In East Jerusalem, Israeli forces shoot and injure a Palestinian man with a baton round during a raid in Shu’fat, others suffer tear-gas related injuries. In Gaza, Israeli forces bomb Rafah, Dayr al-Balah, Jabalia refugee camp, Khan Yunis, and Gaza City, killing at least 112 people. 5 people die at the Nasser Hospital after power outages cut oxygen supplies. 2 Israeli soldiers are killed in combat. In Bnei Re’em, a Palestinian man shoots and kills 2 Israelis and wounds 4 others at a bus stop before being shot dead by Israeli forces in East Jerusalem. More than 28,775 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 68,552 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 390 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 100 children. More than 4,499 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 232 Israeli soldiers have been killed and 1,361 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. The ICJ rejects South Africa’s request for additional provisional measures in the genocide case against Israel but says an Israeli assault on Rafah “would exponentially increase what is already a humanitarian nightmare with untold regional consequences” and orders Israel to adhere to the original provisional measures. The Palestine Red Crescent Society (PRCS) denies Israeli allegations that PRCS staff and equipment were involved in the attack on Israel on 10/7/2023, saying Israel deliberately creates a false narrative by circulating a video that clearly shows that the ambulance and staff in question are not from PRCS. Israeli forces also assault a Palestinian man at a checkpoint in Yanoun, seizing his car. Elsewhere, Israeli forces assault Palestinian farmers in the Masafer Yatta area. Israeli forces also raid Hebron, assaulting a disabled man. Meanwhile, Israeli forces violently disperse a protest in al-Arroub refugee camp, causing tear-gas related injuries. Palestinians protest the killing of Saleh al-Arouri (see below) in Jenin, Hebron, and Ramallah. In East Jerusalem, Israeli forces raze land, uprooting olive trees in Beit Safafa. Lebanese caretaker prime minister Najib Mikati says Israel is trying to pull Lebanon into its war on Gaza by assassinating Saleh al-Arouri in Beirut. Hezbollah says in a statement that it will retaliate. Hamas political leader Ismail Haniyeh calls the assassination an act of terrorism. Israeli cabinet secretary Yossi Fuchs instructs Israeli ministers not to comment on the assassination. Fatah announced a general strike in the West Bank in response to the assassination. The PA calls on Israel to immediately hand over a Palestinian baby that was kidnapped from Gaza by Israeli forces and brought to Israel. An Israeli soldier, who has since been killed in Gaza, told Israeli army radio that he had taken a baby to Israel. A picture of the soldier with a baby in Gaza circulated online. (AJ, AJ 1/2)

Haaretz reports it has received testimonies from Palestinian prisoners in Gilboa Prison who say they have been assaulted, humiliated, and abused by Israeli guards since 10/7. Among other transgressions, Israeli guards have been beating and threatening prisoners who refuse to kiss the Israeli flag. Others said that guards would put 11 prisoners in a cell made to fit 3, and step on their food before allowing them to eat it. (HA 1/2)

Hamas political leader Ismail Haniyeh says Hamas has delivered its position on negotiations to Egypt and Qatar, which is based on a “complete cessation of the [Israeli] aggression.” (REU 1/2)

The Supreme Authority of Palestinian Tribes in the Gaza Strip denounces and rejects an Israeli proposal that would see Palestinian tribes have more political power in Gaza, saying it would create confusion and strife. (AJ, MEE 1/2)

Turkey says it arrested 34 people suspected of being part of a Mossad plot. 15 are later formally arrested by a Turkish court and 8 others are deported. (AJ, AP, HA, HA, REU 1/2)

Israeli prime minister Benjamin Netanyahu’s spokesperson Eylon Levy says Israel will defend itself at the ICJ after South Africa triggered proceedings by invoking the Genocide Convention on 12/29. Levy calls the South African accusations “blood libel,” saying “history will judge you, and it will judge you without mercy.” The hearings are scheduled to begin on 1/11 and 1/12. U.S. State Department spokesperson Matthew Miller calls comments by Israeli ministers Bezalel Smotrich and Itamar Ben-Gvir in favor of depopulating Gaza “inflammatory and irresponsible.” Ben-Gvir responds to Miller’s statement saying the U.S. “is our best friend, but first of all we will do what is best for the State of Israel: the migration of hundreds of thousands from Gaza.” French president Emmanuel Macron also tells Israeli war cabinet member Benny Gantz that the comments are unacceptable. EU high commissioner for foreign affairs Josep Borell also condemns Smotrich and Ben-Gvir’s statements. U.S. intelligence agencies release a declassified report saying that they believe the Israeli assessment that Hamas and Islamic Jihad used parts of al-Shifa Hospital to operate against Israel was at least partially correct but that captives were moved before Israel stormed the hospital. The New York Times notes that U.S. officials did not provide any visual evidence to back up the assessment. After raiding the hospital Israel changed its claim from the tunnels underneath being a Hamas command center to the tunnels being used by Hamas. (NYT, REU 1/2; HA 1/3)

