In the West Bank, 1 Israeli American man was shot and killed by an unidentified assailant near the Dead Sea. Israeli forces then instituted a blockade on Jericho which lasted until a Palestinian suspect was arrested on 3/1. Israeli settlers raided Huwwara for the second day in a row, intimidating Palestinians in the aftermath of the large-scale settler attack on the town on 2/27. Israeli settlers also threw stones at Palestinian vehicles and houses in Sinjil, Jaba’, Mukhmas, al-Mughayyir, and Umm Safa, causing damage. Elsewhere, Israeli settlers also threw stones and attempted to ram Israeli soldiers near Huwwara. Israeli settlers also uprooted 80 olive trees near Sinjil. Israeli forces violently dispersed Palestinian protesters in al-Arroub refugee camp and Beita, causing tear-gas related injuries. Israeli forces arrested 1 Palestinian herder near al-Muarajat. Israeli national security minister Itamar Ben-Gvir’s party Otzma Yehudit boycotted a Knesset session to hold a party meeting in the Evyatar settlement outpost to complain about the Israeli government being too lenient on Palestinians. Ben-Gvir said of the Israeli settler attacks in Huwwara on 2/26 that “this is not the way. Our enemies need to be crushed by the Israeli government.” Finance Minister Bezalel Smotrich also said he will work to have the Evyater settlement outpost legalized. (HA, HA 2/27; MEE 2/28)

The U.S. State Department released its 2021 Country Reports on Terrorism, which stated that “Israeli security personnel often did not prevent settler attacks and rarely detained or charged perpetrators of settler violence.” The report also noted that settler attacks in 2021 had “expanded in severity and scale.” (AX, HA 2/28)

In the West Bank, 1 Palestinian man succumbed to wounds sustained during an Israeli raid in Nablus on 2/13. An Israeli settler shot and injured 1 Palestinian woman after she allegedly attempted to stab a person near the Ma‘ale Adumim settlement. Israeli settlers also opened fire at buildings in Nabi Salih; no injuries were reported. Israeli forces shot and killed 1 Palestinian man during a raid in al-Arroub refugee camp. Israeli forces also demolished commercial structures near al-Jalama. In Gaza, 6 rockets were launched at Israel from Gaza; no damage was reported. Israeli forces conducted airstrikes hitting 2 sites in Gaza and causing damage; no injuries were reported. A day after advancing plans for 3,144 new settlement housing units, the Civil Administration’s Higher Planning Council advanced plans for a further 4,013 new settlement units, including 1,135 in Ma’ale Adumim. The total number of settlement units advanced on 2/22 and 2/23 was 7,157, of which 1,900 were given final approval and the rest were advanced for deposit. Israeli prime minister Benjamin Netanyahu granted Israeli finance minister Bezalel Smotrich authority over the Civil Administration, which was previously under the defense minister’s authority, and allowed Smotrich to create a settlement authority that will seek to improve services and infrastructure in Israeli settlements. The move was described as de jure annexation as Israel transferred the authority of the occupation from the military to a civilian entity. The PA Foreign Ministry issued a statement calling the international community’s response to the Israeli massacre in Nablus on 2/22 “shy and weak.” A general strike was observed throughout the West Bank in protest against the event in Nablus. (WAFA, WAFA 2/23)

The Arab League condemned Israel’s deadly raid in Nablus on 2/22 after an extraordinary meeting was convened in Cairo. The Organisation of Islamic Cooperation also condemned the Israeli actions. (WAFA, WAFA, WAFA 2/23)

