In the West Bank, IDF troops shoot and kill an unarmed Palestinian in al-Am‘ari r.c. nr. Ramallah during clashes with residents that were prompted by an arrest raid. IDF troops demolish 5 structures in a village nr. Yatta. The IDF conducts house searches and arrest raids in 5 villages nr. Hebron. Off the coast of the Gaza Strip nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage. (MNA 9/10; PCHR 9/11)

A ship sailing to Italy from Egypt full of around 500 migrants—including Palestinians fleeing Gaza, Egyptians, and Sudanese— capsizes in the Mediterranean after another ship of human traffickers rams their vessel. Approximately 450 of the passengers are killed or unaccounted for, and the survivors are picked up by various vessels and taken to Sicily, Crete, and Egypt. The Egyptian govt. releases few details about the incident and the Egyptian media largely ignores the story. (NYT 9/15; AP, NYT 9/19)

U.S. Pres. Obama authorizes air strikes in Syria, for the 1st time, and further attacks in Iraq targeting the so-called Islamic State in Iraq and al-Sham (ISIS) group. The new target list will include ISIS’s “leadership, logistical, and operational capability,” in an attempt to “deny [the group] sanctuary and resources to plan, prepare and execute attacks.” (AP, REU 9/10)

The last U.S. combat troops pull out of Iraq 2 wks. ahead of Obama’s 12/31/11 target date; 1,000s of U.S. diplomats and contractors remain in the country, as well as 150 U.S. soldiers tasked to train Iraqi security forces. (National Public Radio, REU 12/18; NYT 12/19)

Israel frees 550 Palestinian prisoners in the 2d stage of the swap that freed IDF Cpl. Gilad Shalit in 10/2011; 41 are released to Gaza, more than 500 to the West Bank, a few to East Jerusalem and Jordan. Under the terms of the deal, Israel picked which prisoners to free and picked mostly Fatahaffiliated West Bankers as a gesture to Abbas; none are mbrs. of Hamas or Islamic Jihad or were involved in killing or wounding anyone; Palestinians complain that “many of those being released were due to get out within months anyway. . . . If Israel had wanted to make a real good-will gesture, the list would have been totally different.” (NYT, WP 12/19)