U.S. senator Bernie Sanders (D-VT) says, “Congress must reject that funding [referring to providing billions to Israel]. The taxpayers of the United States must no longer be complicit in destroying the lives of innocent men, women, and children in Gaza.” Senator Elizabeth Warren (D-MA) says Israel has created a humanitarian catastrophe in Gaza, saying, “Stop bombing Gaza. Resume the cease-fire. Work toward a permanent peace.” (AJ 1/2)

A poll conducted by the Israel Democracy Institute shows that 75% of Israeli Jewish respondents support continuing the same scale of indiscriminate bombing of Gaza, despite U.S. pressure to tone down the assault. (HA, HA 1/2) 

In the West Bank, a Palestinian man succumbed to injuries sustained during the airstrikes on Tulkarm refugee camp on 11/17. Israeli settlers attacked and wounded several Palestinian farmers in Ramin and vandalized their cars. Israeli forces shot and killed a Palestinian during a raid in Aqrabat Jaber refugee camp. Israeli forces also violently dispersed Palestinians celebrating the release of prisoners near the Ofer Prison, injuring 3 with live ammunition, 4 with baton rounds, and 22 with tear gas. Meanwhile, Israeli forces shot and injured 5 Palestinian during raids in Nablus, Deir al-Ghusun, and Tuqu’. Israeli forces also punitively demolished the family home in Rumana of a Palestinian who was shot dead by Israeli police in Tel Aviv earlier this year after he allegedly shot and killed several Israelis. Elsewhere, Israeli forces assaulted 5 Palestinians, arresting them and seizing their vehicles at a flying checkpoint near Aqraba. Israeli forces also assaulted 2 Palestinians during a raid in Taqqou. In East Jerusalem, Israeli forces violently dispersed Palestinians trying to reach the Haram al-Sharif compound from Wadi al-Juz, causing injuries from beatings and tear gas. Israeli forces also raided the homes of 3 Palestinian prisoners in Jabel Mukaber and Bayt Hanina, warning their families not to celebrate their release. In Gaza, before the ceasefire took effect (see below), Israeli forces raided the Indonesian Hospital, killing a wounded woman and injuring 3 others after shelling and destroying the first floor of the hospital. Israeli forces also bombed Nuseirat refugee camp, killing at least 27 people. After the ceasefire took effect, Israeli forces shot and killed 2 Palestinians and wounded 15 others who were trying to return to northern Gaza from the south. Israel said it would not allow Palestinians to return to the north. Israel also said it had completed its operation at al-Shifa Hospital, claiming it had destroyed tunnels. It was also reported that Israeli forces destroyed oxygen pipes and generators at the hospital. Rockets were fired at Israel prior to the ceasefire; no injuries were reported. In Lebanon, Israel shot down a surface-to-air missile fired at an Israeli drone. The Gaza Media Office did not update the casualty numbers, leaving the comprehensive death toll as of 11/23 at around 14,800 Palestinians, including 6,000 children and 4,000 women, and around 35,000 injured in Israeli airstrikes on Gaza since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 222 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 54 children. More than 2,885 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 75 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.7 million Palestinians, more than 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 2 ambulances, 4 trucks carrying diesel, 4 trucks carrying cooking oil, and 137 trucks carrying aid entered Gaza via the Rafah crossing. The UN delivered flour to 2 UNRWA facilities in the north of Gaza, the first delivery of aid the north in more than 1 month. 40 people were evacuated from al-Ahli Baptist Hospital in Gaza City to a hospital in Khan Yunis. Al-Ahli started to admit new patients despite a lack of electricity and essential hospital supplies. Fewer than 400 people fled the northern part of Gaza to the south. 44 wounded Palestinians and their companions were evacuated to Egypt. 39 Palestinians were released from the Ofer Prison as part of the prisoner exchange, including 24 women and 15 children. 33 were released to the Beitunia checkpoint, while 6 were released to East Jerusalem. 13 Israelis, 10 Thai nationals, and 1 Filipino national held captive by Hamas were released to Israel via Egypt. Germany said 4 of the Israelis were also German nationals. The Thai and Filipino captives were released in a separate deal made between Hamas and Thailand, brokered by Iran. The director of the Schneider Children’s Medical center in Israel said the captives the hospital had received were in good physical condition. Hamas published videos of its militants handing over captives to the Red Cross. Hamas political leader Ismail Haniyeh said Hamas was committed to the ceasefire as long as Israel abides by the terms. Head of the Palestinian Prisoners’ Club Qadura Fares said Israel had violated the prisoner exchange terms by releasing 7 people who were arrested within the past year instead of prisoners who had been in prison for longer. The Prisoner’s Club also said Israel had imposed a ban on celebrating the release of Palestinian prisoners, imposing fines of $18,700 for public celebrations. UK foreign secretary David Cameron visited Ramallah, saying the UK has committed an additional $37.8 million in aid to Gaza. Cameron also said that Israel will not have long-term safety and security unless Palestinians have the same, calling settler violence “completely unacceptable” and urging Israel to prosecute the perpetrators. Cameron met with PA president Mahmoud Abbas, who called on the UK to help ensure that Israel will not succeed in separating the West Bank and Gaza or reoccupy it. At a press conference held at the Rafah crossing, Spanish prime minister Pedro Sanchez said that a permanent ceasefire was required and said Spain may unilaterally recognize Palestine even if the EU does not. At the press conference, Belgian prime minister Alexander de Croo said “[w]ay too many people have died. The destruction of Gaza is unacceptable.” Israel subsequently summoned the Spanish and Belgian representatives in Israel for a reprimand, prompting Spain to do the same to the Israeli ambassador to Spain. Later in a meeting with de Croo and Sanchez in Cairo, Egyptian president Abdel Fattah el-Sisi called for the establishment of a demilitarized Palestinian state with UN, Arab, or NATO forces guaranteeing the peace. U.S. president Joe Biden welcomed the release of the 24 captives from Gaza, saying that there was a chance that the temporary ceasefire could facilitate a longer ceasefire. (NYT 11/24)

