Afula, inside Israel, killing 1 Israeli civilian, wounding 1 civilian, 3 border police, before being killed by police. Nr. the s. Negev town of Nitzana, 3 gunmen infiltrate the Israeli border, fatally shooting 1 Israeli, wounding 3, before 2 gunmen are shot dead by IDF troops and 1 escapes; the IDF says the gunmen may have come fr. Egypt. A senior Islamic Jihad mbr. is killed, a 2d Islamic Jihad mbr. is wounded in a mysterious explosion in a home in Nussayrat r.c.; the IDF claims they were building a bomb. Jewish settler guards escorting an oil tanker nr. Hebron fatally shoot 1 Palestinian. Palestinian children playing in Askar r.c. accidentally trigger unexploded IDF ordnance, leaving 4 of them injured. In response to raids on Bayt Hanun, Khan Yunis on 1/11, Hamas fires 3 mortars (possibly Qassam rockets) at the Negev town of Sederot, injuring 2 Israelis “very lightly.” Palestinians in Gaza note that there has been a sharp increase in the cost of fuel (up 9%) and basic foodstuffs (flour up 53%, cooking oil up 24%, bread up 17%) since 1/1/03; urge the PA to subsidize prices. Hamas spiritual leader Shaykh Ahmad Yasin says Hamas will consider kidnapping Israelis to hold them in exchange for the release of Hamas mbrs. in Israeli custody. Bassam Ashqar, ambushing his car in Ramallah, also killing a Palestinian bystander; raids Qabatiyya, assassinating local Islamic Jihad leader Yusif Abu Rub, demolishing his family house, arresting local Izzeddine al-Qassam Brigades head Natzir Nazal, senior Hamas mbr. A Palestinian suicide bomber fr. Bethlehem detonates a device on a bus in Jerusa-lem, killing 11 Israelis, wounding 48 (8 of them seriously). Hamas, Islamic Jihad both take responsibility, but family, friends of the bomber say he supported Islamic Jihad. Sharon convenes his security cabinet; does not invite fmr. PM and current FM Benjamin Netanyahu, who is challenging him for the PM candidacy in the upcoming Likud primaries on 11/28. Fearing that Sharon will stage a major retaliatory attack, the PSF evacuates its offices in Bethlehem. After the mtg., Sharon spokesman Raanan Gissin states that in light of U.S. military intentions against Iraq, “We are not going to allow any kind of escalation.” The IDF shells a PA military intelligence post nr. Israeli PM Ariel Sharon visits Hebron, calls for the expanding of Jewish settlements in and around Hebron to create “settlement contiguity” btwn. 4 Jewish enclaves in He-bron, the outlying Kiryat Arba settlement, the Ibrahimi Mosque/Tomb of the Patriarchs site. In response, Jewish settlers declare a new settlement on the site of the olive grove bulldozed by the IDF on 11/16 and move in 3 shipping containers, tents, cisterns; the IDF constructs a 7-ft. concrete wall around the site. Israeli Arab passenger carrying only a pen knife that he does not wield attempts to hijack an El Al plane bound for Istanbul fr. Tel Aviv. He is quickly captured and detained, without injury to any other passen-gers; says that he intended to hijack the plane to protest Israeli actions against Palestinians, that he is not affiliated with any group. He is described by peers as frail, nervous, eccentric young man with a heart condition, who craves popularity and attention. Sharon convenes his cabinet, which unanimously decides to launch Operation Matter of Time to "isolate” Arafat, calls for the immediate extradition of around 20 wanted Palestinians (including Force 17 head Mahmud Damara, PA General Intelligence chief Tawfiq Tirawi) allegedly among the 200 Palestinians hiding in Arafat's offices (8 surrender in the evening). In a speech to the opening session of the UN General Assembly (UNGA) a day after the 1st anniversary of the al-Qa`ida attacks on the U.S., Bush warns the UN to take action quickly to force Iraq to "unconditionally accept" inspection, disarmament of its chemical and biological weapons and nuclear research facilities, intimating that the U.S. will take action unilaterally if the UN does not. Bush also reiterates his support for the creation of "an independent and democratic