Stone-throwing Palestinian youths clash with IDF at the Beitunia checkpoint where some of the Palestinian prisoners freed by Israel are released, leaving 10s of Palestinians and 1 IDF soldier injured. Elsewhere in the West Bank, the IDF patrols in Jenin in the morning and in 3 villages nr. Jenin, Qalqilya, and Salfit in the evening (firing tear gas at stone-throwing youths in Jenin); makes a brief incursion into Qalqilya where they set up 2 checkpoints, detain 2 PA security forces officers for several hours, and summon 1 Palestinian for questioning. Jewish settlers block a Palestinian road nr. Moshe Zouhar settlement outpost nr. Qalqilya. Israeli naval vessels fire on Palestinian fishing boats off the Gaza City shore, detaining 1 boat and questioning 4 Palestinians (3 are released, 1 is sent to Israel for an unrelated medical issue). Gaza’s Interior Min. drops requirements for Gazans to register in advance of leaving Gaza through the Rafah crossing. The Israeli Housing Min. published tenders for construction of 1,028 Jewish settlement units in East Jerusalem (500 in Har Homa, 348 in Beitar Ilit, and 180 in Givat Ze’ev). The Gaza Central Drug Store receives an urgent shipment of medicine and supplies fr. the West Bank, enough to replenish its stores for several weeks (see 12/6/12). IDF chief of staff Lt. Gen. Benny Gantz announces that in light of the dramatically increasing number of covert foreign operations Israel has undertaken in the past year, the Israeli DMin. has formed a new operational branch called the Depth Corps specifically to handle special operations “deep in enemy territory.” The new branch (separate fr. the existing Northern, Southern, and Central Commands) will be headed by former special operations commander Maj. Gen. Shai Avital and will pull and coordinate resources fr. the military’s various elite commando units on an ad hoc basis, depending on the mission. While Israel does not confirm or deny covert operations abroad, media reports over the past year have indicated that Israel has carried out operations in Sudan (targeting arms traffic to Hizballah and Hamas), Iran, Lebanon, and Syria. Israeli-Palestinian clashes continue but are less severe, largely because overnight the IDF deployed tanks on access roads to and around PA cities, sealing areas A, limiting movement. During the day, 2 Palestinians are killed by Israeli gunfire, over 160 are injured. Israel prohibits Palestinians under 45 fr. attending Friday prayers in Jerusalem, prompting scuffles with those denied access but preventing the full-scale rioting of 9/29, 10/6. In Jerusalem, cameramen record footage of Israeli police disguised as Palestinians seizing 2 Palestinian youths, beating them while holding them in a choke hold. Armed Jewish settlers rampage through Husan, fire on Palestinian homes in Artas, Bayt Inun, al-Khadir. In Gaza City and Shati camp, 100s of Palestinians hold rallies denouncing the PA for the failed peace process. Oman closes its trade office in Tel Aviv, Israel's trade mission in Muscat. Morocco recalls its envoy to Israel. In Cairo, 10,000 Egyptians hold anti-Israeli, anti-U.S. demonstrations. In Lebanon, the army keeps Palestinians away fr. the blue line, where they want to hold demonstrations. However, 6,000 Palestinians in `Ayn al-Hilwa camp, 3,000 in Beddawi camp, 5,000 in Nahr al-Barid camp, 7,000 in Rashidiyya camp demonstrate against Israel. In Amman, 8,000 Jordanians attend a government-sanctioned rally; a smaller, unauthorized demonstration takes place spontaneously following Friday prayers. PM Netanyahu orders closure of a Christian affairs office, a news agency, a prisoners' advocacy bureau, all in East Jerusalem, on the grounds that they are linked to the PA, are therefore operating illegally in the city. The PA rejects Israel's offer to partially implement the expired Wye agmt. by opening the open s. safe passage route, releasing more criminal prisoners; says that any proposal for partial implementation must include transfer of land. (NYT, WP 2/26)

In a 1-hr. trial, PA military court finds Palestinian Col. Ahmad Abu Mustafa guilty of kidnapping, raping a 6-yr.-old boy; sentences him to death for "inciting the public against the Palestinian Authority." 2,000 Palestinians stage demonstration in Gaza to demand Abu Mustafa's punishment. Israeli High Court rules (3-2) that American Samuel Sheinbein, charged committing murder in the U.S. in 9/97, is a citizen of Israel, cannot be extradited, will be tried in Israel. The decision reverses a lower court judgement that Sheinbein did not qualify for automatic citizenship through his father, who was born in Mandated Palestine. Saudi businessman Salih Idris, whose pharmaceutical plant in Sudan was bombed by the U.S. in 8/98 for allegedly housing chemical weapons for Saudi dissident Osama Bin Laden, files suit against the U.S. Treasury Dept. for freezing his London assets without formally declaring him linked to a designated terrorist, as the law demands. Turkish officials allow 2 lawyers for Ocalan to see the jailed PKK leader for the 1st time. The mtg. lasts 20 minutes; jailers confine the discussion to Ocalan's health, forbid discussion of his case. Afterward, 1 lawyer is arrested for maintaining ties to the PKK. In retaliation for the 8/7 embassy bombings in Kenya and Tanzania, the U.S. launches 79 Tomahawk cruise missiles striking 6 training camps in Afghanistan reportedly connected to Saudi dissident Osama Bin Laden; a pharmaceutical plant in Khartoum, Sudan, in which Bin Laden possibly holds stock. U.S. claims that "terrorists" at the sites were planning attacks on U.S. interests. Sudan says plant was a legitimate medical drug company. Sudanese stone the U.S. embassy in protest.