European Commission president Ursula von der Leyen said at a press conference with Canadian prime minister Justin Trudeau that there should be no forced displacement from occupied Palestine and that a reformed PA should govern Gaza and the West Bank. Von der Leyen also said settler violence had to stop. (HA 11/24)

An Israeli-owned cargo ship was attacked by a drone in the northern part of the Indian Ocean before the ceasefire agreement was implemented. The attack, which caused minor damage, was attributed to Iran by several media outlets. (AJ, AJ, HA, HA, REU 11/25)

Meanwhile, Israeli settlers vandalized olive trees near Tell. Israeli forces shot and killed 3 Palestinians, including 2 minors, during raids in Shuqba and Jamma’in. Israeli forces also violently dispersed Palestinian protesters in Huwwara, Tarqumiyah, and Dar Salah, injuring 3 with live ammunition and others with tear gas. Elsewhere, Israeli forces demolished a Palestinian home in Bayt Hanina. 65 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, and Nablus. Around 750 Palestinians have been arrested by Israeli forces since 10/7. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli airstrikes killed around 100 Palestinians, including several people sheltering at an UNRWA school in Khan Yunis. Rockets were fired at Israel, causing damage. In Haifa, Israeli police violently dispersed anti-war protesters, arresting 4 and injuring others with batons. In Lebanon, Hezbollah fired an anti-tank missile at Israeli soldiers in Shtula, injuring 5. Israel fired artillery shells and conducted drone strikes in Lebanon. Hezbollah said 2 of its members were killed. Protesters demonstrated outside of the German and U.S. embassies in Beirut. In Syria, Israel conducted airstrikes in the Quneitra province. In Turkey, 60 people, mostly police officers, were injured after protesters in Istanbul attempted to storm the Israeli consulate. The Gaza Ministry of Health said as of 5 p.m. at least 3,500 Palestinians had been killed, including at least 853 children, and 12,500 had been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 65 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 15 children. More than 1,284 have been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,300 Israelis and foreign nationals; 4,562 have been injured since 10/7. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 11,887 housing units have been destroyed in Israeli airstrikes since 10/7. The number is likely much higher as the latest data is from 10/14. The Knesset approved temporary legislation to allow Israeli prisons to admit new inmates beyond their legal capacity, allowing worsening conditions for Palestinian prisoners, including reducing living spaces and forcing prisoners to sleep on mattresses on the floor. The bill will be in effect for 3 months. Israel prisons have received 500 new Palestinian prisoners since 10/7, including 118 who crossed from Gaza to Israel in relation to Operation Al-Aqsa Flood. The Israeli High Court of Justice ruled in 2017 that prisoners must be given at least 37.7 square feet of space. U.S. president Joe Biden landed in Israel for meetings with Israeli prime minister Benjamin Netanyahu, President Isaac Herzog, and the war cabinet. Biden was supposed to travel to Amman for meetings with President Abbas, Jordanian king Abdullah II, and Egyptian president Abdel-Fattah el-Sisi, but the meetings were cancelled by the 3 leaders after Israel bombed al-Ahli Arab Hospital in Gaza, killing 471 people. Biden told Netanyahu during a meeting that “it appears as though it was done by the other team, not you” in reference to the hospital bombing. Biden cautioned Israel not to be consumed by rage, saying the U.S. made mistakes after 9/11. Biden also announced $100 million in humanitarian aid to Palestinians as the Senate was working on passing a bill providing $10 billion in extra military aid to Israel. Biden said aid to Gaza could start arriving on 10/20, as Egypt needs to “patch the road” to the crossing. Senator Bernie Sanders (D-VT) blocked an attempt by Senator Rick Scott (R-FL) to prevent the Biden administration from dispersing the $100 million in aid to Palestinians. 