In a speech at the Washington Institute for Near East Policy, U.S. national security advisor Jake Sullivan said that he will meet with Saudi officials in Saudi Arabia to bolster U.S. ties with the country and to work on normalizing relations between the Saudi Arabia and Israel. In an interview with Haaretz, Israeli prime minister Yair Lapid blamed the PA for not creating a situation that allows for a 2-state solution, saying, “I accept that there is external difficulty, and the external difficulty we create. But when Israel was established, we already had a public health system, trains and a positive collective effort. You see very little such effort in the PA.” (HA 9/25)

Israeli military authorities extended the administrative detention period of 1 Palestinian prisoner by 4 months despite promising to release him at the end of his current detention period after he had been hunger striking for 111 days. Hamas political bureau chief Ismail Haniyeh met with Hezbollah secretary general Hassan Nasrallah in Beirut. There were also reports that Haniyeh was scheduled to meet with Lebanese president Michel Aoun and prime minister Najib Mikati. (HA 6/23)

The PLO executive committee met in Ramallah. During the meeting, the committee discussed the U.S. Biden administration’s failure to fulfil its promises to the Palestinian people and plans to initiate national dialogue to end the intra-Palestinian political division. (WAFA 6/24)

Peace Now released a report marking the first year of the Bennett-Lapid government, detailing how the current Israeli government has accelerated the displacement of Palestinians compared to average numbers during the Netanyahu governments. Compared with the yearly average of the Netanyahu governments, the Bennett-Lapid government has promoted 26% more settlement units, issued tenders for 15% more settlement construction, demolished 35% more Palestinian homes in the West Bank, and 59% more Palestinian homes in East Jerusalem. Additionally, settler violence has risen with 45% and 45 more Palestinians have been killed by Israeli forces compared with the yearly average of the Netanyahu governments. (PCN 6/23)

24 Democratic senators, led by Chris Van Hollen (D-MD), wrote a letter to the Biden administration, calling on it to “ensure that a comprehensive, impartial, and open investigation” into the killing of Al Jazeera journalist Shireen Abu Akleh is conducted. President of Suriname Chandrikapersad Santokhi told the National Assembly that Suriname would not build an embassy to Israel in Jerusalem, citing budget constraints. The Israeli supreme court rejected a petition by Peace Now and the city of Hebron to prevent the construction of the Hezekiah settlement in Hebron, which will add 31 settlement units to the city. In the West Bank, Israeli settlers attacked Palestinian herders near Khirbat Samra, forcing the Palestinian herders to leave the area. Israeli settlers also threw stones at Palestinian homes in Hebron, causing damage. 3 Palestinians were arrested, including 1 at a checkpoint near the Beit El settlement and 2 during a late-night raid in Anabta. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. President Herzog visited Hebron for a Hanukkah ceremony in al-Ibrahimi Mosque, drawing condemnation and protest from Palestinians and Israeli left-wing activists. The PA foreign ministry said that President Herzog was breaking international law and “embracing the settlement enterprise.” The religious advisor to PA president Mahmoud Abbas, Mahmoud Habbash, compared Herzog’s participation in the ceremony with that of Ariel Sharon visiting the Haram al-Sharif compound in 2000. Israel’s and the UK’s foreign ministers Yair Lapid and Liz Truss wrote an article in the Telegraph, saying the 2 countries will work together in preventing Iran from getting nuclear weapons. Foreign Minister Lapid was in London meeting UK officials before heading to France for meetings on 11/29. In the West Bank, Israeli settlers threw stones and other objects at Palestinian vehicles near al-Mughayyir, causing 1 Palestinian driver to lose control of his car, injuring him and his son. The driver was flown to a hospital and was said to be in critical condition. Israeli settlers also threw stones at Palestinian vehicles near Duma, causing damage. Elsewhere, Israeli settlers threw stones and opened fire on Palestinians near Burqa; no injuries were reported. 6 Palestinians were arrested during raids in Jalazun refugee camp, Bayt Rima, Zeita, and Deir Sharaf; Israeli forces injured 3 Palestinians with rubber-coated bullets during the raid in Jalazun refugee camp. The Jerusalem district planning and building committee advanced plans for a new settlement in East Jerusalem at the abandoned Qalandia Airport, called Atarot airport by Israel. The plan entails 9,000 new settler units intended for ultra-Orthodox Jews. It was later reported that the Israeli government told the U.S. that it would not advance plans for the settlement and had explained that the committee’s work is independent of the government. Israel said it would allow 500 Christians living in Gaza—about half of Gaza’s Christian population—to enter Jerusalem and the West Bank for Christmas celebrations. Additionally, 200 Christians in Gaza will be allowed to travel to Jordan for journeys abroad. (HA 11/25)