In the West Bank, Israeli forces punitively demolished the family home of 1 Palestinian man accused of killing 1 Israeli settler in October 2022, blowing up the house in Hebron with explosives. White House press secretary Karine Jean-Pierre told reporters that the White House is “deeply dismayed by the Israeli announcement” from 10/12 to legalize settlement outposts and expand settlements. In the West Bank, 1 Israeli settler pepper sprayed 1 Palestinian minor in Huwwara. Israeli forces demolished 1 residential structure and 1 agricultural structure in Nabi Musa, demolished 15 commercial structures in Wadi al-Qelt, and demolished 2 homes in Duma. During the demolitions in Duma, Israeli forces shot and injured 1 journalist with a baton round and injured others with tear gas. Israeli forces also notified Palestinians in Hizma and Jaba’ that Israel will seize 500 dunams (123 acres) of land between the 2 villages to expand a settler-only road. 28 Palestinians were arrested during late-night raids in al-Mughayyir, Kafr Malik, al-Bireh, Nur Shams refugee camp, Nablus, Jericho, Aqabat Jaber refugee camp, and Hebron. Israeli foreign minister Eli Cohen met with Abdel Fatah Al Burhan, president of Sudan's Transitional Sovereign Council, in Khartoum. U.S. secretary of state Antony Blinken met with Israeli prime minister Benjamin Netanyahu in Israel. The U.S. State Department said that the 2 spoke about Israeli-Palestinian relations and the need for a diplomatic solution. Secretary Blinken met with Egyptian president Abdel Fattah al-Sisi earlier in the day in Cairo. According to Yediot Ahronot, the U.S. offered Netanyahu help with normalizing ties with Saudi Arabia and curbing Iran’s nuclear program if Netanyahu reigns in his far-right coalition partners, ends his plans to weaken the judiciary, and maintain the status quo at the Haram al-Sharif compound. In what the Israeli security cabinet called a response to the 1/27 attack on Israeli settlers in East Jerusalem, the cabinet decided to fast track legislation that will shorten the process for Israeli civilians to obtain gun licenses, revoke the social security benefits of the relatives of accused Palestinian assailants and see the relatives deported, demolish the homes of accused Palestinian assailants, and “strengthen” settlements in the West Bank. Israeli forces shot and killed 1 man protesting soldiers beating his son who was arrested during a house raid in Qalandia. The Palestinian man’s wife said her husband had gone outside to stop the soldiers’ assault on their son when he was shot and killed. Israeli forces also shot and killed 2 Palestinians and injured 7 others during a raid in Qabatiya. Elsewhere, Israeli forces demolished 1 agricultural structure in Duma. Peace Now and Bimkom said that a clause in the Likud Party and Religious Zionism Party coalition agreement could see Israel seize 13,000 dunams (3,250 acres) of Palestinian-owned land in the West Bank and 70 buildings in Hebron transferred to settlers as Israel claims that the land and buildings were owned by Jewish people before 1948. The newly appointed Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound, prompting widespread condemnation. During the election National Security Minister Ben-Gvir had expressed his desire to change the status quo of the Holy Sites to allow “equal rights for Jews” at the compound. Hamas had warned the Israeli government against the tour of the compound saying it “would lead to an explosion.” In a tweet posted during the visit, Ben-Gvir said that the compound is open to everyone. The PA called the visit a “provocative step against the Palestinian people.” U.S. ambassador to Israel Tom Nides said any threat against the status quo is unacceptable. Jordan condemned the “storming” of the compound and said it required “international intervention,” before summoning the Israeli ambassador. The Palestinian prisoner Nasser Abu Hamid died of cancer in an Israeli hospital while incarcerated on 7 life sentences. Abu Hamid was sentenced in 2002. The Palestinian Prisoners’ Administration said Abu Hamid died due to Israeli medical neglect. The PA called for a day of mourning and condemned Israel’s decision to hold Abu Hamid’s body for future negotiations. There were rallies in several cities throughout the West Bank and Gaza mourning Abu Hamid. Leaders at the Arab-China Summit in Riyadh called for a just and lasting solution, based on the 2-state solution, to the Israeli occupation of Palestine in their final communique of the summit. In a speech at the summit PA president Mahmoud Abbas called for the international community to not work with any Israeli government that refused to work within the framework of international law. Palestinian member of the Knesset and leader of the Hadash party Ayman Odeh met with UN secretary-general António Guterres in New York, briefing Guterres on his concerns about the government Benjamin Netanyahu is expected to present within a couple of weeks. Israeli ambassador to the UN Gilad Erdan called the meeting “cowardly and shameful.” Israeli media reported that the meeting was made in coordination with the PA rather than with the Israeli foreign ministry. Egypt’s foreign ministry issued a statement warning Israel against continuing its attacks on Palestinians, noting that more than 200 Palestinians have been killed by Israeli forces in 2022. The ministry warned that the situation will continue to deteriorate if Israel continues its current practices. (HA 12/9)