33 Democratic senators urged Secretary of State Antony Blinken to lead efforts to provide humanitarian aid to Gaza. President el-Sisi said during a press conference with German chancellor Olaf Schulz that Israel could allow Palestinians in Gaza to stay in the Naqab desert until Israel can “do what they wish to do with the militant operatives in the Gaza Strip.” El-Sisi also spoke with President Biden about aid coming through the Rafah crossing. Saudi foreign minister Faisal bin Farhan met with his Iranian counterpart Hossein Amir-Abdollahian in the sidelines of an OIC meeting in Jeddah, discussing the situation in Gaza. In Gaza, an Israeli airstrike killed 471 Palestinians in al-Ahli Arab Hospital in Gaza City. The hospital, which was filled with patients and Palestinians seeking shelter from Israeli bombardment, had received evacuation warnings from Israel on 10/14, 10/15, and 10/16. Israel claimed it was an errant rocket fired by Hamas that caused the mass casualties, however all evidence presented by Israel was debunked in subsequent investigations. Other Israeli airstrikes killed around 200 Palestinians, mostly in Rafah and Khan Yunis. Israel also assassinated the head of Hamas’ Shura Council Osama Mazini, who led negotiations on the prisoner exchange that saw Gilad Shalit transferred to Israel in exchange for 1,000 Palestinian prisoners in 2011, and Hamas commanders Muhammad Alwadia, Ayman Nofal, and Akram Hijaz. Israeli airstrikes also reportedly killed 3 members of Hamas political leader Ismail Haniyeh’s family. 6 were killed in an airstrike on an UNRWA school sheltering Palestinians in al-Maghazi. In the West Bank, there were large demonstrations against the PA and the Israeli bombing of the al-Ahli Arab Hospital throughout the West Bank, with PA forces violently dispersing Palestinian protesters, killing a 12-year-old girl in Jenin with live ammunition, and injuring many others with tear gas. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,300 Israelis and foreign nationals; 4,229 have been injured since 10/7. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. The Palestinian civil defense team said that more than 1,000 Palestinians were under the rubble of buildings in Gaza. Israel attempted to deny that it killed hundreds of Palestinian civilians in an airstrike on al-Ahli Arab Hospital in Gaza, presenting a range of questionable evidence to put the blame on Islamic Jihad. Israeli government social media accounts published what it claimed to be evidence that it was a rocket misfire not an airstrike, but later deleted the videos when a New York Times journalist questioned the timing of the videos. Military spokesperson Daniel Hagari said “[a]ccording to our intelligence, Hamas checked reports and understood it was a Palestinian Islamic Jihad misfire, then launched a global media campaign to inflate numbers of casualties.” Israel has previously employed misinformation campaigns to deflect blame for atrocities, on occasion then taking responsibility long after the event, as in the case of the killing of Shireen Abu Akleh. A UK Channel 4 investigation said evidence presented by Israel was both likely fabricated and contradictory, but did not reach a conclusion regarding the origin of the blast. Israeli president Isaac Herzog called reports that Israel conducted the airstrike “21st century blood libel.” Many Western leaders called for an investigation or referred to the loss of life without condemning the perpetrators. Leaders in the Middle East were unequivocal in their condemnation of the Israeli airstrike. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. Biden further stated that the U.S. is sending ammunition and interceptors for the Iron dome to Israel. Lastly, Biden warned other countries and organizations against getting involved against Israel. Hamas called Biden’s speech deplorable and inflammatory, saying Hamas launched its operation to defend the Palestinian people and put an end to the occupation. Biden also spoke with Prime Minister Netanyahu about U.S. assistance. 392 members of the U.S. House of Representatives co-sponsored a resolution in support of Israel, calling the Hamas operation “barbaric.” It is unknown if the resolution will pass, as it is unclear if the acting speaker of the House Patrick McHenry (R-NC) has the authority to bring the resolution to the floor. EU high commissioner for foreign affairs Josep Borell said he had invited PA and Israeli foreign ministers Riyad al-Maliki and Eli Cohen to an EU foreign ministers meeting to discuss the situation in Palestine and Israel. Borell also said that Israel must adhere to international law, saying Israel violates the law by imposing a total blockade on Gaza. Hamas launched Operation Al-Aqsa Flood, entering Israeli towns and villages near Gaza through the Gaza fence and by air, using improvised paramotoring gliders, attacking military equipment with explosive drones, and firing thousands of