Arab World: Chrmn. Arafat meets with UK amb. in Tunis.

Other Countries: US State Dept. announces willingness to grant "several hundred million dollars" additional aid to Israel, if sufficient anti-inflationary austerity measures taken.

Occupied Palestine/Israel: Unidentified gunmen in passing car shoot and kill Rafah (Gaza) Mayor Abd al-Karim Qishta. Arab World: Lebanese militias twice repel Israeli gunboats firing on West Beirut.

Occupied Palestine/Israel: Gush Emunim squatters establish settlements Nachliel and Givat Helevona (a.k.a. Eli) north of Ramallah. Jewish squatters add 4 caravans to settlement at Tel Rumaida in al-Khalil (Hebron). In exchange for Progressive List for Peace (PLP) votes to support Shlomo Hillel as Knesset speaker, Labor agrees on 3 issues: to legislate against apartheid practices toward Palestinians, to approve proposed change in Umm al-Fahm's status to full township, and to consider favorably establishment of an Arab university in Israel. Canadian and British delegates meet with Palestinian mayors and community leaders in Jerusalem on eve of Int'l. Liberals Congress in Tel Aviv (9/13-16).

Arab World: Chrmn. Arafat returns to Tunis, meets Soviet delegation there. Nabih Berri & Walid Junblatt boycott weekly Lebanese cabinet meeting to press gov't. to discuss political reforms and conditions in S. Lebanon.

Other Countries: In US, representatives of 11 relief and community service organizations meet State Dept. officials to protest Israeli policy toward Palestinian universities.

Arab World: Beirut Radio reports 4 IDF troops killed in 2 S. Lebanon bomb attacks; IDF soldier injured by land mine in S. Lebanon (9/10) dies of injuries.

Occupied Palestine/Israel: 5th American Jewish Kach settler arrested in connection with shooting of Arab bus passengers (3/4/84) and other "TNT" activities. 6 Israeli settlers tried in Jersualem for rioting and arson of Hebron market last year. Tel Aviv police unit leader Hafetz suspended for leaking information of "TNT" to press. Knesset defeats bill to declare "Hatikvah" Israel's national anthem, with its theme of a historic Jewish yearning for the "land of Israel." National Com. of Arab Town Councils urges adoption of national anthem that expresses the notion of two nations living in a single country. In Knesset State Control Com. hearings, West Bank leaders Raja Shehadeh, Muhammad Nasser and Beit Jala mayor al-Araj accuse West Bank court system of corruption, citing hampering of legal process, confiscation of files, arbitrary transfer ofcases, and Israeli officials' lying to High Court of Justice. Supreme Court reduces Kach settlers' sentence from 39 to 30 mos. for firing on passing car driven by Yatta village resident. Leaders of segregationist MENA organization protest High Court of Justice ban on their anti-Arab demonstrations planned for Nazareth central square. Over 700 Grenada & Beirut-veteran Marines arrive in Haifa aboard USS Guam for 4-days of "R&R." Arab World: Israeli private contractor employed by IDF ambushed and killed near Lake Karoun, S. Lebanon. [Defense Ministry now affords civilian workers military status in S. Lebanon, making surviving families eligible for increased pensions.]

Occupied Palestine/lIsrael: Police discover huge cache of weapons, including 107 grenades, 80 loaded magazines, mines, anti-tank bazooka shells and several dozen kilos of explosives in evacuated Palestinian village of Lifta near Jerusalem; suspected to be linked with "TNT" cells. MK Tsaban's motion to establish a committee of inquiry into the invasion of Lebanon defeated in Knesset vote (42-33). PM Shamir accuses Egypt of "tretreating from the Camp David framework, " citing Egypt's failure to return its ambassador to Israel. MK Rabin says PLO operations against Israel were "child's play" compared to Shi'ite "terror" against IDF in S. Lebanon. Occupied Palestine/Israel: 3 Israelis killed and 9 wounded in booby-trapped bomb explosion on bus near Ashdod; Abu Nidal's PDFLP-GC in Damascus claims responsibility; 150 Arab men rounded up as suspects.

Occupied Palestine/Israel: Knesset passes 8th Basic Law (Justice System); Justice Minister Nissim speculates Israel will have a constitution of 11 Basic Laws within next 10 years.

Arab World: Arafat arrives in Sana'a from Kuwait for talks with Pres. Saleh.

Other Countries: US House Speaker O'Neill claims US shelling not authorized within War Powers Act. Pope John-Paul urges pull-out of MNF from Lebanon and calls for protection of Palestinian refugees there in appeal to US Pres. Reagan. French gov't. reacts critically to US decision to pull out of Beirut; engages in diplomatic efforts to reconvene UN Security Council for replacing MNF with UN force.

Occupied Palestine/Israel: Israeli patrol kills Israeli government ranger, shooting at wild dogs in field near Beit Lahiya, Gaza, mistaking him for Palestinian "guerrilla." Complaints registered with Tel Aviv police that Civil Defense volunteers from local high schools randomly beat Arabs; base commander Sarah Ruhamim, reportedly commanded pupils: "Get out of the patrol car and see that the Arabs get a beating; my daughter enjoys it terribly." Ruhamim resigned after sum- moned by CD commander. Arab World: USS New Jersey fires big guns for 5 hours at artillery positions behind Syrian lines. 6th/15th Lancers of British MNF withdraw from Beirut to aircraft carrier Reliant.

Occupied Palestine/Israel: Karp report criticizing Israeli law enforcement practices toward Arabs in West Bank made public; report reveals Jewish settlers who kill West Bank Palestinians enjoy high degree of immunity from police investigation. Israeli gov't. announces no intention of intervening to salvage Gemayel presidency in Beirut, in spite of reported pleas from Phalange emissaries. Interior Ministry official attacks Jerusalem Mayor Kollek for accusing political motives behind gov't. refusal to approve 5 replacement generators for Arab-owned Jerusalem Electric Co. Spokesman for Council of Jewish Settlements ("Judea & Samaria") reveals IDF commander Aluf Ori Orr instructed settlers not to cooperate with civilian police after attacks on Arabs. Arab World: Shi'ite and Druze forces take over most of West Beirut from LAF/Phalange; demand Gemayel's resignation. 2 Israelis wounded when grenades hit IDF patrols south of Zahrani River; grenade attacks on IDF patrols in Sidon and Nabatiya market. US gunships Garcia and JF Kennedy and A-6 Intruder bombers pound mountain positions near Beirut.