In the West Bank, Israeli forces assaulted 5 Palestinian journalists from Palestine TV in Deir Sharaf. 6 Palestinians were arrested during late-night raids in Husan, al-Bireh, and Hebron. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound on the last day of the Jewish Sukkot holiday; the compound was closed to Palestinian men under the age of 50. 1 Palestinian was arrested at the compound. In the West Bank, Palestinians in several cities observed a general strike in solidarity with residents of Shu‘fat and ‘Anata, which have been closed by Israel since 10/8. Palestinians in Nablus also observed a general strike in protest against Israeli closures of all the entrances to the city. Israeli settlers attacked 1 vehicle transporting patients to an-Najah Hospital, damaging the vehicle. Israeli settlers with military escort also visited Joseph’s Tomb, leading to a confrontation with Palestinians resisting the incursion near Nablus; 1 Palestinian was shot and injured by Israeli forces. The U.S. state department called for “an immediate and through investigation” into the incident but later clarified that it believed Israel’s investigation was sufficient. The Israeli military announced that it will supply settlement outposts, deemed illegal by the Israeli government, with observation and warning systems, lighting, public address systems, and firefighting equipment. The move was approved by the Israeli ministry of justice. (HA 9/29)

The Israeli interior minister Ayelet Shaked informed 17 Palestinians, who are relatives of a Palestinian accused of killing 4 Israeli soldiers in 2017, that if they do not leave East Jerusalem for the West Bank by 10/7, they will be forcefully removed by Israeli forces. The Israeli central election committee barred the Palestinian party Balad from running in the upcoming Israeli parliamentary elections. Balad chairman Sami Abu Shehadeh said his party will appeal the decision, which he called “an attempt by Gantz and Lapid to engineer the Arab leadership according to their political needs. Just like the party came out stronger following previous attempts to disqualify us and to disqualify our platform, it won't work this time as well.” Balad was banned from running based on its platform, which calls for Israel to be a state for all its citizens and thus not a Jewish state. The Israeli attorney general had on 9/27 presented an opinion that Balad should not be banned from running. The election committee also rejected a request to bar Ra’am from running. It was reported that Palestinian children in Tuba had been unable to attend school for 2 days as Israeli soldiers began refusing escorting the children to their school. Since 2004, Israeli soldiers have escorted children in Tuba to their school to protect them from settler attacks. Residents in Tuba said they believe canceling the escorting of the children was related to an incident on 9/12 where 1 Israeli settler was reported injured nearby after armed Israeli settlers attacked Palestinians working their land. Israel said its probe into the death of journalist Shireen Abu Akleh found that an Israeli soldier “highly probably” shot and killed Abu Akleh in Jenin on 5/11. The Israeli army claimed that Abu Akleh likely was shot by a soldier using a telescopic scope, misidentifying Abu Akleh as a Palestinian militant during crossfire. Abu Akleh was wearing a vest and helmet clearly marking her as a journalist and eyewitnesses and several independent investigations have concluded that no crossfire happened during the killing of Abu Akleh. The Israeli military advocate general’s office said that it will not open an investigation into any potential wrongdoing by any of the soldiers involved. Haaretz reported that the Israeli civil administration was seeking to legalize 30 of 35 agricultural settlement outposts using a new regulation that allows legalizing outposts on “state land.” The move will need the approval of the defense minister and justice ministry. (HA, HA, MEE 9/5)