rockets. Palestinian militants took control of at least 14 Israeli bases, police stations, and towns, in addition to the Beit Hanun (Erez) crossing, and bulldozed parts of the Gaza fence. More than 200 people were captured by militants and brought to Gaza, as were dozens of Israeli military vehicles. Hamas political leader Ismail Haniyeh said Hamas had warned Israel about damaging al-Aqsa Mosque, continued settlement expansion, and raids on Palestinian cities and towns, but that Israel had ignored its warnings. Haniyeh further stated, “Israel could have silenced us by giving us crumbs, but the government turned its back on any possibility of a prisoner exchange and continued the siege of the strip.” Islamic Jihad spokesperson Dauod Shihab said Israeli captives would only be released in a prisoner exchange, adding the organization had taken women and children captives because Israel does the same. PA president Mahmoud Abbas issued a statement saying he had directed the PA forces to “protect Palestinians everywhere,” and that the “Palestinian people has the right to defend itself from any aggression by settlers and the Israeli occupation forces.” All Palestinian factions called for a general strike in the West Bank over the Israeli attacks on Gaza. PA president Mahmoud Abbas addressed the UN General Assembly at its annual meeting, warning that peace in the region is impossible without the “Palestinian people enjoying full legitimate and national rights.” Abbas criticized world leaders for not holding Israel accountable for its atrocities and called on UN members to recognize the State of Palestine. It was reported that Palestinian officials had trouble getting meetings for Abbas on the sidelines of the UN General Assembly due to the publication on 9/7 of Abbas’ remarks at the Fatah Revolutionary Council in August that were said to be anti-Semitic. Haaretz reported that the Palestinian demands includes a settlement freeze, expanding Areas B and C, full membership at the UN, reopening the PLO office in Washington, and reopening the U.S. consulate in East Jerusalem. Keder published an article “’Cast Thy Bread’: Israeli biological warfare during the 1948 War” in Middle Eastern Studies, saying that declassified materials in the Israeli archives have revealed that Israel used biological weapons against Palestinians and Arab armies during the Nakba. The codename used for the biological weapons campaign used by the Zionist leaders, including David Ben-Gurion was “Cast Thy Bread.” Zionist militias were given typhoid bacteria which they were to put in water wells. It was reported that Palestinian children in Tuba had been unable to attend school for 2 days as Israeli soldiers began refusing escorting the children to their school. Since 2004, Israeli soldiers have escorted children in Tuba to their school to protect them from settler attacks. Residents in Tuba said they believe canceling the escorting of the children was related to an incident on 9/12 where 1 Israeli settler was reported injured nearby after armed Israeli settlers attacked Palestinians working their land. Iran’s Fars News reported that 1 employee at the Semnan Space Center was killed while on a mission. The reporting followed the death of an Iranian aerospace expert working for the Revolutionary Guard on 6/12. The initial reporting said the man was killed in a car accident. Several Iranians linked to Iran’s Revolutionary Guard, nuclear, and missile programs have been killed or mysteriously died in the past weeks. Israeli sources said that Israel retroactively edited an intelligence file about al-Jalaa high rise in Gaza, that Israel bombed in May, before handing the file to the U.S. The edited file was given to the U.S. after it demanded a justification for the bombing of the building that housed media offices for the AP and Al Jazeera. Israel’s defense minister Benny Gantz said, during a meeting, that settler violence against Palestinians is “a grave phenomenon” and must be “uproot[ed].” Defense Minister Gantz was speaking after being presented with data of recent settler attacks on Palestinians during the olive harvest season. The Middle East Quartet released a statement after an in-person meeting in Oslo, calling for alleviating the PA fiscal crisis, easing access of people and goods coming in and out of Gaza, and curbing Israeli settlements in the occupied Palestinian territories. The Quartet envoys also urged respect for civil society groups, hinting criticism at Israel’s decision to designate 6 Palestinian rights groups as terrorist organizations.