The Israeli supreme court rejected an appeal from a Palestinian man whose 3 daughters and 1 niece were killed when Israeli tanks fired shells at his apartment in Gaza in 2009. The court held that the Israeli military is not liable for wartime actions, including killings of civilians. (AP, HA, MEMO 11/24)

According to Syrian media, Israeli air strikes killed 2 civilians and injured 1 civilian and 6 soldiers in the Homs region. According to Syrian officials, Israeli fighter jets fired the missiles from Lebanese air space. (AJ, AP, HA, JP, TOI 11/24)

Israel’s defense minister Benny Gantz met with his Moroccan counterpart Abdellatif Loudiyi in Morocco, signing a memorandum of understanding (MoU) for joint intelligence sharing, research, and military training. Morocco announced on 11/22 that its military had bought anti-drone systems from the Israeli company Skylock Dome. The PLO executive committee condemned the MoU, saying it contravenes agreements made at Arab League summits and the Area Peace initiative. The PFLP and Hamas also publicly condemned Morocco for inviting Defense Minister Gantz. Israeli newspaper Calcalist reported that the Israeli government had limited the number of countries that can buy Israeli-made cyber technology, from 102 to 37. Among the countries said to be excluded are Mexico, Morocco, Saudi Arabia, and the UAE. The report follows a decision by the U.S. to place bans on 2 Israeli spyware companies earlier this month. Australia announced that it intends to add all Hezbollah entities as terrorist organization. Australia added Hezbollah’s External Security Organization as a terrorist organization in 2003. In the West Bank, Israeli forces killed 1 Palestinian child during a raid in Balata refugee camp; Israeli forces said that the child had thrown a stone at the forces during the raid; no soldiers were reported injured. Israeli forces also shot and injured 2 Palestinian minors near a watchtower in al-Arroub refugee camp, claiming that the 2 threw stones at soldiers. Elsewhere, Israeli forces delivered stop-work orders for 4 commercial buildings in Salfit, 1 demolition order for a house in Bayt Jala, and demolished 3 agricultural structures in Khirbet al-Rahwa. 15 Palestinians were arrested during late-night raids in and around Ramallah, al-Bireh, Beit Sahour, Bayt Jala, al-Arroub refugee camp, Sa‘ir, Mirka, al-Zawiya, ‘Azzun, and Balata refugee camp. Haaretz reported that Israel had sent more troops to the Gaza fence in anticipation of another Palestinian demonstration on 8/25. Israel is also said to have instructed its soldiers to respond “more aggressively” to the Palestinian protests, despite injuring more than 40 Palestinians on 8/21. It was also reported that Hamas, in talks with Egypt, had agreed to end or curb the sending of incendiary balloons into Israel. (HA 8/24; MEMO 8/25)

500,000 doses of the Moderna COVID-19 vaccine donated by the U.S. arrived in Palestine, with 300,000 doses in the West Bank and 200,000 in Gaza. The PA said it had received a total of 2.5 million COVID-19 doses, which have been distributed between the West Bank and Gaza. Hamas, like the PA, recently required workers to get vaccinated. 7 out of the 20 Palestinians from East Jerusalem who had their Israeli government benefits revoked in May saw these benefits restored. The revoked benefits included their health insurance and government allowances. (HA 8/24)

The New York Times reported that Israel has changed its policy on allowing Jewish people to pray at the Haram al-Sharif compound. The reporting came after former MK and greater Israel advocate Yehuda Glick on 8/23 livestreamed himself praying at the Haram al-Sharif compound, in violation of the Status Quo agreement. While Israel does not have a law against non-Muslims praying at the compound, it has generally upheld the agreement. However, according to the NYT reporting, this does not seem to be the case anymore. (AJ, NYT 8/24; AP 8/25)

1 Palestinian on administrative detention ended his hunger strike after reassurances from Israel that his detention would not be renewed after January. The man was placed on administrative detention after being arrested on 9/22/2020 and had been hunger striking for 42 days. (WAFA 8/24)