The Jerusalem municipality planning and building committee approved construction of 700 new settlement units in East Jerusalem in the Givat HaShaked settlement adjacent to Beit Safafa. Israel delayed the implementation of new regulations for foreigners visiting the West Bank outside of Israeli settlements after criticism from the U.S. and others. The coordinator of government activities in the territories (COGAT) also updated the new regulations called “Procedure for entry and residence of foreigners in the Judea and Samaria area,” scrapping some of the most controversial new rules, such as forcing foreign spouses of Palestinians to leave the West Bank for a minimum of 6 months for a “cooling off” period and requiring foreigners to tell the Israeli government if they have started a relationship with a Palestinian resident of the West Bank. U.S. ambassador to Israel Tom Nides expressed concerns regarding Israeli limitations to who can study and teach at Palestinian academic institutions. Israel’s civil administration told an Israeli court that it demolished the home of a Palestinian family in the West Bank by mistake. The family of 5’s home was demolished in July by Israeli forces despite the family’s pleas that there was a court order protecting their home. The Civil Administration said that the family’s home was thought to be the home of a different Palestinian family, whose home had already been demolished and blamed the mistake on “human error.” (HA 8/10)

The Honduran foreign ministry said that the country is considering moving its embassy to Israel back from Jerusalem to Tel Aviv. The new Honduran government that took office in January this year said in a statement that president Xiomara Castro wants to maintain a balanced relationship with Israel and Arab countries. The UN envoy for the Middle East peace process warned the UN security council that the ceasefire between Islamic Jihad and Israel was fragile and that the only way to secure longtime peace is through a 2-state solution based on the 1967 lines. PA UN envoy Riyad Mansour called on members of the Security Council to protect Palestinian lives and pressure Israel to end its blockade of Gaza. The Security Council emergency session was called by France, China, Norway, Ireland, and the UAE in response to Israel’s attacks on Gaza over the weekend, dubbed Operation Breaking Dawn. In the West Bank, Israeli settlers shot and killed 1 Palestinian minor during a settler incursion into al-Mughayyir. Israeli soldiers were present at the killing, but eyewitnesses say the shots were fired by Israeli settlers. Israeli forces shot and injured 3 Palestinians at a checkpoint near Nablus, claiming that the Palestinians had opened fire at Israeli soldiers at the checkpoint. The Ramallah-based group Lawyers for Justice said that the PA had arrested at least 94 people for political reasons in the past 2 months. None of the people arrested were charged with any offenses and most were released within days. A representative for Lawyers for Justice said the latest arrest campaign is the biggest since 2012 and that detainees have reported maltreatment and torture. Most of the people arrested were affiliated with Hamas and Islamic Jihad. (AJ 7/29)