Palestine living side by side with Israel in peace and security," adding that "Palestinians deserve a government that serves their interests and listens to their voices." The American Jewish Comm., Israel 21c (a Silicon Valley+n based group supported by executives of high-tech companies) launch an ad campaign to run on cable TV news stations in 100 U.S. cities promoting Israel's side in its conflict with the Palestinians, portraying Israel as the only democratic country and country sharing American values in the Middle East. The IDF fatally shoots 4 Palestinians nr. Hebron; the IDF initially claims it ambushed armed "terrorists" attempting to infiltrate Kiryat Arba settlement, later admits the men were unarmed and shot 2 mi. fr. any settlement. Israeli pres. Moshe Katsav orders an investigation into the spate of IDF attacks on unarmed Palestinian civilians since 8/28. The IDF also shells a fuel station, electricity generator in Rafah, cutting electricity to parts of the city; fires on residential areas of Jenin; conducts arrest raids in Anza (nr. The IDF fatally shoots 1 Palestinian biking too closed to Gush Katif settlement. Nr. Shaykh Ajlin in Gaza, the IDF conducts an "intensive operation" to halt arms smuggling after seeing suspicious barrels in the sea; the DMin. later says the barrels contained refrigerators. Late in the evening, the IDF fires 2 shells at bedouin encampment in Shaykh Ajlin, killing 4 Palestinians, injuring 8, prevents ambulances fr. reaching the wounded for 40 mins. The IDF also fires on residential areas of Jenin r.c., killing 1 Palestinian inside his home. In the compound of the Beit El municipal court, 5 Israeli border policemen seriously beat 2 Palestinians, stopping only when they realize the prisoners families, lawyers, IDF soldiers have arrived; 1 Palestinian requires hospitalization. Jewish settlers establish 4 new settlement outposts (1 nr. Elon Moreh, 2 nr. Har Bracha, 1 nr. Itamar). Nasir Jarrar (who had lost an arm, 2 legs in 2 previous assassination attempts in 5/01 and 4/02) in a friend's home in Tubas, firing rockets fr. helicopters at the house, then bulldozing it; 1 Palestinian used as a human shield by the IDF to warn Jarrar to surrender is killed, a 2d Palestinian bystander is wounded; the IDF says its use of a Palestinian as a "messenger"--what it says is a 20-yr.-old policy called the "neighbor procedure"--is not the same as using human shields. Israel arraigns West Bank Fatah cmdr. Marwan Barghouti (arrested by the IDF on 4/15/02) in a Tel Aviv court on charges of being an "arch-terrorist," murdering 26 Israeli civilians in 37 attacks; the indictment says that 16 Palestinians now in Israeli custody, including 2 of Barghouti's top aides will testify against him. A Hamas gunman fires on Israeli roadworkers nr. Dugit settlement in Gaza, wounding 1 before being fatally shot by the IDF. A Palestinian dies of injuries received in the 7/22 IDF air strike; an Israeli dies of injuries received in the 7/31 bombing. Ha'aretz reporter Gideon Levy is fired on by IDF soldiers without warning in Tulkarm but is uninjured. The IDF bulldozes 20 dunams of agricultural land in Bayt Hanun, more than 3 dunams nr. Residents of Nablus continue to defy the IDF curfew. The IDF temporarily lifts the curfew in Bethlehem, Hebron, Ramallah, Tulkarm; directs heavy machine gun fire at residential areas of Khan Yunis, Nablus; blows up the home of relatives of a suicide bomber in Bayt Jala; bulldozes a Palestinian home in Jenin, arrests the owner; partially demolishes 6 Palestinian homes in Rafah; conducts arrest raids in Qalqilya, Tulkarm. Israel's inner cabinet orders the expulsion to Gaza of a relative of Palestinian involved in the 7/16 Emmanuel bus ambush, giving him 12 hrs. to appeal. Regarding whether the man was directly involved in supporting the attack (per Atty. Gen. Rubinstein's conditions; see 7/21), Internal Security M Uzi Landau says, "it's enough for a relative of a relative of a suicide bomber to set up a mourning tent or visit a mourning tent" to qualify for expulsion.