A PA official said that the EU funding of its budget had still not arrived for 2021. The EU has helped fund the PA budget with $176 million, but the funding had not arrived due to technical reasons. The funding is presumed to be arriving in October, but the PA may not be able to pay salaries and social allowances for August without the funding. (JP 8/24)

The Fatah central committee said that PA president Mahmoud Abbas will reshuffle the PA government and announce new ministers on 8/27. It was later reported that the reshuffling was canceled. (ALM, MEMO 8/25)

In an interview with NYT before his trip to Washington D.C., Israeli prime minister Naftali Bennett said that there will not be the creation of a Palestinian state while he is in office, as he is opposed to Palestinian sovereignty. Prime Minister Bennett also said that his government would not annex parts of the West Bank, but would continue the expansion of settlements and Israel blockade of Gaza. (NYT 8/24; MEMO 8/25)

So, Ahmad, a true Muslim must know that the Land of Israel belongs to the Jewish people, and over time Arabs like you, who do not recognize that, will not remain here. The U.S. announced that it will resume providing aid to the UNRWA, which has been cut since 2018. In its 1st aid package, the U.S. will provide $150 million to the UNRWA, $75 million in economic and development assistance to the West Bank and Gaza, and $10 million for “peacebuilding programs” through the USAID. The U.S. also sent $15 million in assistance to the West Bank and Gaza to help with their COVID-19 response in March. The Israeli ambassador to the U.S. Gilad Erdan condemned the U.S. decision to resume aid to UNRWA, saying that Palestinian refugees are not “real” refugees. Israeli police confiscated dozens of these cameras at polling stations. The Hadash-Ta’al list filed an urgent complaint to the Central Elections Committee to have the cameras removed immediately. In the West Bank, a group of Israeli settlers attacked Jibiya village north of Ramallah overnight by throwing stones, leading to 2 Palestinian injuries. Settlers also attacked Palestinian shepherds in the northern Jordan Valley. Also in the West Bank, Israeli forces arrested 19 during late-night raids in and around Ramallah, al-Bireh, Nabi Salih, Silwad, Jenin, Tulkarm, Qalqilya, and Hebron. The raid near Jenin triggered confrontations with locals trying to block the soldiers’ entrance to their village. Elsewhere in the West Bank, Israeli forces handed out demolition orders for 9 residential structures in Yatta and for animal barns in Bayt Jala near Bethlehem. In Hebron, students and teachers suffered from tear gas inhalation after Israeli soldiers fired the gas into the yard of their school. Some students were taken to a nearby hospital for treatment. A Palestinian man arrested in July 2018 was convicted by an Israeli military court for killing an Israeli soldier in May 2018. According to Israeli forces, the Palestinian man had confessed to throwing a marble slab on the soldier, leading to his death. In East Jerusalem, the Islamic Waqf Council Chairman Sheikh Abdel-Azim Salhab returned to Haram al-Sharif after a 40-day ban issued by Israeli authorities. In Gaza, 4 Palestinian fishermen detained last week by Egyptian authorities were released. Israeli forces also opened fire on Palestinian farmers east of Khan Yunis and on Palestinian fishermen on the northwestern coast of Gaza. There were no reports of injuries. After around 32 Palestinian prisoners join the mass open-ended hunger strike in Israel’s Nafha and Ramon Prisons, bringing the number of total participants to 180, the prisoners decide to end their strike, which began on 8/5. The Israel Prison Service (IPS) says no deal was made, but Palestinian Prisoners Society chair Qadura Fares says that IPS agreed to several concessions on terms of cell searches and other issues. After an all-night session, Israel’s Knesset passes, 46–40, the 2d and 3d readings of a bill to allow force-feeding of prisoners on hunger strike that was approved by the Israeli cabinet on 6/14. Palestinian prisoner Adnan ends his hunger strike overnight after making an agreement with the Israeli authorities to release him on 7/12. An Israeli official says that the deal was made after Adnan withdrew his demand that Israel never again administratively detain him. Beginning on 5/5, Adnan’s hunger strike lasted 55 days. More than 100 mi. off the coast of Gaza, Israeli naval forces board, search, and escort the Marianne of Gothenburg, the flagship of the Freedom Flotilla III, toward the port at Ashdod overnight. Israel’s Supreme Court rejects a petition to abort the state’s plans to demolish a bedouin village in the Negev and replace it with a new Jewish town.