The UN Committee against Torture issued findings from its review of the State of Palestine, saying it was “seriously concerned about the causalities caused by the excessive use of force, particularly the use of lethal weapons by security forces and unidentified armed elements during demonstrations on the postponement of national elections in April 2021 and about Nizar Banat’s death in custody in June 2021.” It also urged the PA to investigate allegations of torture and ill treatment by security forces and intelligence officers in prison and jail facilities in the West Bank and Gaza. The Israeli defense ministry released transcripts from the trial related to the 1956 Israeli massacre of Palestinians in Kafr Qasem. In the transcript, a commander is recorded saying that his superior, Colonel Issachar Shadmi, had told him that it would be “desirable that there be some fatalities” in Kafr Qasem. The commander also said that he had been ordered to kill Palestinians violating the curfew, even if he believed that they had not been informed of the curfew. The EU sent a letter to Al Haq and the Palestinian Centre for Human Rights (PCHR), informing the Palestinian rights organizations that it will reinstate EU funding that was cut after Israel alleged that Al Haq had financial ties to the PFLP. Iran’s Fars News reported that 1 employee at the Semnan Space Center was killed while on a mission. The reporting followed the death of an Iranian aerospace expert working for the Revolutionary Guard on 6/12. The initial reporting said the man was killed in a car accident. Several Iranians linked to Iran’s Revolutionary Guard, nuclear, and missile programs have been killed or mysteriously died in the past weeks. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. Turkey’s foreign minister Mevlüt Çavuşoğlu arrived in Israel for a 2-day visit to Israel, Jerusalem, and the West Bank. Turkey’s and Israel’s normalization efforts were reported as a way for Turkey to strengthen its relations with the UAE and Egypt, for Israel and Turkey to cooperate in Syria to build a gas pipeline between the 2 countries, and for Israel to incentivize Turkey to take a tougher stance on Hamas. In the West Bank, Israeli settlers used pepper spray on a Palestinian family at a checkpoint near Burqa, injuring 3, including 1 infant; the infant was rushed to a hospital. Israeli forces also demolished 3 agricultural structures in Kafr ad-Dik, 2 residential structures near Jericho, and delivered demolition notices for 3 residential structures in al-Juwaya in the Masafer Yatta area. 10 Palestinians were arrested during late-night raids in Ni‘lin, Kafr Ni‘ma, Karbatha al-Misbah, Birzeit, Harmala, Tuqu‘, Hebron, Balata refugee camp, Jenin, and Rumana. 2 Palestinians said that they were tortured for a month by the Shin Bet before confessing to throwing stones at Israeli forces, leading to 8-month sentences. Haaretz reported that an Israeli probe into the death of a Palestinian man who was attacked by Israeli police in April at the Haram al-Sharif compound but died on 5/14 stated that the man had not been hit by an Israeli baton round; instead, the 21-year-old man had a heart attack that led to head trauma. The PA foreign ministry said it had submitted a file to the ICC prosecutor documenting Israeli violations of international law, including the killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh. The general secretary of the Palestinian National Initiative Mustafa Barghouti also called out the international community’s double standard in sending 42 ICC investigations to Ukraine to document violations of international law there while not starting an investigation into violations by Israel in Palestine. Axios reported that the U.S. Biden administration is leading negotiations between Israel, Saudi Arabia, and Egypt over Tiran and Sanafir Island in the Red Sea, which have been subject to dispute between Egypt and Saudi Arabia. Axios said that the negotiations are part of the U.S. and Israeli efforts to normalize ties between Israel and Saudi Arabia. Saudi Arabia’s foreign minister Faisal bin Farhan said later, on 5/24, that Saudi normalization with Israel is dependent on an end to the Palestinian-Israeli conflict. A 97-page Israeli document called “Procedure for Entry and Residence for Foreigners in Judea and Samaria Area,” originally published in February, surfaced in the media. The document, which will replace a 4-page ordinance on entry to the West Bank on 5/22, further complicates travel to the West Bank, especially for Palestinians. Palestinians holding foreign citizenship must, according to the new ordinance, include names and ID numbers of all relatives and people they might stay with while traveling to the West Bank. Palestinians must also declare if they own property in the West Bank or stand to inherit. Foreigners visiting Palestinians in the West Bank must also be given prior permission while those visiting settlers do not have to. An investigation by The New Yorker revealed that Spain had used the Israeli company NSO Group’s Pegasus spyware to hack the phones of 60 Catalonian leaders and activists. The investigation also revealed that Pegasus spyware was used against employees of UK prime minister Boris Johnson’s office. Citizen Lab, which cooperated with The New Yorker for the story, suspected that the UAE was behind the hack. The Jordanian foreign ministry said “Israel’s measures to change the status quo on the Haram al-Sharif compound are a dangerous escalation. Israel bears full responsibility for the consequences of the current escalation that is thwarting efforts invested to bring about calm,” in response to the many Palestinian injuries at the compound in the past days. The spokesperson for King Abdullah II also called on the international community to pressure Israel to stop its escalation at the holy site.
