. Israeli forces guarded the settlers as they moved into the building. The settlers were evacuated from the building on 5/15. Israeli settlers with military escort raised Israeli flags near the entrance to Jannatah. Elsewhere, Israeli settlers vandalized 1 Palestinian vehicle in Masafer Yatta. Israeli forces shot and injured 13 Palestinians during a raid in Jenin refugee camp; 2 were arrested. 1 of the Palestinians injured later succumbed to his injuries on 5/15. Israeli soldiers fired a short-range missile at a building during the raid, severely damaging a house where 19 Palestinians were sleeping and subsequently fired another 6 anti-tank missiles at the house. Israeli forces also used a Palestinian minor and her father as human shields during the incident. Palestinian public prosecution said in a statement that the preliminary investigation into the killing of Abu Akleh found that the only source of gunfire at the scene where Abu Akleh was killed was from Israeli soldiers. (WAFA 5/14)

The U.S. Biden administration expressed dismay at the Israeli police’s dispersal of Palestinians at the funeral procession for Abu Akleh (see above). President Joe Biden said Israeli actions had to be investigated. Secretary of state Antony Blinken said the U.S. was “deeply troubled.” UN secretary-general António Guterres said he was “deeply disturbed” by the Israeli actions while the EU called the videos of the Israeli attacks appalling. The U.S. state department informed Congress that it will remove 5 extremist groups from its list of foreign terrorist organizations, saying they are defunct. Israeli forces violently dispersed Palestinian protesters in Qarawat Bani Hassan, injuring 1 Palestinian minor with live ammunition and others with tear gas; the minor was also arrested. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 1 with live ammunition and others with tear gas. Hamas, the PA, Jordan, Morocco, UAE, Bahrain, the United Arab List, and the Organisation of Islamic Cooperation condemned the Israeli-led violence at the Haram al-Sharif compound (see above). The U.S. state department released a statement urging “all sides to exercise restraint, avoid provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount.” The spokesperson for UN secretary general António Guterres expressed grave concern about the situation in Jerusalem. At a Passover seder hosted by U.S. vice president Kamala Harris and 2nd gentleman Doug Emhoff, the couple served wine made by the settler winery Psagot Winery in the West Bank. The Texas-based company A&R Engineering and Testing Inc., along with the Council on American-Islamic Relations, filed a lawsuit against the city of Houston and the Attorney General of Texas, saying that the state’s anti-boycott of Israel laws are unconstitutional, citing the 1st and 14th amendments. The lawsuit was filed after the engineering company on 10/13 was told to sign a pledge that the company is not engaging in a boycott of Israel; the company has been providing services for the city of Houston for 17 years. President Joe Biden said during his presidential campaign that he would hold Saudi Arabia accountable for its actions after the Saudi royal family had been shielded by the Trump administration. At the UN Security Council (UNSC), the UN envoy to the Middle East Nikolay Mladenov told the council that Israel annexing part of the West Bank “would constitute the most serious violation of international law . . . [and] close the door to a renewal of negotiations.” He further stated that “Israel must abandon its treat of annexation.” Mladenov also called on the Quartet to take up a more active role. EU representatives at the UNSC also called Israel’s plans a violation of international law, expressing concern. In turn, Israel’s envoy to the UN Danny Danon told the council that “[a]ny decision on the topic of sovereignty will be made solely by the Israeli government with coordination with the American administration.” Separately, the Russian foreign minister Sergey Lavrov told the new Israeli foreign minister Gabi Ashkenazi that Russia opposes Israel’s annexation plans during a call.
